Cause

TheNOTRUNNINGstatuscanhappenafterinstallingtheArcGISLicenseManager10.xsoftwareorafterthesoftwarehasbeenrunningsuccessfully.
Thecausecanbeavarietyofissuessuchasfirewalls,antivirusorantispamapplications,portassignmentsoravailability,environmentvariables,
remnantsfrompriorinstallations,orthepresenceofpriorlicense.datfiles.

SolutionorWorkaround

Thesolutioncaninvolveoneormoreofthefollowingsteps.

Beforetryingthesolutionsdescribedbelow,checktheDebuglogfileforerrormessages.ThisfilecanbeaccessedfromtheLicenseServer
Administrator>Diagnostics,orfromthe<Installlocation>\ArcGIS\License10.x\bin\lmgrd9.log.

Disablethefirewall.RefertoRelatedInformationsectionbelowforthestepstoconfiguretheArcGISLicenseManagertoworkthroughafirewallby
editingtheservice.txtfile.

Disableantivirusprotection.

RuntheNetstatacommandtoseewhichactiveTCPconnectionsareopenandrunningonanetworkedhost.Thiscommandliststheprotocolsin
use,thelocaladdressandportnumber,thedestinationaddressandportnumberandthestateoftheconnection.Thiscommandhelpstoidentify
ifanyofthelicensemanagerportsrangingof2700027009arebeingusedbyotherprocesses.

Runthefollowingfromacommandprompt.Theaoperatorisforthealloption.

VerifywhethertheLMGRDcanberunfromthecommandlinemanually.

Navigatetothedirectorypathbasedontheoperatingsystem,andthenrunthecommandtomanuallystartthelicensemanagerservice:

C:\>cd'C:\ProgramFiles(x86)\arcgis\license10.1\bin'

Manuallystartthelicensemanagerservice:

Ifthisstartssuccessfully,thentheissueismostlikelyintheWindowsRegistryorintheenvironmentvariables.Refertothenextstepwhen
addressingtheenvironmentvariables.

Verifyifthereareanyenvironmentvariablessetup:

1)ClickStart>ControlPanel>System.
2)IntheSystempanel,clickAdvancedsystemsettings.
3)IntheSystemPropertiesdialogbox,selecttheAdvancedtab.
4)SelecttheEnvironmentVariablesbutton.
5)IntheEnvironmentVariableswindow,scrollthroughtheSystemvariablesandseeifthereareanyenvironmentvariablessetupfortheArcGIS
LicenseManagersuchas'ARCGIS','ESRI',and'LM',oranythingthatlookslikeitcouldhavecomefromEsriorFlexera.
6)SelectthevariableandclicktheDeletebuttontoremoveanyunnecessaryvariables.

VerifywhetherthereareanyremnantsfromapriorLicenseManagerinstallation:

5)FromtheFiltermenu,selectFilter.
6)Under'Displayentriesmatchingtheseconditions',select'ProcessName',select'contains',andenterarcgis.exe.Forthelastdropdownselect
'Include',andclicktheAddbutton. showme

7) ClickApplyandOK.
8) InstallArcGISLicenseManager10.1.
9) Oncetheinstallcompletes,andthestatusintheLicenseServerAdministratorisverifiedas'NOTRUNNING',savethelogwithinProcMon
selectFile>CaptureEvents(Ctrl+E)tostoptracing.
10) WithinProcMononthemachine,selectFile>Save(Ctrl+S)tosavethetraceintoa'.pml'file. showme

Savingthelogfile

DeletetheTrustedStorage:

Deauthorizethesoftwarefirstifthisisanavailableoption.

Followthesestepstodeletethetrustedstorage:

1) StoptheLicenseManagerservice.
2) NavigatetotheFLEXnetfolderwithinthepathoftheappropriateoperatingsystem:
