services where they are needed when they are
desired.Consumers export products to be readily available
and fresh, that they take for granted, a high level of logistical
competency. No marketing or manufacturing Process can be

Freight Forwarding is a vital part of International trade
activity.

goods directly to the place

and government regulations

they cannot able to do on their own so they hire a freight


forwards on behalf of them to

do this formalities. Freight will handle the cargo from the


exporters place and take it to

the Container recognized by government of India for doing


this clearance work.

FREIGHT FORWARDING:

Freight forwarding is a vital part of international trade


activity. Freight Forwards
act on behalf of exporters in arranging transportation
services. Most freight forwards
handle Both ocean and air transportation, but usually in
separate departments. They are
familiar With the regulations of foreign countries, methods of
shipping, government
export Regulations and documents connected with foreign
trade. Traditionally, the role of
the Freight forwarder was simply to undertake transportation
on behalf of exporting
Companies. However, they must now provide a whole range
of additional services to keep
up with the competition.

This information can be used in the preparation


of an accurate price quotation to Foreign customers. At the
shippers request, freight forwarders can make the actual
Arrangements and provide the necessary services for
expediting the shipment to its overseas destination.

CLEARING AND FORWARDING AGENT:

A list of names and address of clearing and forwarding


agent in a port. A clearing

and forwarding agent performs the following services:

He assists in processing customs documents (Shipping Bill)
covering the shipment.

He pays export duty on behalf of shipper.

He obtains a carting order from the shipper company


stevedore and cart down the

goods by trucks or other means from the god own or factory


to the docks.

He then deliveries the goods stevedores ( who are appointed


by the shipping

Company to receive cargo and to load and discharge cargo


from the ship), and obtain

Metes Receipt. The Mates receipt is released by the port


authorities after the shipper

with the words Freight Prepaid, if the freight is payable at

Airways are the quickest and fastest means of transport. For


perishable goods like fruits, Flowers, fish, vegetables etc., can
be sent through airways. For bulky commodities sea
Transport is suitable. A container service is the latest one and
is designed for low cost, easy Loading and unloading of
goods. With a powerful crane, the containers are built boxes,

CUSTOMS HOUSE AGENTS (CHAS)

C.H.AS mode of action contains the following aspects i.e.


pre-shipment documentation,
documentation during the shipment, warehousing,
transportation, communication,
negotiation of rates with the shipping lines, clearing the
goods at customs for exporting,
forwarding & follow ups.

Pre-shipment documentation: preparing export invoice &


packing list for the goods

Documentation during the shipment: preparation of shipping


bill according to the

Warehousing: C.H.A provides convenient warehousing facility


to help the exporter to get their goods to be exported.
According to exporters wish a C.H.A provides them the
facilities of warehousing through Inland Container
Depot(ICD),port terminal container freight stations.

Transportation: C.H.A provides carting of goods from the


factory to the exporting area, from Inland Container Depot
(ICD) to the gateway port with their own mode of
transportation in time.

Negotiation of rates with the shipping liners: C.H.A helps the
exporter by negotiating the rates with shipping liner for the
desired vessel & destination. This will enable them to get a
reduction in the rates & transit time, so that the exporters
will get a chance to export the goods in time with lesser
rates.

Clearing the goods at customs for exporting: C.H.A is making


the inspection much easier & faster and get permission from
the customs to get export the goods. If any problem arises in
clearing C.H.A will take care of the problem and supress it.

Forwarding: After clearing C.H.A will do the forwarding


procedure by stuffing the goods into the container & make it
through the gateway port for loading the container in the
planned vessel

Follow-ups: It contains post shipment details like tentative


vessel sailing schedule to the exporter & preparing bill of
lading as per the exporters in time, so that exporter can
negotiate bill of lading with the bank in time.

VESSEL:

The ships are called as vessel in the Logistical term.
There are two types of vessels, the cargo ship small in size
used for carrying goods are called the Feeder Vessel, the
main ship wee the containers are loaded is called the
Main/Mother Vessel.

