ISSUE: 20171002 - Re The need for PRE-EMPTIVE strikes, etc & the constitution

As a CONSTITUTIONALIST my concern is the true meaning and application of the constitution.

Before the States and the Commonwealth finally wake up there are 2 very important issues that
should be dealt with avoiding any delays, which I will set out below!

1. Disaster planning regarding forthcoming earthquake disasters.

2. Criminal legislation against acid attacks to be at the same level of punishment as those
for knives, etc.

While we are told that we can trust the government (State/Federal) reality is that where a major
disaster were to eventuate And with public utilities being mainly in foreign hands there must be a
system in place that where the is no electricity (Now this is not a strange event considering the
lack of proper supplies) then fuel such as gas and petrol might be buried in undergrounds tanks
but unless there is an alternative to pump the gas and petrol from the underground tanks most
vehicles will be useless. And where will the masses go to if an escape is required?
What will happen with perhaps millions of earthquake refugees from other countries that may
need to be relocated to a saver place?
While we have politicians out to legislate for whatever that suits them best I am not aware that
any so called pre-emptive planning is eventuating for a mass influx of disaster refugees. We
are not talking about the kind of window shopping refugees (economical refugees) but about
people who suddenly may have no country to return to!

Regardless if it might be, if not Australians themselves but New Zealanders, Indonesians and
others they might arrive in the many millions within a very short time period and as such the
availability of emergency needed clothing, bedding, etc in addition of supplies and water must
be appropriately catered for. Both on state and federal levels. Albeit it must be co-ordinated in
the overall.
In my view there is a real lack of preparing the ordinary citizen for any disaster. Unlike when I
grew up in The Netherlands where every family had a card with instructions and a basic disaster
kit, I am not aware of this equivalent to exist in Australia. It means that the elderly and the
disabled and the ill might be left to fight for their own survival as ordinary able bodies will be
more interested to look after themselves.

The acid dramatically increase in harming people should be already being addressed both by
State and Federal level, each in its own sphere, that this is a crime with a similar punishment as
ordinary applies to major crimes including knife attacks, etc. Anyone who is found guilty of
involved in an acid attack upon another person or persons to have a minimum sentence of 4 years
for each sentence and not to be served concurrently. As we have seen of late carjacking that were
a US of A crime mainly since became a reality in Australia. Many other crimes once only
occurring in other countries have commenced to now be repeatedly eventuating in Australia. It is
too late to legislate so to say after the horse has bolted. What is needed is appropriate legislation
to ensure that when a crime eventuates then the appropriate legislation is in place and in such

attacks no probation/parole can be provided for while a person is subject to any charge relating to
acid attacks.
Also, anyone who encourage acid attack(s) should also be charged. It means anyone promoting
this via the internet or otherwise should suffer the legal consequences to spend time in prison for
this.
Currently the main attention politicians State/Federal are attracting is their rorting etc, rather than
that they are representing the interest of the community they are to serve.
This needs to change and we cannot remain idle and wait until it is too late.
This is the kind of PRE-EMPTIVE strike I totally support to ensure that we have governments
that are ready to deal with any disaster/c rime the moment it eventuates.

the closed research leaked from the professional environment of the Nevada Seismological

2. Acid Gaining Popularity Over Knives as Preferred Weapon of British Gangs

 Lawlor also commented that the increased use of acid is not right, adding that in an acid attack
the person is not going to die, but their self-esteem will be destroyed, their confidence will be
destroyed, and they have to live with that for the rest of their life, while the perpetrator gets six
months [in prison].

Lawlors comments come after a 15-year-old boy was arrested on Saturday in Stratford, east
London, on suspicion of grievous bodily harm, after a mass acid attack between two groups of males
left six people injured, the Independent reported.

Witnesses describe how victims were fleeing and screaming I cant see, I cant see after the
noxious liquid was thrown.

There is no justice being served with these incidents; with a knife incident youre looking at a four-
year mandatory, possibly life sentence if the person is killed, Lawlor said, urging for harsher
sentences for acid attacks.

Acid crimes have doubled in London in the past three years, according to the London Metropolitan
Police, and in the month of April alone, there were 45 recorded cases of the crime. In July, London
police were issued with 1,000 acid attack response kits to help provide first aid to victims they
encounter.

Sweden Facing New Challenges as Acid Throwing Plague Reaches Scandinavia

The UK has recently achieved the dubious honor of becoming the world capital of acid attacks,
which have more than tripled in six years. Now, this deadly trend appears to have reached
Scandinavia, as two people were attacked with a caustic liquid in Greater Stockholm earlier this
week.

Two people were taken to hospital in Upplands Vsby north of Stockholm after being attacked with
some sort of caustic liquid. The offender is believed to have escaped in a car after spilling the
noxious liquid into his victims faces.

A person, a man, left the scene in a car and is currently wanted by the authorities, Anna Westberg
of the Stockholm Police told the Swedish newspaper Expressen.

While the Swedish newspaper Aftonbladet reported the liquid to be ammonia, the police have not
commented on the incident.

victims were taken to hospital, with no clear report of how much damage the attack inflicted upon
them. Later, they will be interrogated by the police to shed more light on the event, which was
classified as gross abuse.

Acid attacks are notoriously difficult for the police to prevent, as offenders have little trouble in
procuring the substances needed.

Earlier this year, a 33-year-old man from Linkping was suspected of threatening his former wife
with spraying acid into her face, the Swedish daily Gteborgs-Posten reported.

Although acid attacks in Scandinavia have not as prevalent as in Great Britain, there has been a
number of high-profile cases. Iranian-born Maria Rashidi, the founder and the chairperson of the
Swedish NGO Kvinnors Rtt (Womens Rights) is arguably the best-known one. Rashidi had her
face severely disfigured in a sulfuric acid attack by her former husband, who subsequently fled back
to Iran. After over 90 restorative surgeries, Maria is still left with poor eyesight and needs help
getting around.

I absolutely do not want to be considered a victim. Instead, I wanted to use this awful event to do
something good and positive. I wanted to turn my experience into strength, Maria Rashidi
explained to Finnish national broadcaster Yle.

In Sweden, Rashidi is a well-known debater on honor-related violence and womens rights. She has
been a vocal critic of how Swedens first overtly feminist government handles issues such as gender
equality and the flip side of the cultural and religious diversity. Among other things, Rashidi
suggested that cultural traditions mixing badly with Swedens gender equality goals prevail in the
suburbs with a predominant migrant population.

The use of noxious chemicals, colloquially referred to as face melters, has become horrifyingly
frequent in the UK, rising to more than one incident a day in London alone (from 261 in 2015 to
454 in 2016). The rise in the metropolitan area is mirrored nationally, with growing numbers of
people admitted to hospital with acid burns across the UK.

need arises we have all needed legislation/services etc in place.
