Senators oppose pork barrel cut
SENATORS Gregorio Honasan and Ferdinand Marcos, Jr. yesterday expressed objection to the proposed cut to their pork barrel allocation supposedly to address the ballooning budget deficit of the country. Honasan said the Aquino administration should not use the priority development assistance fund (PDAF) or pork barrel allocation for lawmakers to “harass” the political opposition. “The pork barrel should not be used as a weapon or as tool to force the issue on certain legislative agenda,” Honasan said adding that PDAF use should be transparent. Honasan said that it is alright with him to slash the lawmakers' pork barrel by 57 percent. “So either way, I can live with anything. Kaya lang huwag naman itong gamitin to twist the arm of certain vulnerable legislators. Alam naman natin na ‘yun ang political reality,” he said. Marcos opposed the cut on their pork barrel saying it is not right to always associate pork barrel funds with corruption. “PDAF has always been suspected as source of corruption of congressmen and senators and other government officials. Then why don’t they fix the system,” Marcos said. During a media forum on Thursday, Marcos said the reason why we are always talking about cutting the pork barrel is because it is suspected by many that it is just a hand out. “That is not the case. If you go around the country, you will see many areas with no projects because there is no PDAF,” he said. “The (pork barrel) system has a good idea na may pera para tumulong ang congressman sa kanyang distrito, ang senador para sa kanyang pet projects. Comelec disqualifies two partylist allies of GMA
TWO nominees of Ang Kasangga Partylist group have been disqualified by the Commission on Elections (Comelec) for failure to prove that they represent a marginalized group. In a 12-page resolution, Comelec 1st Division disqualified businessman Teodorico Haresco and former city mayor Eugenio Jose V. Lacson, allegedly allies of former President Gloria Macapagal Arroyo. The poll body said Haresco and Lacson are considered ‘bigshots’ being part owner of several corporations and three term mayor of San Carlos City, respectively. “This Commission will not warrant itself to become a tool in removing the only opportunity for the marginalized and underrepresented sectors of our society to have a voice in Congress,” Comelec 1st Division said. The complaint against Haresco and Lacson was filed by Kontra Daya, an election watchdog. Suspect in radioman slay nabbed
POLICE arrested one of the suspects in the killing of Kalinga province radio reportercommentator Jose Daguio, the first media fatality under the administration of President Aquino. Suspect Edwin Guiawal was identified by witnesses as the one who shot Daguio on July 3 in his home in Tuga Village , Tabuk, Kalinga. Edmund Bilog, Lando Bilog and Daldin Guiawal, the triggerman’s brother, were also tagged in the killing of Daguio. Police have launched a manhunt against them. Philippine National Police (PNP) spokesman Sr. Supt. Agrimero Cruz said Daguio could have been killed because he was zeroing in on Guiawal's group's alleged activities like cattle rustling and breaking and entering houses or akyat-bahay. No additional taxes in QC during my term – Bistek
QUEZON City Mayor Herbert Bautista has assured city’s taxpayers that his administration will not be imposing additional taxes during his term. Bautista made the assurance as a support with the administration policy of President Aquino with regard to the non-imposition of additional taxes so as not to add burden to the Filipinos. Although Bautista admitted that there is a need for more funds for his programs such as in housing, education, and infrastructure development, he said that creating additional or new taxes is not the only solution. “We can realize this administration’s dreams without imposing additional taxes… only an innovative mind and strict implementation of the revenue code are needed,” he said. Stressing the lesson he learned from former Budget and Management Secretary Emilia Boncodin, his former professor, Bautista claimed that there are lots of ways to augment and increase the city government revenue. Bautista stressed that one way of increasing the city government’s revenue is the strict implementation of payment of taxes due from companies using city government properties such as lands and structures. Solon pushes for MRT in Cebu
CITING the recent bus accidents in Cebu wherein 36 people were killed while 48 others were injured, a lawmaker pushed for the establishment of a mass rail transit system (MRT) in the province. Cebu Rep. Eduardo Gullas said it is now imperative that the province adopts the Metro Cebu MRT system, saying the fatal vehicular accidents have put into question the viability of the Bus Rapid Transport (BRT) scheme. He said the more buses are plying on the roads, the greater hazard poses to both commuters and pedestrians. Gullas is the author of a bill seeking to require the Department of Transportation and Communication (DoTC) to prepare and execute a plan to establish and operate Metro Cebu's first MRT system that would run from Carcar City in the south to Danao City in the north. The lawmaker underscored the need for an elevated train system for Cebu which has 3.5 million inhabitants making it the country’s most thickly populated province. With the MRT system, Gullas stressed, children who are walking to school and back home everyday will be safe from high speeding buses.

