This document describes WRFD-020134 Push to Talk (PTT), including its technical principles,
related features, network impact, and engineering guidelines.

2 Overview

PTT is a service option of conversing on half-duplex and point-to-point or point-to-multipoint


communication lines. A PTT connection connects instantly without ringing after a subscriber
simply presses a key. In addition, a caller can speak to a group of people by pressing a button.
Therefore, PTT is characterized by quick call establishment and convenient team
communication.

The PTT over Cellular (PoC) solution defined by 3GPP specifications is based on the IP
Multimedia Subsystem (IMS) and characterized by low transmission efficiency and long delay.
However, the end-to-end QChat solution developed by Qualcomm delivers efficient network
signaling and low call delay for commercial use. PTT mentioned in this document refers to the
QChat solution developed by Qualcomm.

Figure 2-1shows an application of PTT in a WCDMA network.

For the radio network, PTT is similar to the VoIP application. A PTT system comprises a PTT
client that runs on the handset and a PTT server, as shown in Figure 2-1.

PTT needs the support from the UE, RAN, CN, and PTT server. Table 2-1 describes the
requirements of PTT services for NEs.

NE Requirement

UE The PTT client program is installed on a UE to support PTT services.

RNC The RNC is able to identify the UE that support PTT services.
The RNC supports technologies applying to PTT, such as always online, fast
state transition, radio bearer scheme, admission control, and preferred paging.

NodeB The NodeB supports fast L1 synchronization. In addition, the NodeB


processes downlink data of PTT UEs as VoIP services.

CN The PS CN supports identifying PTT services and keeping PTT services


always online.

PTT server The PTT server supports registration of PTT UEs, management of PTT call
establishment and release, and transmission of voice data.

PTT services consist of the following two types of processes:

l Start-up process
After a UE starts the PTT client, the startup process begins. The process includes the
following actions:
1. PTT UE registration
2. PTT UE identification
l Call setup process
After a subscriber presses the PTT button, the call setup process begins. The network
configures the PTT service on specified channel types.
The delay of PTT call establishment should be short. To reduce the end-to-end call setup
delay, the following technologies are used in the call setup process.
1. Always On: The Always On state allows UE services to be quickly set up through the
CN and RNC so that the PDP activation procedure is not required during call setup.
2. P2D direct state transition: A PTT UE directly transfers its state from the CELL_PCH
state to the CELL_DCH state. This is to reduce the PTT transmission delay and
improve the PTT call setup performance.
3. Preferred paging: The RNC prioritizes paging of PTT service over paging of non-PTT
services to improve PTT call setup delay performance.
4. Fast L1 synchronization: Fast L1 synchronization allows PTT UEs to perform uplink
and downlink L1 synchronization concurrently. In addition, it reduces the PTT call
setup delay for PTT UEs in CELL_PCH state at the start of the call.
5. Scheduling: When PTT services are carried on the HSPA, NodeB schedules PTT
services as VoIP.

3 Technical Description

3.1 Signaling Procedure

3.1.1 Startup Procedure


After a UE starts the PTT client program, the UE registers PTT services in the PTT server and
switches to the Always On state. The following figure shows the startup procedure.

The startup procedure is described as follows:

1. UE receives System Information Broadcast from UTRAN.


2. UE requests RRC connection setup after a PTT client application is launched. RNC
establishes an RRC connection with the UE.

3. RAN establishes RAB#1 between UE and CN for transmitting PTT registration messages
between UE and PTT server.
4. The PTT UE is registered on the PTT server. After registration, the background service and
the RAB#1 are released by UTRAN.
5. After PTT registration is successful, RAN establishes RAB#2 between UE and CN for
transmitting PTT signaling and traffic. During RAB#2 establishment, RNC identifies PTT
UEs from RAB assignment messages and records the UEs as PTT UEs.
6. RNC instructs the UE to transit from CELL_DCH to CELL_FACH and then from
CELL_FACH to CELL_PCH. UE remains in the CELL_PCH state (Always On) to reduce
delay in call admission. In this way, Iu-PS connection and PDP context need not be re-
established when UE initiates a PTT call.

