Obama clenching his fist? Time Magazine’s Joe Klein reports that the Obama administration is putting the military option for dealing with Iran back on the table. Gates is sounding more belligerent these days. “I don’t think we’re prepared to even talk about containing a nuclear Iran,” he told Fox News on June 20. “We do not accept the idea of Iran having nuclear weapons.” In fact, Gates was reflecting a new reality in the military and intelligence communities. Diplomacy and economic pressure remain the preferred means to force Iran to negotiate a nuclear deal, but there isn’t much hope that’s going to happen. “Will [sanctions] deter them from their ambitions with regards to nuclear capability?” CIA Director Leon Panetta told ABC News on June 27. “Probably not.” So the military option is very much back on the table. What has changed? “I started to rethink this last November,” a recently retired U.S. official with extensive knowledge of the issue told me. “We offered the Iranians a really generous deal, which their negotiators accepted,” he went on, referring to the offer to exchange Iran’s 1.2 tons of low-enriched uranium (3.5% pure) for higher-enriched (20%) uranium for medical research and use. “When the leadership shot that down, I began to think, Well, we made the goodfaith effort to engage. What do we do now?” Ed Morrissey adds: This conundrum didn’t begin with

Obama’s election to the Presidency. It began in 2007, when the American intelligence community produced a laughable NIE that asserted that Iran had stopped working towards nuclear weapons in 2003. America’s allies openly scoffed at the conclusion of the NIE and critics called it a nakedly political move intended to force Bush into inaction on Iran. Despite the criticism, it worked — and it allowed Barack Obama, among many others, to claim that Bush was too much of a cowboy and a war monger to be trusted with power. In fact, in the same year, Obama asserted at a presidential debate that he wanted to meet one-on-one with the Iranian leader (although he later denied that he meant Mahmoud Ahmadinejad) without preconditions in order to reach a peaceful settlement of the issue. What this produced was a three-year window for Tehran to pursue its nuclear-weapon program with little risk of interference. Obama continued his open-hand rhetoric while grudgingly pursuing more sanctions, while Iran either ignored Obama, lectured him on the primacy of Islam, or gleefully insulted him on the world stage. Obama’s “smart power” diplomatic team fell for the Peanuts football ploy that Iran has used for the last seven years in exploiting splits in the Western alliance by offering terms and then changing the terms when the West agrees to them. Now that the Obama administration has wasted more than a year on the same kind of fruitless diplomacy that had already been tried over and over, they have suddenly reached the conclusion that Iran doesn’t want

peace; it wants nukes. And if it wants nukes more than it wants peace, they’re likely to want the nukes for a specific target. All of this was blindingly apparent in 2007, but Obama somehow figured that starting over from scratch would work, since he was the change that the world wanted and needed. A military strike is still a desperation move, for all of the reasons that the Bush team argued. However, the only option worse is an Iran armed with nuclear weapons. We’ve wasted three years getting back to that same realization, but you can bet that the Iranians haven’t wasted a day of it. There’s little doubt the Iranians are pursuing a nuclear weapon, and perhaps President Obama’s advisers are thinking in terms of a military solution. But the President himself is not. Obama continues to repeat at every opportunity that he wants to ‘engage’ with Iran, that he’s open to negotiations, that he’s not closing the door on negotiations, and so on and so forth. He continues to insist on watering down and delaying any action against Iran, whether it’s negotiating for

months before finally putting a sanctions resolution through the Security Council (and that only after he realized the consequences of Iran accepting his enrichment offer through the offices of Brazil and Turkey six months after the offer was made), or whether it’s insisting on Presidential waivers being inserted in the United States’ own sanctions against the Iranian regime. This President is not going to pull the trigger on Iran, regardless of how badly Bob Gates or David Petraeus wants him to do it. Pulling the trigger on Iran is going to be left to others. And then we will see how Obama reacts. UNRWA – even more despicable than I thought

First of all, there is a missing column in the table. There is one other country that had people defined as Palestinian refugees in 1950 not listed here – and that country is Israel. According to UNRWA, Israel had 48,000 Palestinian refugees: 31,000 Arabs and 17,000 Jews. Israel managed to integrate the refugees, Arabs and Jews alike, into its society and they disappeared from the refugee rolls within a couple of years. If Arab countries had worked at treating their Palestinians as well as Israel did (reducing the population by 25,000 refugees a year,) they would have eliminated the refugee problem within 20 years rather than let it fester for thrice that time. Not only that, but the percentage of refugees compared to total population was about 8% in Lebanon, 2% in Syria, and 4% in Israel. So there is no excuse that the other countries were overwhelmed and couldn’t handle the refugees – Israel not only absorbed these refugees but took hundreds of thousands of additional refugees from Arab countries at the exact same time – all without help from any UN agencies. (In Jordan, the percentage of refugees was about 40% of the

