Additional Resurfacing Projects
The purpose of this memorandum is to provide the Mayor and Members of Council with an
update on the 2017 Road Resurfacing Program and on the additional resurfacing projects in
response to the motion carried by Council on May 24, 2017. This motion approved the addition of
$400,000 to the Road Services Operating Budget for the Unscheduled Asphalt Road and
Pathway Surface Repairs program and a further $2.5M to Project 908492 2017 Road
Resurfacing: City-wide.
Over the past four weeks, staff from Public Works and Environmental Services (PWES) and
Infrastructure Services (IS) have worked collaboratively to identify locations for the
implementation of additional roadway repairs. To maximize the value of the additional
investments, the focus of these additional repairs has been on selected road sections and not the
resurfacing of full road segments.
Document 1 provides the list of locations to be funded by the additional investments. As noted,
the works will target specific areas of greater need and not full road resurfacing. The delivery of
these additional works will be coordinated between PWES and IS. The list is based on staffs best
estimate of costs and the list may need to be adjusted based on actual costs when contractors
have been retained.

As a result of favourable contract prices as part of the 2017 Resurfacing Program, the City has
also been able to advance of number of additional resurfacing projects beyond those that had
originally been anticipated. Document 2 provides a list of additional streets that have been
advanced for resurfacing in 2017. These will be funded from the 2017 Road Resurfacing
Program.
Roads Services will continue its on-going enhanced pothole maintenance program over the
summer months, addressing areas with poor road surface conditions due to large clusters of
potholes as a priority. In addition, staff are looking at creative and innovative ways to address
pothole repairs and have secured the services of emerging pothole repair equipment the
Python 5000. The unit will be working in various areas of the city beginning the week of June 26th
for trial purposes. The goal of piloting this piece of equipment is to assess its productivity,
longevity and quality of repairs, as well as overall cost effectiveness.
The timeline to implement the additional repairs will vary depending on type of repair needed,
procurement of services and coordination of resources. All works are expected to be completed
later in 2017.
