- In-charge of Zonal Town Planning Office in Nguru to over see Bade and Gaidam
Local Government Areas (now in Yobe State) March 1984
- Carried out re-organization of space for markets, stalls and ensured developments
were carried out in accordance with Development Control guide lines and physical
planning subsisting laws May 1984.

- Project Planner for Technical Committee on the resettlement of people affected by
construction of Alau Dam Project;
- Facilitated the acquisition of sites for the design of residential layout plans for the
resettlement of villages;
- Designed residential layout plans for the resettlement of these villages and ensured
implementation of Plans September, 1986 - August, 1987;
- Project Planner for Technical Committee instituted by Borno State Government to
resettle Gwoza Hill-Top Dwellers;
- Facilitated the acquisition of sites and supervised the design of residential layout
plans on seven (7) of the sites and ensured physical implementation of Plans Sept
1987 to July 1988;
- Head, Planning Team to study and prepare Proposals for twelve (12) Local
Government Areas affected by flood disaster in Borno State August, 1988.
Head of Design Unit Oct 1988 to Dec 1990
- Conceived, prepared proposal and plans for up grading of Zajiri Ward in
Maiduguri. This project ensured opening up of roads and other infrastructures in
Zajiri and Umarari Wards. This project was first of its kind in Borno State Sept
1988 Dec 1990.
- Coordinated the implementation of the Zajiri Improvement Project (ZIP).
- Coordinated and supervised design activities in the Directorate of Town Planning
during period under review.

- Monitoring of illegal developments within Maiduguri Metropolis.
- Approval of site/building plans for residential, commercial, industrial and
recreational purposes.
- Prepared Environmental Impact Assessment Report (EIAR) for Borno State Soda
Ash Plant, NICON Building and Sahel Products Limiteds proposed Gum Arabic
Processing Factory, all located in Maiduguri 1992.

- Carried out feasibility study at Kaduna, Minna and Ilorin Fertilizer Blending Plants
for proposed Borno State Fertilizer Blending Plant in Maiduguri July, 1993.

State. A document meant to guide the development of housing and associated
infrastructure April, 1994.
- Prepared proposal for the upgrading of Bulabulin Ward after the September, 1994
Maiduguri Flood Disaster for Funding by Petroleum Trust Fund (PTF) October,

- Conceived and Supervised the Planning and design for blighted Areas in Maiduguri
now Shopping Arcades located at Lake Chad Frontage, Open Air Theatre and

Town Planning in the General Administration of the Directorate.

Pioneer Director, Development Control and Town Planning
- Appointed Director Development Control and Town Planning in September 2004
and charged with the responsibilities of:
- Approval and issuance of Development Permit for all types of Land-use in the
State;
- Formulation of Policies for Urban and Regional Planning in the State;
- Initiation and preparation of physical development plans for the State;
- Preparation and review of Master Plans for Maiduguri and other urban areas;
- Liaison with the National Urban and Regional Planning Commission and Joint
Planning Authorities in the preparation of Urban/Regional Development Plans.
- Identification, prevention and renewal of unapproved developments on all lands;
- Control of out door advertisement on all lands and roads;
- Monitoring of physical development on all State lands with a view to initiating
necessary action to contain such pattern;
- Coordinated and identified traffic flash points within the Maiduguri Metropolitan
Area and Jere Local Government Area;
- Supervised the design for implementation of these points.
- Carried out feasibility study on decongestion of Monday Market and design of
Bulabulin, Gamboru and Bolori Markets for implementation by M.M.C. and Jere
LGAs;
- In collaboration with United Nations Habitat, the Directorate carried out a study for
documentary of Maiduguri Housing Schemes (777 and 505 Housing Estates along
Kano Road and Ngala Highways respectively) for exhibition at Afrocities held in
Nairobi Kenya in September, 2006 which led to an award of Excellence to the
State Government August, 2006;
- The Urban Development Bank of Nigeria in partnership with United Nations
Human Settlement Programme and the Directorates of Development Control and
Town Planning carried out a RAPID URBAN SECTOR PROFILING FOR
SUSTAINABILITY (RUSPS) for Maiduguri and Maiduguri was selected by UN
Habitat for Phase I August, 2009;
- Introduced as part of requirement for approvals of building plans the submission of
Site Analysis Report (SAR) which was later adopted for implementation in all
states of the federation by Town Planners Registration Council (TOPREC) and
Nigerian Institute of Town Planners (NITP) for major physical development
June, 2008;
- Coordinated the affairs of the Directorate as well as placing it on a sound footing.

Urban Planning and Development Board (September, 2008 to August 2016)

- In-charge of day-to-day administration of the affairs of the Board in addition to


being responsible for making arrangements for meetings of the Board;
- Conveying the decisions of the Board to its members;
- Coordinating the plans, programmes and projects of the component Departments,
etc;
- To ease the problem of traffic around the old welcome to Maiduguri and post office
areas, a design for channelization of traffic and parking was carried out for the two
areas under my direct supervision Sept 2009; implemented in 2012.
- Submitted a position paper on the role of Borno State Urban Planning and
Development Board in the implementation of Government White Paper on the
report of the Administrative Committee of Inquiry into the Boko Haram insurgence
in Borno State December, 2009;
- Prepared proposal for Water Supply and Sanitation for UNDP intervention for
Moduganari/Shinkafori Wards in Maiduguri Metropolitan Area, for which one
million dollar approval was granted but state government could not assess due to its
failure to pay counter part fund - Sept 2006.