population, but keep in mind that Jordan also gained a lot of land in the 1948 war that many of the refugees were already living on.) Isn’t it interesting, though, that UNRWA doesn’t acknowledge the Palestine refugees in Israel in their statistics? It’s almost as if they are embarrassed that the single success story for Palestinian Arab refugees came in the country that they have a seething hatred for. Another very important fact that we glean from these statistics: Nearly all of the “refugees” that live in Jordan are Jordanian citizens! Not only is UNRWA’s definition of a “refugee” skewed by including the descendants of refugees, but they also include a huge population that is not stateless at all! UNRWA actually admits this, with tendentious logic. This past February, Michael Kingsley-Nyinah, Director of the Executive Office of UNRWA, gave a speech in Malta about how UNRWA looks at Jordanians of Palestinian origin, and his words are amazing: Refugees residing in Jordan and Syria enjoy a wide range of rights and freedoms that have helped to mitigate the hardships of displacement. Many are granted economic rights and access to the employment market, and the stability of these countries means

they are spared the trauma of armed conflict. Among the relatively less disadvantaged are the refugees in Jordan who enjoy the privileges of special categories of Jordanian nationality. The advantages of residing in Jordan and Syria are welcome and beneficial. Yet they do not obscure the vulnerability inherent in the refugee label. Neither do they detract from the distinctness of the refugee identity. The refugees and host communities share an implicit understanding that the sojourn of Palestine refugees is temporary– and that this transient state is unchanged by the lengthy duration of their exile. As a corollary, “refugee consciousness” is strong among Palestinians, including the younger generation. The passing years have left intact a sense of injustice, a demand for acknowledgement and a desire for their travail to be justly resolved. Across the Middle East, Palestine refugees define themselves(and are defined by others) by reference to the historical experience of exile. For any other group of refugees, the UN (meaning the UNHCR) bends over backwards to remove the “ refugee label,” but UNRWA applies it even in situations when it shouldn’t exist. Arab nations refused to treat the

early refugees like human beings, and UNRWA eventually not only went along with this evil plan, but institutionalized it. A person who was born and raised as a citizen of another country cannot be called a “refugee” by any sane definition. Yet the UNRWA does exactly that. With a stroke of a pen, they could have reduced the number of “refugees” by 40% – and they instead kept the label. One result is that even Jordanians are discriminating against Palestinian Jordanians, sixty years after their ancestors became citizens. UNRWA has made their “otherness” official and has justified it by using the words of those who hate them most by claiming that their status is temporary. By defining Palestinian Jordanians as somehow only temporary Jordanians, UNRWA is justifying their discrimination. There is another implication of using the word “temporary” to define the “sojourn” of the PalArabs. If their status is only temporary, then surely Israel’s status is temporary as well, and will end with their “return.” As I’ve mentioned before, on two occasions when Lebanon allowed a limited number of so-called “refugees” to become citizens of that country, the Palestinian Arabs jumped at the opportunity. Many more would happily trade in their “refugee” status for the opportunity to be normal, functioning citizens of their host countries, or of other Arab countries. They are not being given that choice, and a good part of that is because UNRWA is doing everything they can to perpetuate and expand the purported number of “refugees” for decades after they no longer should have that label. A double agent?

A double agent? A lot of you have speculated in the comments that Iranian nuclear scientist Shaham Amiri was a double agent. Here’s a rather detailed analysis that explores that issue. As far as the kidnapping charge goes, there is an unspoken rule among intelligence services that they do not kidnap each others’ agents. (This rule also applies to all high-value individuals who may have access to sensitive information.) The practice arises out of sheer necessity: by engaging in kidnapping or other violent acts against your adversaries, you immediately invite retaliation by the other side. Things could soon escalate beyond anyone’s control. A country that engages in such activities, as Iran did in the 1980s, is considered a pariah and ostracized, with manifold diplomatic and economic consequences. Although the rule was ignored by the Bush administration in cases involving the fight against Al Qaeda and similar organizations, it has been consistently upheld in state-to-state relations. Still, in the unlikely event that the U.S. government actually kidnapped Amiri, it is inconceivable that they would simply let him go of his own accord. Thus the absurd claim by some hardline papers in Iran that he has escaped from his captors. With the contingency of kidnapping effectively ruled out, we are left with two possibilities. The first is that Amiri defected, but then had a change of heart due either to pressures applied to his family in Iran or to feelings of homesickness and

