1. Except as otherwise provided, Commanding Generals, Field
Army in Germany, Berlin District, and US Forces, J\.tlstria have
full responsibility for cOl11tnand and administration of all ground
including ground service forces assigned or attached to
their ·commands. They will in addit.ion, on request of the appro­
priatemajor comraander, provide administrative services for all
Arm.y and Navy forces in their respecti va areas where these forces-­
are unable to provide their own administration (including supply).
