The Works are to design, manufacture, supply to Port Djibouti, transport
locally to the project site in Ethiopia, store at the site till erection, erection
of Workshop Machineries and Machine Tools including two Goliath Cranes
for Material Handling, train Employers personnel, commissioning, testing
and handover under terms of single turnkey contract for the complete
FACTORY WORKSHOP. Construction of necessary related civil works
and foundations will be carried out by the Employers [ except related plant
grouting]

ITB 5.5 (e)

The minimum amount of liquid assets and/or credit facilities net of other
contractual commitments of the successful Bidder shall be Five Hundred
Thousand US Dollars. [500,000 US$]

Subcontractors experience and resources shall not be taken into

account.

C. Preparation of Bids
ITB 12.1

The language of the bid is: English

ITB 13.1

Any additional materials required to be completed and submitted by the

Bidders are as under:
(1)

Subcontractors proposed by the bidder

The Bidder shall include in its bid details of all major items of supply or
services involved in the works that it proposes to purchase or sublet,
and shall give details of the name and nationality of the proposed
Subcontractor, including vendors, for each of those items. Quoted
rates and prices will be deemed to apply to whichever Subcontractor is
appointed, and no adjustment of the rates and prices will be permitted.
The Employer reserves the right to delete any proposed Subcontractor
from the list prior to award of contract, and after discussion between
the Employer and the Contractor.

(2)

Deviations Technical and Commercial

In order to facilitate evaluation of bids, deviations, if any, from the
terms and conditions or Technical Specifications shall be listed in a
separate Attachment to the bid. The Bidder shall also provide the
additional price, for withdrawal of the such deviations. However, the
attention of the bidders is drawn to the provisions of ITB Sub-Clause
27.2 regarding the rejection of bids that are not substantially
responsive to the requirements of the bidding documents.

(3)

Conformity of facilities which the Bidder has:

The documentary evidence of the conformity of the facilities to the
bidding documents may be in the form of literature, drawings and data,
and shall furnish:
(i)

a detailed description of the essential technical and

performance characteristics of the facilities which the bidder
has which can prove that the Bidder is capable of executing
the contract successfully if awarded to him;

(ii)

a list giving full particulars, including available sources, of all

spare parts, special tools, etc., necessary for the proper and
continuing functioning of the works following completion of
works in accordance with provisions of contract; and

(iii)

a commentary on the Employers Technical Specifications

given in the bid document and adequate evidence
demonstrating the substantial responsiveness of the facilities to
those specifications. Bidders shall note that standards for

workmanship, materials and equipment designated by the

Employer in the bidding documents are intended to be
descriptive (establishing standards of quality and performance)
only and not restrictive. The Bidder may substitute alternative
standards, brand names and/or catalogue numbers in its bid,
provided that it demonstrates to the Employers satisfaction
that the substitutions are substantially equivalent or superior to
the standards designated in the Technical Specifications.
ITB 14.4 (a) i)
and (b)

Plant and equipment to be supplied from abroad shall be quoted on

basis of DDU Tendaho Sugar Project site. Employer assumes
import custom clearances and payment of custom duties and
taxes.

(ii) Named place of destination for DDU is Tendaho Project site which is
adjacent to Addis- Djibouti tarmac highway with a convenient distance
from port of Djibouti.
(iii)

In addition to DDU- Project Site Price, bidders shall indicate EXW

price, and FOB Prices also as specified in the Price schedule.

ITB 15.1. (b)

This should be quoted in Local Currency Only.

ITB 15 .1 (c)

The choice of currencies in ITB Sub-Clause 15 (c) shall be as under.

-

Insurance will be in Local Currency only as the goods / cargo has to

be Insured by Ethiopian Insurance Corporation Only.

Ocean fright will be in local Currency or in Foreign Currency

depending upon whether the cargo is being shipped through an
Ethiopian Shipping line or any other shipping line. Shipment through
Ethiopian Shipping line is a must if the shipping line plies to the Port
of Shipment.

Local Transportation will be in Local Currency only.

Installation Services could be either in Foreign Currency or in Local

Currency depending upon the type of currency in which the
Expenditure is likely to occur.

ITB 16.1

Bid validity period 120 days from the date of bid opening.

ITB 17.1

Bid shall include a Bid Security issued by a bank or a by a surety using the
form for bid security (bank guarantee or bid bond) included in Section IX
Security Forms.

ITB 17.2

The Bid Security shall be US $20,000-or an equivalent amount in a freely

convertible currency.

ITB 18.1

Alternative Bids shall not be considered except for Item 1640 Oxygen
Generation Plant

ITB 19.1

The number of copies of the Bid to be completed and returned shall be

ONE original plus FOUR copies plus ONE electronic copy on a 3.5 DS HD
diskette(s) or a Data Compact Disk (CD) in Microsoft Word format for text
and Microsoft Excel format for quantitative information.
In case of any discrepancies between the submissions, the original bid shall
be considered to be correct.

D. Submission of Bids

Bidders shall not have the option of submitting their bids only electronically
but with hard copies as indicated under BDS 19.1

The Advance Payment shall be limited to Twenty [ 20% ] percent of the

Contract Price.
