This letter is to inform you that the Seattle Special Events Committee has determined the following regarding
the 2017 Capitol Hill Pride Festival:
The request to move the event date for Capitol Hill Pride Festival to Saturday, June 10, 2017 is denied:
Following submission of the revised Special Event Permit Application submitted on April 7, 2017, a Special
Events Subcommittee Meeting was held on April 21, 2017 to review the requests for date change and street
closure extension. Representatives from five Capitol Hill businesses and one Capitol Hill business association
objected in person to the date move. The Committees review of the sign off sheet showing purported
business support of the move, and reports from businesses objecting to signature gathering methods, resulted
in determination that the sign off sheet did not represent business, neighbor, and business association support
for the date change. To gather more feedback, an extension to April 26 for public comment was made at the
Subcommittee Meeting, resulting in a total of total of 15 business objections and 3 vendor emails in support of
the date change. In making this determination, the business and neighbor feedback does not meet the
Committees threshold to approve the requested Capitol Hill Pride Festival date change upon assessment of the
event and its size, scope, complexity, and history.
The request to extend the Broadway Avenue E street closure between E John St and E Pine St is denied:
Following review of the Special Event Application and the April 21, 2017 Special Events Subcommittee Meeting,
SDOT and King County Metro stated they are not able to accommodate the closure north of Broadway Avenue E
between E John St and E Pine St because of impacts to transit, traffic, and pedestrian safety. The proposed
additional closure on Broadway Avenue E would result in terminating the streetcar at 14th & Yesler, eliminating
service to Capitol Hill during the event. The closure south of John St would also result in unsafe pedestrian
egress from Sound Transit tunnel station and across John St, and would adversely impact transit and traffic
mobility south of John St. Additionally, from SDOT observations of the 2016 event, better vendor activation of
unused areas in the historic street closure area would need to be performed before considering any arterial
street use extension for the event.
Alternative options:
1. The Special Events Committee will consider a request for solely expressive constitutionally protected
free speech activity on Saturday, June 10, 2017. Right of way use on Broadway Avenue E for non
expressive activity will not be considered.
2. The Special Events Committee will consider the event on the originally requested date of Saturday, June
24, 2017 on Broadway Ave E between E Roy St and E John St
Please submit that request in writing with an updated Special Event Permit application to
specialeventsoffice@seattle.gov no later than Monday, May 15, 2017.

All street closures must allow for an unobstructed emergency lane (fire lane) of at least 20 feet in width.
Special Event Administrative Fees are measured by the type of street, number of streets occupied, intersected, and length

11. ALCOHOL
The sale, service and consumption of alcoholic beverages are subject to Washington State Liquor & Cannabis Board (WSLCB)
regulations, licensing, and permit requirements. WSLCB Special Occasion and other Licenses and related fees for alcohol
sales/service at events are not included in the Seattle Special Event Permit. Visit the WSLCB website, www.liq.wa.gov for
additional information and to apply for the appropriate license / Permit.
The Seattle Fire Marshal requires a detailed map of all alcohol areas showing fencing, entrances, exits, their dimensions and
maximum intended capacities. See Section 6 MAPS above and Handbook.

17. INSURANCE
Evidence of insurance must be submitted no later than thirty (30) days prior to the commencement of the event. A Special Event
Permit will not be issued until all insurance requirements have been received, verified and approved.
The City of Seattle must be listed as additional insured. The Certificate of Additional Insured must be accompanied by the policy
change endorsement forms CG 20 12 or CG 20 26 (or equivalent) covering permitted activity, or it will not be accepted.
Additional coverages are required for alcohol service, inflatables, animals, and other items. See Handbook for more information.

To assist with event organizer advance cost planning, the Special Events Office has created a Special Events Permit Fee
Estimator that can be used for all community, parade, commercial, and run/walk/ride events. The Estimator is used in
tandem with the Seattle Arterial Classifications Planning Map. The Estimator, Instructions, and Map are available at
http://www.seattle.gov/special-events-office/resources-and-links and in Handbook.
Special Events Permit Fees do not change or eliminate fees charged by Parks & Recreation, Department of Planning &
Development, Department of Transportation, Seattle Center, King County Metro, King County Health, or other agencies
with permit fees or cost recovery charges. See Handbook for more information.
A $75 application fee is required for all Special Event Permit applications. Your application is not
complete until this fee is received. Application fee is waived for constitutionally protected events.

