BRIEF STATEMENT OF SUBJECT MATTER, ACTION TAKEN AND RELEVANT
INFORMATION GATHERED:
Submitted for consideration to the Committee on Laws and Ordinances was a communication
from the Office of the City Mayor Richard I. Gomez addressed to Vice Mayor Leo Carmelo L.
Locsin, Jr, City Vice Mayor & Presiding Officer of the 14 th Sangguniang Panlungsod ng Ormoc,
requesting the passage of a Resolution authorizing or ratifying the City Mayor to sign the
Cemetery Lease Contract for and on behalf of the City of Ormoc.
SP Member Pongos asked the invited guest, City Civil Registrar, Mr. Archilles Silva, to give a
brief background about the subject contract.
Mr. Silva proceeded to explain that the City Cemetery, before, was under the management of the
City Health Office. However, it was only recently that the management was transferred to the
Local Civil Registrar in consonance with other cities and municipalities. He then stated that the
requested resolution would give authority to the City Mayor to sign the lease contracts entered
into by the City of Ormoc and the lessees.
SP Member Pongos then asked if this was the first time that a a lease contract was needed for the
use of niches in the City Cemetery to which Mr. Silva answered that there were already existing
lease contracts entered into by the City Government before starting from the term of Former
Mayor Eric Codilla and that the need to have a new authority for the City Mayor and a new lease
contract arose since there is already a new City Mayor, hence, the need to give another authority
for it.
SP Member Pongos continued to inquire about certain provisions in the contract which
suggestions were given for it to be modified.

SP Member Quilang also inquired about the monitoring of compliance to the contract to which Mr. Gomez to enter and sign in behalf of the City Government of Ormoc. and in fact. the Committee finds no objection or opposition to the approval of the said request. Mr. Silva answered that there is a newly constructed niche for bones and such provision was provided for in the proposed lease contract. Chairman. the Cemetery Lease Contracts for the use of niches in the Ormoc City Cemetery. PONGOS. The aim of the such request is evident as there is a principal need to have such contracts entered into for monitoring and efficient management of the City Cemetery. 2016. Committee on Laws & Ordinances .. manifests its prompt and full support of the same. RECOMMENDATION: It is recommended that a corresponding Sanggunian Resolution be immediately passed granting authority to City Mayor Richard I. SP MEMBER BENJAMIN S. Silva explained that the Civil Registrar had a logbook which was maintained by the City Cemetery In-Charge or the caretaker. Silva explained that the City Cemetery is really congested and that the Civil Registrar’s Office has been requesting previous administrations to purchase lots for expansion. the bones would be deposited. December 1. the Lease Contract with the leasees is in fact clear and deserves meritorious consideration. JR. no action was undertaken. Mr. SUBMITTED. Hence. SP Member Pongos asked about the current situation in the cemetery. Gomez to enter and sign in behalf of the City Government of Ormoc. however.SP Member Quilang asked if there is an area in the City Cemetery provided for the usuary where in case of default payment. after careful and thorough review of the lease contract submitted. FINDINGS AND CONCLUSIONS: The Committee. concluded that this matter pertaining to the request granting authority to City Mayor Richard I.
