II. Measures to increase the quality of housing modify and complete 2013- B
the legislation into force in order to regulate the means to guarantee the 2020
quality of housing and the intervention in emergency cases and to
increase social inclusion by identifying solutions for disadvantaged,
vulnerable or exposed to discrimination categories.
1. Legislative activity regarding the state intervention capability in
the field of housing, in order to solve the difficulties of
disadvantaged categories, including the Romanian citizens
belonging to Roma minority.
2. Remarks regarding the social housing regime and the rights
of disadvantaged groups

b. regulating the rents and the relationship between the
owners and the tenants;
c. providing the needed degree of flexibility within the
public policies to meet the requirements coming from
the way of lifing and the traditional culture of the Roma
persons;
d. Completing the provisions of the Law no 152 on the
social housing care in order to include the Romanian
citizens belonging to Roma minority as beneficiaries;
e. Completing and adapting the Law no 162/2002 on
housing care for disadvantaged persons at the request
of the Romanian citizens belonging to Roma minority.

A. Social Housing for Roma Communities pilot program achieved


by the National Housing Agency based on Government Decision no
1.237/2008:
The Social Housing for Roma Communities pilot program
represents an experimental element of the Strategy of the Government
of Romania for improving the situation of the Roma, designed to
provide 300 social houses in the 8 developing Romania's regions to be
accessed mainly by Roma community members with low income.

B. Social housing construction for tenants evvicted from the


retrocedated houses based on the Emergency Government Ordinance
no 74/2007, as subsequently amended and completed. In 2011, this
Program was budgeted to achieve 31 investement sites in 29 localities 6,000,000 lei

from 19 counties, with a total of 1,340 apartaments.

C. Social Housing Construction Program based on the Housing Law


no 114/1996, republished, as subsequently amended and completed. In 40,000,000

funded from the budget of the Ministry of Regional Development and