3.1.2 Mobile-Originated Call Procedure


PTT UE remains in CELL_PCH state when there is no service activity. When the subscriber
presses the PTT button to make a call, the UE needs to recover the service connection.

The following figure shows the signaling procedure when a UE initiates a PTT call.

3.1.3 Mobile-Terminated Call Procedure


PTT UE remains in CELL_PCH state when there is no service activity. When the subscriber
receives a call, the UE needs to recover the service connection.

The following figure shows the signaling procedure when a PTT UE receives a PTT call.

3.1.4 End to End Call Procedure for UE with E-PCH support


Enhanced CELL_PCH (E-PCH) enables the Dedicated Control Channel (DCCH) and Dedicated
Traffic Channel (DTCH) to be mapped onto the High Speed Downlink Shared Channel (HS-
DSCH) in the CELL_PCH state and the Paging Control Channel (PCCH) onto the HS-DSCH
in the CELL_PCH or URA_PCH state. This feature allows UEs in the CELL_PCH state to
receive data before entering the CELL_FACH or CELL_DCH state. This greatly reduces the
delay in the initial transmission of data packets.

When applied to PTT services, UE with E-PCH support in Cell_PCH significantly reduces the
end-to-end delay.

The related parameters can be set by running the command ADD/MODUCELLEPCH. And a
cell supports E-PCH if the feature has been activated by running the command ACT
UCELLEPCH.

Enhanced CELL_PCH has no requirement for traffic classes and can be implemented if both
cells and UEs support the feature.

UE with E-PCH support in CELL_PCH state


When a call ends and there is no data activity within a certain period, UEs with E-PCH support
can be moved to CELL_PCH state. UEs with E-PCH support can transmit UL data on RACH
in CELL_FACH state and receive downlink data on HS-DSCH in CELL_PCH states without
performing the CellUpdate procedures. The absence of CellUpdate procedures before data
transmission on RACH and reception on HS-DSCH provides significant delay advantages for
call setup performance.

The following figure shows the signaling procedure between two UEs in CELL_PCH state with
E-PCH support.

UE with E-PCH support in URA_PCH state


UEs with E-PCH support cannot transmit UL data on RACH and receive downlink data on HS-
DSCH in URA_PCH state without performing the CellUpdate procedures. The need for
CellUpdate procedures before data transmission on RACH and reception on HS-DSCH adds
additional delay to the call setup performance when compared to CELL_PCH state performance.
For this reason, UEs with E-PCH support are required to be moved to CELL_PCH state when
there is no data activity for a certain amount of time. However, in some cases UTRAN may
move the high mobility UEs from CELL_PCH state to URA_PCH state due to frequent Cell
Updates in CELL_PCH state.

The following figure shows the signaling procedure between two UEs in URA_PCH state with
E-PCH support.

3.2 Radio Bearer


CN specifies the traffic class of PTT (RAB2) as interactive, but the service is processed as a PS
conversational service in RAN. Therefore, the radio bearer scheme of PTT is the same as that
of PS conversational services.

PTT Function Switch


You can run the MML command SET UCORRMALGOSWITCH to turn on the
switchCFG_PTT_SWITCH under the parameter CfgSwitch to enable the PTT function.

PTT GBR
CN specifies the traffic class of PTT as interactive and does not specify the GBR, but the RNC
takes the PTT service as a conversational service and needs to configure GBR for the PTT. After
a PTT service is recognized, RNC changes the traffic class from interactive to conversational.

You can run the MML command SET UUSERGBR to set the GBR for PTT service.

