CONTENT:
This instruction specifies the methods, procedures and responsibilities for lifting personnel in platforms which
are attached to the hook block of a crane. This instruction covers all cranes within Saudi Aramco facilities or
projects and operated by Saudi Aramco and Contractor personnel.

1.0 OBJECTIVES:
1.1 Identify when a crane suspended personnel platform should be used.

1.2 Identify procedures required for lifting personnel in platforms attached to the hook block of
cranes.

1.3 Identify the User Department responsibilities when making suspended personnel platform lifts.

1.4 Improve the safety performance of the Company and Contractor when lifting personnel in
suspended personnel platforms.

3.0 SCOPE:
3.1 This instruction covers all suspended personnel platform operations involved with lifting
personnel in crane suspended platforms attached to the hook block on all type of mobile, tower,
or fixed crane.

3.2 This procedure shall only be used when all other means of access have been investigated and
found impractical, such as ANSI A92.2 Vehicle-Mounted Elevating and Rotating Devices,
ANSI 120.1 Powered Platform for Exterior Building Maintenance, ASME B92.5 Boom
Supported Elevating Work Platforms, ASME B92.6 Self-propelled Elevating Work Platforms,
or fixed Scaffolding.

4.0 DEFINITIONS:
4.1 Approved Personnel Platform (Manbasket) - a device constructed of steel or aluminum designed
to be attached to the hoisting cable hook block of a crane to lift personnel in a safe manner.
Such a device shall have a rated safe working capacity and a safety factor of 5:1. The personnel
platform shall be certified by Inspection Department annually or at each new jobsite. All
devices shall be compatible to or exceed specifications as per ASME/ANSI B30.5.

4.1.1 A factory-manufactured manbasket is preferred. Item shall be certified by manufacturer


to meet ASME/ANSI B30.5 specifications and testing.
4.1.2 A fabricated manbasket may be used if it meets the following criteria:
a) Design drawing with specifics and materials shall be confirmed by Consulting
Services Department to meet or exceed the requirements of ASME/ANSI B30.5.
b) Inspection Department shall witness the load test and approve the physical
condition of the manbasket. A safety inspection sticker applied to the manbasket
by Inspection Department representative shall confirm concurrence.

4.2 Competent Person - A person who, by possession of a recognized pertinent degree or certificate
of professional standing, or who, by extensive knowledge, training, and experience, has
successfully demonstrated the ability to solve or resolve problems relating to safe crane
operation, design or procedures (e.g. Rigger Technician, Crane and Rigging Specialist).

5.0 PROCEDURES:
5.1 All Saudi Aramco User Departments conducting operations lifting personnel in crane suspended
platforms, shall contact the area Loss Prevention Department office or area Roads & Heavy
Equipment Division office for assistance and information, if required.

5.2 All Saudi Aramco Crane User Departments shall become familiar with the crane manufacturer's
recommendations, operating instructions and restrictions.

5.3 The entire lift shall have a lift plan.

NOTE: Crane capacity as per load chart shall be derated (50%) fifty percent.

5.3.1 The lift plan shall consist of required radius, boom length, safe working limits of the
crane, total weight of the load, ground and site conditions, placement of the crane, swing
and tail clearances, necessary boom actions, instruction given to avoid side loading,
communications and explanation of hand signals, rigging hardware, wind velocity, etc.
One competent person shall be physically present and placed in charge of the lift with
the responsibility of explaining in detail, the duties of all involved in the lift. In all cases,
outriggers must be fully extended prior to making the lift with a mobile hydraulic crane.

5.4 An approved special permit for crane suspended platforms operations is required for each crane
setup per attachment I.

5.5 All personnel platforms using slings for attachment to crane hook, shall have four (4) swaged
wire rope slings of equal length attached to a shackle or approved steel 'O' ring, which shall be
attached to the crane hook on one end. On the other ends, each of the four (4) slings shall be
attached to the top of platform eyelets with individual shackles. The length of the four 4 slings
shall permit adequate head room for workmen. A minimum sling angle of 45 degree must be
maintained from the hook. The crane hook shall have an approved safety latch fitted. A bolt
type shackle with nut and cotter pin installed is desirable. Alternately, screw pin shackles, if
used, shall be safety wired.

5.6 An anti-two block warning device is required on Lattice Boom Cranes and a two-block damage
prevention device is required for all hydraulic cranes used to suspend personnel platforms.

5.7 On cranes equipped with two speed hoists, only the low speed shall be used.

5.8 No cranes shall be traveled with a suspended personnel platform occupied.

5.9 No free fall device shall be used on friction or hydraulic type crane hoist during suspended
platform operations.

5.10 The operators shall not leave the machine during operations of crane suspended personnel
platforms.

5.11 At no time during the lift are the workmen allowed to enter or exit a suspended platform. Any
proposed waiver to this requirement shall comply with SAEP-302.

5.12 In work areas with protrusions that may cause harm to the personnel in the platform or in areas
where ongoing work may be done above the workmen in the personnel platform, a roof
(overhead protection) shall be provided. This may be constructed of expanded metal to allow
visibility for the workmen.

5.13 Crane suspended personnel work platforms (manbaskets) shall be certified by the manufacturer
or Inspection Department.

5.14 One worker in the platform shall be designated to signal the crane operator using standard hand
signals. At times when the operator is unable to see the signals from the platform a signalmen
shall be appointed to relay the signals. There will be only one designated signalman to pass
signals to the crane operator. The signalman should wear a bright red vest in order that he can
be readily identified. Radio communication is preferred, especially in cases where signal relays
are required.

5.15 Prior to the actual lift, a proof test lift shall be made by floating the crane suspended personnel
platform and test weight approximately one foot from the ground for five minutes to test the
mechanical condition of the crane under load and to insure that lifting attachments are properly
secured. The proof test shall be twice the rated load capacity.

5.15.1 Prior to the actual lift, a test lift shall be made to ensure the crane is positioned properly
to avoid excessive up and down boom movement and telescoping of intermediate boom
sections with hydraulic cranes.

5.16 Workmen in the suspended personnel platform shall wear safety harness with safety lines
attached to designated locations on the personnel platform. Safety harness shall allow a
maximum free fall of 1.83 meters (6 feet) in the event a platform support fails.

5.17 Where appropriate, suitable tag lines, free of knots, shall be attached to the platform and
manned at all times.

5.18 When working in close proximity to energized electrical lines, the following shall be the
allowable approach limits:

5.19 At no time shall personnel be lifted in suspended personnel platforms when wind speed exceeds
32 kilometers/hour (20 miles/hr. - 17.4 knots) as reported from the nearest control room.

5.20 When working within oil and gas producing or processing facilities, refineries, N.G.L. plants,
power generation plants, steam power stations, and substations, additional local work permit
procedures will apply.

5.21 Personnel platforms shall be inspected before each job set up or semi-annually the Inspection
Department.

5.22 No Air Tugger or Spider Baskets suspended from a crane hook will be permitted to operate on
Saudi Aramco property or projects.

5.23 Cables, hoses or other equipment shall be independently supported from the hook. The
maximum usable weight of cables, hoses and other equipment shall be included in the total load
weight calculations and noted in the rigging plan.

Note: Extreme care must be exercised not to allow welding electrode holder to come in contact with the
personnel basket.