Other factors may be considered when evaluating whether an event is exempt from Special Event Permit fees as defined in
City of Seattle Ordinance No.124860. Fee exemptions do not apply to other necessary permits.
In order to accommodate other concurrent events, the rights of abutting owners, and the needs of the public to use streets
or parks, the conditions may include, but are not limited to, reasonable adjustments in the date, time, route, or location of
the proposed event; accommodations of pedestrian or vehicular traffic using the street; and limitations on the duration of the
event.

x In January 2017 Capitol Hill Pride organizers signed on as sister march for National Pride March in
Washington D.C. for Sunday, June 11, 2017; partnering with InterPride for coordination of marketing

x Every year canvas the businesses to help get to know the businesses; event website offers ways to keep in

x Neighborhood sign-off sheet provided by organizer shows that Bait Shop approved the new date, but
organizers came in late 8-9pm on a busy night and requested sign off from the working bartender; bartender
told organizer they were not comfortable signing this sign-off, organizers said that it is not a guarantee that
you approve, but just acknowledgement that you received this notification; Bait Shop does not support this
date change

o Expansion south of John St requested and denied in 2016; concerns with pedestrian access to/from
Sound Transit station and Metro bus reroutes are continuing issues
o SDOT observed event; pedestrian traffic on sidewalk in front of the light rail from John to Denny
incredibly busy not enough room to accommodate tents and pedestrian activity
x Density of crowd in front of Sound Transit tunnel continue to safety concerns; limiting access to transit
tunnel will affect people not attending event
x Expansion: SDOT would rather see 2017 festival expand within current footprint instead of expanding south
to Pine St.; SDOT does not approve expansion south of John St
x Date change: There will be substantial impact to community by having festival on the 10th and then again
historical pride weekend of the 24th; SDOT does not approve date change to Saturday, June 10th

NOTIFICATION OF SPECIAL EVENT
IN YOUR NEIGHBORHOOD
On Sat. June 10, 2017, the Northwest Museum of Legends and Lore / Capitol Hill Pride Festival will be producing for the
ninth annual Capitol Hill Pride Festival March & Rally. The following day June 11th we will be participating in the
Equality March for Unity and Pride - Seattle .The March will be from Noon to 2:00 PM The Capitol Hill Neighborhood
has been chosen as the location for this event because of the history of celebrating Pride weekend and the LGBT
community for over forty years. We are honored to be the non-profit stewards of this community event and to be guests in
your neighborhood and its important to us that we are communicating clearly with you, the neighbors.
EVENT DESCRIPTION:
x Event hours are from 10am to 10pm on Sat. June 10, 2017. Set up times are 8am to 1am Sunday.. The March will be from 12 Noon to
2:00 PM on Sunday June 11th No Parking signs will be placed out one week before the event along the sidewalk. Barricades will be set
out next to the curbs on Friday June 23 ready for placement.
x We, businesses and vendors will be loading and setting up beginning at 8am on Sat. June 10, 2017, and we will potentially load out until
1am Sunday morning. We will leave your neighborhood as we found it: litter and recycling will be handled by a local garbage vendor and
the festival organizers.
x During the event hours, we expect between 35-50,000 attendees throughout the per in your neighborhood.
x Streets may be closed or have limited vehicle and/or pedestrian access between the hours of 8am on Sat. June 10, 2017 through 1am
on Sun. June 11, 2017. Bus routes affected will be Route 60 and 49. See the attached map for specifics.
x We will have amplified sound during the hours of 10am -10pm on Sat. June 24, 2017.
x Two outdoor stages will be having amplified music, and live performances, see also attached map.