PTT Transport Channel


PTT services can be carried on the DCH or HS-DSCH in the downlink, and DCH or E-DCH in
the uplink.

l If PTTChlType is set to DCH, PTT services are carried on the DCH in both the uplink and
downlink.
l If PTTChlType is set to HSDPA, PTT services are carried on the DCH in the uplink and
on the HS-DSCH in the downlink.
l If PTTChlType is set to HSPA, PTT services are carried on the E-DCH in the uplink and
on the HS-DSCH in the downlink.
When PTT services are carried on the HSUPA channel, the following TTI policies apply:
The HSUPA channel carries only PTT services
The PTTHsupaTti parameter specifies whether to use the 10 ms TTI or 2 ms TTI for
PTT services carried on the E-DCH in the uplink.
The HSUPA channel carries multiple types of services, including the PTT services.
If ReservedSwitch1=RESERVED_SWITCH_1_BIT29 is set to 1, the TTI depends on
the PTTHsupaTti parameter value.
If ReservedSwitch1=RESERVED_SWITCH_1_BIT29 is not set to 1, select the TTI
depending on the TTI selection principles for combined services. For details about how
to select a TTI for combined services, see HSUPA TTI Selection Feature Parameter
Description.

3.3 PTT Admission Control


The admission control rules for PTT services are the same as the admission control rules for
AMR services. For details about the admission control rules for AMR services, see the Call
Admission Control Feature Parameter Description.

3.4 Identification of PTT UE


RNC identifies PTT UEs only after the PTT service is enabled.

RNC receives the RAB Assignment message from SGSN. This message contains QoS attributes
such as Traffic Class, Signaling Indication, and Allocation/Retention Priority (ARP).

RNC takes a UE as a PTT UE and the RAB as PTT RAB#2 if the IEs in the RAB Assignment
message for the UE are as follows:

l Traffic Class is Interactive


l Signaling Indication is signaling
l ARP is the same as specified by the following parameters in MML SET UFRC command:
1. PTTArpPriorityLevel (Priority level of ARP)
2. PTTArpPreEmptCap (Preemption Capability)
3. PTTArpPreEmptVuln (Preemption Vulnerability)

4. PTTArpQueuingAllowed (Queuing Allowed)

3.5 Paging
The QChat Application Server (QAS) sends the RNC the Announce Call message once a UE
initiates the PTT service. Upon receiving the message, the RNC pages the called party. The
Paging Type 1 is used to notify the called party if the called party is in the CELL_PCH state.

Paging Period
To reduce the PTT paging delay, the PTTDrxCycleLenCoef parameter is introduced to specify
the paging period for PTT UEs separately from non-PTT UEs. The paging period is sent to the
UE when RB#2 is set up.

Preferred Paging of PTT UEs


A PTT UE is paged prior to other UEs.

One PAGING TYPE 1 message supports a maximum of N (N<=8) UEs because of the limitation
on the size of the PCH transmission block. If more than N UEs, including PTT UEs and common
UEs, are paged at the same time, PTT UEs are preferentially paged. If a paging message contains
more than N PTT UEs, a first-in-first-out rule is applied.

Repeated Paging of PTT UEs


Sometimes the UE does not receive the paging message due to poor signal. In this situation, the
RNC retransmits the PAGING TYPE 1 message to increase the paging success rate. After
receiving the cell update message, the RNC stops retransmission.

Enhanced PTT Paging


The enhanced PTT paging function reduces the PTT paging message retransmission interval
over the Uu interface to 320 ms. The original PTT paging message retransmission interval over
the Uu interface is 640 ms.

The original PTT paging message retransmission interval is long because of the following
reasons:

A paging message generated by the L3 layer is buffered on the Media Access Control (MAC)
layer. The MAC layer transmits the buffered paging messages to UEs through the Uu interface
one by one at an interval of 320 ms. The L3 layer retransmits the PTT paging message if the L3
layer does not receive a CELL UPDATE message from the UE before the timer expires. The
time the last paging message is transmitted over the Uu interface is unknown to the L3 layer.
Therefore, to prevent the L3 layer from transmitting a new paging message before a UE responds
to the last paging message, the time the L3 layer waits for a response from the UE is set a large
value (for example, 620 ms). As a result, the PTT paging message retransmission interval over
the Uu interface is 640 ms, which is two paging cycles.

You can activate the enhanced PTT paging function by selecting the
RESERVED_SWITCH_8_BIT7 check box under the RsvSwitch8 parameter in the SET
UALGORSVPARA command. After the enhanced PTT paging function is activated, the L3
layer calculates the time when a PTT paging message will be transmitted over the Uu interface

during PTT paging message generation. The L3 layer retransmits the PTT paging message if the
L3 layer fails to receive a response from a UE within 320 ms after the calculated time. In this
way, the paging message retransmission interval over the Uu interface can be reduced to 320
ms every time a PTT UE is paged.

