    自1994年政府頒布《環境影響評估法》後，這項制度成為臺灣環境治理重要的一環。然而，既有的環評作業往往重工程、輕人文，過度重視科學技術忽略了生活整體性、文化多樣性與人權侵害的嚴重後果。如此一來，開發行為造成的社會影響常未能得到嚴謹評估和適當減緩，引發民眾的陳抗行為，反而使得環評結果缺乏社會公信力，甚至被法院撤銷，導致開發業者的重大損失。本書原文是國際影響評估學會（International Association for Impact Assessment）所出版，由荷蘭學者Frank Vanlcay與其他專家共同執筆，針對社會影響評估的原則、概念和實務，提供了詳盡的討論。如果能夠充分落實本書所揭櫫的精神，經濟發展、環境永續與社會公義將有可能取得三贏。