CONTAINER FREIGHT STATION:

Container freight station is an authorize place by the


Indian government for the purpose of examination,
assessment of the containerized cargo both the export and
import examination will be taken over there. They are
appointed as the custodians of the goods under section 45 of
the customs act, 1962. Cargo will come to the Container
Freight Station and it will be stuffed over there then the
freight forwarder has to get the shipping bill number from the
customs office which is generated after showing the Invoice,
packing list, contract L/S, Self Declaration Form (SDF),
Exporters Declaration. Customs will check the goods in the
container freight station based on the shipping bill whether
they have the same goods which they mentioned in the
shipping bill with the same quality and quantity. Then the
goods will be stuffed in the container and the customs seal

will be placed on it and then send it to the port. Container
Freight Station is for this examination purpose alone.

INLAND CONTAINER DEPORTS (ICD):

Inland container deport is similar to the Container Freight


Station which has only one difference alone. Inland Container
Deport has to be placed 209km away from the port so the
exporters can get their shipping bill number in the ICD itself
without going to the customs office. The exported cargo will
come directly to this ICD and all the examination will take
place there itself then it will be stuffed and took it directly to
the port. The major advantage of this ICD is the exporter can
reduce the time consumption by taking their cargo to their
nearest ICD and do their clearance work over there itself.
The Export Association (Apparel Export Promotion
Council) and the customs of Tuticorin port formed an office, to
avoid congestion in the port, the Inland Container Depot
which consist of four officers and two inspectors. The bill
produced by the freight forwarder are checked by the officers
there and signed, after that the inspector checks the package
whether it is done according to the Exporting norms. The

Duty drawbacks are given to the exporter from here, who
utilize the Inland Container Depot.

EXPORT PROCEDURE:

Exporting of goods includes lots of formalities and


clearance work. At first the exporter has to get the shipping
bill no by showing the required documents. The important
things to be noted are the various schemes like DEPB, DECC,
Draw Back, EPCG under which scheme the cargo has
exported then the currency mentioned in the cargo should be
noted.

In the shipping bill documentation section, first the


respective coordinator gives a service number. The service
number is used for all further proceedings. Then registration
is done it includes all the details about the customers. Then

the item wise details are entered with information about the
list of items/prices, item description etc. then the documents
are carried to the custom house for filling. For filling an
assessment fee of Rs60 is paid. Then the assessment is done
by the customs official. The assessment procedure could vary
according to the type of bill/scheme availed.

Based on the type of commodity/scheme certification has


to be made by the authorized agencies. In the case of quota
commodities/countries endorsements have to be made by
the authorities. Minerals have to be certified by atomic
Minerals Division, Trivandrum; Chemicals-CAPEXIL, Forzen
foods MPEDA, Agricultural products APEDA. The certificate
are submitted for assessment and checklist is generated.
The checklist would contain all the annexure details. The bill
is then submitted for future assessment.

Now the shipping bill number is generated. Here the


assessment procedure would vary according to the different
schemes. At the end of the assessment an open order is
issued stating instruction for examination. Then the
examination process follows.

In the case of CFS stuffing the exporter will send the
goods to the CFS Park. The goods will be off loaded & stored
in the CFS. The goods would be under the supervision of the
CFS. When the stuffing schedule is drawn an empty container
is brought to the CFS for stuffing. Meanwhile the goods
brought in by the exporter will be examined based in the
open order issued. The customs officials in the CFS carry out
the examination. If 5% or 10% of the cargo is asked to be
examined in the open order, it is doe accordingly. Usually a
particular cargo is examined on random basis. The bill is then
submitted for further assessments. Then the container is
stored in the space allotted for that line after that it will be
loaded into the vessel.

Determinants of Exports:

Analysis of empirical data reveals that Indias export


performance is affected by certain important factors. They
include a set of external factors, a set of internal factors and
the real exchange rate.

External Factor:
The rate of growth of the economies of the importing
countries.
The rate of growth of the world trade.
The rate of change in price level in the importing country.

Internal Factor:

The rate of growth of Indian economy.


The rate of change in the domestic price level.

Major Exports:

After Independence, India has achieved considerable


diversification in exports, both product-wise and country-
wise.

Today, manufacturers account for about three-fourth of


the total exports compared to 45% in 1960-61.

In recent years, readymade garments came second in


export earnings. Readymade garments exported by India are
$3675.8 million in the year 1995-96.

