OBJECTIVES OF STUDY
To make surat as a slum free city and to improve living standard of slum dwellers

RATIONAL FOR THE STUDY
T.p- 7(Anjana)located 7 km east from railway station and within smc limit. The textile
market,factory of power looms of textile are located closed vicinity. Due to Industrialization and
textile unit slum pocket located in this area. Therefore it is proposed to come out with a
providing better shelter with basic/social/amenities to slum dwellers to improve living standard
and as a result effort to make the slum free surat city.

DETAIL METHODOLOGY TO BE USED FOR CARRYING OUT THE
STUDY
As I am employee of municipal corporation working under ppp scheme for redevelopment of
various slums. I have done detailed survey of slum dwellers residing in slum located at TP7(Anjana) F.P.No-118 Ambedkarnagar .they are living in sub standard condition with lack of
proper sanitation, ventilation, internal approach road, drinking water, and drainage
facility.Ambedkarnagar slum located near municipal Anjana sewage farm with good connectivity
of BRTS Route on canal corridor.
Due to opportunity of job in vicinity of Ambedkarnagar slum and said slum is not obstructed in
development work/road /reservation and situated in s.m.c land. SMC intend/select said slum for
redevelopment under ppp scheme with basic/social eminitis.I designed Redevelopment scheme
to provide free of charge dwelling units having minimum 25 sqmt carpet area i.e. two room,
kitchen bath room and toilet facility to slum dwellers by public private participation as per under
govt. guidelines.

Redevelopment of ambedkarnagar existing slum under public private partnership (ppp) at
TP.7(anjana) FP.NO 118 by providing integrated group housing facility with social infrastructure
of community hall and anganwadi for the slum dwellers living with good atmosphere and
nearness to their working place.
Ambedkarnagar slum is located 7km east from surat railway station within SMC limit . the
anjana farm and textiles factories are located closed vicinity and also interconnected with BRTS
rout on canal corridor.
As per the detailed study I found that there are so many workers are working in industry like

hwajanagar,halpativas.Slum dwellers living in slum which is improper for human habitation and
unsuitable for human habitation by all means,broken condition of such houses , density,faulty
arrangement and construction , narrow roads , lack of ventilation and light which are harmful to
safety, health and morality and that is why I designed project for redevelopment of existing slum
of ambedkarnagar at TP.7 (anjana) FP.118 by providing detailed survey of slum and proposed
planning for integrated group housing facility for slum dweller as per govt. guide line with
facility of primary , physical &social infrastructure .The implementation of said project result in
improving living standard of slum dwellers & fulfill the dream of slum free city of surat.
The implementation of said project is done by transparent bid process for inviting
financial sound developers to construct integrated group housing facility with primary , physical
and social infrastructure for slum dwellers . as per govt. policy in said project slum dwellers will
rehabilitate insinuated in flat of one room , kitchen , bath/W.C with free of charge.
Expenditurer for construction of integrated group housing facility of selected
developer will be repay by SMC or competent authority providing transferable development
rights mentioned in govt. policy and developer can sale/ uses TDR within
development limit.

As I am employee of surat municipal corporation I whould like to thanks to all my
colleagues staff and architect who have directly and indirectly helped in preparation of this
project report.

History:The city of Surat, known for its textile manufacturing, trade, diamond cutting and
polishing industries, zari industry, has experienced drastic industrial development in last two
decade resulting in rapid growth in economy, an economy dominated by labour intensive
activities. Migrant labors from other parts of Gujarat, Maharashtra and Eastern India, has settled
down mainly along the major transportation corridors, river and creek banks and in vicinity of
industrial areas. This leads to formation of informal settlements characterized by high density of
population and associated public health risks. These densely populated areas are as good as
slums of course with no / substandard basic facilities like drinking water, roads, light, sanitation
etc. and are highly prone to any sort of disaster. So providing housing with healthy and hygienic
condition is the major concern for the city.
SMC also conducted a slum survey in 2005 and developed a slum policy based on this
survey. The high rate of in-migration of labour workforce, and their dependants coupled with a
lack of affordable housing, led to the growth of slums and slum like areas in Surat over the last
four decades. By 2005 there were close to 1 lakh household living in in-sanitary conditions in
333 slums. Out of these 117 were on private lands and 216 on public lands. By 2007, biometric
survey revealed that the number of slum dwellers has increased to 1.33 lakh household in 406
slums, partly due to inclusion of slums existing in the extended areas.

2. Need
Unhygienic and dismal squalid environment in slums is not only the source of spreading
diseases but also leads to many social problems of society. The slum dwellers are deprived from
their important basic right i.e. to possess own livable place on this earth with facility of potable
water supply and sanitation. The Government has acknowledged and accepted this as major
issue. The Central Government of India and State Government of Gujarat had declared housing
schemes for families living below poverty line (BPL) and economically weaker section of
society. Surat Municipal Corporation has seriously participated in the efforts of Government to
improve the living standard of urban poor.

SLUM POLICY:It is clearly understood that visioning city development without inclusion of slum
residents will never be possible. The informal sector, which mainly resides in slums are the
backbone of the economy on which cities thrive. Due to lack of basic social infrastructures like
health education facilities, access to credit & social security, the slum dweller, soon becomes a
vulnerable victim in the city. Due to unhygienic living in the slum and lack of education, slums
are the creators of epidemics in the city. So it is very important to think for the slums parallel to
the development of the city.
Surat Municipal Corporation have prepared a draft slum policy for overall development
of the slum dwellers it is the vision of city to make the city zero slum by the end of 2025. The
draft policy includes overall development of the slums.

For updating of slum data Surat Municipal Corporation carried out Biometrics survey of
slum dwellers. Under this survey all the slums dwellers are surveyed and finger prints and
photographs are collected and strong database of all slums and slum dwellers living with in the
city limit is prepared. The physical, Socio Economical level and lively hood data are also
collected. Each household will be provided smart card, which can be utilized for availing all the
services to be provided in future.
Surat Municipal Corporation adopted following strategies for development of slum.

a) Slum Relocation / Rehabilitation:
The slums located on the bank of river Tapti & on the banks of creeks are seriously
affected by flood almost every year. More over the slums on the roads, canal banks and

The slum dwellers residing on this locations will be shifted in built up . b) Slum Redevelopment: Slums located on Surat Municipal Corporation & private lands of less important will be redeveloped at the same place by re-organizing and densification.pucca-flats. For the purpose of transfer of developmental rights. The lands which are on the roads having 18 meters or more width shall be entitled to get height of construction upto 70 meters.I. by total (Free + chargeable) admissible F. Such transferable developmental rights shall be utilized within maximum period of seven years from the date of work order for slum Rehabilitation scheme. c. on available lands. e.S.I. transferable developmental rights shall be transferred on available lands within the limit according to requirement of FSI in addition to free FSI admissible in that zone. Transferable Developmental rights : a. d. Last part of transferable developmental rights shall be given only when the certificate is obtained of completion of slums Rehabilitation scheme.I.
