Good luck to TANTAL RICARDO JUAN ANTONIO QUIROZ Cesar Portilla "SUMMARY OF ACTIVITIES DURING THE EXPERT FORENSIC LABORATORY MEDICINE LEGAL DIVI SION B OF HUAURA TO A YEAR OF IMPLEMENTATION OF NEW PROCEDURE CODE IN THE DISTRI CT COURT OF HUAURA" INTRODUCTION Forensic Laboratory Forensic Division B of Huaura starts its operat ion from July 2006 with the establishment of the new Code of Criminal Procedure in the Judicial District of Huaura. This marks a milestone in the history of for ensic science in Peru, because it is the first national laboratory established t o fulfill the important mission to contribute to research in the forensic field in the context of the New Criminal Procedure Code , which has as one of its main features the speed in the investigations, leading to the need to obtain evidenc e in a shorter time serving for the fight against crime. Thus started the activi ties in this Forensic Lab, implemented new areas contributing activities employe d daily in forensic investigations and police prosecutors. Currently, the Labora tory has four professionals, each one a specialist in your area, who are not lim ited to work inside the lab, if not actively involved with the community activit y of university teaching, scientific research, information campaigns, among othe r activities vitally important to the community Huaura Judicial District. Unfort unately there is a major flaw in the implementation of this new Code of Criminal Procedure is the short-sighted investment in materials and equipment for implem enting new techniques to perform a greater amount of forensic activities. A good investment, which does not necessarily mean a large outlay of money, would buy materials to obtain evidence with greater speed and not have to send evidence to the city of Lima, 2 "SUMMARY OF ACTIVITIES DURING THE EXPERT FORENSIC LABORATORY MEDICINE LEGAL DIVI SION B OF HUAURA TO A YEAR OF IMPLEMENTATION OF NEW PROCEDURE CODE IN THE DISTRI CT COURT OF HUAURA" with the corresponding loss of time involved, which as noted is the basis of the new Code. Despite the difficulties and often a lack of recognition of the activ ity, the Forensic Laboratory Forensic Division B of Huaura continues its growth by implementing techniques and scientific research especially for the fight agai nst crime. Approval of transfer of cor pses and human remains. It also provides expert advice in the area. II. EXPERT SUMMARY OF ACTIVITIES DURING JULY 2006 TO JUNE 2007. II.1. Forensic Biology Area. During the period July 2006 to July 2007 were made 250 S EXPERT ACTIVITIES related to forensic biology. We have mainly involved in

research of sexual freedom, being REVIEW ESPERMATOLÓGICO most requested consider ation in the context of different research that has been asked to participate in this important area of forensic science. The importance of espermatológico revi ew is based on the search for biological evidence (sperm) in samples of content that can be vaginal, underwear, perianal region and other surfaces. The discover y of this biological evidence provides an invaluable contribution to an investig ation of sexual freedom. In finding sperm of a possible aggressor, you can link the fact of which he is responsible. 6 "SUMMARY OF ACTIVITIES DURING THE EXPERT FORENSIC LABORATORY MEDICINE LEGAL DIVI SION B OF HUAURA TO A YEAR OF IMPLEMENTATION OF NEW PROCEDURE CODE IN THE DISTRI CT COURT OF HUAURA" During the aforementioned period, there have been 211 REVIEWS ESPERMATOLÓGICOS. Primarily these investigations have been conducted in the age group made up of w omen ranging in age from 12-17 years, constituting a total of 69% of the tests o f this type made. The second age group are women ranging in age from 18-64 years , who totaled 17% of the tests performed espermatológicos. The following table c omprises the age group under 12 representing 10% of the tests (boys and girls by a ratio of 1:3 respectively). The organization "Manuela Ramos" reports that acc ording to the Ministry of Interior, in 2006, there were 6.564 cases of rape, the highest percentages are in Lima (42.90%), Arequipa (6.40%) and La Libertad (5.1 3%). In 90% (76.981) of the cases the victims are women. Young women between 14 and 17 years are primarily affected by sexual violence (42% of cases). Also, acc ording to the services provided by the Institute of Legal Medicine, in 2004 19 0 00 638 reported sexual integrity tests (Sexual Violence) nationwide. In 56% of r ape cases was used a knife. According to the Institute of Legal Medicine, in the case of sexual violence every hour tests are performed two sexual integrity. The second most popular activity expert in the field of forensic biology was SPE CIMEN TEST FOR DNA, with the appropriate authorization from the Deputy Manager o f Molecular Biology and Genetics of Public Prosecutions. The genetic identificat ion aims at identifying persons or biological traces such as blood, semen or oth er body tissues varied. During the study period, 39 samples for DNA testing, whe ther in criminal cases (mainly in investigations of sexual freedom) or in civil

cases (PATERNITY). In this way the expert testimony was 15.6% of the total made during the period of reference. Before the opening of AREA forensic biology, was due to request BIOLOGIST EXPERTS from the city of Lima to ensure proper samplin g and the respective chain of custody. AREA OF CHEMICAL AND FORENSIC TOXICOLOGY During the first year of operatio n of the New Code of Criminal Procedure in the Judicial District of Huaura were made in this scientific area S EXPERT ACTIVITIES 132. Among these skills, the mo st requested is the examination of ETHYL DOSAGE, forming 88% OF TOTAL OF EXPERTI SE CARRIED. The breath is the presence of alcohol in the body. The dosage ethyl is the procedure that determines its level, ie, how much is consumed. If the alc ohol level exceeds that in Peru has been legally fixed at 0.5 g / l (five decigr ammes of alcohol per liter of blood), the law is violated Alcohol is rapidly abs orbed into the bloodstream. In addition, we have determi ned that alcohol increases the risk of: car accidents, falls, drowning and other accidents, suicide and homicide, increased risk of homicide increased risk of u nplanned pregnancy or unwanted, increased risk of disease sexual transmission, r isk of fetal alcohol syndrome in the case of pregnant women who consume alcohol, among other risks. In a study by th e National Institute of Legal Medicine and Forensic Science South West Regional

Cali (INMLRSO) during the period 1998-2001, has determined that one in three peo ple dying violently in Cali presents findings of psychoactive substances . Simil arly, one in three people who die from homicide and half of those who commit sui cide, at the time of his death have consumed any psychoactive substance. It is n oteworthy that for traffic accidents the proportion of deaths associated with ps ychoactive substances is lower (one in five) than in the other two ways of death , which could be explained by the lower proportion of applications of psychoacti ve substances for accidental death transit (50%) compared with homicide (77.9%) and suicide (95.8%). Thanatology AREA FORENSIC During the first year of operation of the New Cr iminal Procedure Code has had a permanent tax research participation at differen t levels. One of the major holdings are the autopsies, amounting to a total of 8 9 throughout the period of reference. Of this total autopsies, 12% are associate d with homicide, 10% of suicide and 44% of accidental death, among other reasons .
