Subject: Making a junior college football team

Purpose
The purpose of this proposal is to have a Junior Colllege Football team for students to
have a better chance to go to a university. This opportunity will give students a chance to
transfer to a university on a football scholarship. Our idea is to have one football team
among the 5 campuses so that the best of our students can compete.

Summary
When you think of college, everyone knows that sports is huge part of the overall experience. If
you look at some of the public universities in Texas, such as The University of Texas at Austin,
or Texas Tech, or even Texas A&M, all these universities have a football program. The TCCD
campuses, Northeast, Northwest, Southeast, and South all do not have a football program.
Having a football program for the TCCD campuses would increase the chances of maybe earning
money or getting scholarships when transferring to a public university. It would increase the
revenue due to the income of game tickets, and selling of merchandise. It would also increase the
enrollment rate in the TCCD campuses.
In order to see a possible change in the football program, we, as four students who are the
attending the northeast campus, came up with different options to help us out with this issue.
Here are the tasks we set out to do while doing the research:
1.
2.
3.
4.

Survey Students on Interest in Football Program

Ask Kevin Harper about the Football Program
Research Enrollment Rates
Research Scholarship Opportunities

We hope our proposal will be taken into consideration by not just the TCCD Northeast campus,
but all of the campuses of TCCD. Thank you for your consideration.

Introduction
On October 1, 2016 a few classmates and I came up with the idea to have a football team
on TCC and be part of the NJCAA. (The NJCAA stands for National Junior College
Athletic Association, it is an association for Community and Junior colleges throughout
the United States.) It will give former athletes that couldnt make it to the NCAA another
chance not only to play but also earn scholarships. In the proposal, we will be talking
about how having a football team could benefit this college, what needs to be done, etc.
There is a 1.3% chance of getting a Divison 1 football scholarship, out of 80,000 players
qualified to play in a college level only 14,000 play in division 1. While 1.1 million
students every year are still looking for a scholarship. For some people they depend on
football to continue their education. You have to have a 2.5 GPA in high school to play
in Division 1. Players that don't reach that requirement have a chance to play in Division
2 or 3 but it does not guarantee a scholarship.
Having a football program for the TCCD campuses would increase the chances of maybe
earning money or getting scholarships when transferring to a public university. It would
increase the revenue due to the income of game tickets, and selling of merchandise. It
would also increase the enrollment rate in the TCCD campuses.

Some of the questions people will be asking about out our process:
1.
2.
3.
4.

Where do we find space to make a football field?

How much money will go into making the field and being registered NJCAA?
How many students would be interested in this idea?
If this works, how much will it benefit not only for the athletes but also for TCC?

Task 1: Survey students

In order to further our proposal, we must ensure that a large percentage of TCC students support
this idea. We will conduct a survey asking students what they think of joining the NJCAA. The
results of the survey will help us determine the level of interest the students have on college

football. Since we reside in such a big football state, were assuming a lot of the students to be
enthusiastic of this venture.
Task 2: Ask Kevin Harper about the football program
To get more information about what is needed to join the league, and to give us background as to
why we do not already have a team, we will speak to Kevin Harper. Kevin Harper is a
kinesiology professor at the Northeast campus of TCC. We are working on scheduling an
interview with him soon. We will ask him questions like, if he has done anything toward making
a team yet. The interview should help with finding the budget, and what extra requirements there
might be. According to Professor Stuewe, Harper has wanted to make a football team for quite
some time here at TCC. Perhaps with some help from him, soon we can have a TCC team
entered in the NJCAA.

Task 3: Enrollment rates

The enrollment rate is a key factor in determining what our football games and team roster will
look like. Through previous research, Petersons.com stated there are 50,595 enrolled students on
all five TCC campuses. This means there is a average of 10,000 students on each campus. Since
our campuses possess such a large body of students, the school will have no trouble filling out
the football games.Tickets and team merchandise will for sure increase the schools revenue &
spirit. Another reason a large enrollment rate is good for the football program is the easy access
to talent scouting. Among these 50,595 students, many of them were high school football players
who hold quality experience on the field. The football staff will have a plethora of options when
forming the roster.

Task 4: Research scholarship opportunities

In order to entice more people into playing football, other than just to play because they love
football, we will look at more at the scholarships public, 4-year universities have to offer to
students coming in from TCCD campuses. Players can get their academic start at a junior
college, while also conditioning themselves for NCAA level football. Therefore, TCCD joining
the NJCAA program, will open doors to different possibilities, including scholarship
opportunities. The NJCAA gives you many opportunities for scholarships and grant-aid awards.
Once you transfer to a Division 1 or 2, universities have the option to give aid or scholarship. If

you're going to a Division 3 university to play football they will not award any fundings for
athletes.
