Corruption, the murkiest violation


of human rights
THE Universal Declaration of Human Rights adopted by the
United Nations on December 10, 1948 may be the greatest thing
that happened to humanity since the Neanderthals.
Pope John Paul II in his 1979 address to the 34th General Assembly
of the United Nations describes it best, as “a true milestone on the
path of humanity’s moral progress,” and later at the 50th General
Assembly in 1995, as something that “remains one of the highest
expressions of human conscience of our time.”
This has been especially true and celebrated in many countries,
especially those that are more mature in governance and
statesmanship. But to others that have been characterized by
bad politics and graft-laden economies, and, worse, extra-
judicial killings and disappearances, the Universal Declaration
of Human Rights remains a piece of paper put to good use only
in rhetorics.
“Shame” is the word that Jaro Archbishop and CBCP president
Angel Lagdameo used. It “gives us a feeling of shame and
embarrassment because of the innumerable human rights violation
that have remained unexamined, unexplained and unresolved or
covered up by events,” so says his message on the 60th anniversary
of the Universal Declaration of Human Rights.
“We are ashamed,” he adds, “and we hope it is not completely
true, that our country is said to be the most corrupt in Asia and the
second most corrupt in the world. This is because of human rights
violations in various degrees. Does this call for a celebration?”
With hundreds of documented extra-judicial or political killings
and disappearances that happened in the country in just a few
years, calling for a celebration is a tongue-in-cheek. And yet,
though disputable this is indeed, these hundreds of killings seem
eclipsed by the most vicious of all human rights violations—the
massive and systemic corruption.
When citizens are robbed of barest opportunities and a future with
dignity, then corruption becomes murkiest. One may even prefer
to be disappeared rather than stripped or robbed or both.

Honoring the Book of


the Gospels
The liturgical law

Apostolorum university, answers the following questions:)

Q: A priest-professor of liturgy at a seminary in India told me


about the Book of the Gospels which is carried in the entrance
procession during the Mass and kept on the altar till the Gospel
of the church

He explained to me the reasons and significance of this special
honor given to the Book of the Gospels. Some of our friends
who heard about it for the first time raised many doubts about
this practice. I read the General Instruction of the Roman Missal
(GIRM), which also speaks about it. I have three questions on
this subject: 1. The Book of the Gospels that he showed to me
was an American edition (National Conference of Catholic
Bishops -- Catholic Book Publishing Co.). Can we use it in
India? I called the National Liturgy Commission in India and
the person in charge said we do not have an Indian edition, but
if we have the U.S. edition we could use it in English-speaking
congregations. Is it correct? 2. In India we have many vernacular
languages. In those languages we certainly do not have Book of
the Gospels. In that case can we use the lectionary (GIRM, No.
120.d, says “not lectionary”) or the New Testament (Bible) in
procession instead of Book of the Gospels? 3. As regards honor
given to the Book of the Gospels, can we give some special
honor according to our Indian culture (see GIRM, Nos. 60, 273,
390) such as arathi and garlanding (homage by flowers)? In the
approved cultural adaptation (Sacra Congregatio Pro Cultu
Divino, Protocol No. 802/69, dated April 25, 1969) for India,

of preparation, a group of thirty-three
persons (priests, religious and lay) will
be sent to the Holy Land annually.
The main event of the Jubilee on
2012 will be the convocation of the
Second Synod of Malolos. To prepare
for the Synod, the Bishop is conducting
Pastoral visits to the 105 parishes of
the Diocese, the Catholic schools, the
different charitable institutions and the
different religious communities within
the Diocese.
As the diocese looks forward to the
celebration of its golden anniversary it
seeks to form a living, vibrant, loving
and trusting community in the hearts
and lives of its faithful. The journey is
not only towards the Jubilee celebration,
but also towards the realization of the
Kingdom of God on earth in the local
Church.

Fighting graft and corruption
TO steal is wrong. It is a crime. It is a sin. When stealing is done
by those high up in power and authority, it carries a greater
culpability. The corruption of the best is the worst. The social
problem of graft and corruption in public life in our country
has reached abominable and embarrassing proportions. How
shall we describe graft and corruption in our country? It is
systemic. It is rewarding. It hurts the poor the most.
Graft and corruption is systemic and structural. It is not
only individual or isolated persons who corrupt and get
corrupted. The present system—the elected and the electors,
the employers and the employees, the appointed and the
appointing powers—has become so corrupt that what we
do need is a radical, systemic, interior change. Changing
personages through the electoral process or even through
legal processes like impeachment and court suits will not
necessarily result in reform unless there is a willingness to
change from the heart and soul. Pinning our hopes on legal
processes unaccompanied by conversion from within will lead
us to nowhere but deeper frustrations. We can hear the protest