We are working closely with the City of Seattle Special Events Committee to minimize the impacts of the event but we recognize the businesses and
residents make up this important annual event that showcases our community. Our goal is to create an enjoyable and positive experience in your
neighborhood and celebrate a social justice event celebrating diversity.

We are happy to see the Pride celebration on Broadway any weekend with enough notice - this last
minute change, however, though I understand the reasoning, is very challenging for a small business
such as ours. We have had the Pride date of June 24th on our calendar ever since it was announced - we
have made business decisions based on that date; our employees have made vacation plans in reliance
on that date; and our patrons have made plans for June 10th in anticipation of regular traffic and
parking. While I know the request is being made with the best intentions, it seems like it has been done
with very little regard for the huge amount of work it will take for affected businesses to make this
change less than two months out, and for the financial costs to employees and patrons of Broadway
businesses in changing their own plans.
Pride is an important part of the history and culture of Capitol Hill. It is in the best interests of a
successful, secure and strong Pride event for Broadway businesses and residents, as well as the City, to
have certainty regarding the date and enough time to undertake the tremendous amount of planning
required for such a large event. I believe a last minute change like this will result in a lackluster and
disorganized event, with frustration for all affected.

I am a business owner on Broadway, Capitol Hill. I own 3 businesses on this street and have been a vital
part of our community for the last 25 years.
It has come to my attention that there recently has been request for a change of date to the festival that
Charlette LeFevre (organizers of Pride Festival) has received a permit for. The original date was set for
June 24th (Saturday). This was suppose to be part of the Gay Pride celebration for pride weekend. For
over 6 years this event has become a neighborhood tradition and has grown from just a few thousand to
almost 40,000 attendance in 2016. As a business owner of 3 stores on Broadway we prepare for this
well in advance. Recently we received a date change notice from this event organization which many
on Broadway has been confused about as we cannot understand why the organizers would change an all
ready successful event that has now become part of the tradition expected for Pride weekend to June
10th where there is not any specific reason for this other then a Equality March that will be occurring on
June 11th (Sunday). If anything, having a festival on Sunday the 11th would seem to make more sense
(after the March) but simply closing the street on Saturday the 10th doesn't do anything for the
businesses other then starting yet another new festival (which I am NOT apposed of but would have
expected much more planning from the organizers other then 60 days before the event).
We have asked the organizers for a meeting which has been denied as I am sure they know there is
opposition in the move. Since this move is such short notice, I am encouraging the City not to approve
this move and require the organizers to stick to the original planed date of June 24th.
During the Capitol Hill Pride Festival March and Rally, please keep my restaurant store front clear for
visibility. We also would like to request that no food truck that sells similar dishes to ours should be near
us. Last year we had a food truck that sells many of same items that we sell. That led to a significant
loss to our business. Please consider the well being of the existing business first. Thank you for your

Hello Sierra,
I want to express the strong feeling against moving the Broadway Pride Block Party to
the 10th of June. I told Charlotte directly the I was against this move and I would not
support the event on a different date. The expense is huge and no guarantee that we
will have attendance. She told me and others that the march would bring in 10's of
thousands of people to Broadway. Yes, the amount will be huge for SUNDAY not
Saturday. Plus, with all other marches people just pass through and DO NOT stay on
the hill. This event will be a huge failure and loss of revenue.
I also told her I'm going to lose 9k of non refundable deposits if the date move to the
10th. I told her she is costing me and all other businesses lots of money but making
this big change with out our approval or input. Ive talked to Victor at La Cocina and he
feels the same way as I do and told me he will lose lots of money also if this
changes.

Phone conversation re Capitol Hill Pride Festival date change request

Hi Chris,
Below is a list of eighteen business owners or general manager who have expressed their opposition
to rescheduling Pride Festival to June 10th. Id like to point out that many of these businesses helped
launch the original Pride Festival and have been extremely supportive of this effort until this year.
Many have already communicated their disagreement directly to Charlotte and she has completely
disregarded their feedback.
Businesses fear uncertainty and unreliability when making decisions that have significant financial
consequences. This is the second year in a row that these businesses, and others, have effectively
been held hostage by an event organizer who seems to be making decisions and announcements
without any support or appropriate approval from various agencies. We strongly encourage the City
to grant a permit to an organizer who is a committed, thoughtful, respectful and engaged
community partner.