3.6 Fast State Transition


PTT UE remains in CELL_PCH state when there is no service activity. When the subscriber
presses PTT button to make a call or when the subscriber receives a call, the UE state changes
from CELL_PCH to CELL_DCH instead of from CELL_PCH to CELL_FACH then to
CELL_DCH. This fast state transition helps to reduce delay.

l State transition from CELL_PCH to CELL_DCH


If the UE does not support Enhanced CELL_PCH, then:

1. If a UE in the CELL_PCH state has uplink data to transmit, the UE performs cell
update, with the cell update cause in the message set to "uplink data transmission",
the "Traffic Volume Indicator" IE set to TRUE, and the "Establishment cause" IE set
to "Originating Conversational Call". On receiving the Cell Update message with the
cause, the RNC responds to the UE with a Cell Update Confirm message and directly
transfers the UE to the CELL_DCH state.
2. If a UE in the CELL_PCH state receives a PAGING TYPE 1 message, the UE
performs cell update, with the cause "paging response". On receiving the Cell Update
message with the cause, the RNC determines that the paging procedure was triggered
for receiving the downlink data on RAB#2 and then sends a Cell Update Confirm
message to the UE and transfers the UE to the CELL_DCH state.
l State transition from CELL_PCH to CELL_FACH to CELL_DCH
If the UE supports Enhanced CELL_PCH, then:

1. If a UE is in the CELL_PCH state and has data to transmit or receives a PAGING


message, the RNC transfers the UE into Enhanced CELL_FACH state.
2. After the UE sent the Call Request or Call Accept message, the PTT server sends
dummy packet to the RNC to trigger the state transition from Enhanced CELL_FACH
to CELL_DCH state.
l State transition from CELL_FACH to CELL_DCH
In the downlink, 4A event triggers state transition from CELL_FACH to CELL_DCH. For
single service, RNC configures parameters for PTT services. For combined service, RNC
configures the parameters for non-PTT services. For PTT services, the event 4A is triggered
when there is data and the configured 4A traffic volume threshold is not considered.
In the uplink, the state transition mechanism is the same as that described in the State
Transition Feature Parameter Description.
l Other types of state transition
Other types of state transition, such as CELL_DCH to CELL_FACH, CELL_FACH to
CELL_PCH, and CELL_FACH to CELL_DCH, are the same as those described in the
State Transition Feature Parameter Description except that new parameters are introduced.
You can set these parameters in the MML command SET UPTTSTATETRANS.

In the case of repeated calls or packet loss over the air interface, a UE in the CELL_DCH state
may switch to the CELL_FACH state, immediately trigger reconfiguration, and then switch back
to the CELL_DCH state. During this process, state inconsistency occurs between the UE and
the UTRAN, hindering the reception of voice packets.

To solve this problem, data activity measurement can be enabled to avoid packet loss and
undesired state transition. For details, see the State Transition Feature Parameter Description.

3.7 Scheduling
After RNC identifies the PTT service, RNC sets the SPI of the PTT service to that of VoIP
service and sends it to NodeB in the Radio Link Setup message or Radio Link Reconfiguration
message. HSDPA scheduler schedules downlink PTT services in a descending order of their
sensitiveness to delay, and HSUPA scheduler applies non-scheduling or scheduling policy based
on UlPTTTransModeOnHsupa for the uplink PTT service.

3.8 Fast L1 Synchronization

Before fast L1 synchronization is introduced, uplink synchronization is performed after the


downlink synchronization is complete. The downlink synchronization takes about N312 * 40
ms.

After fast L1 synchronization is introduced, UE transmits uplink DPCCH when UE performs


downlink synchronization. Therefore the uplink synchronization can be performed
simultaneously with downlink synchronization.

The TS 25.331 in 3GPP Release 6 introduces the "Post-verification period" IE to indicate


whether a UE uses fast L1 synchronization. This IE is included in the Radio Bearer
Reconfiguration and Cell Update Confirm messages.

