SUBJECT: INFORMATION SOUGHT UNDER RTI ACT
With reference to the ‘FINAL SELECTION FOR THE SYMBOL FOR INDIAN RUPEE - LIST OF FIVE ENTRIES (DATED 08TH DECEMBER, 2009)’ which appears in the scrolling window ‘RECENT UPDATES’ on the home page of the website of the Ministry of Finance, Government of India (http://finmin.nic.in), I seek the information under RTI act as under: A. List all the circulars/notifications issued to the public with their title and/or subject, file number, date and the signing authority as they actually carried. Also furnish the information as to the manner in which they were publicized. B. With regard to the competition conducted in this connection I also seek the following information: 1. Number of applicants from whom the entries were received within the stipulated due date. 2. Number of applicants from whom the entries were received within due date but were rejected at the first scrutiny. 3. Were the applications accompanying DD for Rs.500/- and found in order in the first instance duly acknowledged assigning a registration number? 4. Enumerate the reasons on the basis of which the entries were rejected/eliminated as at 2 above. 5. Number of applicants who sent more than stipulated 2 entries. 6. Number of applicants who were not considered because they sent more than 2 entries as stipulated. 7. Number of entries not considered because they failed to present 4 point font. 8. The Column headings of the Register that was opened to record the details about the entries received, action taken and their movement, etc. 9. Date(s) on which the list of eligible entries announced and through what means. 10. What was the business transacted at the meeting of the jury on 29th and 30th Sept 2009? 11. What was the business transacted at the meeting of the jury on 16th Nov 2009? 12. How the matter was reckoned with, if one of the jury members was absent in the crucial final meeting on 16th Nov 2009?

Were the entries presented to the jury properly coded with no names of the applicants on them in any manner so that the identity of the applicants was not revealed to the jury to maintain absolute confidentiality? 14. Was the decision of the jury unanimous for all the five finalists or it was based on majority votes for one or more cases? 15. Was each member of jury given separate set of entries for recording his/her evaluation individually and independently?

Did members of the jury record their evaluation of the entries independently in a formally preset format , giving marks under a formula and then adding them up to arrive at merit list to select the final five, or final five selection was based on informal discussion and consultation among the jury members? In this connection have the procedure and the proceedings of the meetings of the jury leading to the selection of the final five been recorded in full detail? 17. Was there any difference of opinion between the jury members with respect to any entry, if yes, in that case how the matter was settled? 18. Was the above mentioned circular posted on the Finance Ministry’s website so that it was accessible through a prominent and permanent link on the homepage, to facilitate giving any other and subsequent information relating to this matter at one place? If yes, what is that link and since when it is there? Is it presently available on the website for reference if any? 19. Was the initial announcement inviting entries for the competition publicized through the regional language print media? 20. Was the initial announcement inviting entries for the competition publicized through the official media such as AIR and DD in their English and all other language channels?
