SCOPE
This Saudi Electricity Company Eastern Region Branch Material Standard
Specification (SMSS) specifies the minimum technical requirements for design,
engineering, manufacture, inspection, testing and performance of outdoor, pad-mounted
SF6/Oil insulated switch incorporating Load Break Switches with or without protection
(fuses/Vacuum Interrupters), intended to be used in 34.5kV distribution system of Saudi
Electricity Company Eastern Region Branch (SEC-ERB), Saudi Arabia.

DESIGN AND CONSTRUCTION REQUIREMENTS


4.1

General
The SF6/Oil switch incorporating load break switches with or without
fuses/vacuum interrupters shall be outdoor pad-mounted, SF6 or oil insulated,
single unit type. SF6 gas or Oil shall be used for the interrupting medium of the
load break and fused switches. The equipment shall be constructed for operating
conditions given in 01-SMSS-01.
The switch complete with all fittings and attachments shall be capable of
withstanding the effects of direct solar radiation at its intended location of
installation. The temperature of metal surfaces exposed to direct solar radiations
shall be regarded as 75C, plus the effect of any internal heating.
The SF6/Oil switch supplied under this specification shall be furnished with
appropriate bushings. The bushings for the load break switched ways shall be
suitable for dead front, non-load break, separable elbow connectors. The bushings
for the outgoing fused switched or vacuum interrupter ways shall be suitable for
either dead front non-load break separable elbow connectors or heat shrinkable
termination, as specified in the data schedule.

System Characteristics
Each type of the switch as mentioned in Table I shall be suitable to operate under
system parameters given in 01-SMSS-01 for nominal voltage of 34.5 kV, except a
lower BIL of 150 kV in lieu of the 170 kV specified. These shall be designed to
mechanically and thermally withstand the short circuit current as specified in the
data schedule for a minimum of 1 sec.
The continuous and load interrupting current rating of the switches at 50 C
ambient temperature shall be as specified in Data Schedule.

at the incoming side and 1 vacuum interrupter way at the
outgoing side as tee-off.

Type-B3

The switch with 3-ways shall consist of three load break


switches (3 switched ways) without protection. Each of the 3ways shall be configured as either incoming or outgoing.

Load Break Switches


4.4.1 The load break switches shall be three-phase group or gang operated.
4.4.2 The configuration of each load break switch shall be of three-position type
CLOSED-OPEN-GROUND. The operation of a load break switch
directly from CLOSE to GROUND or from GROUND to
CLOSE positions shall not be possible. At the GROUND position the
cable circuit shall be grounded safely without disconnecting the elbow or
other cable entrance connections.
4.4.3 Each load break switch shall be equipped with an internally mounted
spring assisted operating mechanism capable of providing quick-make,
quick-break operation in either switching direction. The mechanism shall
be capable of delivering sufficient torque and shall be provided with
latches to prevent contact blow off and provide positive position
indication.
4.4.4 The operating handle or the shaft of the load break switches shall be
provided with the provision of padlock in all of the switch positions. The
operating handle shall be of anti reflex type.
4.4.5 Switch Contacts
Switch contacts shall be pure high conductivity copper, with silver plating
or coating to ensure permanently low contact resistance. Contacts shall be
designed to prevent damage to main contact surfaces during operation.
The moving contacts shall be of self-aligning, self-cleaning (wiping type)
design. The stationary contacts shall be supported independent of the cable
entrance bushings, eliminating possible misalignment. All contact springs
shall be shielded or protected to insure that an arc cannot strike the springs
and cause reduction of contact pressure. No flexible braid or stranded
conductor shall come in the vicinity of arc points.
4.4.6 Operation
The load break switch shall be manually operated (close, open and
ground) by means of an operating handle. The operating mechanism shall
be actuated manually from outside the switch tank with an operating
handle. The operating shaft shall be made of stainless steel. The operating
shaft seal shall be leak resistant and long life. The operating handle shall
be stored at the front/side in the same compartment and shall be easily
accessible on opening the front door.

Fused Switches
4.5.1 The design and operation of the fused switches shall be identical to the load
break switches as mentioned in clauses 4.4.1 to 4.4.6, except the
configuration mentioned in clause 4.4.2 that shall be of two position type
CLOSED-OPEN without a ground position.
4.5.2 Fusing
The SF6/Oil switch type A1 and B1 shall be equipped with integral type
dry-well canisters for installing air-insulated current limiting fuses. The
dry-well canister fuses shall be of dead front construction. The fuse
holders shall be located in such a way that quick and easy fuse
replacement is accomplished using conventional tools and without
exposing switch dielectric or current carrying parts to environmental
contamination. The fuses and fuse holders inside the dry-well canisters
shall be rated as specified in the Data Schedule.
4.5.3 The three-phase gang operated fuse switch shall open in case of blowing
of a fuse/s or by actuating a push button, which shall cause simultaneous
opening of all phases. This feature shall be self powered and no auxiliary
supply shall be made available at installation.

