I can understand the Sector's reluctance to draft the memo. I propose that SBI drafts the memo, and
runs it through the Sector and the IPT. The IPT will then forward it to the ESC for approval.

Gentlemen,
As a follow up to yesterday's IPT, I am concerned about the Sector having to draft a memo through
channels on outreach and proposed messaging. The Sector was ready to go ahead with the talking
points and approved slide set before being requested to put all external efforts on hold. I think it would
be beter served if direction to the Sector now came from the top down. They need to know from the
Comms IPT or another high level communications forum what efforts and messages are approved for
dissemination or communication from any inquiries of external sources.
For the time being, the Sector will continue with internal communication related to coordinating the
demonstration but will wait for guidance on any external messaging or outreach.

Is there another way to get this before the ESC? How was it done for P-28, understanding that it might
not have been as robust as it needed to be. Any suggestions?
