of
input:AgencyReformPlans,OMB-coordinatedcrosscuttingproposals,andpublicinput.Whenimplemented,thesereformeffortsshouldaccomplishthefollowingobjectives:• Createalean,accountable,moreefficientgovernmentthatworksfortheAmericanpeople;• FocustheFederalgovernment
on
effectivelyandefficientlydeliveringthoseprogramsthatarethehighestneedstocitizensandwherethereisauniqueFederalroleratherthanassumingcurrentprogramsareoptimallydesignedorevenneeded;• AligntheFederalworkforcetomeettheneeds
of
todayandthefutureratherthanthe requirements
of
thepast;and • Strengthenagenciesbyremovingbarriersthathinderfront-lineemployeesfromdeliveringresults.Moreover,thisguidancefulfillstherequirementintheHiringFreezePMforOMBtopreparealong-termplantoreducethesize
of
theFederalworkforce.Asaresult,thegovernment-widehiringfreezeislifteduponissuance
of
thisguidance.Inplace
of
thehiringfreeze,agenciesshouldadheretotheprinciples,requirements,andactionslaidoutinthismemorandumtoinformworkforceplanningandpersonnelactions.
II Overview Process
ThismemorandumfocusesprimarilyonprovidingguidancethatagenciesneedtodeveloptheirAgencyReformPlans.OMB,incoordinationwithotherofficeswithintheExecutiveOffice
of
thePresident,willseparatelymanagethedevelopment
of
keycrosscuttingproposalsandsolicitinputfromthepublic.Forplanningpurposes,thismemorandumalsoprovidesagenciesguidanceonaligningactionstodeveloptheGovernment-wideReformPlanwiththedevelopment
of
thePresident's
Y
2019Budgetandtheperformanceplanningrequirements
of
theGovernmentPerformanceandResultsAct(GPRA)ModernizationActof2010.