Angara to tap public school in addressing child malnutrition
SENATOR Edgardo Angara yesterday disclosed that he wants to tap the public school network in implementing his proposed measure addressing child malnutrition. The lawmaker said he is set to file again the “Child Nutrition Act of the Philippines ” to address the malnourishment problem among Filipino children. “The most effective means to target childhood malnutrition is through the public school network,” Angara said. “Although there are current school-feeding programs administered by the Department of Education they heavily rely on allocations from budgets of senators and congressmen, or through donations from private individuals and corporations,” he said. The bill provides that the Department of Agriculture (DA), DepEd, Dept. Of Health (DOH) and the National Nutrition Council will have to initiate and expand a system of distribution of milk and fortified snack foods to public elementary schools five times every week; and vitamins and user-friendly nutrition information and educational materials. Walk for peace
FR. Amado Picardal, a priest from Davao City, will embark on a walk for peace for the Philippines on the 780-kilometer Camino de Santiago de Compostela in Spain that traditionally starts in France. Picardal will spend a few days in Spain before heading for France to embark on a “mobile spiritual retreat” which involves meditation, reflection and prayer on July 16. He said he would be offering prayers for peace to end the strife with Muslim secessionists and communist rebels, especially in Mindanao, and for the success of President Benigno Aquino III’s administration. The walk for peace is part of a pilgrimage to France for a final peace agreement between the Philippine government and the Moro Islamic Liberation Front and the communist National Democratic Front.

Number-coding exemptions reduced
PRIVATE individuals given exemptions from the Unified Vehicular Volume Reduction Program (UVVRP) or the numbercoding scheme might not be able to renew their exemptions this month. The non-renewal or additional issuance of exemptions will be cut down by the Metropolitan Manila Development Authority (MMDA) to 50 percent. Chairman Oscar Inocentes revealed this over the weekend saying the issuance of exemptions to non-qualified motorists runs counter to the aim of the agency to reduce the volume of vehicles along the major thoroughfares of the metropolis. Inocentes directed the Traffic Operations Center under Executive Director Angelito Vergel de Dios to implement his order of limiting the issuance of UVVRP exemptions by as much as 50 percent. Under MMDA Regulation No. 96-005, only ambulances, police, military, fire trucks, and government vehicles, diplomatic vehicles with diplomatic plates and duly franchised school buses are exempted from number coding. Attorney insists Mel Gibson did not threaten former lover
MEL Gibson’s lawyer has dismissed allegations the actor-director threatened a former mistress and sent her into hiding as “an absurd fabrication.” Violet Kowal claims Gibson met with her at his Malibu, California home last year, while he was dating Russian singer Oksana Grigorieva, and the pair had sex. Kowal tells the publication the actor seemed “paranoid and anxious” during the encounter and chain-smoked before and after sex. She claims the affair continued and Gibson would get “very aggressive and angry” if she refused to see him or wasn’t available. The brief fling broke down in January when news of Gibson’s alleged romance with Kowal leaked out. She claims he called her and threatened her. The model states she hired a bodyguard and “left town and went into hiding for almost a month” because of Gibson’s threats. She tells In Touch, “He knew where I lived and had directly threatened me.” Gibson’s attorney tells the publication that Kowal’s story is “an absurd fabrication.”

