3. Educati onal Qualification :
Bachelors Degree in Arts/Science/ Commerce or an equivalent examination from any recognized
University.
4. Age limit :
A candidate must not be less than 21 years and more than 32 years of age as on 1. 1.2008. The
candidate who have completed 21 years as on 01. 01.2010 are also eligible to apply. The upper
age limit is relaxable by 3 years in case of candidat es belonging to SEBC, 5 years in case of SC/
ST/ Women/Teachers and Sevaks of who are serving under the erstwhile Tribal Welfare
Depart ment (now ST&SC Development Department), 10 years in case of physically handicapped
candidates and the total period of service rendered in defence services in case of Ex-Servicemen,
as per rules, However, a candidate can avail only one type of relaxation.
5. General El igibili ty :
A candidate must be (a) cit izen of India, (b) of good moral character, (c) of sound health good
physique and free from any oraganic defect or bodily inf irmit y (not applicable in case of P.H.
candidates), (d) must not have more than one spouse living, (e) should have (i) passed middle
School Examination with Oriya as language subject or (ii) passed HSC or equivalent examination
wit h Oriya as medium of examination in non-language subjects or (iii) passed in Oriya as
language subject in the final examination of class VII I and above or (iv) passed a t est in Oriya
in M.E. School standard conducted by the Education Depart ment of t he St ate Govt . and (f) must
not have been debarred from appearing in any other competitive examination f or holding Govt.
service as ordered by the Competent authorit y.
6. Pl ace and date of Wri tten Examination :
The written examination may tentatively be held during the month of September’ 2010. Final date/
time/ venue of the examination will be intimated to the eligible candidates in due course.
7. Appl ication Forms:
Candidates should apply in t he prescribed OMR applicat ion form available in the all
Collectorates/ offices of the Additional District Magistrate, Bhubaneswar & Rourkela and Sub-
Collector, Berhampur & Jeypore on payment of Rs.30/-(Rupees thirty ) only in shape of Treasury
Challan under the Head of Account “0051-P.S.C.-104-UPSC/ SSC-Examination Fees-0047-Fees
collected for conducting examinat ion-02041-Examination Fees”. Application other than in the
prescribed form will be reject ed.
8.Exami nation Fees :
The candidates ot her than SC/ST are required to deposit Rs. 75/- (Rupees Seventy five) only
towards examination fees in shape of Treasury Challan under Head of Account mentioned at
para-7 above. The candidates are required to submit the original treasury challan along with t he
filled in applicat ion form.
9.Documents to be attached :
Candidates are required to send t he f ollowing documents with the application form :
A) Treasury chalan in original in support of deposit of Examination Fee of Rs. 75/- only (except
SC/ST candidates).
b) One recent colour photograph (3.5x 4. 5 cm size) without any writing should be pasted on t he
application f orm at t he space provided. Anot her photograph duly attested by a gazetted off icer
should also be enclosed.
c) Postage stamp worth Rs. 6/- and Rs.5/- respectively t o be affixed on the acknowledgement
card and admission let ter (window envelop) supplied with the applicat ion form. The candidate
is required t o write his/her mailing address on the acknowledgement card with postal PI N CODE.
d) Self attested copies of certificate and mark sheets from H.S.C. to Degree level.
e) Self -attested upt o date caste certificat e for employment purpose, issued by competent authority,
if belongs to SC/ST/SEBC.
f) In case of Ex-servicemen, an attested copy of identity card and the document indicat ing t he
period of service rendered in armed forces.

4. EDUCATI ONAL QUALI FICATION :-
(i) A candidate must be Bachelor of Medicine and Bachelor of Surgery (M.B. B.S.) f rom any
Recognized Universit y in the Indian Union or possess equivalent qualificat ion or be a holder of a
regist erable medical qualification f rom a Medical College recognized by the MCI.
(ii) Aft er passing the f inal M. B.B. S. examination, a candidate must have successfully completed
internship for at least one year.
(iii) In case he/she has acquired M.B.B.S. degree from a Foreign University, he/she is required to
have passed the screening test conduct ed by t he Nat ional Board of Examination as prescribed
by the Medical Council of I ndia vide Not if ication No. MCI-2003(9) Regn. 2001 Dated 13.02.2002
and must have complet ed one year of rotating int ernship in a recognized Medical College.
(iv) A candidate before appointment will have to register himself/herself under the Orissa Medical
Regist ration Act . 1961 if not, already registered.

