HSE MANAGER JOB DESCRIPTION

RESPONSIBILITIES

Supports the Top Management in the HSE Policy and Guidelines issue.

Supports the Top Management in the Organization roles and responsibilities


definition, for what concerns safety aspects.

Supports the Top Management in the HSE Management System standard issue.

Ensures, in accordance with the Corporate guidelines, the implementation,


updating, review and auditing of the Company HSE Systems.

Monitors the effective implementation of appropriate Safety and Environment


System procedures and provide for their updating in line with changes in Legislation and
Company Directives.

Provides for motivation and familiarization of all Company personnel respecting


the importance of complying with Company system procedures and all Safety equipment
provided.

Assists the Commercial, Engineering and Operations Department in their


dealings with Clients in all issues concerned with Health and Safety at work.

Conducts safety audits both internal and external.

Takes part in accident / incident investigation.

Carries out analysis of accident / incident statistics, identifying trends and


suggesting improvement plans.

Provides technical support to Senior Management on any safety related


subjects.

Carries out any in-house safety training.

Carries out safety audits on Sub-contractors.

Liaises between Clients on safety related issues.

Safeties related engineering input into new projects and modification programs.

Participates to HAZOP meetings prior to procurement and installation activities.

Performs Risk Assessment.

Preparation of Health and Safety documentation for new tenders.

Provides Safety support and advice, including supervision on preparation of plans


and procedures for initial contract start up activities.

REQUIREMENTS

Bachelor Degree in Science/Engineering or equivalent with additional


professional qualifications in HSE and Fire & Safety Management Systems.

12 or above years experience in Health, Safety and Environment and Fire


Services in hydrocarbon processing plant, of which 6 years should be in a supervisory
capacity, 5 years in gas plant or refinery operations.

Working knowledge in Health, Safety and Environment Management Systems,


Environmental Discharges, Incident Command System, Incident Investigation by using
Tripod Beta Tool, HSE Auditing Techniques, HEMP, Radiological Safety,

Industrial Hygiene, and Gas Dispersion, Modelling, Explosion Indices and ISO
14001:2004 and OHSAS 18001.

Good knowledge of English

Project HSE Managers role & responsibilities are to establish and implement the Project HSE
Management System in line with GS E&C Quality, Safety, Health & Environmental Management
Systems and corporate standards. The duties include but are not limited to the following;
Role & Responsibilities in Home Office during Engineering & Procurement Phase
(1) Establish and ensure implementation of the HSE Management System on the all phases

(Engineering, Procurement, Construction, Commissioning up to Mechanical Completion) of the


project.
(2) To establish Project HSE Plan including HSE Policy (based on Corp. QHSE Policy) and
continually improve it.
(3) Assist and coordinate with the Project Manager and all personnel assigned to the project in
establishing an overall Project HSE Management Plan based on Companies IMS Management
standards and Project requirements.
(4) Advise on setting up the improvement guidelines for Project HSE Management System to project
employees. Ensure improvements are implemented and results are feedback to employees.
(5) Establish Project HSE audit program & schedule and perform the Project HSE Audit within the
project organization in cooperation with Corporate QHSE Team.
(6) Report the Project HSE Audit Results to Corporate QHSE Team Leader and Project Manager.
(7) Monitor Project HSE System activities such as Engineering HSE and Field HSE activities based
on Companies Management system and Project requirements.
(8) Coordinate with Engineering HSE Engineer and manage Construction HSE staff.
(9) Coordinate and communicate with Client on Project HSE issues.
(10) Produce and develop the Project HSE Training Plan. Ensure implementation of the plan. Ensure
that training records are maintained.
(11) Ensure that HSE is applied in line with the Project HSE Design Criteria to the Engineering,
Procurement, Construction, Commissioning and Mechanical Completion phases of the Project.
(12) Ensure that the Project meets international standards.
Role & Responsibilities at Site during Construction, Commissioning and Mechanical Completion
Phase.
(1) Establish the HSE and security management plan for the sake of loss prevention of the site.
(2) Plan for and perform the site HSE and security management programs.
(3) Plan for and implement the site HSE & security training programs.
(4) Check and improve the hazardous construction work conditions.
(5) Manage occupational health, workers health examination.
(6) Establish an emergency action plan in preparation of an accident occurrence in order to save the
situation and restore the area after the situation is over.
(7) Investigate the cause of accident, establish preventive countermeasure and report the result to
home office and local governmental authorities concerned.
(8) Establish the emergency response plan for major accidents and provide the training and the
result report.
(9) Record and keep the statistics of accident reports.
(10) Provide the HSE security equipment and personal protective equipment.
(11) Provide the preventive plans for hazardous material handling.
(12) Support discipline supervisors for performing their job safety.
(13) On regular schedule, take a site safety and security patrol to find any inappropriate practice.
Inform assigned superintendent to take a necessary measure to correct discrepancies, and assure
that corrective action is followed up.

