Professional Qualifications, Skill, Knowledge and Experiences

21+ years experience in Supply Chain Management Logistics Operation. 7 years of


International experience as Logistics & Procurement focal point in Kingdom of Saudi
Arabia and 14 years of Multinational experience in Supply Chain Management in the
United Nations World Food Programme.
Emergency and Conflict/Disaster Logistics experiences, trainings and missions were
successfully completed in several countries like Thailand, Tanzania, Italy, Nepal,

Presently working as Head of Logistics Operation Supply Chain unit for UNWFP Sri Lanka
country office. Currently working on the Country Programme activities such school meal
programme sustainable development on livelihood, resilience building, capacity
development, traditional handcraft, also focusing on emergency operations in collaboration
with Govt. counterpart (i.e. Ministry of Disaster Management, Ministry of Industry and
Commerce & Ministry of National Policies & Economic Affairs), UN agencies, INGO &
NGOs and other stakeholders.

Duties and responsibilities;

Emergency Response Experience

Worked several emergency operations like tsunami (Sri Lanka), Nargis (Myanmar), PAM
cyclone (South pacific) and Sri Lanka CIVIL conflict operation until war ended 2009, other
flood and drought operation in the country.
Assist and provide info to prepare donor funding i.e. Central Emergency Response Fund
(CERF) and (IRA-EmOp) Immediate Response Account Emergency Operation for WFP.
Assist the management to prepare emergency response matrix on Who's doing What and
Where and WFP Emergency Operation Plan for natural and manmade disaster/shocks
responses.
Take immediate action based on 72 hours Emergency Response Assessment (or Initial
Emergency Response Assessment) report.
Training and facilitating the erection of temporary shelters, basic relief items, mobile storage
unit (wiikhall), mobile toilet/ablution kit, mobile office unit etc.

Logistics and Inventory Management Experience

Define logistics strategy within the WFP policies and procedures and ensure effective
integration of logistics operations, including coordination with Govt. and other organizations
in the area;
Provide and ensure logistics operations and activities following standard processes for an
effective and efficient storage and delivery of food & NFI assistance to beneficiaries.
Manage logistics operations including all logistics assets in order to ensure timely and cost
effective delivery of WFP cargoes;
Manage Inventory of food and non-food items and supervision of non-capitalized assets
(inventory) and stock items.
Ensure inventory and stock of the most urgent needs/contingency NFIs (like shelters, temp
storage, office etc.)
Direct supervision of 4 logistics staff, 2 in the CO (Logistics Assistant Warehouse and
Logistics Assistant Pipeline/project mgmt.) and 2 logistics staff in the FO in logistics,
transport & storage.
Provide adequate support, assistance and training for effective and efficient performance.
And provide training to warehouse officials and other logistics staff to build relevant
technical capacity in the field.
Prepare logistics unit work plans, individual work plan etc., review annual performance
evaluation of subordinates
Oversee and regular monitor the shipping tasks related to Internal, Regional and local
purchase of food and nonfood items.
Work closely with the programme unit on sustainable development programmes, school
meal activity, emergency activities and other programms requires general logistics operations.
Support reconciliation of data in country office and corporate systems to determine validity,
ensure accuracy, and make follow-ups accordingly, in support to informed decision-making.
Ensure that WFP standard systems are properly maintained at warehouses and fleet
operations;
Perform other related duties as assigned.

Vehicle Fleet Management

30 trucks of fleet were handled during civil conflict operation for food convoys
Maintain records books to monitor the for vehicles fuel consumption
Ensure vehicle insurance policy and revenue licenses are not expired and within the valid
period
Routine check on vehicles and drivers on duty at the premises, and check on log books.
Ensure UNDSS (United Nations Departement of Safety and Security) are strictly followed
during the convoys.

Procurement functions

Vendor Management, analysis, market assessment and prepare matrix for vendor board
Support procurement programs and operational activities, contributing to successful
procurement of food and non-food commodities or services.
Contribute to analysis of data to provide recommendations for process improvement.
Support auditing of procurement activities by collating the necessary information for
recommendations to be responded to appropriately to ensure conformity with compliance
rules.
Work in close collaboration with internal counterparts to align procurement activities with
wider programmes and ensure a coherent approach to meeting food assistance needs.

Logistics Funds Management and budget preparation

Responsible for logistics budget i.e. Landside, Transport, Storage and Handling (LTSH)
management, regular monitoring, reviews and analysis of LTSH matrix/tools;
Use logistics budget calculation tools (like LTSH matrix and other logistics estimates) and
provide essential inputs to the project budget; prepare quarterly budget analysis report.
Contribute to project documents, computation and other budgetary estimates/issues;
Ensure approved budget is fully utilized in line with WFP policy and procedures on effective
and efficient manner, and ensure proper filling of invoices, contracts and correspondences
related to Logistics fund management and invoice processing.

Human Resource (Logistics & Outsource staff) Experiences

Analyze and take a variety of data on staff recruitment and selection, contractual conditions,
entitlements, performance and training requirements, workforce, etc.,
Monitor staff deployment and handle related administrative actions including preparation of
comprehensive reports, to support efficient HR service enabling WFP to respond quickly to
a crisis.
Oversee and support the delivery of on boarding activities for new staff joining WFP
Ensure that relevant processes are followed and the conditions of terms of service are
explained and understood