My name is Alan Brown, and I am the owner of TRIBE Fitness, located at 606 Broadway E on Capitol
Hill.
I am writing to express our very strong request that Capitol Hill Pride Festival remain on Saturday,
June 24th. This is a long-standing expectation in the community that this Festival take place on the
Saturday prior to Pride Fest. People travel from other cities to attend, so moving the festival to June
10th means a smaller turnout and generalized confusion in the community.
In addition, as a business owner, I feel a bit deceived by the proposed change of date. We were
notified in writing several weeks ago that the date had indeed been changed to June 10th not that
it was a proposed change or was up for discussion. This set off a string of people working to change
schedules around, we had to change requests for suppliers, vendors, etc. I dont think this was
handled in the most transparent manner.
Needless to say, we strongly prefer June 24th for Capitol Hill Festival.

My name is Gregg Holcomb and I am the owner of Witness on Broadway. I was incredibly
dismayed to hear that Philip and Charlotte of the Capitol Hill Pride crew met with you and
tried to deceive you with regards to moving the date of the Pride Festival on Broadway away
from Pride Weekend. I strongly oppose the June 10th date
I have met with several owners on Broadway - Julia's, 88 Pizzeria, Due Minuti, La Cocina,
Bait Shop, Corvus & Co - and not one of them thought that the move to the 10th was a good
idea.
Each year we go all out for Pride. Every member of my staff works and the 24th has been
circled on our calendar since the first of the year. I usually spend close to $4000 on equipment
rental, costuming, swag, extra staff, etc. I don't mind making that investment because Pride is
an important part of the fabric of Capitol Hill and our community, but also I am guaranteed to
recoup the money spent by the extra sales that are generated from all the people that visit the
hill on Pride weekend. There is no way to know if anyone will come into town early on the
Saturday the 10th before a march, or ifl they visit any businesses while they are here.
Our staff loves Pride weekend and being able to host people at Pride Saturday on Broadway.
Please find a way to keep it on June 24th. If there is anything you would like from me or any
additional information you might need, please don't hesitate to call or write.

Concerning the date change for the Capitol Hill festival, Bait Shop, at 606 Broadway East, is strongly against the

staffing. We also believe that moving the date will hurt business without the added support of having people coming

