Introduction

The Blight Survey is an online mapping tool to increase transparency, facilitate resident and visitor blight reporting, and expand public awareness to advance solutions to urban blight. The Blight Survey was conducted by the Cleveland Urban Institute of Near West neighborhoods of Cleveland, OH between October 19 and November 5, 2016. Designed by Betsey Merkel. What information does the map contain?

The Blight Survey is an interactive multimedia map that identifies, classifies, reports and tracks utility pole-wire-tree incidents. The Map contains 369 photos, 3 videos and 41 Incident Reports. The Google Drive library stores project administration, strategy, security and documents, form templates, 41 site reports, 990 photos, and 10 videos. (11/09/2016)

How is blight defined?

Blight is defined by incidents of unsightliness and public hazard that may be detrimental to the health and wellbeing of near-west Cleveland, Ohio residents. The Survey offers a sampling of unique and common incidents of pole-wire-tree involvement. The epicenter of a blight incident may radiate from a street address, an area of traffic and pedestrian intersection, or a public right-of-way roadway corridor. Incident reports are a thumbnail sketch of situational blight factors degrading human ease, comfort, and safety.

How is blight measured?

Blight incidents are assessed from a human sensing level as a measurable perspective. For example, seeing a chaotic tangle of dangling loose wires may be received by pedestrians as a signal of threat. A deformed, pruned tree may send a signal of threat to pedestrians who grew up knowing fully formed trees, or create an indelible and erroneous impression of what a tree is to youth.

What technology is used and how is the map updated?

The Blight Survey project is built using a free level of Google’s G Suite (formerly Google Apps) an all-in-one solution with powerful tools like Gmail, Docs, Drive, and Calendar. All data is administered, searchable, and shareable from the Drive dashboard. Phase Two and Three of the Blight Survey Project support resident reports and media updates to the map.

What capacity does the map provide to residents and visitors?

This tool enables any resident or visitor to locate and report wood, metal, wire and extraneous attachments associated with public electric utility that cause blight in the form of visual obfuscation, public safety hazard, or urban forest desecration.