I t may be noted t hat licensed porters cannot claim any right for
employment with Railways and Railways can revoke the licensees at
any time if conditions so warrant . Only permanent resident
of.............District (the District in which the Railway Station is located)
are eligible to apply.
The applicant should not be below the age of 18 years as on 01.04.2010.
The applicant should be sent on the prescribed format along with
documents as required.
IMPORTANT NOTE
1. The photo should be attested by Gazetted Officer or headmaster of
the school or Sarpanch or MLA or MP or Station Superintendent in-
charge of nearest Railway stations, with half signature and official
staff on photo and half signature andofficial stamp on the application
form.
2.The applicant must submit a certificate from local revenue authorities
not less thanTahasildar or equivalent Revenue Officer in proof of his
permanent resident status.
3. The application should beforwardedby photo attesting authority with
certificate as per item 13 of application format.
4. The application complete in all respect should be sent by Registered
post with A/D to the Chief Office Superintendent, Commercial Branch,
Office of the DRM(Comml), East Coast Railway, Sambalpur Division,
on the prescribed proforma.
5.The applicant should also attach all relevant documents and two self-
addressed envelop with Rs. 35/- postage stamp affixed on each
envelop.
6. The last date for receiving application shall be 05.08.2010 (Upto
17.00hrs) The application received after 05.08.2010 shall not be
considered.
7.Incomplete application will be rejected out rightly and no documents
will be accepted subsequently after the receipt of application in
office. The applicant must write on the top of envelop in bold and

8.Applicant may be subjected to suitable physical test to ascertain the
physical ability to carry out the job of licensed porters.
9.Applicant should attach the proof of age, educational qualification and
proof of antecedents viz Scouts andGuides, Wards of Railway Employee
or Ex-Serviceman or Licensed porters.
10. Railway will not be responsible for any postal delay.

for redressal of grievance and disposal of complaint relating to implementation of the MGREG Act and
MGNREGS for a tenure of 2 years extendable By one year based on performance appraisal or till attaining
Ine age of 65 years which ever is earlier on unsatisfactory performance the Ombudsman will be removed
from the engagement. The-Ombudsman will get compensation of Rs.500/- persitting.

The answer scripts will be in OMR form. This examinat ion will be a screening test, qualifying
in nature, to short-list candidates for main examination. Candidates numbering about 20times
t he number of vacancies in each category shall be called for to appearing the main writ ten
examination, basing or their performance in this examination. Marks obtained in preliminary
examination will not be count ed for the f inal merit list. There shall be negative marking @ 0.25

Central Electricity Supply Utility of Orissa (CESU) invites applications from the eligible
candidates for the post of Clerk-B (Trainee) & Stenographer Grade-III (Trainee) for
engagement in CESU Distribution System.

1. Essential Qualification :
i) Candidates must be a Graduate with 50% marks with proficiency in Computer Application.
Minimum essential qualification is Graduation with proficiency in Computer Application
for candidates presently engaged in CESU through agencies.
ii) Certificate of passing Oriya Language Test (Minimum M.E. Standard).
2. Experience (Essential) : Candidates must be presently working in Power Distribution Sector
with minimum one year work experience. Preference shall be given to the candidates presently
engaged in CESU Distribution system. The experience as Apprentice Trainee will not be
considered.
3. Age: The candidate should be above 18 years of age and below 32 years of age as on
01.07.2010. The upper age limit is relaxable in case of candidates presently engaged in CESU

vision for the planning or execution of a task with appropriat e assisting device.
i v)Deaf & Hearing I mpaired (HI) :
(a) Deaf are t hose persons in whom t he sense of hearing is non-functional f or ordinary
purposes of lif e, i.e. with total loss of hearing in both ears. They do not hear and understand
sounds at all - even with amplified speech.
(b) Hearing impairment means loss of more than 60 decibels in the bet ter ear in t he conversa-
t ional range of frequencies.
3.RESERVATI ON IN POSTS:
(a)Reservation in posts for different categories of persons is as indicat ed in Para 2 above.
(b) The number of vacancies as also the number of reserved vacancies is provisional and may
vary according to the actual requirement of the Bank.

man who has once joined a Government job on the civil side, after availing of the benefits given
t o him as an Ex-Serviceman for his re-employment, his Ex-Serviceman status for t he purpose of

Disabled Ex-Servi cemen (DISXS) : Ex-Servicemen who while serving in Armed Forces of the
Union were disabled in operation against the enemy or in disturbed areas shall be treated as DISXS.
Dependents of Servicemen killed in Action (DXS) : Servicemen killed in t he following operat ions
would be deemed to have been killed in action at tributable t o Military Service- (i) war, (ii) war like
operations or border skirmishes eit her with Pakistan on cease fire line or any other country,
(iii)Fight ing against armed hostilities in a counter insurgency environment viz. Nagaland, Mizoram,
etc. (iv) Serving with peace keeping mission abroad (v) Laying or clearance of mines including
enemy mines as also mine sweeping operation bet ween one mont h before and three months
after conclusion of an operat ion, (vi) Frost bite during actual operat ions or during the period
specified by the Government (vii) Dealing with agitating Para military forces personnel, (viii) I PKF
personnel killed during the operations in Sri Lanka.