(14) Responsible for ensuring that Project HSE Management policy, plans and procedures are
implemented effectively and are suitable for the their purposes and use for which they are intended.
(15) Establish Permit to Work System and manage and train relevant personnel.
(16) Report the performance status of Project HSE and relevant issues to the Corporate QHSE
Team and Project Manager.

Requirements
1) Essential
- Bachelors Degree in Environment, Occupational Safety & Health or Engineering from a recognized
institute
- A current relevant health and safety qualification(e.g. NEBOSH Diploma/IOSH/CSP Certificate or
equivalent)
- Full conversant with International HSE standards, codes and industry practices
- Excellent written and verbal communication skills in English
2) Desirable
- Having the competency certification (e.g. Lead Auditor OHSAS 18001)
- IOSH membership or similar association
- Evidence of Continued Professional Development(CPD)
3) Experience
1) Essential
- Experience as HSE Management System relevant position minimum 15 years
- Experience in OHSAS 18001:2007, ISO 14001:2004
- Experience working with both UK and US HSE systems
- Experience of managing HSE on large-scale Power Generation or Environmental Plant, Oil/Gas
and Petrochemical Plants
- Experience in Jetty project or off-shore project
2) Desirable
- Experience and understanding of technical HSE (P&ID, HAZOP, SIL, HSE MOC process etc)

Must have experience installing a certified safety management system.
Extensive experience with sound knowledge of HSE activities.

Responsibilities
Directs the resources and activities of the Contract to support the QSHE programs by providing advice and
guidance to the Contract and Company Senior Management and Supply Partners.
Continually maintain an appropriate level of awareness, knowledge and preparedness across the Contract to create
a culture that prioritises effective QSHE and balances overall associated costs
Develop all the required documentation, operational checks and reports for the QSHE
Management System to be compliant with ISO 9001/2008, OHSAS 18001/2007 and ISO 14001/ 2004 standards,
including corrective and preventive measures.
Review internal QSHE policies and practices to ensure they are current and appropriate; conduct hazard and risk
assessments and change existing, or develop new recommendations from these assessments
Serve as the Contract expert within the field of QSHE when called upon to address regulatory agency compliance
issues, third party safety & liability consultants and supply partner representatives
Responsible for the management and directing the Contracts QSHE requirements, including the performance
management of all supply partner QSHE staff
Assist in developing and implementing emergency response procedures, business continuity plans, disaster
recovery plans and evacuation plans
Responsible for the development of an annual budget recommendations and implementation.
Provide regular written reports, as well as other production-related results and updates to the
Senior Management Team
Assist project team in investigation of all project incidents, including root cause analysis and ensure proper records
are completed and submitted. Assist in implementation of corrective actions as it relates to the incident and ensure
lessons learned are communicated throughout the Company and are incorporated into the program, if necessary
Ensure Operational managers and personnel have the appropriate technical competence to work safely by the
identification and provision of formal training needs.
Devise, supervise, and coordinate training programs or media which will increase proficiency in safe practices and
promote QSHE consciousness
Assist operational managers with the identification and development of practical and effective safe working
practices.
Actively participate in the scheduling of safety meetings across contract locations to review QSHE performance
and policies
To ensure that a Continuous Improvement Process is an integral part of service delivery increasingly adding value
to both the business and the client.
Manage the agreement and evaluation of supply partner performance against Key Performance Indicators (KPIs)
to maximise service levels
Provide accurate management information to the Facilities Director and client as and when required.
Address specific reporting and record keeping requirements, as well as other pertinent safety/regulatory
compliance matters and to ensure project sites are in compliance
Oversight of Contracts QSHE incentive programs and periodically reviews them to ensure they are accomplishing
the desired results. Make necessary changes to the program to maximize effect.

