ThatonthefirstdayofJanuary,intheyearofourLordonethousandeighthundredandsixty-three,all
personsheldasslaveswithinanyStateordesignatedpartofaState,thepeoplewhereofshallthenbein
rebellionagainsttheUnitedStates,shallbethen,thenceforward,andforeverfree;andtheExecutive
GovernmentoftheUnitedStates,includingthemilitaryandnavalauthoritythereof,willrecognizeand
maintainthefreedomofsuchpersons,andwilldonoactoractstorepresssuchpersons,oranyofthem,
inanyeffortstheymaymakefortheiractualfreedom.
ThattheExecutivewill,onthefirstdayofJanuaryaforesaid,byproclamation,designatetheStatesand
partsofStates,ifany,inwhichthepeoplethereof,respectively,shallthenbeinrebellionagainstthe
UnitedStates;andthefactthatanyState,orthepeoplethereof,shallonthatdaybe,ingoodfaith,
representedintheCongressoftheUnitedStatesbymemberschosentheretoatelectionswhereina
majorityofthequalifiedvotersofsuchStateshallhaveparticipated,shall,intheabsenceofstrong
countervailingtestimony,bedeemedconclusiveevidencethatsuchState,andthepeoplethereof,are
nottheninrebellionagainsttheUnitedStates.
Now,thereforeI,AbrahamLincoln,PresidentoftheUnitedStates,byvirtueofthepowerinmevestedas
Commander-in-Chief,oftheArmyandNavyoftheUnitedStatesintimeofactualarmedrebellionagainst
theauthorityandgovernmentoftheUnitedStates,andasafitandnecessarywarmeasurefor
suppressingsaidrebellion,do,onthisfirstdayofJanuary,intheyearofourLordonethousandeight
hundredandsixty-three,andinaccordancewithmypurposesotodopubliclyproclaimedforthefull
periodofonehundreddays,fromthedayfirstabovementioned,orderanddesignateastheStatesand
partsofStateswhereinthepeoplethereofrespectively,arethisdayinrebellionagainsttheUnitedStates,
thefollowing,towit:
Arkansas,Texas,Louisiana,(excepttheParishesofSt.Bernard,Plaquemines,Jefferson,St.John,St.
Charles,St.JamesAscension,Assumption,Terrebonne,Lafourche,St.Mary,St.Martin,andOrleans,
includingtheCityofNewOrleans)Mississippi,Alabama,Florida,Georgia,SouthCarolina,NorthCarolina,
andVirginia,(excepttheforty-eightcountiesdesignatedasWestVirginia,andalsothecountiesofBerkley,
Accomac,Northampton,ElizabethCity,York,PrincessAnn,andNorfolk,includingthecitiesofNorfolkand
Portsmouth[)],andwhichexceptedparts,areforthepresent,leftpreciselyasifthisproclamationwerenot
issued.
Andbyvirtueofthepower,andforthepurposeaforesaid,Idoorderanddeclarethatallpersonsheldas
slaveswithinsaiddesignatedStates,andpartsofStates,are,andhenceforwardshallbefree;andthatthe
ExecutivegovernmentoftheUnitedStates,includingthemilitaryandnavalauthoritiesthereof,will
recognizeandmaintainthefreedomofsaidpersons.

AndIherebyenjoinuponthepeoplesodeclaredtobefreetoabstainfromallviolence,unlessin
necessaryself-defence;andIrecommendtothemthat,inallcaseswhenallowed,theylaborfaithfullyfor
reasonablewages.
AndIfurtherdeclareandmakeknown,thatsuchpersonsofsuitablecondition,willbereceivedintothe
armedserviceoftheUnitedStatestogarrisonforts,positions,stations,andotherplaces,andtoman
vesselsofallsortsinsaidservice.
Anduponthisact,sincerelybelievedtobeanactofjustice,warrantedbytheConstitution,uponmilitary
necessity,Iinvoketheconsideratejudgmentofmankind,andthegraciousfavorofAlmightyGod.
Inwitnesswhereof,IhavehereuntosetmyhandandcausedthesealoftheUnitedStatestobeaffixed.