unhappiness with restricted circumstances, as many newspaper articles have suggested. There is a famous precedent for this. In 1985, Soviet spy Vitaly Yurchenko “redefected” to the Soviet Union after a short stay in the United States, allegedly for such reasons. (On his return, Yurchenko, like Amiri, claimed he had been drugged and abducted by the CIA.) The second possibility is that his defection was fake and that Amiri was in fact tasked with the mission of acting like a genuine defector in order to embarrass Iran’s adversaries, gain knowledge of their “methods and techniques,” and score a noteworthy political and diplomatic victory. Already, hardline papers are touting it as a major “intelligence coup” on their front pages. Though it is likely that Amiri divulged some state secrets to his interrogators — as it is assumed he did concerning the Fordo nuclear plant — if he was indeed a double agent, his superiors must have weighed the cost and benefits of his “defection” and concluded that there was more to be gained by his going over to the other side than not. It is also possible that they suspected the West knew about Fordo already.

Regarding the first possibility, it is a very rare for defectors to return to their home countries; this is especially true of a brutal regime like the Islamic Republic, where a repatriated defector would likely face extensive, interrogation, torture, or even execution. (Saddam Husssein’s son-in-law Hussein Kamel al-Majid, for instance, was executed after he returned to Iraq from Jordan.) The least that a lapsed defector could expect would be a lifetime of opprobrium and festering suspicions. Amiri, who has worked within the Iranian system for many years, would surely be aware of these perils. It is also relevant that even the most celebrated case of “redefection”, Yurchenko’s, is now believed to have been an elaborate penetration operation. Whereas the “lapsed defector syndrome” is problematic for a variety of reasons, the likelihood of a fake defection seems quite plausible, particularly given the wellcoordinated effort to portray the case as an abduction from the very beginning. First, Iran has already gained a great deal from the incident. The Islamic Republic can now claim that Western

intelligence reports on its most critical national security issue, the nuclear program, are largely fabricated. The return of Amiri and his charges of abduction by the CIA are major morale boosters for supporters of the regime and the cadres — particularly the Intelligence Ministry agents — whose esprit de corps has been weakened by a spate of unfavorable news in recent months. Second, from now on, every highvalue defector from Iran will be seen as a potential Shahram Amiri — suspected of being a double agent, any such person is far more likely to be subjected to harsh interrogation and debriefing sessions. Third, Amiri’s experiences and observations while being held by the Saudi and U.S. intelligence services must provide their Iranian counterparts with invaluable knowledge of what is called their “methods and techniques” in the spy trade. He was a walking Garden of Emuna, whose faith in Hashem had the fragrance of the most exquisite orchid. Born in the USSR, he stayed firm in his faith against the Russian communists and spent seven

Still banking on Iran When Europe’s foreign ministers meet next week to enact regulations for their new sanctions against Iran, all eyes will be on Germany, which continues to do banking business with the Islamist state, says Washington Times columnist Eli Lake. In the past three weeks, Germany has taken steps to close some Iranian banks operating in the country, according to a senior German government official who spoke with The Washington Times on the condition of anonymity because of the sensitivity of the topic. Meanwhile, an analysis of Iran’s banking sector by former U.S. Treasury Department analyst Avi Jorisch found that five German banks continue to do business with Iranian entities that are designated by the most recent U.N. Security Council sanctions. Mr. Jorisch also found that as of June 30, four major Iranian banks sanctioned by the Treasury Department or the U.N. Security Council continued to operate in Germany. … On July 26, the European Union’s

foreign ministers will meet to discuss in detail new sanctions that could limit Iranian shipping lines and the insurance companies that underwrite Iranian exports. “Concerning the activity of Iranian banks in Germany: Branches and subsidiaries of U.N.- and EUdesignated Iranian banks are frozen and not operating,” a senior German government official said in an interview this week. The official added that, specifically, the Frankfurt branch of Iran’s Bank Sepah [ pictured. CiJ] is allowed to engage only in “activities related to the closure of its business, i.e. finishing its existing obligations. All the before-mentioned Iranian banks are submitted to strict monitoring; they cannot enter into any new business.” Bank Sepah has been implicated in both the procurement of nuclear technology and the financing of terrorist organizations, Mr. Jorisch said. “The closure of Bank Sepah is an important and significant first step,” Mr. Jorisch said. “But German authorities should shut down the designated Iranian branches operating in Germany and German financial institutions should cease providing financial services to designated Iranian banks.” In addition to Bank Sepah, Mr.

