PART-B
PROJECT DESCRIPTION

Background:
Development induced displacement is now a topical subject worldwide. Different development
projects are taken by government, private sectors, different NGOs and other authorities for
mainly economic growth of a country. Bangladesh Railway will soon start the construction of
the 64.75 kilometers long Khulna-Mongla broad-gauge railway tracks. Establishment of the
Khulna-Mongla railway would directly connect the Mongla port with the rest of the country.
An agreement has also been signed in regard to the construction of the railway with Indian
construction company, Ircon International Limited. According to Project Director of Khulna-
Mongla Railway Construction Abdul Hai, “The construction will end within next 42 months
since inception of the construction works.” To serve the passengers,a total eight stations will
be constructed on the railway which includes Phultala, Aranggata, Mohammadnagar,
Katakhali, Chulkati Bazar, Bhagha, Digraj and Mongla. Besides, three big bridges including
Rupsha, 28 small bridges and 111 culverts also will be constructed on the railway. The railway
authority has acquisitioned around 678.53 acres of land and 73.357 acres of land also will be
available from the Mongla Port authority for construction of the railway.

Objective:
To provide railway connectivity with the mongla port for contributing financial growth and
enhancing export-import volume of the country as well as south western part of Bangladesh.

Scope:
 Easy transportation access and direct railway communication of the country with Mongla
port.
 Transfer commodities easily to the different parts of the country including the capital from
the port.
 Increasing import -export of the country and financial growth of the country

Priority:
The main theme of the project is the development the living condition of people of the south
western part of Bangladesh. Construction of Bangladesh-India joint-venture coal-based power
plant and proposed economic zone at Rampal the world heritage site- the Sundarbans. Besides,
three big bridges including Rupsha, 28 small bridges and 111 culverts also would be
constructed on the railway. As a result increment of 29% growth in construction sector, 9.5%
in agriculture,8% in manufacturing and transport. GDP of the southwest region would be grown
by 1.7% and poverty would be dropped by 1%. Electricity, gas supply lines and optical fibre
cables would pass through the bridge and saving $271 million. It would also save $400 million
ferry service cost on Mawa-Janjira route

Project Rationale:
All the commodities would easily to be transferred to different parts of the country from the
port was the primary consideration which led to the construction of the Khulna Mongla railway
project. Under the project, the government planned to expand the 51km route to the Indian
border by setting up an additional 9km track and converting it into dual-gauge to connect to
the regional railway network and the Trans-Asian railway network in future. The project cost
was estimated to be Tk 1721 crore when it was first approved in 2010. But in 2015 it was
approved that total 3,801.61 crore tk needed for laying new railway tracks from Khulna to
Mongla Port. The government would provide Tk1,430.26 crore out of the Tk3,801.61 crore to
lay the new railway track, and the remaining Tk2,371.35 crore would come from the Indian
line of credit. Bangladesh Railway will implement the project by June 2018.The revised project
witnesses a 120% hike in cost when first approved by the Ecnec in December 2010.Under the
project, a 65km broad gauge track along with 21km loop line would be constructed. A 717m
rail bridge now has to be constructed over the Rupsha River due to the change in the rail route,
accounting for the added cost .Because of the change in alignment, Tk 22 billion would be
spent on construction of the 12 km additional rail tracks and bridge, Tk 10 billion on acquisition
of 678 acres of land, including the country’s only buffalo firm was decided to shifted on 80
acres of land to the western side to facilitate the construction of an 1100 foot alignment.

The project will be implemented and managed by the KHULNA DEVELOPMENT
AUTHORITY (KDA) under the control of Ministry of Housing & public works. The existing
manpower of KDA will look after and monitor the project implementation activities. The
project Director will be the key project personnel. He will supervise and monitor the activities
of Project activities.
