1. Short Tittle and Commencement:

This set of rules shall be called B.A.LL.B. Debating


Society Rules, B.H.U.
It is applicable to all the students of B.A.LL.B. course of
Law School, B.H.U. ; and it shall come into force from
15thAugust, 2016.

Debsoc is the short form of the Debating Society of


B.A.LL.B. students of Law School, B.H.U.
Debsoc deals with all forms of debates and other oratory
concerned events.
Coordinator means the Coordinator of B.A.LL.B.
course in Law School, B.H.U.
Head is the supervising head of the Debsoc and the final
interpreter of this rulebook.
Student Heads are the conveners of the Debsoc Sessions
and interpreters of this Rulebook.
Organising Members are the members who organise the
events of Debsoc.
Regular Members are the students of B.A.LL.B. course
of Law School, B.H.U. who regularly take parts in the
Debsoc Sessions and Events. This membership is to be
granted by the Student Heads.
Grand Intra Debate is an intra debate to generate a rank
cum merit list of individuals for representing Law School,
B.H.U. in National and International Debating Events.

3. Composition of The Core Committee:

One Faculty Member of Law School, B.H.U., who is to be


the Head.
One Student from each batch of B.A.LL.B. course of Law
School, B.H.U., excluding the fresh batch, ie., the 1st year
batch, who is to be the Student Head. So a maximum of
four Student Heads can be possible.
Minimum three and maximum five students of B.A.LL.B.
course of Law School, B.H.U., who are to be the
Organising Members.

4. Appointment and Removal:

The Head of Debsoc shall be appointed and removed by


the Coordinator. The Coordinator may also hold this
position himself/herself. And in case of absence of the
Head, the Coordinator shall discharge his/her functions.
The Student Heads shall be appointed and removed by the
Head on the opinion of the students of each batch of
B.A.LL.B. course of Law School, B.H.U. This opinion
may not be binding on the Head.
Organising Members shall be appointed and removed by
the Head on the advice of the Student Heads. This advice
may not be binding on the Head.
The Head shall appoint someone to judge the Intra Debate
Events.

5. Sessions and Events:

Debsoc Sessions can be held maximum twice in a week.


Day and time are to be decided by the Student Heads.
An Intra B.A.LL.B. Debate Competition of Law School,
B.H.U. can be held once in a month. Day and time are to be
decided by the Student Heads on the permission of the
Head, the Coordinator and the Dean of Law School, B.H.U.
A Grand Intra Debate for B.A.LL.B. students of Law
School, B.H.U. shall be held in the first month of each
Semester. Day and Time are to be decided by the Student
Heads on the permission of the Head, the Coordinator and
the Dean of Law School, B.H.U.

6. Selection of Topics:
Selection of topic for debates is to be done by the Head, on the
suggestion of the Student Heads.

7. Convening Debsoc Sessions and Events:

The mode, method and other requirements to convene


Debsoc Sessions and Events are to be decided by the
Student Heads.
Policies for financial and other supports for better
functioning of Debsoc can be made by the Student Heads.

8. Opportunity to represent the College:

A student may participate maximum twice per semester in


any National and International Debating Events,
representing Law School,B.H.U.
No student from the fresh batch, ie., the first year batch
shall be allowed to participate in National and International
Debating Events representing Law School, B.H.U., except
specific events only for 1st year students.

9. Generation of Preference List:


The result and rank list of individuals who participated in Grand
Intra Debate shall be generated which shall be treated as the
Preference List to participate in National and International
Debate Competitions and this preference list shall be functional
in that particular semester.

10. Formation of Teams to represent Law School, B.H.U.:

Teams may be formed among the students themselves on


their own collaboration, to participate in an event
representing Law School, B.H.U. which shall be subject to
confirmation by the Head.
The Head may also form teams to represent Law School,
B.H.U. in National and International Debating Events, as
per Section 12 of this Rulebook.

11. Collision of Teams on a particular Event:

In case two or more teams collide to participate in the same


event, the Preference List mentioned in Section 9 of this
Rulebook shall be referred to permit the team with higher
sum of individual scores to participate in that event.
In case of collision for individual participation in the same
event, the above mentioned Preference List shall be
referred.

12. List of Events in a Semester:

A list of expected debating events taking place in that


particular semester may be generated by the Debsoc and
High Priority Events or Important Events may be allotted
to the top ranking individuals of Grand Intra Debate.
Events coming under the category of High Priority Events
or Important Events and the extent of top ranking
individuals of Grand Intra Debate, are to be decided by the
Head.

13. Permissions:

After following the provisions and procedures of Sections


8, 9, 10, 11 and 12 of this Rulebook, the qualifying team
shall be permitted to represent Law School, B.H.U.
This permission shall be granted by the Head by issuing a
Permission Letter.
The Permission Letter shall finally be attested by the Dean
of Law School, B.H.U.

14. Decision over Residuary Provisions:

The Head shall decide over any residuary provision on the


advice of Student Heads.

15. Amendment Provisions:

Student Heads shall appeal to the Head for the required


amendment in this Rulebook.
After considering the appeal, he/she may pass the
amendment motion back to the Debsoc for voting.
The amendment motion must pass by the simple majority
of votes of the regular members present and voting.

16. Final Interpretation and Redressal of Disputes:


In case of any dispute arising in the Debsoc or based on the the
provisions of this Rulebook, the interpretation and decision of
the Head shall be final.
