Urgentrequestforrenderinglawfuldecisionsonrequests:a)Forcorrectionof

The Suspect, Joseph Zernik, PhD, files herein a request for rendering lawful decisions on the
requests, referenced above:

1. The "Suspect's" request (No 1) - for correction of hearing protocol - was duly filed and
entered. According to "online chat", Judge Oded Moreno issued on February 23, 2017 a
decision on Request No 1: "The request shall be filed again, accompanied by the
Responder's response."
2. The "Suspect's" request (No 2) for inspection of electronic signature data was duly filed
and entered. According to "online chat", Judge Oded Moreno issued on February 23, 2017
a decision on Request No 2: "See my decision today in the same matter".
3. To the degree that Judge Oded Moreno's decisions effectively delete the "Suspect's"
requests from the record, or void their filing and entry: They lack any foundation in the law,
and constitute a serious violation of the rights for Due Process and for Fair and Public
Hearing the "Suspect's" right to file papers in his own case in Court.
4. To the degree that Judge Oded Moreno's decisions order the Requester the "Suspect" to
file in Court the Police Prosecution's [in Israel police prosecutes] response with his request:
They lack foundation in the law of the State of Israel.
5. To the degree that Judge Oded Moreno's decisions pertain to service of the "Suspect's"
requests on the Police Prosecution: The Police Prosecution receives automatic notices from
Net-HaMishpat [case management system of the court] in contrast with the "Suspect", part
of the built-in discrimination in access to the courts in the State of Israel, following
implementation of Net-HaMishpat.

6. Request No 2 is a "pro-forma request". Judge Moreno may have not read it or may have not
understood it: According to Israeli law, it is the "Suspect's" "constitutional, supra-statutory
right" to inspect decisions in his matter (unless they are sealed to him). The Judge has no
judicial discretion in this matter, and the Police Prosecution has no right to object to the
inspection. Therefore, Judge Oded Moreno's decision on Request No 2 is doubly or triply
baseless.
7. It should be noted that Judge Oded Moreno's decisions, referenced above, are "post-it
decisions", which are unsigned, uncertified, fail to appear in the public docket, are not
served on the "Suspect", and their existence is discovered only through informal "online
chat". To this date, the "Suspect" has not been served neither in Court nor otherwise
even commencing record in instant court file the purported request for extend detention or
for restraining order.
8. Judge Oded Moreno's conduct, starting with accepting claims by the Police Prosecution of
purported violations of agreements with leading activists, which never existed, through
his ongoing denial of access to inspect electronic signature data (if the record is signed at
all), and ending with effective deletion of the above referenced requests, raises concerns of
serious violations of: a) The rights for Due Process, b) The right for Fair and Public
Hearing, c) Human Rights in International Law, d) The International Covenance For Due
Process Political Rights (1976), which Israel is party to.
9. Regardless, the "Suspect" sends a copy of instant request to Attorney Commander Aliza
Arbel, General Counsel of the Israel Police, Central District, urging her to immediately duly
act in this matter.
The Court, incompetent as it is, should urgently render decisions on the above referenced
requests. Time is of the essence!
