Minutes of the Commissioner’s Special Call Meeting
May 16, 2017

The Special Call Meeting of the Williamson County Emergency Services District #8 was held on Tuesday, May
16, 2017 at 6:00 p.m. at 3500 D B Wood Road. The President, Bobby Bunte, being in the chair, and a quorum
present, the meeting was called to order at 6:01p.m.

Present: Commissioner’s Bobby Bunte, Bennie Piper, Troy Rodriguez

Visitors: None

Meeting

1. Call to order:

Meeting was called to order at 6:00 p.m. The Board of Emergency Services Commissioners of
Williamson County Emergency Services District No. 8 will consider Agenda Item No. D, under
Authority of the Texas Election Code for the purpose of Canvassing the results of the District’s May 6,
2017 Special Election on the issues of adding a tract of land containing the Whitetail Subdivision to the
District and said area assuming its proportionate share of the outstanding debts and taxes of the
Williamson County Emergency Services District No. 8, if it is added to the district.

2. Establish Quorum:

The following members of the Board of Emergency Services Commissioners are present: Bobby Bunte,
Troy Rodriguez and Bennie Piper. A quorum is established.

3. Citizen Communication / Public Comment:

None

4. Discussion and action on canvass of the May 6, 2017 Special Election of the District and
necessary orders and action in relation to same:

CANVASSING PROCEEDING UNDER §67.004

I. Presentation of Returns.

President Bunte presented the canvassed election returns summary provided by the Williamson County
Elections Administrator to the Board of Emergency Services Commissioners pursuant Chapter 67,
Texas Election Code.

President Bunte stated:

a. Under the requirements of the Texas Election Code I am presenting the Commissioners with the
election returns summary provided to the District by the officials from the Williamson County
Elections Administrator. The summary contains the results of the District’s May 6, 2017 Special
Election which was conducted by the County jointly with other elections in Williamson County.
b. I have placed before the dais, the precinct returns and summary provided to the District by the
County for each of the attending members today that you have before you.

The results of the election are as follows:

PROPOSITION 1:

For adding a tract of land containing 411 votes
the Whitetail Subdivision to the Williamson
County Emergency Services District No. 8.

Against adding a tract of land containing 72 votes
the Whitetail Subdivision to the Williamson
County Emergency Services District No. 8.

WHEREAS, the returns show the following number of votes cast at the election for the following
propositions by the voters of the Defined Territory:

PROPOSITION 1:

For adding a tract of land containing 150 votes
the Whitetail Subdivision to the Williamson
County Emergency Services District No. 8.

Against adding a tract of land containing 13 votes
the Whitetail Subdivision to the Williamson
County Emergency Services District No. 8.

c. I have for your consideration a proposed canvassing order which constitutes the official tabulation
of the total votes received for the proposition and including an exhibit which shows the votes
received in each precinct for the proposition.
d. The members of the Board present at today’s canvassing meeting may examine the precinct
returns, ask questions of the representatives (if any) present on any aspect of the conduct of the
election.
e. The members may waive an examination of the precinct returns if they so desire.
f. The members of the Board present may then move adoption of the proposed canvassing order and
thus complete the canvass of the election.

II. Canvass of election.

President Bunte:

a. At this time, do any of the members present at today’s canvass wish to examine any of the election
returns? All Board members responded they did not wish to examine the returns.
b. Are there any questions for the president? No Board member asked any questions.
c. Do I have a motion to waive the examination of each precinct return?

MOVANT:

d. Commissioner Rodriguez: I move that we waive examination of each precinct return.
SECOND:

e. Commissioner Piper: I second the motion.

President Bunte:

f. It has been moved and seconded that we waive examination of each individual precinct return. All
those in favor signify by saying “AYE.” Any opposed? Motion carries.
g. Do I have a motion to canvass the results of the May 6, 2017 Special Election?

MOVANT:

h. Commissioner Piper: I move that the Board, as the canvassing authority for this election, canvass
the results of the May 6, 2017 Special Election of Williamson County Emergency Services District
No. 8 by adopting the proposed order, declaring that the election was properly conducted, and that
the voters have approved and adopted the propositions.

SECOND:

i. Commissioner Rodriguez: I second the motion.

President Bunte:

j. A motion to canvass the election results of the May 6, 2017 Special Election has been made and
seconded. Is there any discussion?
k. All those in favor signify by saying “AYE”
l. Any opposed? Motion carries.
m. The Canvass is adopted and the President and other relevant officers are hereby authorized to
complete the proposed order and provide it to the necessary authorities, including the Williamson
County Tax Assessor-Collector and the Williamson County Appraisal District.

5. Adjourn:

Meeting adjourned at 6:19 p.m.
No further business was discussed or actions taken. Commissioner Piper made a motion to
adjourn. Commissioner Rodriguez seconds. Motion carried.

Next Regular Session Meeting is scheduled for Wednesday, June 21, 2017, 6:00 p.m. at the Public Safety
Operations and Training Center.
