The Sunlight Centre focuses on issues of political transparency and integrity. We are writing to you in your capacity as the election agent for Chris Huhne. We would be grateful if you could clarify a number of points regarding his campaign’s declared election expenses in the run-up to the 6 May General Election. 1. Who owns and runs the Itchen Valley Printing Society? When was it set up and what purpose was served by establishing the society? 2. Did the Itchen Valley Printing Society use its own machinery to print the leaflets that it provided to Chris Huhne? 3. If not, who did print the leaflets and why did they not directly invoice Eastleigh Liberal Democrats? 4. Are the accounts of the Itchen Valley Printing Society published? If so could you provide us with a copy of the accounts. 5. Itchen Valley Printing Society provided all of Chris Huhne’s A4 leaflets during the short campaign. These were invoiced, along with other printed materials, to Eastleigh Liberal Democrats on a ward-by-ward basis. A certain proportion of each of these totals was then ascribed to the expenses of

local candidates. How was this ratio between local campaign expenditure and Chris Huhne campaign expenditure calculated? 6. In 2007 Chris Huhne paid Itchen Valley Printing Society £2,643.75 towards an Envelope Stuffing Machine using funds from his Parliamentary Communications Allowance. Was this machine used by Itchen Valley Printing Society while producing election material for Chris Huhne? 7. The association paid for £150 worth of “Chris Huhne posters and stakeboards”. It then spent £250 on “Hire of van, use of services & materials required for erection of CH stakeboards.” The association also paid for £140 worth of “Liberal Democrats posters & stakeboards & ‘Vote LD’ banners”. It then spent £600 on “Hire of van, use of services & materials required for erection of LD stakeboards & banners.” Why did the van, services and material required to erect the ‘national campaign’ posters cost £350 more than the resources required to erect Chris Huhne material of an equivalent value?