If a UE is in the CELL_PCH/URA_PCH state and initiates or receives a PTT service, it sends


the Cell Update message to the RNC. After the RNC receives the Cell Update message, RNC
sets the "Post-verification period" IE to TRUE in the Cell Update Confirm message and sends
the message to UE. UE performs fast L1 synchronization after receiving the message.

If the UE is in the CELL_FACH state and initiates or receives a PTT service, the 4A events are
reported to the RNC. The RNC sets the "Post-verification period" IE to TRUE in the Radio
Bearer Reconfiguration message and sends the message to the UE. UE performs fast L1
synchronization after receiving the message.

l Early transmission of downlink data


UTRAN supports the transmission of PTT downlink data received on RAB2 on HS-DSCH
as soon as the HS-DPCCH channel with CQI information is received from the PTT UE
during the recovery of RB2.
This function enables the UTRAN to transmit the Announce Call Message to the PTT UE
over the HS-DSCH channel without waiting for the Cell Update Confirm Response to
reduce the delay.
l Early reception of uplink data
UTRAN supports the reception of PTT user data on E-DCH during the recovery of PTT
RB2.
This function enables the UE to transmit the Call Request or Call Accept message on E-
DCH without waiting for the Cell Update Confirm Response, therefore reducing the delay.

3.10 Always ON
PTT enters the Always On state upon startup and retains Iu-PS signaling connection even though
there is no data activity. The RNC retains the UE in CELL_PCH state.

RAB1 and RB1 are used only for PTT registration and do not affect the call setup process.
Therefore, RAB1 and RB1 are released after registration.

This function allows the traffic to be scheduled quickly through the PS CN and UTRAN, and
the PDP activation procedures can be avoided during the call setup.

Network Performance
PTT services are preferentially scheduled and occupy code and power resources. In a network
with a large consumption of power resources and downlink code resources, enabling the PTT
feature decreases the HSDPA resources that can be allocated to BE services. As a result, the cell
throughput and the admission success rate of BE services are decreased. The specific decrease
depends on the number of PTT UEs and the duration of PTT services.

6 Engineering Guidelines

6.1 When to Use PTT


The PTT feature is recommended if operators want to provide voice services different from
traditional call services and improve user experience.

The PTT solution mentioned in this document refers to the QChat solution developed by
Qualcomm. Before deploying this solution on networks, you need to obtain authorization from
Qualcomm and validate the system integration with Qualcomm.

6.2 Required Information


Radio Resources
After this feature is enabled, the PTT RAB is not released, and the number of online UEs and
number of UEs performing combined services increase significantly. More radio resources are
required, including CE resources, Iub bandwidth, and paging capacity. Before enabling the PTT
feature, operators need to determine whether radio resources will become insufficient based on
the PTT user number plan.

Site Distance
It is recommended that PTT services be carried on HSPA channels. When HSPA coverage is
limited because of large site distance, PTT UEs at the cell edge may experience packet loss or
call drops due to poor coverage or no coverage.

Push to Talk. This feature cannot be configured using the CME.

RRequirements
l Dependencies on hardware
The DBS3800 must be configured with the EBBC or EBBCd board.
The DBS3900, BTS3900, or BTS3900A must be configured with the WBBPb or
WBBPd board.
The BTS3812E or BTS3812AE must be configured with the EBBI, EDLP, or EDLPd
board. If the EDLP or EDLPd board is used, the EULP or EULPd board must also be
configured.
NOTE

After a cell is established, run the DSP LOCELLRES command to check whether the downlink
resource group of the cell is established on an enhanced downlink processing board.

Transmission performance over the Iu and Iub interfaces determines the PTT user
experience. The following lists the PTT service requirements for transmission delay, jitter,
and packet loss rate.
1. Transmission delay
Transmission delay prolongs the time of exchanging a signaling message and therefore
one-way transmission delay must not exceed 15 ms and 10 ms over the Iub and Iu
interfaces, respectively.