(3)Candidates’ having completed Foundation Course on Computer Awareness & Office Automa-
tion for duration of minimum 3 months f rom a Comput er Institute, is desirable. The requirement of
having completed the said Course will be waived in case of those candidates having Computer
subject as part of the curriculum at the Pre- Degree / Degree level.
(4)Knowledge of Regional Language of a particular State / Union Territory for which candidate
apply, is essential.
(5)The Educat ional Qualifications prescribed above for t he post is the minimum. Candidates must

5% Marks in relation t o that st ipulated for General Category Candidates. Candidates belonging

6. SELECTI ON METHODOLOGY:
The f inal selection will be made on the basis of the candidate’s performance in Writt en objective
test of 300 marks and Personal Int erview of 100 Marks. In order to qualify for interview t he
candidate is required to obtain minimum 40 % marks in each objective test (35% marks for
Reserved Category) and 50% marks in all t he Objective Tests taken t ogether. (45% marks for
Reserved Category).
Depending on the number of vacancies, only those candidates who have secured the
minimum qualif ying marks stipulated for Written Test and rank suff iciently high in the order of merit
in the Writt en Test shall be called for a Personal interview in t he ratio of 1:3. Mere passing in t he
Writt en Test shall not vest any right in a candidate for being called for Personal Interview.
St ate wise merit lists of candidates passing the Writ ten Test and the Personal Interview will
be prepared in descending order on the basis of the aggregate marks obtained in the Written Test
(except DP) & Interview, under the respective SC / ST / OBC / GEN Category.
Appoint ment of the short -listed / select ed candidate is subject t o his / her being declared
medically fit as per t he requirement of the Bank. Such appointment and confirmation in t he

minimum eligibility criteria and the Scribe should possess less marks t han the candidate and in no
case more t han 60% marks.
Both the candidate as well as the Scribe will have to give a suitable undert aking conf irming

(D)PERSONAL INTERVIEW.
A personal interview of 100 Marks shall be conducted to assess the candidate’s academic
record interpersonal relations adaptability, courtesy motivation, general demeanor and attitude
towards work, communicat ion skill et c. The minimum qualifying marks for interview would be
50% (45% f or Reserved Category).

The Bank reserves the right to prepone / postpone the Writ ten Examination Dates and / or to add
to or delete or to modify / change the Examination Centre and t he Venues and / or t o cancel the
Writt en Examination.
10.PRE-EXAMINATION TRAINING (PET) :
The Bank intends, in consonance with the guidelines issued by the Government of India, to
impart f ree non-residential Pre-Examinat ion Training (PET) of six working days t o a limited number
of candidates belonging to Scheduled Castes / Scheduled Tribes at Cent res locat ed at Navi
Mumbai, Pune, Bhopal, NOIDA (New Delhi), Kolkata, Chennai and Aurangabad. Select ion for the
PET f rom among the candidates will be made on the priority of the date of online registration of
Application Form. Candidates belonging to the above categories and desirous of availing them-
selves of such Pre-examination Training may indicate choice of PET Centre in t he Applicat ion
Form.
All expenses for attending the Pre-Examination Training (PET) programme at t he concerned
Training Centre relating to travel, boarding, lodging, etc. will have to be made and borne by the
candidate. The Bank has discretion t o add to or delete from the Centers for PET indicated above.
11.ACTI ON AGAINST CANDIDATES FOUND GUILTY OF MISCONDUCT:
Candidat es are advised in their own interest t hat they should not furnish any part iculars /
details / information or make statements that are false, tampered, f abricat ed or should not sup-
press any mat erial information while f illing up the application form and submitting t he att ested
copies of test imonials. I n case it is detected at any t ime that the candidate has indulged in any of
the abovementioned activities, he / she will not only be disqualified but he / she will be liable to be
dismissed from t he services of the bank at any time, even aft er being select ed and after joining
t he Bank’s service.
At the time of Written Examination / I nterview, if a candidate is (or has been) found guilty of
Using unfair means, or Impersonat ing or procuring impersonation by any person, or Misbehaving
in the Examination Hall & / or Personal Interview Hall, or Resorting to any irregular or improper
means in connection wit h his / her candidature, including resorting to canvassing of his candida-
ture, or obtaining support for his/ her candidature, by any means ; shall, in addit ion to rendering
himself / herself liable to criminal prosecution, be liable:
-t o be disqualified from t he selection process for which he / she is a candidate; -
-t o be debarred, either permanently or for a specified period, from any examination or
recruitment conducted by the Bank.
NOTE: The Bank would be analysing the responses of a candidate with other appeared candi-
dates to det ect pat terns of similarity. On the basis of such analysis, if it is suspected that the
responses have been shared and the scores obtained are not genuine / valid, the Bank reserves
the right to cancel the candidature.
12. NON-REFUNDABLE APPLICATION FEE & POSTAGE CHARGES

