Dear Ms. Richard,

Your recent request for records to the City Clerk has been
referred to my firm for handling and response. We will take each
matter, in turn:

1. Your request to be added to the list for notification of
meetings pursuant to La. R.S. 42:19(b) will be honored. Please
note that the Notice and Agenda are emailed to the City Council
members. We assume that an email will suffice to you, as well,
and that a physical copy does not need to be placed in the mail?
Please advise, as we wish to follow the dictates of the statute, but
do not want to overwhelm the City Clerk with an unnecessary
task if you are content with the email notification alone.

2. Regarding your request for copies of the minutes where a
public hearing was conducted regarding setting the salary of the
Chief of Police for the most recent setting of his salary -- no
documents exist which are responsive to this request.

3. Regarding your request for minutes for the meeting held
in August where Officer Menard was fired by approval of City
Council -- no documents exist which are responsive to this
request. As I indicated in a prior email to you today, Officer
Menard was terminated pursuant to La. R.S. 33:423(C)(1)(a). You
will receive the notice of the next regular and/or special meeting
held where this matter will be placed on the agenda, as per your
request in #1 above.

4. Regarding your request for records identifying the hire
date, salary and job title and duties for Officer Menard -- this
information is being researched by the various departments in
control of this information. We estimate that 3 additional
business days are needed to gather this information. Once
gathered, it will be forwarded to me for review and redaction (if
necessary) pursuant to the exemptions in the Louisiana Public
Records Act. I will keep you posted regarding this information.
5. With regards to the City Clerk directing you to the website
for the Minutes of the Meeting -- it was only in a sense to provide
the information to you immediately, as you have requested, and
for your ease of reference (so you did not have to physically go to
City Hall to view the Minutes); however, if that is how you would
like to handle such matters in the future, we will gladly take note
and advise when the materials are ready for you to view, in
person at City Hall, as we have done in the past. Reference to the
Internet website posting is a way in which the City can provide
public information free of charge to anyone requesting and/or
interested in these materials. Please advise as to this issue, as
well.