Caloocan boosts security measures to attract investors

German football fan gets suspended sentence for air rage in South Africa
THE German football fan who lost his temper shoving and swearing at South Africa Airways cabin crew after plane delays that caused him to miss Wednesday night's FIFA World Cup semifinal in Durban on Saturday received a suspended sentence for a minor offense. Jorg Mardos, 27, was arrested on Wednesday after his flight returned to Port Elizabeth in South Africa. He was originally charged with assaulting a cabin crew member. But in the Port Elizabeth Magistrate's Court on Saturday he was sentenced to three months in prison, suspended for a year, for a “lesser serious” contravention of South Africa's Civil Aviation Act. According to the South African Press Association, Magistrate Peter Cambell told Mardos that he was not going to impose a fine because “you have lost so much already.” Cambell said that Mardos has been unable to recover about US$4,607 in tickets after his flight to Durban had to turn back resulting him to miss the World Cup semifinal between Spain and Germany. SAPA reported that the court found out that Mardos pushed and shoved two cabin crew attendants and shouted at them. “What you did was unacceptable, you should have not acted in that way,” Cambell told him.

Germany captures bronze in World Cup vs Uruguay
GERMANY won the 2010 World Cup in South Africa playoff game for the third place against Uruguay, 3-2, scoring the winning goal with only eight minutes of the match remaining. Both sides wanted to finish the World Cup on a winning note with the first half of the match under a heavy rain in Port Elizabeth that ended 1-1 after Germany's Thomas Muller and Uruguay's Edinson Cavani traded goals. With ten minutes of the second half played, Uruguay's Diego Forlan scored another for his team, but the goal was shortly answered by Germany's Marcell Jansen. The teams seemed to finish the main time of the match at the 2-2 draw but Germany's Sami Khedira netted the winner on the 82nd minute to earn his country's fourth bronze of the World Cup series. The 2010 World Cup winner will be determined on Sunday night between two European teams, Spain and the Netherlands, which both never previously won the world championship.

The miracles that God worked through Moses challenged the many gods of Pharaoh. Yet, in another time, there was a Pharaoh who promoted the belief in one deity. Pharaoh Akhenaten pointed to the rising and setting sun as the great deity who gave life to the earth. His religious symbol for Aton, the sun god, was represented by a single disc of light with emanating rays. Though this Pharaoh’s idea came closer to the one God of the Bible, it was still idolatry. When Paul addressed the people in Athens, he was grieved by the idolatry in that city. Yet he used the people’s imperfect understanding of God to point them to the God of Scripture. Of their efforts in trying to find God, Paul said: “God, who made the world and everything in it, since He is Lord of heaven and earth, does not dwell in temples made with hands” (Acts 17:24). In our increasingly pluralistic world, the people around us may worship a multiplicity of deities. Yet their spiritual journey need not end there. We never know when someone might be moving toward the kingdom of God. Following the example of Paul, we should respect a person’s religious background, watch for spiritual receptivity, and then point him or her to the one true God of Scripture. A Prayer: Dear Lord, help us to lead the lost away from all that is false. And to lead them to You—the one and only God— who alone offers true life. Amen. God alone is worthy of our worship.

UAAP lays down rules for fans
IN an initiative to stop fanrelated violence this season, the UAAP board created a code of conduct for spectators hoping to create a safe and enjoyable experience of watching the games. The UAAP board acknowledged the need to create a code of conduct because of an increase in fan-related violence during the games. “The Board of Directors observed the escalating problem of violence during UAAP games, in particular, those involving players and fans,” said the UAAP board in a statement. “With the overall objective of creating a safe, comfortable and enjoyable experience for all supporters/participants of UAAP games/events, the UAAP Board of Directors prepared this Fan Code of Conduct as a guide to expected behaviors.”
