STATE OF THE NATION ADDRESS (SONA 2010)
AT THE OPENING OF THE FIRST JOINT REGULAR SESSION OF THE 15TH CONGRESS

26 JULY 2010 (MONDAY)
(PRESS NOTES: Pursuant to Sec. 23, Article VII of the Philippine Constitution, “The President shall address the Congress at the opening of its regular session. He may also appear before it at any other time.” And, in Sec. 15, Article VI, “The Congress shall convene once every year on the fourth Monday of July for its regular session, unless a different date is fixed by law, and shall continue to be in session for such number of days as it may determine until thirty days before the opening of its next regular session, exclusive of Saturdays, Sundays and legal holidays. The President may call a special session at any time.” So, on 26 July 2010 (the fourth Monday of July), the PRESIDENT is invited to deliver his SONA at the First Joint Regular Session of the 15th Congress by the Senate and the House of Representative Joint Invitation Committee (composed of members of the two chambers who are selected on the basis of their deliberations in their separate Morning Sessions for the composition of the Notification Committee for the Joint Regular Session of Congress)

2:45 PM DEPARTURE OF THE PRESIDENT FOR BATASAN COMPLEX, CONSTITUTION HILLS, QUEZON CITY (Note: Travel time varies if by Presidential limousine or chopper subject to weather conditions) 3:30 PMARRIVAL OF THE PRESIDENT AT THE BATASAN COMPLEX REAR ENTRANCE AREA (CLOSE-IN CREW / IN-HOUSE CREW ONLY / DESIGNATED PHILIPPINE BROADCAST POOL, LIVE BROADCAST COVERAGE AND WEBCASTS)  ARRIVAL CEREMONIES (CLOSE-IN CREW / IN-HOUSE) After disembarking from the Presidential limousine/chopper, the President shall be received by the AFP Chief of Staff Lt Gen Ricardo David, House Sgt-at-Arms Lt Col Isabelito Perfecto Flores, Senate Sgt-at-Arms (Ret) Gen Jose Balajadia. The President passes through the military arrival honors. Towards the end of the military honor guard formation, the Senate President and the Speaker of the House of Representatives shall receive the President. The President, with the Senate President to his right and the Speaker to his left, followed by the Senate and House Sergeant-at-Arms, the AFP Chief of Staff and the President’s Aide-de-Camp, pass through the Batasan Rear Entrance Lobby.

 JOINT SENATE AND HOUSE WELCOMING COMMITTEE (CLOSE –IN CREW / IN-HOUSE CREW ONLY) After the foyer honors, the President will be received by the Joint Congressional Welcoming Committee led by the Senate President Pro- Tempore, House Deputy Speakers, House and Senate Majority Floor Leaders, House and Senate Minority Floor Leaders, Senate Secretary Emma Reyes, House Secretary-General Marilyn Yap and other Members of the Joint Committee (from the House & Senate) to Notify the President of the Joint Session. After the brief arrival greetings and handshakes, the President is ushered to the Presidential Legislative Liaison Office (PLLO). (CLOSE-IN CREW ONLY / IN-HOUSE) The members of the Joint Welcoming Committee take their leave and proceed ahead to the Session Hall and wait for the President’s arrival.

3:55 P.M. -

THE PRESIDENT PROCEEDS TO THE SESSION HALL (MEDIA COVERAGE ACCORDING TO ALPHANUMERIC CODE AT DESIGNATED AREAS OF ASSIGNMENT/LIVE BROADCAST) The President, accompanied by the Aide-de-Camp, passes through the South Lounge, the South Hallway and enters through the Main Entrance of the Session Hall. The House Secretary-General announces the arrival of the President. The President passes through the Congressional Honor Guards lining up at each side of the Center Aisle as the band plays the entrance hymn for the President. The Senate President and the Speaker of the House meet the President at the side lower rostrum through the left staircase. Then, the President is accompanied to the upper rostrum. The President, the Senate President and the House Speaker take their respective seats. 4:00 P.M. OPENING OF THE FIRST JOINT REGULAR SESSION OF THE 15TH CONGRESS (MEDIA COVERAGE ACCORDING TO ALPHANUMERIC CODE AT DESIGNATED AREAS OF ASSIGNMENT/LIVE BROADCAST)

 OPENING OF THE FIRST JOINT REGULAR SESSION OF THE 15TH CONGRESS The Senate President (on the part of the Senate), calls for the joint session to order (bangs the gavel) followed by the call to order by the House Speaker (on the part of the House of Representatives). After the Joint Session of Congress’ call to order, the ceremony begins: • Philippine National Anthem by the House of Representatives Chorale • The Legislator’s Prayer (Panalangin Para Sa Kongreso) by invited priests and ministers • Introduction of the President by the House Speaker (PNOY proceeds to the Lower Center Podium) • THE PRESIDENT’S STATE OF THE NATION ADDRESS  ADJOURNMENT OF THE FIRST JOINT SESSION OF THE 15TH CONGRESS After the President’s State of the Nation Address, the Senate President and the House Speaker shall adjourn the Joint Session. 5:00 P.M. END OF THE JOINT SESSION OF THE 15TH CONGRESS  RECESSIONAL The President, escorted by the Senate President and the House Speaker, shall descend through the right staircase to the center aisle and depart the Session Hall. (CLOSE-IN CREW / IN-HOUSE CREW ONLY) The President is ushered to the Presidential Holding Room while the Senate and House members, Cabinet Members, the Diplomatic Corps, top government officials and guests proceed to the South Lobby for the Cocktail Reception. Then, the President joins the Cocktail Reception at the South Lobby. (CLOSE-IN CREW / IN-HOUSE CREW ONLY) 6:00 PM DEPARTURE OF THE PRESIDENT
