Dubai aviation sector to generate million jobs

in the first quarter of 2022, according to aviation officials.

The expansion is scheduled
for completion in Q1 of 2022,
by which time we expect Al Mak-

UBAIs aviation sector is

projected to support over
a million jobs by 2030
with the total economic impact
on the emirate to grow to $88
billion. Dubai, which has limited
oil reserves compared to UAE
capital Abu Dhabi, is expected
to benefit strongly from its focus
on aviation, according to a report by research firm Oxford
Economics.
Dubai, which is aiming to be
a regional aviation hub, has invested massively into developing
airport infrastructure over the
past few years. Its main airport
Dubai International is currently implementing a $7.8-billion
expansion plan, including build-

Our current aim for Al Maktoum International Airport is twofold: to attract more airlines to
operate from the airport and ease

later this year.

Khalifa Al Zaffin, Dubai Aviation
City Corporations Chairman,
was quoted as saying in the avi-

passenger traffic at Dubai International until such time that phase

one of the new airport is ready.
In that context, Al Maktoum
is currently undergoing an expansionary phase that will see

its annual passenger handling

capacity rise from the current 5
million to 7 million by early 2016,
he said.
In 2014, Dubai announced
that it will spend about $32 billion
in expanding the capacity of Al
Maktoum to accommodate 200million passengers. The expansion, which is expected to be
the biggest airport project in the
world, would take place in two
phases over six to eight years,
said Dubai Airports. Upon completion, the entire development
will cover an area of 56 square
kilometres.
Al Maktoums expansion
could also allow Dubais fastgrowing carrier Emirates to shift
base from Dubai International,
said officials.

the Minister of State for

The minister was
launching the project,
jointly sponsored by the
district administration

Pathanamthitta.
Mr Muneer expressed hope that Pravasi

The DRDO has been able

Scientists should be driven

capital' of the world like China
has become a 'manufacturing
factory'.
It is rightly said that India
has the potential to provide a
workforce of about four-five crore
to the world if the capabilities of
the countrymen are honed
through proper and dynamic skill
training.
In this context, Mr Modi noted
that the world and technology is
changing fast and, ''We need to
have futuristic vision and prepare
plans for the next 10 years." He
advocated the need for regular
interaction between industry and
technology experts.
"If China is recognised as a
'manufacturing factory' of the
world, India can become the 'human resource capital' of the
world. That should be our target
and we should lay emphasis on
our strengths," said Mr Modi.
There are several developed
nations which have wealth but
not human resources and India,
in the near future, will be the
only country that can cater to
this requirement if proper skills
are developed here.

the government will promote use

of certified, skilled manpower
for its work and projects through
enabling provisions in their contracts. Industry will also be encouraged to follow suit and pay
skill premium to skilled and semiskilled workers.
The companies will also be
asked to indicate the percentage
of certified, skilled workforce in
their units as a part of their annual report. Under the policy,
special focus will be laid on
youth who do not wish to con-

skills for other sustainable livelihood options. Special programmes will be initiated for providing skill training to those who

or as a part of existing university

"By designing suitable incentive schemes, existing infrastructure both in terms of buildings and potential teachers would
be optimally leveraged for skill
training," according to the policy.
Under the new policy, Industrial Training Institutes (ITIs) qualifications will be linked to formal
educational qualification at appropriate level through suitable
language/bridge courses as necessary in consultation with
state/Central boards of education.
ITIs interface with industry
will be promoted to enhance apprenticeship opportunities, im-

support. It will continue to encourage entrepreneurs to enter

into the skill training space by
providing milestone linked funding support through existing and
new institutional mechanisms.
Further, higher order skilling
will be promoted through Advanced Training Institutes (ATIs)
and Multi Skill Institutes (MSIs)
set up in PPP mode with strong
industry linkages.
These institutes will focus
on long-term skilling (one-three
years) and will be located near
the demand centres as Skill

State governments would be
encouraged to set up Kaushal

imparting skills pertaining to local
employment/livelihood opportunities to school drop-outs, adolescent girls, housewives and
rural youth.

transfer of spectrum will be permitted only after the interest of
the licensor has been secured.
A Telecom Service Provider
will be allowed to sell the spectrum through trading only after
two years from the date of its
acquisition through auction or
spectrum trading or administratively assigned spectrum converted to tradable spectrum. It
is clarified that in case of administratively assigned spectrum
converted to tradable spectrum
after paying the prescribed market value, period of two years
will be counted from the effective
date of assignment of spectrum.
A non-refundable transfer fee
of one per cent of the transactional amount or one per cent of

the prescribed market price,

whichever is higher shall be imposed on all spectrum trade
transactions, to cover the administrative charges incurred by
government in servicing the
trade. The transfer fee shall be
paid by the buyer (transferee)
to the government. The amount
received from trading shall be
part of Adjusted Gross Revenue
(AGR) for the purpose of levy of
license fee and SUC.
Frequency swapping/reconfiguration from within the assignments made to the licensees
will not be treated as trading of
spectrum. The conditions in the
NIA shall govern frequency
swapping/reconfiguration; existing rates as prescribed by the
government from time to time
for SUC shall continue to apply
on spectrum held by the buyer
which inter alia includes the
spectrum acquired through trading. Spectrum acquired through
spectrum trading will be treated
akin to spectrum acquired
through auction.
Both the licensees trading
the spectrum shall jointly give a
prior intimation for trading the
right to use the spectrum at
least 45 days before the proposed effective date of the trading. Both the licensees shall
also give an undertaking that
they are in compliance with all
the terms and conditions of
guidelines for spectrum trading
and the licence conditions.
In the event, it is established
that any of the licensee was not
in conformance with the terms
and conditions of the guidelines
for spectrum trading as well as
the licence at the time of giving
intimation for trading of right to
use the spectrum, the government
is entitled to take appropriate action which inter-alia may include
annulment of trading agreement.

Another game-changing
reform in the telecom sec

on which the Telecom Service

the prescribed market value (as
decided by the government from
time to time) to the government.

Now, how do you respond
to these types of questions? In
behaviour-based interviews, you
are asked to give specific examples of when you demon-

discuss these in a factual, specific way in the interview. Dont

expect to read directly from notes
in an interview; use notes to
prepare and practise.
Related to behavioural interviews is another form of interview, that is, situational interviews. This is similar to behavioural interviews, except while
behavioural interviews focus on
a past experience, situational
interviews focus on a hypothetical situation.
For example, in a behavioural
interview, the interviewer might

with... In a situational interview,

the interviewer asks, How would
you handle...
The key to preparation and
success in situational interviews
is simply to review your past
work experiences and review
the steps you took to resolve
problems and make corrections.
You should also have short stories of some of these past experiences, so you can also incorporate them into your answers
to show that you have experience handling similar situations.
Heres one way an interviewer might ask an applicant for a
customer service manager position: How would you handle
an angry customer who was
promised delivery of the product
on a certain date, but because
of manufacturing delays, the
company was not able to deliver
on a timely basis? The customer
is demanding some kind of compensation for the unexpected
delay.
Or, for a management position, a job-seeker might be
asked: How do you handle a
disgruntled employee in your
department who has made a
habit of arriving late to work and
causing minor disruptions during
the day, as well as a declining
morale among the rest of the
staff?
Remember that the most important thing job-seekers can
do to succeed in job interviews
is prepare. And preparation begins with conducting research
so that you know what type(s)
of interview styles you will be
facing. Preparation also includes
reviewing common questions
you may face as a job-seeker
and preparing narratives that illustrate a key point that each
question is seeking.
