Director of Public Works
City of Carmel

Re: Request for Qualifications: Service Area No. 1, Architectural Services

Dear Mr. Harary,
Carmel-by-the-Sea has a substantial Capital Improvement Program, as presented t o City Council in March 2017. While the
largest expenditures are anticipated to be infrastructure projects, many of the City's municipal and cultural facilities need repair
and upgrade. LCA Architects is adept at providing as-needed services to our municipal clients, responding to both critical need
and planned upgrades. In addition to our municipal/cultural experience and expertise, LCA Architects' value is expressed in
relation t o your selection criteria :

Staff Availability: LCA has 33 employees currently working on projects from Salinas to Wendover, NV. Our clients are located
throughout the Western US and we are considered in selecting opportunities as to our ability to serve our clients with
excellence.
Familiarity w/ Carmel-by-the-Sea: from the Mediterranean climate to characteristic uneven pavement, your City is indeed
unique. We will retain this character and enhance the natural coastal beauty as it pertains to the work we undertake. Having
worked throughout the Monterey Peninsula over the last 2o years, we have designed within these parameters on many
occasions.
Similar Experience: LCA has completed projects with identical scope to those listed in your CIP on all manner of municipal
facilities. We specialize in working with public safety and public works departments and have a deep portfolio of historic and
cultural work.
Organization: You will have a single point of contact, Carl Campos, supported by a flexible organization, scalable to project
complexity.
Performance: Our clients return to LCA over and over. We maximize your capital dollars and enhance the City's reputation.
Project Controls: On-time, on budget is your minimum expectation. Our project management and OC protocols are best
practice.
Staff Qualifications: ALL LCA staff has extensive public sector renovation and ADA upgrade experience. More than Y2 are
licensed.
References: We invite you to check us out. Monterey County, Monterey County Regional Fire, building departments in Cities of
Monterey, Salinas and Carmel Valley, and Pajaro Valley Unified are all familiar with what LCA can do for you.
Responsive 500: We have followed the RSOQ instructions to the letter, providing relevant material to inform your evaluation.
Special Resources: LCA uses Building Information Modeling and Virtual Reality tools to convey concepts and collaboratively
experience the built environment. Our staff are Design Build Institute of America certified, meaning we can assist you in
employing alternative construction contracting methods. We employ seasoned construction personnel to provide construction
administration, making field decisions to minimize delays and change orders. Our planning & entitlement experts are renowned
for gaining project approvals from the toughest Architectural Review Boards, Planning Boards and City Councils in Northern
California.
Subconsultants: We are supported by a consultant team that we've worked with for years. Acting as a cohesive unit, we
produce well-detailed, coordinated documents efficiently. We have listed some, including local firms Bellinger Foster Steinmetz
and Whitson Engineers, with whom we have outstanding relationships. As project scope and City preferences become more
defined, we look forward to your input into final consultant selection for assigned tasks.

We are eager to collaborate with City of Carmel-by-the-Sea in delivering your architectural CIP projects and look forward to your
feedback on our qualifications package. We have much experience than can be conveyed here and are happy to provide
