CALL TO ORDER

The hearing was called to order at exactly 2:35 in the afternoon held at the Sports Office, 2 nd
Floor, SP Building, City Hall, Doongan, Butuan City. It was presided over by Hon. Cherry May G.
Busa, the Committee Chairman. The secretary led the invocation.

II. ROLL CALL/DECLARATION OF QUORUM

With the presence of the Committee Members, the Chairman declared a quorum.

III. CALENDAR OF BUSINESS

1. Copy furnished letter dated January 17, 2017, of Hon. Lawrence Lemuel H. Fortun,
Representative, 1st District, Butuan City and Las Nieves, Agusan del Norte, addressed to Hon.
Ronnie Vicente C. Lagnada, City Mayor, this City, regarding the presentation filed as House Bill
No. 974, entitled “AN ACT DECLARING AUGUST 2 OF EVERY YEAR A SPECIAL NON-WORKING
HOLIDAY IN THE CITY OF BUTUAN IN COMMEMORATION OF ITS CITY CHARTER DAY ANNIVERSARY
TO BE KNOWN AS “ADLAW HONG BUTUAN” which was referred to the Committee on Revision of
Laws of the House of Representatives. In this connection, this office would like to request an SP
Resolution expressing support for House Bill No. 974.

The Chair started by asking Ms. Fontanilla to give specifics in regard to House Bill No. 974. Ms.
Fontanilla cited HB No. 974, as introduced by Rep. Lawrence Lemuel H. Fortun, as follows:

“AN ACT DECLARING AUGUST 2 OF EVERY YEAR A SPECIAL NON-WORKING HOLIDAY IN THE CITY
OF BUTUAN IN COMMEMORATION OF ITS CITY CHARTER DAY ANNIVERSARY TO BE KNOWN AS
“ADLAW HONG BUTUAN”

SECTION 1: August 2 of every year is hereby declared a special non-working holiday in the City of
Butuan in commemoration of its city charter day anniversary to be known as “Adlaw Hong
Butuan.” In the event that the holiday falls on a Saturday or Sunday, the holiday shall be
observed on the Monday that follows.

SECTION 2: This Act shall take effect fifteen (15) days after its publication in the Official Gazette
or in newspapers of general circulation.

The Chair referred to Paragraph 2 of a letter addressed to Hon. Fortun from the Committee on
Revision of Laws, to quote:

Since the bill proposes to establish a non-working holiday in your locality, may we respectfully
request your good office to provide feedback/views/comments/recommendations in the form of
resolutions, endorsements or letters from the following stakeholders that may be affected by the
proposal:

a.) Local Government/Sangguniang Panlungsod/Panlalawigan, as the case may be;
b.) Business Sector/Business Organizations;
c.) Labor Sector;
d.) Education Sector;
e.) Other documents that may support the bill.

She asked if the above-stated parties have been furnished with the required official documents to
which Ms. Fontanilla replied in the affirmative.

Addressing Hon. Unay, the Chair said that this HB No. 974 is an act declaring August 2 of every
year a special non-working holiday in the City of Butuan because it is burdensome for the City
Mayor to always forward a yearly request to the Office of the President to proclaim August 2 a
non-working holiday for the city.

Hon. Unay gave the assurance that the City Council will move for the favorable action in this
regard and that the august body will draft and prepare the appropriate resolution in support of
proposed House Bill No. 974.

Fortun in his Explanatory Note for HB No. it shall be accorded priority development by the Department of Tourism (DOT) in coordination with the National Historical Institute. 981. and other government agencies. asked Hon. 974 is highly favorable for the City of Butuan because if this bill will be passed into law. It is merely a recognition that Butuan City is part of the rich and colorful history of the Philippines. She. Ms. House of Representatives. Unay replied that no one and nothing can prevent the owners in disposing of their properties even if their assets are declared as part of a heritage zone. Concon. 981 chiefly means that it acknowledges the existence of the historical landmarks of the city and it officially recognizes the Local Government Unit of Butuan City as eligible for tourism priority and programs and is qualified for funding for tourism development. Concon to present additional documents and/or position papers to further strengthen HB No. Plaza. Concon submitted a document to the Chair declaring the Balanghai Excavation areas in Butuan City as archaeological sites under Presidential Proclamation No. 86 of former President Corazon C. Hon. Upon motion of Hon.will be declared a heritage zone. Aquino. . Unay. Unay requested Ms. 981 for the passage of a resolution. Ms. ADJOURNMENT There being no other matters to discuss. However. action on this matter is deferred pending the legal opinion from the City Legal Office and the submission of the position paper of the City Tourism Office.