Jorisch identified in his recent research Bank Melli and Bank Saderat as having branches in Hamburg and Frankfurt. Requests for comment from the Frankfurt branch of Bank Sepah went unanswered. In addition to Iranian banking, Germany’s trade with Iran is big business. German trade with Iran in the first four months of 2010 totaled $1.8 billion, according to the GermanIranian Chamber of Commerce in Hamburg. That figure increased by 20 percent from the same period in 2009. This is why Congress put language in the US sanctions that allow foreign companies who do business with Iran to be penalized in the United States. But the US law has provisions that

allow President Obama to waive the foreign company penalties for companies based in ‘cooperating countries.’ Will Obama decide that Germany is a ‘cooperating country’ and waive the sanctions? I haven’t seen him bowing to German Prime Minister Angela Merkel yet, but I would bet that he will waive those sanctions. How to re-set Obama This has almost nothing to do with Israel (we’re mentioned once – I’ll include it in the excerpt), but it’s too good not to share. Victor Davis Hanson has a ten-step regimen for resetting President Obama. 1) Impose a moratorium on all the racial talk. After the beer summit, the “stupidly,” the “stereotyping,” the “cowards,” the Van Jones rants, the “wise Latina,” the suing Arizona, the exempting the Black Panthers, the alQaeda-as-racists (e.g., nine years after 9/11 we at last have a reason to really hate these terrorists), etc., we get the message that race permeates the presidential worldview — and that all issues, from those of terrorism to policing to immigration to the environment, are seen largely through racial us/them lenses. This obsession has turned off an increasing multiracial nation, and is reaching the point of caricature. Take a deep breath, Mr. President, and promise to go through one day without selfreferencing yourself as black, without

speaking to an identity-politics group, and without reviewing the American past in terms of race. Muslim thing. We learned on day 1, 19 months ago, that the president would reference his Muslim heritage (e.g., “I have Muslim members of my family. I have lived in Muslim countries.”) to al Arabiya in a way that was taboo during the campaign. And after the Cairo mythmaking, the rantings of John Brennan, the new euphemisms, the “America is the problem” (e.g., “All too often the United States starts by dictating — in the past on some of these issues — and we don’t always know all the factors that are involved.” ), and the NASA lunacy, we understood that the problem is our purported not being nice to Islam rather than radical Islamists trying to kill us out of existential hatred. I would cut the Muslim therapeutics out; there is simply no need to cite your middle name as the real reason Israelis are not fond of you. None at all.

The brothers, from Landskrona in the south of Sweden, faced charges of arson at Helsingborg district court, a crime that carries a penalty of 2-8 years imprisonment. The news agency did not give the brothers’ names, but the Expressen tabloid has identified them as Mentor and Mensur Alija, aged 21 and 19. Vilks has faced numerous death threats and a suspected assassination plot since his drawing of the Muslim prophet with the body of a dog was first published by Swedish regional daily Nerikes Allehanda in 2007 to illustrate an editorial on the importance of freedom of expression. The drawing by Vilks prompted protests by Muslims in the town of Örebro, west of Stockholm, where the newspaper is based, while Egypt, Iran and Pakistan made formal complaints. An Al-Qaeda front organisation then offered $100,000 to anyone who murdered Vilks – with a $50,000 bonus if his throat was slit – and $50,000 for the death of Nerikes Allehanda editor-in-chief Ulf Johansson…. We all have one of those; the day that you fear and dread. For some, it’s “That” appointment with the dentist. For others, there’s “That” day when you have your visit to your local Traffic Court Judge. And then there’s always “That” day, April 15th, when taxes are due. The Jewish people also have a “That” Day. It’s called Tisha B’Av (which means the Ninth day of the Hebrew month of Av) and it occurs this year on Tuesday, July 20th. What qualifies it as a “That” Day? Here are just a few things that happened on that day over the millennia: The destruction of the First Temple in Jerusalem by Nebuchadnezzar, King of Babylon in 586 BCE. (The Temple was the site where the Jewish people used to gather three times each year, on Passover, Shavuot and Succoth, as well as on the High Holy Days of Jewish New Year {Rosh Hashanah} and the Day of Atonement {Yom Kippur}. It is where the Holy of Holies was located that housed the Tablets of the Ten Commandments that were brought

down from Mount Sinai by Moses. It was the seat of the Jewish High Court, the Sanhedrin, and was the center of spirituality and holiness). The destruction of the Second Temple (same as the First) in Jerusalem by the Romans in 70 CE. Pope Urban II declared the First Crusade. The Jews of England were expelled in 1290. The Jews of Spain were expelled in 1492. (Christopher Columbus set sail for America the following day). World War I broke out in 1914 when Russia declared war on Germany.

