Annotated positions of directives related to Regional Planning Section are

In a meeting held by Secretary, P&D on 22.08.2009


regarding review of position of Chief Minister Directives issued during
his visit to Bahawalpur, it was desired that the status of directives
follow in Regional Planning Section may be submitted to Secretary,
P&D. The annotated positions of the three directives falling in RP
Section purview has, therefore, being prepared and is placed below for
perusal.

Subject:- IMPLEMENTATION OF SOUTHERN PUNJAB
DEVELOPMENT PROGRAMME

During his visit to Bahawalpur Division, Chief Minister


Punjab has issued 91 directives relating to all the development sectors
like Agriculture, Livestock, HUD&PHE, C&W, LG&CD, Finance
Department, Architect, Health, Irrigation & Power, Transport, Zakat,
Amin Baaitul Maal and Auqaf. Of these the only three directives relate
to Regional Planning Section, the latest position of the same is given at
Flag “X”.

In my opinion the monitoring of the implementation position


of all the directives issued by Chief Minister for the all Zones of Punjab
(North, South, Center) is the responsibility of Monitoring Section for
which adequate organizational structure exits in P&D Department under
Chief (Monitoring).

The part monitoring of Chief Minister directive’s given for


different zones of Punjab by different officers does not seem to be
feasible. I also don’t feel adequately staffed for assisting Chief
(Monitoring) in delivering his functions, as I all alone constitute the two
sectors of “Regional Planning” and “P&D” without the support of a
single professional.

The proposal at para 3 may kindly be reconsidered.