4.6

Vacuum Interrupters
4.6.1 The SF6/Oil switch types A2 and B2 shall be equipped with self-powered
electronically controlled, non-reclosing manual reset vacuum interrupters.
The vacuum interrupters shall be designed and built per applicable
sections of ANSI C37.60 and C37.72 or IEC equivalent.
The vacuum interrupter assembly shall be rated as specified in the Data
Schedule.
The electronic control shall be designed such that extremely accurate,
consistent protection curve characteristics are achieved. The design shall
also specifically be emulated to achieve coordination with load-side weak
link/backup current limiting fuses / relays combinations and source-side
relays. A trip-free mechanism shall be provided permitting the vacuum
interrupter to interrupt independent of the operating handle if closing into
a fault. The vacuum contact shall be assured for both load and fault
interruption, i.e. electronic control shall be easily adjusted or upgraded for
future requirements in the field without requiring any outage.

4.6.2 Operation
The vacuum interrupter shall consist of vacuum bottles and spring charged
operating mechanism. Each phase shall be equipped with an individual
vacuum interrupter. The self-powered electronic control shall monitor the
current in each of the three phases. If any phase current exceeds the preselected limit for a given period of time, the electronic control shall
simultaneously send a signal to the three vacuum interrupters to trip open
and interrupt. The interrupting time shall be five cycles maximum.
4.7

Ground Switches
Ground switches shall be provided for the fused switched or vacuum interrupter
ways as shown in Figures 1, 2, 4 and 5. The configuration of these switches shall
be identical to configuration for load break switches per clause 4.4.2. The ground
switches shall be mechanically interlocked with the fused switch/vacuum
interrupters. The ground switches shall have same short time withstand current
rating (thermal and dynamic) as that of the load break or fused switch. A means
of padlocking the ground switch in the open or closed positions shall be provided.

4.8

Bus
The switch contacts and cable entrance termination inside the switch tank shall be
internally connected to the copper bus. The continuous current rating of the
copper bus shall be 600 A.

4.9

Bushings
4.9.1 Equipment apparatus bushings constructed of molded epoxy with stainless
steel flanges and copper studs shall be designed to accept standard
interface conventional elbow style separable connectors per ANSI/IEEE
386. For easy field replacement, the bushings shall be of
disconnectable/replaceable type and shall be bolted externally to the
switch tank body with gasket. The internal contact shall be fabricated from
high conductivity copper. The bushing shall be provided with the
protective shipping caps.
The apparatus bushing connected to Load break/fused switch or vacuum
interrupter ways shall be designed to accept molded non-load break
separable insulated elbow connectors.

4.9.2 When specified in Data Schedule, in place of apparatus bushings on fused


switch or vacuum interrupter ways, suitable molded or porcelain bushings
shall be provided to accept heat shrinkable cable termination. The
bushings used for such application shall have a creepage distance as
mentioned in 01-SMSS-01.
Adequate horizontal housing space between switch tank and enclosure
shall be provided when utilizing molded or porcelain bushings. The
vertical height of the bushings shall be adequately designed above the
ground level to accommodate the entire heat shrinkable cable termination.
A 1-hole copper NEMA pad, 12mm (1/2 in.) stud shall be provided for
termination of 95mm2 or 240mm2 size cables.
4.10

Switch Tank and Enclosure


The SF6/Oil switch tank complete with all fittings and attachments shall be
housed in a tamper-resistant and weatherproof steel enclosure. Switch tank and
enclosure shall be manufactured to ANSI C37.72 and C57.12.28 and fabricated
from mild steel. The enclosures shall be provided with hinged access doors with
padlocking facility, door handles, door stoppers, and lifting hooks etc. It shall not
be possible to remove panel bolts of enclosures from outside. The enclosure shall
be provided with an air cushion of 150mm all around the quenching media tank.
A gas/oil tight access opening complete with gasketed cover shall be provided on
top or side of the switch tank suitable for any future maintenance/repair work.
The dimensions of the opening shall be designed suitably to achieve an easy
access to all parts inside the switch tank.
The switch tank and the enclosure shall be adequately protected against corrosion
and painted in accordance with 01-SMSS-01.

4.11

Grounding
For grounding purposes, a minimum of 6 mm x 50 mm copper ground bus shall
be provided which runs the full length of the switch gear assembly, suitably
positioned to allow grounding of switchgear frame and cable shields. The ground
bus shall be bolted to the base frame. Provisions shall be made on the ground bus
for connecting cable shields and two grounding cable risers from main grounding
grid at diagonally opposite corners of the switch.

