To be eligible, a veteran must: ‘+ atthe time of entry into the U.S. Armed Forces: o have been a Texas resident, © designated Texas as Home of Record, or ©. entered the service in Texas; have served more than 180 days on active military duty excluding initial entry training; have received either an honorable discharge or a general discharge under honorable conditions; ‘+ have no federal veteran's education benefits OR have federal veteran’s education benefits dedicated to the payment of tuition and fees only (i.e. Chapters 31 or 33) for term or semester enrolled at less than the 100% rate; ‘+ not be in default on a student loan made or guaranteed by the State of Texas; ‘© enroll in classes for which the college receives tax support (i.e., a course that does not, depend solely on student tuition and fees to cover its costs), unless the college's governing board has ruled to let veterans receive the benefit while taking non-funded courses; and ‘* reside in Texas during the semester or term for which the exemption is claimed. Veterans who reeniist into the service and are stationed outside of Texas on active duty orders or live outside of Texas with a spouse who is on active duty orders are not required to reside in Texas. This requirement does not apply to a survivor of a service connected deceased or MIA veteran. 2. Transfer of Benefits by Veteran (Legacy Program) ~ Veterans eligible to claim the Hazlewood Exemption may assign unused hours of exemption eligibility to an eligible child/dependent under certain conditions. To be eligible, the child/dependent must: * bea Texas resident; + bea biological child, stepchild, or adopted child of an eligible veteran or be claimed as a dependent by an eligible veteran in the current or previous tax year; * be 25 years or younger on the first day of the semester or term for which the exemption is claimed (unless granted an extension due to a qualifying illness or debilitating condition); and ‘+ meet the GPA requirement of the institution's satisfactory academic progress policy in a degree or certificate program as determined by the institution's financial aid policy. This requirement does not apply to a survivor of a service connected deceased or MIA veteran. If a child/dependent to whom hours have been transferred fails to use all of the assigned hours, a veteran may revoke and re-assign the unused hours that are available to another eligible child/dependent. (revocation form is available online) NOTE: Veterans’ spouses are not eligible to receive a transfer of unused hours through Legacy. Default Loan Check Hazlewood Exemption rule 21.2107 states that for each term or semester of an academic year in which the veteran, spouse, or child receives a Hazlewood Exemption, the institution shall confirm that the veteran, spouse, or child is not in default on an education loan made or guaranteed by the State of Texas. + Institutions should use the initial and renewal Hazlewood Exemption applications as a form of self certification. Based on the answers to the questions pertaining to state loans institutions will confirm this eligibility requirement. Submission of Data File Reporting Period |Report Due Date [Fal SSSCS™~™SCO. amar st SSCSY Spring ‘June 30” ‘Summer September 30™ NOTE: The Hazlewood Database Report does not replace the information reported for Hazlewood students through the CBMO001. Please continue to report Hazlewood students via the CBM001 report as you have done in the past. In order to submit data files, you must log into the SFTP server with a username and password. Username Your SFTP username is ‘fasNNNNNNOO’ where ‘NNNNNN' is your FICE code. Remember to include the two zeroes at the end of the FICE code. For example, if your FICE code is 123456, then your username will be ‘fas12345600". Password You will use the same password you use for submitting TEXAS Grant reports. Your TEXAS Grant reporting official should already have your institution's password for the SFTP server. If your institution has lost track of your password, contact a THECB official in the section below. We only distribute passwords by telephone or postal mail. If you are requesting your password through postal mail or email, specify your name, phone number, institution, and head reporting official. A THECB official will then call you to deliver your password. The THECB staff contacts for obtaining your password are: Lyn Kinyon: Lyn.Kinyon@thecb.state.t.us: (512) 427-6393 Torca Bunton: Torca.bunton@thecb state.tx.us; (512) 427-6532 Naming Your Data File Please use the following naming convention for your data file: NNNNNN_Hazlewood.xyz (NNNNNN= your institution's FICE code) For example: If your FICE code is 123456 your file should be named 123456 _Hazlewood.xyz The data file can be created by whatever method available to you. Connecting to the SFTP Server Information on installing SFTP can also be found on our website: http://www, txhighereddata.org/sftp.odf Ifyou are using SSH.com’s SSH Secure Shell for Windows Workstations, start the “SSH Secure File Transfer’ client by clicking on the desktop icon or selecting it from the start menu, The picture below is what you will see upon double-clicking the SSH Secure File Transfer Client icon on your desktop. eG Yow Oot nk tt Qs 2 55% oO bz 0 wom sean son tse sun ose sume weer saan: Next, select the “Quick Connect” tab on the menu bar. Retrieving Error Messages Incoming data files that do not meet the “basic” file layout requirements will be rejected. If this happens, or if your file is accepted but errors are detected, THECB will send an email to your institution's generic email address set-up for your TEXAS Grant Adm $trator(s) to notify you. Grant-related error messages, reports, files, etc. created by THECB for any of our programs (including Hazlewood and TEXAS Grant) can be retrieved from the "Texas_Grants_output" directory by double-clicking on the Texas_Grants_output folder (see above) Once there are no errors in your file, a message is sent to your generic email box indicating the file was certified Correcting/Updating Students’ Hours Hazlewood hours can no longer be updated online. Hours must be updated using the new Hazlewood database report. If you need to replace hours previously reported, you must submit a report which contains the correct hours for the prior semesters. The new hours will replace the previously reported hours. If hours need to be completed deleted from the Hazlewood database you will need to contact the Texas Higher Education Coordinating Board for assistance. If you have questions about submitting your data file, please send an email to Hazlewood@thecb.state.tx.us, or contact THECB by calling (800) 242-3062, options 3, 2. 10 START J Inettution compiles daa file of student Hazlewood Exemption Program Dy studentntrmaton elavant tothe Student-by-Student Hazlewood Exemption Program | Semester Reporting Process /‘wstttion sits ota fe fo THECD, va STP ___ | Intiuton reives confematon by X Dataflefrejectod. FY 2015 includes fall 2014, spring 2015, and summer 2015 academic terms. * Data elements 5 (Recipient's Middle Initial) and 22 (Service Member's Middle Initial) - If this information is unknown, or if the person does not have a middle initial, enter a “space” + Data element 11 (Federal Hours Used) — Pertains to federal VA benefits that pay directly towards the cost of tuition and fees. These benefits include the Post 9/11 GI Bill, Ch. 31 Vocational Rehabilitation benefits, and any other federal VA benefits that are dedicated only to the payment of tuition and fees. + Data element 15 (Is Recipient a Dependent of a Service Member?) — You must enter "Y” for yes, or "N" for no. * Data element 17 (Is Child/Spouse a Current Texas Resident? Is Veteran Currently Residing in Texas?) - The answer to these questions must always be “Y” for yes. If the veteran does NOT reside in Texas, but is grandfathered due to receipt of the exemption prior to fall 2011, you should still answer “Y" for yes. * Data element 19 (Service Member's Date of Birth) — This field can be filled with 8 spaces if you do not have the information available. The field must be the actual date of birth (not 99999999) or filled with 8 spaces. + "Warnings" on the error reports are only warnings. As long as there are no other errors, the presence of a ‘warning’ will not prevent a record from being certified. * If an institution's output report (located in the Texas Grants Output folder) only reflects a header, trailer, and/or warnings, the report has certified. This indicates that the report is complete. * In the event that hours are certified for a semester for which the student did not actually use the Hazlewood Exemption, please contact our office at Hazlewood@thecb state.tx.us to request that the hours be deleted.