13. GENERAL INSTRUCTIONS:
a) BEFORE APPLYING FOR THE POST, THE CANDIDATE SHOULD ENSURE THAT HE / SHE
FULFILS THE ELIGIBILITY CRITERIA AND OTHER NORMS SPECIFIED HEREINABOVE. Deci -
si on of Bank in all matters regarding eli gibi lity of the candidate, the stages at whi ch
such scrutiny of el igibil ity i s to be undertaken, the documents to be produced for the
purpose of the conduct of exami nation, intervi ew, selection and any other matter
relating to recrui tment will be final and bi nding on the candi date. The Bank i n thi s
behalf shall not entertain correspondence or personal enquiri es. In case it is det ected
at any stage of recruitment t hat a candidate does not fulfill t he eligibility norms and / or t hat he / she
has f urnished any incorrect / false information or has suppressed any material fact(s), his / her
candidature will stand cancelled. If any of these or any ot her short comings is / are detected
(either at the instance of candidate or bank) even after appoint ment, his/her services shall be
terminated;

scribed by the (Central) Government of I ndia, Dept. of Personnel & Training, Off ice Memo No.36012/
6/88-Estt .(SCT), (SRD III), dated 24.04. 1990 & No.36036/8/98-Estt. (Res. ) dated 16.03.1999. The
Formats of the SC / ST Cast e Certificate and the OBC Category Certificat e are available at the end
of t his notice.
e) The Other Backward Class (OBC) Certificate should be submitt ed, in the Format prescribed
by the Government of India vide Government of India, Dept. of Personnel & Training Off ice Memo.
No.36033/28/94-Estt.(Res.) dated 02.07.1997 entitled “FORM OF CERTIFICATE TO BE PRODUCED
BY OTHER BACKWARD CLASSES APPLYING FOR APPOINTMENT TO POSTS UNDER THE GOV-
ERNMENTOFINDIA” and should invariablycontain the ‘CREAMY / NON-CREAMY LAYER’ CLAUSE
based on income for the f inancial year 2009-2010, i.e., as of 31.03.2010. [FORMATAVAILABLE
ON BANK’S WEBSI TE WI TH THIS ADVERTISEMENT] OBC Certificates cont aining the “Non-Creamy
Layer Clause” issued and based on financial year prior to 2009-10 (i.e. before 31. 03.2010) will

Candidat es belonging t o OBC category but coming in the “CREAMY LAYER” are not entitled to the
benef it s of OBC reservat ion. They should indicat e their category as ‘GEN’ in the Application Form.
f)Candidat es should ensure that they keep with themselves adequate (at least 7) copies of
the same photograph affixed by them on the Application Form for fut ure use during the entire

II. ELIGIBILITY TO APPLYFOR THE POST
A candidate in order to be eligible for appearing in the competitive examination shall-
a) be a citizen of India
b) must have registered his/her name in the employment Exchange in the Malkangiri District on or before the
date of submission of application.
c) have passed the Matriculation or equivalent Examination.
d) not be less thaneighteen years and not morethan 32 (Thirty two) years of age on the 1st day of April, 2010.

(i) Passed the M.E. Examination with Oriya as language subject, or

(iv) Passed a test in Oriya in M.E. School standard conducted by the Education Department,

III.EXAMINATION FEES
The applicationshould be accompanied by a Treasury Challan showing payment of Rs.75/- (Seventy Five)
only into the Government Treasury as fees for application and examination under the Head “0075- Miscella-
neous General Services-00-800-Other Receipts (A) Other Examination Fees-0097-02082” The candidate belong-
ing to SC/ST categories are exempted from paying the examination fees. No claim for refund of fee shall be

The standard of examination shall be equivalent to that of Secondary School. Those who will qualify the
written test shall be called for the practical skill test, The practical Computer skill test shall be of qualifying

for the candidates as per merit in the Written List category wise, based on the number of vacancies only.
The Final Merit list will be based on the written test marks only. decisions of the Board of Examminers, inthis