Stay abreast of current and emerging technical and professional aspects of this position
To ensure all new starters receive QSHE induction training in line with Company policies and procedures.
Assist with and participate in sales presentations

Role &
Responsibility

Oversee of all general activities with regards to HSE and Implementation of Health,
Safety and Environment (HSE) rules, regulations and procedures of the company.
Monitors, audits, and evaluates effectiveness of the HSE Program as to its
implementation and administration. Makes sure that initiative corrective action is
undertaken.
Ensure that relevant HSE documents, reports, communications and other
requirements of HSE are kept properly in place.
Examine/ select the HSE Staff for the appointment at the working site.
Ensure that appropriate, regular and periodic trainings and training programs are
planned and implemented.
Followup/ update on all new/ existing HSE rules and regulation, laws, international
standards in order to obtain, maintain and follow on all such informations together with
all new development in equipments/ devices/ tools and HSE best practices related

Good command of written & spoken English

Engineers with the following additional qualifications/certifications will be preferred:

Onstream Group is currently recruiting for an HSE Supervisor who will represent its
client on-site, which is located in Erzincan, East-Central Turkey. The scheduled end date
for the project is July 2018 and this role will involve managing a team of 50-60 workers.
The work rotation is six weeks on / two weeks off.

Mentor contractor supervisors and HSE professionals for taking the responsibility
of protecting their people from harm, and for developing strategies that drive

Root Cause Incident Investigation

Core Responsibility:

Identify, develop & implement HSE Policies, Procedures, Standards and


Guidelines in support of China Operations and Projects, including:

- Develop and communicate HSE performance reporting to BU and Corporate


Management including identification of strategic improvement opportunities. Oversea
HSE performance and continuous improvement initiatives within company.
- Guide and direct the implementation of HOIMS in company. Identify, coordinate and
ensure HSE and position-related training and competency requirements are provided for
HOCL personnel.
- Provide HSE input to HOCL operational procedures, including Hazard Identification
HAZOPs) and Hazardous Operations (HAZIDs).

Job Description
The Corporate HSE Manager reports to the Corporate HSSE Vice President, this position will be
responsible for the following:

Champion our culture change and behavior-based safety efforts (360 Safety) by conducting
safety-compliance and culture-behavioral assessments and audits of our work sites.

Develop scope, objectives, work plans, priorities, and schedule for assessment/audit activities.

Lead assessments/audits to improve the safety, compliance and culture of our operations.

Develop, train and lead Regional HSSE Staff in performing inter-regional assessments/audits.

Prepare working papers, reports and presentations of findings and recommendations.

Present assessment/audit findings, verbally and in written form, to all levels of the organization.

Track findings and corrective actions and provide management with status updates.

Build and maintain strong, collaborative working relationships with Operations leadership.

Manage special projects related to safety culture change.

Conduct ad-hoc projects to address management safety inquiries or concerns, often requiring
coordination among multiple departments, e.g., HR, Legal, Risk Management, IT.

Participate in technical reviews and updating of Corporate HSE Programs.

SKILLS, EXPERIENCE & EDUCATION

Education: Bachelor of Science degree or Bachelors degree in one of the following fields, i.e.
safety, environmental, industrial hygiene, public health.

Work Experience: 5 - 8+ years of broad Safety and Health knowledge and experience with
regulations, standards, codes, methods and OHS best practices

Travel: Requires up to 40% overnight travel within North America.

Certification Preferred: CSP, CIH

Strong organizational skills, information management proficiency and collaborative management


style are needed.

Strong interpersonal skills to establish credibility with colleagues and senior management.

Ability to work through and identify the root cause of problems.

Excellent verbal and written communication skills.

Ability to conduct audits and gather evidence through observation, interview, and sampling of
documents and records.
