Volume 32 Number 1 As of January 1, 2007

The National Center for State Courts (NCSC) has regularly published information about judicial compensation since 1974. The Survey of Judicial Salaries serves as the primary record of compensation for state judicial officers and state court administrators. The NCSC appreciates the willingness of the state court administrative offices to furnish this information on a regular basis. This issue of the Survey of Judicial Salaries reports salary changes as of January 1, 2007. This is an important note, since some states implement salary changes at other points during the year. However, a standard and unchanging cutoff date must be established to publish salary data in a timely and predictable fashion. In addition to the usual tables and graphics provided in the Survey, the following 2-3 pages also highlight the NCSC’s recently launched Judicial Salary Resource Center at www.ncsconline.org/d_kis/salary_survey/home.asp.

ANNUAL PERCENTAGE CHANGE IN REAL SALARIES
Annual salary growth rates are shown in the adjacent charts, covering the fifty states and the District of Columbia. The annual percentage change in real-dollar salaries is shown for associate justices of courts of last resort (COLRs), associate judges of intermediate appellate courts (IACs), general jurisdiction (GJ) trial-court judges, and state court administrators, respectively. In 2006 the annual percentage increases in salaries for the IAC and GJ trial-court judges continued on an upward trend that began in 2003. The COLR associate justices have also seen increases each year since 2003; however, the 2006, percentage increase remained steady at the 2005 rate of around 5 percent. Following several years of increases in the 1-2 percent range, state court administrator salaries increased an average of 8 percent during 2006. This larger than typical increase can be partly attributed to fact that at least seven states gave large increases where state court administrator positions had not received raises during the last 5-6 years.

Judicial Salaries at a Glance
During 2006, about 80 percent of the states reported salary changes for judges or justices, while about 90 percent of states reported changes for state court administrators. These percentages are relatively consistent, as are the average annual percent changes for state court administrators and the four judicial positions analyzed by the Survey, all hovering around a 3 percent annual increase from 2003-2006. The following table summarizes current salaries for the major judicial positions. Average Annual Range Median Mean % Change 2003-2006 Chief, Highest Court $ 145,917 $ 145,184 $ 102,466 to 217,902 3.21% 100,884 to 209,521 137,750 Associate Justice, Court of Last Resort 140,150 3.12% 102,800 to 196,428 134,060 Judge, Intermediate Appellate Courts 135,987 2.98% 94,093 to 171,648 121,744 125,787 Judge, General Jurisdiction Trial Courts 3.13% 75,000 to 211,272 121,712 125,675 State Court Administrators 3.17%

JUDICIAL SALARY RESOURCE CENTER
The NCSC has recently launched the online Judicial Salary Resource Center found at www.ncsconline.org/d_kis/salary_survey/home.asp. This Web site augments the current, semiannual Survey of Judicial Salaries, which will continue as a print publication. The new Web site contains direct links to the current and all prior Surveys, along with features and content intended to expand discussion and analysis of judicial salary topics. The Judicial Salary Resource Center Database search supplements the printed Survey in several Related Topics menus ways:

HOME PAGE

w The Web site offers a continuously updated salary database so that users can access the latest salaries between issues of the semiannual Survey. w The Web site provides two additional position categories—presiding judges of intermediate appellate courts and of general jurisdiction courts. w The Web site offers several salary-data search options:
w

National Ranking by Position—this automatic query will display the most current salary data and rankings for judges by position type Search Salary Data—this automatic query allows selection of judicial positions and reporting periods with results returned by states or by regions Search Salary Data via U.S. Map Interface—the map interface permits simplified access to judicial salary data by state

SALARY QUERY SCREEN
w The Web site offers a central location for discussing other topics related to judicial salary issues (i.e., future additions could include blogs, research papers, or links to government salary databases). Currently, a summary paper related to judicial compensation committees—“How States Set Salaries”—is posted on the Web site. w The Web site provides for online updating of state salary data by authorized state personnel via a secure login, which is only accessible by authorized court administrators or their designees. NCSC staff members are currently adding historical data to the Web site database, and additional content will be added to establish the Judicial Salary Resource Center as an authority on judicial salaries.

STATE TABLES
The next seven pages show the salaries for each state and five territories that have reported current data as part of the Survey. Each state table shows an assigned region, the salary for each position, the date of the last reported salary change, and any special notations. The four geographical regions are those recognized by the U.S. Labor Department: Northeast, Midwest, South, and West. The map below shows the states within each region.

SALARY RANKINGS
The table below lists the salaries for associate justices of the courts of last resort, associate judges of intermediate appellate courts, and judges of general jurisdiction trial courts as of January 1, 2007. Where possible, the salary figures are actual salaries. In jurisdictions where some judges receive supplements, the figures are the most representative available—either the base salary, the midpoint of a range between the lowest and highest supplemented salaries, or the median. Salaries are ranked from highest to lowest, with the highest salary for each position having a rank of “1.” The lowest salary has a rank of “51” except for intermediate appellate courts, which exist in only 39 states. The mean, median, and salary range for each of the positions are also shown. Salaries for Appellate and General Jurisdiction Judges

COST-OF-LIVING ADJUSTMENT USING ACCRA
The Council for Community and Economic Research—C2ER (formerly the ACCRA organization)—is the most widely accepted U.S. source for cost-of-living indices, with nearly 400 reporting jurisdictions across America. The cost-of-living indices used in this report were developed by examining the average costs of goods and services for the latest four running fiscal quarters. The factors reflect an average of the reporting jurisdictions in a particular state (i.e., the cost-of-living-index for Virginia is the average of the cost-of-living indices for each of the nine reporting jurisdictions in Virginia). More detailed information can be found at www.accra.org or www.c2er.org.

NATIONAL CENTER FOR STATE COURTS
The National Center for State Courts is a nonprofit organization dedicated to the modernization of court operations and the improvement of justice at the state and local levels throughout the country. It functions as an extension of the state court systems, working for them at their direction and providing for them an effective voice in matters of national importance. In carrying out its purpose, the National Center acts as a focal point for state judicial reform, serves as a catalyst for setting and implementing standards for fair and expeditious judicial administration, and finds and disseminates answers to the problems of state judicial systems. In sum, the National Center provides the means for reinvesting in all states the profits gained from judicial advances in any state. Funding for this Survey is made possible by assessments from all 50 states, the District of Columbia, and the territories and by individual contributions. Points of view are those of the authors and do not necessarily represent the official position or policies of the National Center for State Courts. If you have questions or comments regarding this Survey, contact the National Center for State Courts, Knowledge and Information Services, 300 Newport Avenue, Williamsburg, VA 23185, (800) 616-6164, fax (757) 564-2075.