Earth Fault Indicators (EFI)


3-phase, current reset (automatic resetting) type earth fault indicators with ring
type CT shall be supplied. The indicator shall operate in case of blowing-out of
any one fuse (single-phase fault). EFI shall be protected inside separate sunshield
cover with a mesh front. Facility for testing of EFI by primary current injection
shall be provided.

4.13

Viewing Windows
Viewing windows shall be provided on the switch tank for giving clear visual
confirmation of contact position and blade viewing of all the three phases of each
of the load break/fused switches and vacuum interrupters with ground switch
assemblies.

4.14

Parking Stands
Parking stands shall be provided for placing the Elbow style cable connectors
when grounding or testing cables. Three parking stands shall be provided per
three phase cable entry at the same horizontal level as that of the cable
terminations.

4.15

Interlocks
Interlocks shall be provided for the following operations:
a.

It shall be possible to change the fuse only when fuse switch is in the
OPEN position.

It shall not be possible to move fused switch to CLOSE position if:

4.16

The fuse access cover is not properly closed.


Fuse holder is not correctly in position in the dry-well canister.
The ground switch is in the GROUND position.

It shall be possible to operate the ground switch only when the vacuum
interrupter is in OPEN position.

Insulation Medium: SF6 or Oil


4.16.1 In the event of gas leakage, for SF6 insulated switches, the switch shall be
able to withstand the nominal power frequency voltage at atmospheric
pressure.

4.16.2 The SF6 Switch shall be shipped factory filled with the SF6 gas. Its tank
shall be designed to withstand normal operating internal pressure and shall
be equipped with the following devices:

SF6 Gas Pressure Gauge or Indicator and Fill Valve


Temperature independent gas pressure gauge marked with green
(safe) and red (not safe) zones shall be provided. The safe
operating zone shall correspond to a temperature range of 10 C to
50 C. Brass fill valve, sealed and protected by threaded brass cap,
shall be provided for filling or adding SF6.

b.

Overpressure Release
In order to ensure maximum personal safety, the switch shall be
designed to provide a suitable automatic pressure relief device, for
releasing any overpressure due to an internal fault, located at the
rear of the enclosure. The gas shall be led out through a flap in the
rear panel to the top of the enclosure. The gas discharge shall be
positioned and directed in such a way as not to pose a safety hazard
to operating personnel or passerby.
The manufacturer shall provide test report of pressure-relief
operation that ensures consistent performance at design
overpressure and ensures physical integrity of the switch during
and immediately after internal arcing at the rated short circuit
current, voltage and duration.

4.16.3 The oil switch shall be shipped without the insulating oil. The insulating
oil shall be shipped separately in non-returnable drums. The insulating oil
shall conform to 54-SMSS-1. The oil switch shall have the following

Circuit Labels
Each feeder switch shall be provided with circuit-number plate of dimension 150
mm x 50 mm minimum without inscription. Plate shall be made of stainless steel
material.

4.19

Logo and Danger Plates


Provision shall be made for fixing of danger plate and SEC-ERB logo (as per
SEC-ERB drawings SE-036809 and SE-036808 respectively). M5 holes complete
with oval rounded neck bolts with nuts and external tooth lock washers shall be
provided for installing these plates.

Lifting Lugs
Both the switch tank as well as the enclosure shall be provided with suitable
lifting lugs.

4.21

Nuts and Bolts


All nuts and bolts required for the SF6/Oil switch should be corrosion-resistant.

4.22

Voltage Indicator Lamps


Push button type neon voltage indicators shall be provided together with low
voltage hot phasing facility on load break switches. The lamps shall be supplied
from bushing type capacitive dividers.

5.0

TESTING AND INSPECTION


5.1

All equipment shall be tested at an independent laboratory in accordance with the


latest IEC or equivalent ANSI/IEEE standards as specified herein and test reports
shall be submitted for SEC-ERB review and approval.

5.2

The SF6/Oil switch offered shall meet the type (design) test requirements of the
standards listed below:

PACKING AND SHIPMENT


6.1

Switches shall be delivered as per conditions laid in this specification and 01SMSS-01.

6.2

Switches shall be individually packed in non-returnable boxes/cases as per


packing/shipping requirements of 01-SMSS-01.

6.3

Marking of each box/case or container shall be as per 01-SMSS-01.

6.4

Switches shall be delivered without fuses.

6.5

Additional handling and shipping instructions shall be as per 01-SMSS-01.

DOCUMENTATION REQUIREMENTS
The manufacturer/vendor shall furnish documents as mentioned in of 01-SMSS-01
including the following:

Drawings of cable boxes or compartment.