The Capitol Hill Pride Festival Committee is moving the Equality March for Unity and
Pride step off time to 11am on June 11, 2017 instead of noon to decrease confusion with
a competing march by PrideFest.
The directors find it irresponsible for the City of Seattle Special Events and its committee
to continue to deny a permit for the only registered and official Equality March for Unity
and Pride Seattle, the Sister March to Washington DCs Equality March for Unity and
Pride on June 11, 2017 in what appears to be an effort to commercialize another event
and march to Seattle Center.
The proposed route on Capitol Hill for the regional Equality March for Unity and Pride
Seattle has the infrastructure, transportation and community support to host the
Equality March.
"The Equality March for Unity and Pride - Seattle is the Pride equivalent of Seattles
Womens March in January of 2017. Today there are over 33 major sister marches
signed on across the nation Boston, Chicago, LA, New Orleans, as well as in the
countries of Switzerland, Italy, including the cities of Sydney, Zurich, Barcelona, ...
To date the Capitol Hill Pride Festival committee believes Special Events has continually
sidelined the Equality March permit without just cause since the permit was submitted
Jan. 21st in favor of a later permit submitted Feb. 13th by PrideFest citing non-
acquisition of Cal Anderson Park for a staging area as a reason to deny a permit to the
Equality March. Consideration for a permit is still tentatively being declined by Special
Events even though an updated staging area of North Broadway has been submitted and
no just cause has been given to deny a permit.
We find it irresponsible that Chris Swenson of Special Events is approving the PrideFest
March despite objections that were mentioned at the April 21st meeting:
Per Seattle Center, a March route to Seattle Center will severely disrupt the
graduation of an anticipated eight thousand attendees of Seattle University at Key Arena
at the Seattle Center.
Per permits applications, a march to Seattle Center would disrupt 33 bus routes (as
opposed to 3 for a march on Capitol Hill).
Per SPD, a march to Seattle Center through downtown would severely impact traffic
and strain SPD traffic support of attendance of hundreds of Toronto visitors for their
International game with the Mariners.
Special Events has tried to suggest the march would be too large for Capitol Hill. The
Capitol Hill Pride Festival committee asserts the annual festival and Capitol Hill has
easily accommodated over 50,000 every Pride weekend annually and there is no
evidence an Equality March would strain the community. Pike St. and North Broadway
respectively have been traditionally the staging area for decades for the Pride Parade
and for the last nine years the Capitol Hill Pride Festival.
The Capitol Hill Festival Committee also points out that city and its agencies are not in a
position to deny any organization a free speech march permit and a march cannot and
should not be denied based on size citing the Womens Day March earlier this year.
Citing hardship to Seniors and the disabled, the Capitol Hill Pride Festival March & Rally
organizers are strongly opposed to a second march traveling away from Capitol Hill to
downtown not only because it removes attendees from the heart of Seattles LGBT
community, non-profit storefronts, restaurants with access to facilities, but creates a
hardship for Seniors and those less mobile in attending and participating in a march. The
Capitol Hill Pride organizers believe seniors and youth are a significant percentage of the
LGBTQAI community and should not be denied availability to participate in a full march.
Capitol Hill Pride organizers point out Capitol Hill has the infrastructure with street side
restaurants, cafes and facilities along with easy access to the new sound transit station to
support an event of tens of thousands of attendees having learned from the Womens
March that access to food, water and facilities are necessary for a large event.
Citing name confusion, conflict with Seattle University graduation of 9,000 at Seattle
Center, the disruption of 34 bus routes downtown (as opposed to a Capitol Hill March of
3 bus routes) and the large attendance of Toronto fans for the weekend Mariner games,
the Capitol Hill Pride Festival Committee opposes development of a second divisive
march away from Capitol Hill.
PrideFests Egan Orion has planned an opposing march two weeks after the Capitol Hill
Pride Festival announced their permit application to the city. PrideFest has stated plans
to start at Cal Anderson to Seattle Center changing their name to sound similar to the
formal name from Pride March to Seattle Pride March for Love Equality and Solidary
usurping and distorting the formal name of The Equality March for Unity and Pride
established by the Washington D.C. organizers. PrideFest is currently under a trade
name infringement violation with the Capitol Hill Pride Festival for using the name
Capitol Hill Pride for his events.
The Capitol Hill Pride Festival Committee also has to seriously question the divisive
nature of the Capitol Hill Chamber of Commerces Director Sierra Hanson in supporting
PrideFest the very organization that will remove tens of thousands away from the very
businesses and LGBTQAI organizations the Capitol Hill Chamber should support. The
Chamber should be trying to develop businesses, communication, and unity on Capitol
Hill rather than further discourse contrary to their mission.

LGBTQAI event in the district, the highest profile outreach day for non-profits and the
largest retail day for local businesses, the Capitol Hill Chamber by itself, has yet to
support, develop or assist in any manner what is now the largest Pride street festival in

plans for this Constitutional protected march.
Just a note to support the movement of the date of Capitol Hill Pride to June 10. As a vendor,

werent able to get Cal Anderson Park isnt because of some conspiracy, it was simply because you
didnt apply for it first, which is how parks permits are issued. And how would it appear that this is

end-point of the Womxns March and replicating the entire route of the Science March? There are
no corporate sponsors for this event. Its simply 19 prominent local LGBTQ non-profits working
together and counting. Its not at all commercial. The coalition is leading a fight for for the future of