IMPORT PROCEDURE:

Like exports imports also have certain procedures through
import processes are just the reverse of export processes
there are differences. The first step in the import procedure is
the Intimation of the cargo arrival by ways of Cargo Arrival
Notice (CAN). The liner usually sends CAN to the C&F agents
by the mean time various documents required for filing the
Bill of Entry is obtained from the Importer. The various
documents required are.

Test Certificate
Insurance Certificate
Fumigation Certificate (only for Agricultural products)

The field documents are assessed after the document


filing the customs officer assess the document then give as
open order for examining. After the examination is over an
Out of Charge endorsement is given only after that the
container can be moved for stuffing.

Determinants of Imports:

Besides import regulations, the important factors, which
determine the volume of Indias imports, are:

The rate of growth of the Indian Economy-High rate of


growth, certain paribus, is associated with raise in imports.

An increase in the imports, certain paribus, is associated


with a fall in the relative price of imports and vice versa.

Bill of Entry:

Bill of entry is to imports, what shipping bill is to exports.


Any goods can be imported only with this document.

There are two forms of Bill of Entry

Home consumption Bill of Entry


Advanced Bill of Entry

The choice of the bill of entry is determined by the time of


duty payment. An importer may prefer to pay the duty either
immediately or later depending on his interests and the
financial position.

Home Consumption Bill of Entry:

When an importer agrees to pay the entire duty


immediately and take clearance of the goods a home
consumption bill of entry is field. In this case the goods are
not stored in any bonded warehouses it will come directly to
supervision of the importer and the remaining procedure will
take place in his factory.

Advance Bill of Entry:

In Advances Bill of Entry the filing process starts much


before the arrival of the vessel. In case the date of arrival of
the vessel is not known and the importer wants to take
delivery of the goods quickly this method is adopted. The
assessment is also made before the arrival of the cargo.

Sea Freight Division:


This division looks after Liner Agency, Freight Forwarding,
Project Cargo, LCL/FCL consolidation and group age operation

growth, and is a member of St. John Group of Companies. The
Corporate Office is located at Tuticorin, South India. All
operations of the Division are centered at Chennai which
serves as the Global Gateway for its activities.

4.1 FINDINGS:

Regarding Expertise & Infra structure, Oceanmasters Freight


System Ltd., is excellent.
Regarding cost effective, customer friendly, promptness and
value addition of the company is good.
The company prefers high budget project as to ensure the
entire workforce is utilized.
The company always concentrates to avoid re-works as this
causes for the additional resources and time.

Regarding Clearing & Forwarding operations, the service is
good. Since, they are specially trained to deal with their
customer.
The companys negotiation skills are fairly good.
The company has properly claimed the insurance of all the
goods.
The company has lots of restrictions in goods exports to the
foreign countries.
The marketing department works cautiously in terms of
analyzing its competition periodically.
Bulky commodities are preferred to be sent through
shipways.

4.2 SUGGESTIONS:

A little reduction in the cost will lead the company to sit at


the peak of the Freight Forwarding business/service.
The employees who work in the customs filling should have
been knowledge about the policy and other related policies
and procedures. This will improve the lead time of the
company.
Proper awareness about all the services provided by
Oceanmasters Freight System Ltd. Should is given their
customers. So that the customers need not to go to the
service providers.

The company should also concentrate much on marketing
side. This will help the company to have more customers and
to get a huge market share.
The negotiation skills with steamer lines shall be improved
especially by reducing the freight rates, and this will make
the customer to stay. Including the customers to move all
their consignment through Oceanmasters Freight System Ltd.
The branches, especially Chennai branch shall be improved in
all the aspect. Due to their inefficiency, many of its
customers tend to move on to the other service providers.
Clearing & Forwarding charges shall be proportionately
adjusted in case of operational failure.
They shall undertake small projects as to employ the
trainees. Because the small projects are associated with less
risk.
Oceanmasters Freight System Ltd more concentrates to clime
and insurance of all goods.

4.3 CONCLUSION:
The study revealed the significant difference between the

technical knowledge and the practical exposure. The

organization operations are flexible in nature with the

correlated changes with the environment. The technological

updates and the changing operational pattern keep the

organization on the successful track. The emerging worldwide

competitive pressure in logistics is the major challenge for

the company to implement the stable management system.

The company continuously monitors the timely action and

effectiveness of completing the customs procedures and

transportation procedures.