In the downlink, the RNC must transmit packets within the receiver window of the
NodeB. Otherwise, the NodeB originates a time adjustment process and instructs the
RNC to adjust the time for downlink transmission, ensuring that subsequent packets
are transmitted within the receiver window of the NodeB. Increasing the receiver
window can reduce the number of discarded packets but also causes longer delay.
In the uplink, the RNC directly sends PS data to the CN without buffering data.
In a 20 ms TTI, jitter must not exceed 20 ms to prevent packet disorder. If jitter exceeds
20 ms, packet disorder or packet loss may occur on the transport network because of
the complicated network structure. In this sense, large jitter brings the same impact
as long delay and high packet loss rate.
3. Packet loss
Signaling messages required in PTT setup are delay-sensitive because they are carried
by channels processing PS services. Therefore, the packet loss rate on the transport
network must not exceed 0.1%. Otherwise, PTT setup delay may increase, probably
affecting the speech quality.
l Other dependencies
As mentioned earlier, PTT in this document refers to the QChat solution developed by
Qualcomm. Therefore, UEs must use chipsets provided by Qualcomm, the PS domain must
support the QChat solution, and the QAS must be deployed.

Procedure
l Activation
1. Run the RNC MML command SET UCORRMALGOSWITCH. In this step, select the
CFG_PTT_SWITCH check box under the parameter Channel Configuration Strategy
Switch.
2. Run the RNC MML command SET UFRC. In this step, set PTT ARP Priority, PTT ARP
Preemption Capability, PTT ARP Preemption Vulnerability, and PTT ARP Queuing
Allowed to the same values as those of ARP(allocation/retention priority) properties
Priority Level, Preemption Capability, Preemption Vulnerability, and Queuing Allowed.
The ARP properties are carried in the RNCAP_RAB_ASSIGNMENT_REQ message sent
by the CN for PTT services during the second RAB assignment procedure. In addition, set
PTT HSUPA TTI type to EDCH_TTI_10ms.
3. Run the RNC MML command SET URRCTRLSWITCH to turn on the switches
PTT_EARLY_TRANS_SWITCH and PTT_SPEC_LI_SWITCH. In this step, clear the
PTT_EARLY_TRANS_SWITCH_OFF and PTT_SPEC_LI_SWITCH_OFF check
boxes under the parameter Process switch.
4. Run the RNC MML command SET UCORRMPARA to enable PTT UEs to switch to the
DCH for access reattempts when HSPA resources are insufficient. In this step, select the
PERFENH_P2D_FAIL_RETRY_SWITCH check box under the parameter
PerfEnhanceSwitch1.
5. Run the RNC MML command SET UFRCCHLTYPEPARA. In this step, set PTT
channel type to HSPA(UL_EDCH,DL_HSDSCH) and Type of Channel Preferably
Carrying Signaling RB to HSUPA(UL_EDCH,DL_DCH).
6. Run the RNC MML command SET UPTTSTATETRANS, and set both PTT State
Transition Switch and PTT Direct P2D State Transition Switch to ON.

Initiate Iu-interface message tracing on the RNC LMT and check whether the CN has sent
an RNCAP_RAB_ASSIGNMENT_REQ message.
NOTE

The RNC identifies PTT services based on six information elements (IEs) in the
RNCAP_RAB_ASSIGNMENT_REQ message. The six IEs are Traffic Class, Signaling Indication,
Priority Level, Preemption Capability, Preemption Vulnerability, and Queuing Allowed. Services
identified as PTT services are allocated a rate of 16 kbit/s.
l Deactivation
Run the RNC MML command SET UCORRMALGOSWITCH. In this step, clear the
CFG_PTT_SWITCH check box under the parameter Channel Configuration Strategy

6.5 Performance Monitoring


The end-to-end call setup delay is a key factor for PTT services. This delay is measured only on
the UE by using the performance monitoring tools Probe and Assistant.

PTT services can also be monitored in other aspects, such as the proportions of PTT services
and PTT UEs, service setup success rate, call drop rate, and handover success rate.

l PTT user number and traffic


The counters listed in Table 6-1 measure the amount of PTT traffic and the number of PTT
UEs in different states. These counters are used to determine whether the PTT feature has
taken effect and determine the proportion of PTT services.
