CONDUCT of THE PHILIPPINE INFORMAL READING INVENTORY (PHHL-IRI)
in ALL PUBLIC ELEMENTARY SCHOOLS
1 The Philippine Informal Reading Inventory (PHIL — IR!) English/ Filipino is one of the
most useful classroom fools in assessing pupils’ reading ability. It gives the teachers
information on the level of their pupils’ performance in reading by actual observation.
The IRI is administered individually and consists of graded stories followed by
comprehension questions of different dimensions. The passages may either be narrative
and expository texts. They are carefully chosen to ensure that the characters, setting,
and plot appeal to the children. They ore culture - neutral, gender free and without
bias against religion ethnicity/ race in socio - economics stalus. They are also laden
wilh values and real life lessons
2. Inview of the above, this Division adheres and requires the Conduct of PhiHIRI in
alll the public elementary schools. This aims to:
a. help teachers determine the reading abilities and needs of their pupils in order
to provide basis for planning their classroom instructions.
b. assess the pupils’ word identification, vocabulary and comprehension skills in
‘oral and silent reading.
Cc. assist the teachers, school heads and the division to plan for an appropriate
interventions and strategies in teaching reading.
3. For proper administration/conduct of the PHIL-IRI, an orientation of elementary
school heads and PHIL-IRI coordinators will be held on September 21, 2016, 8:00 o'clock
in the moming at the Division Office Conference Hall.
4. Passages/ Texts of PHILIRI will be distributed to schools and reproduction of the
same will be chargeable against School MOOE subject to the usual accounting and
auditing rules and regulations.
5. Widest dissemination and compliance of this Memorandum is desired.