thing. We are a sister march in solidarity with that national march, but they arent producing or
directing our march. Yes, we used Capitol Hill Pride as a name we used as an umbrella for our
multiple Capitol Hill Pride events last year. Its a generic name. This year, weve reverted to PrideFest
Capitol Hill. You filed a state trademark for Capitol Hill Pride in March 2017 when we had already
abandoned our usage of the name so to say were in violation would need to mean we were
currently using it following your March 2017 filing, which we are not. We could easily challenge
based on our first use of the name but we feel its unnecessary to feed such drama. We feel its
important to approach our work on Pride by working together, not by tearing each other apart.
Marching is constitutionally protected, but closing down city streets for staging is not. There are
procedures, rules, and regulations that were created to keep citizens of the city safe and to ensure a
city that works (business/transit/residential impacts). Again, just to clarify.
I only wish you spent more time on building bridges and improving your event, and less time fighting
city officials, sidelining community non-profits, and denigrating community leaders. This e-mail is an
example of tactics which are not helpful in building a strong, resilient community that can serve
vulnerable populations in effective and enduring ways.

on Seattle (a/k/a Equality March for Unity and Pride) as requested for street assembly on E Pike St and march
route traveling on E Pike St, 12th Ave E, E Mercer St, and Broadway Ave E at the time requested on June 11,
2017.
The proposed event time and location is proximate to another previously scheduled event (Pride March, a/k/a
Seattle Pride March for Love Equality and Solidarity), so that the combined impacts and required public
services exceed what the City, after reasonable efforts have been made to accommodate both events, can
reasonably provide.
As stated in at the April 21, 2017 Special Events Subcommittee, the Special Events Committee proposes two
alternatives for the Equality March for Unity and Pride:
1. The Committee will consider the requested location if the assembly and activity is (1) earlier in the day
before Seattle Pride March for Love Equality and Solidarity assembly or (2) later in the day after Seattle
Pride March for Love Equality and Solidarity dispersal and after the Seattle Mariners game; or
2. The Committee will consider the activity at another location as long as it does not conflict with the

17. INSURANCE
Evidence of insurance must be submitted no later than thirty (30) days prior to the commencement of the event. A Special Event
Permit will not be issued until all insurance requirements have been received, verified and approved.
The City of Seattle must be listed as additional insured. The Certificate of Additional Insured must be accompanied by the policy
change endorsement forms CG 20 12 or CG 20 26 (or equivalent) covering permitted activity, or it will not be accepted.

Special Events Permit Fees do not change or eliminate fees charged by Parks & Recreation, Department of Planning &

Background/Overview:
In January, both event organizers began the permit application process for constitutionally protected LGBTQ free
speech marches and rallies taking place on Sunday, June 11th, 2017. Parks Use Permits are based on a first come first
serve application and reservation process; PrideFest was first to submit the Parks Use Permit application for Pride
March (now Seattle Pride March for Love, Equality and Solidarity) for Cal Anderson Park and was granted
permission for use of the park on June 11th. Special Events Permits are assemblies of permits granted by City
departments; the Special Events Committee cannot consider requests for locations that are already reserved for
other activity. In this case, the Capitol Hill Pride Festivals Special Event Permit Application for National Pride March
on Seattle (renamed Equality March for Unity and Pride) could not be considered by the Special Events Committee
because the rally location at Cal Anderson Park was already reserved. Since the Committee can consider modified
requests based on time, place, and manner, Capitol Hill Pride Festival was asked to resubmit their application without
Cal Anderson Park; the updated application was received and is being reviewed and discussed here, based on time,
place, manner, safety, and available resources understanding the Seattle Pride March for Love, Equality and
Solidarity is currently in consideration. When conflicts between event organizers arise, the Committees goal to
facilitate organizers work on messaging, community involvement, and event coordination.

Organized by a coalition of about 15 non-profits that serve over 750,000 people
o Capitol Hill Pride Festival invited to be a part of this coalition; invited to manage march portion of this

March will step off at 12pm
o Out of park onto 11th Ave; west on E Pine St (which then turns into Pine St); north on 4th Ave; Right

staged here to accommodate people that may need extra help