‘Success’: Another 1% of Israelis think Obama is pro-Israel President Obama turned on the charm with Prime Minister Netanyahu last week. Obama let Netanyahu enter through the front door of the White House. He let photographers in, and even held a ‘media availability’ session. He didn’t abandon Netanyahu to eat dinner with his family. Then he walked Netanyahu back to his limousine and told him to take care. And then he even gave an interview to Channel 2’s Yonit Levy. Israelis were impressed. Real impressed. The percentage of Israelis who think Obama is pro-Israel has now risen from 9% to 10%. When asked whether they saw Obama’s administration as more proIsrael, more pro- Palestinian or neutral, just 10 percent of Israeli Jews said more pro-Israel, 46% said more pro-Palestinian, 34% said neutral and 10% did not express an opinion. The poll of 515 Jewish Israelis, representing a statistical sample of the adult Jewish population, was taken on Monday through Wednesday and had a 4.4 percentage point margin of error. The question asked was exactly the same as in four previous polls sponsored by this newspaper since May 2009. The first poll, which was taken before the first NetanyahuObama meeting in the White House and Obama’s landmark speech in Cairo in June 2009, found that 31% considered this presidency more proIsrael and 14% more pro-Palestinian. The next poll, taken just one month

later, found a huge shift, with the proportion calling the Obama administration more pro-Palestinian rising from 14% to 50% and the proportion calling it more pro-Israel falling from 31% to only 6%. Those calling the Obama presidency more pro-Israel than pro-Palestinian fell in August 2009 to a nadir of 4% and rose to 9% in March 2010. Since then, the latest poll shows, the share who consider this White House more pro-Palestinian fell by 2 percentage points, from 48% to 46%, and those saying it is neutral rose from 30% to 34%. Respondents who consider themselves right-wing or haredi were more likely to call the Obama administration more pro-Palestinian. I guess Israeli Jews aren’t so stupid after all. Congress to Education Dept. Civil Rights Division: Do something about anti-Semitism on college campuses Thirty-six members of Congress have written a letter to US Secretary of Education Arne Duncan concerning anti-Semitism and intimidation on college campuses. The members ask whether Title VI of the Civil Rights Act of 1964 is being used to protect Jewish students from intimidation. “College campuses in the United States are meant to be positive, safe, and open forums for intellectual expression, conducive to learning,” they wrote. “We believe that enforcing Title VI to protect Jewish students who, in rare but highly significant situations, face harassment, intimidation or discrimination based on their ancestral or ethnic characteristics – including when it is manifested as anti-Israel or anti-Zionist sentiment that crosses the line into antiSemitism – would help ensure that we’re preserving the integrity of our higher education system by affording the same protection to all ethnic and racial groups on our college campuses.” Incredibly, the Education Department’s Civil Rights Division has thus far taken the position that Title VI does not apply to Jewish

students. ZOA has tried in recent years to get the civil rights’ office of the Department of Education to investigate allegedly anti-Semitic incidents on US campuses. The office declined to take action, arguing that the incidents were not based on students’ “national origins.” The letter from Members of Congress aims in part to clarify that Jewish students should be granted the same protections that are given to racial or ethnic minorities. I wonder if intimidation of Muslims on college campuses would fall under ‘national origins.’ I’ll bet it would. Knesset going after traitors For once, the Knesset is actually working. Too bad they go on vacation at the end of next week for the next three months (until mid-October). Two important bills are making their way through the Knesset. One, which has gotten a lot of publicity, would require a super-majority in the Knesset and a referendum for Israel to give away land that is part of the State of Israel. It would mean that the government could not give away any part of Jerusalem or the Golan Heights without the super-majority and the referendum (unfortunately, Judea and Samaria have never been made an official part of the State of Israel). The other bill would deal with traitors like the ‘ academics’ who travel around the world sullying our reputation and encouraging BDS (boycott, divest, sanctions) against Israel. Evelyn Gordon (no relation to the subject of the previous link) explains. The boycott bill, which will now proceed to committee, would make Israelis who “instigate,” “encourage,” or “assist” boycotts against Israel or Israeli institutions subject to fines of up to NIS 30,000 even if no damage is proved, and more if damage is proved. Foreigners or foreign entities that do the same could be barred from the country and denied the right to

use Israeli banks, land, or stocks. The bill would also allow boycott damages to be deducted from Israel’s remittances to the Palestinian Authority should the latter continue promoting anti-Israel boycotts. The bill, co-sponsored by 27 MKs from seven parties, is modeled on America’s anti-boycott laws. Ironically, those laws were passed in the 1970s in response to the Arab boycott of Israel. But at that time, Israel saw no need to imitate them: what Israeli then would have promoted a boycott of his own country?
