‘Daddy, nanalo ba ikaw?’
NI DINO BALABO HAGONOY, Bulacan —“Daddy, nanalo ba ikaw?” Ito ang tanong sa akin ng aking tatlong taon at anim na buwang supling na si Bethany Eirene habang nakakapit sa batok ko at tinitingnan ang larawan sa LCD screen ng aking lumang laptop. Naglalaro siya noong gabi ng Biyernes, Hunyo 25, samantalang ako ay nakaupo sa silyang tumbatumba ng aking yumaong ama, kandong ang lumang laptop at kasalukuyang idina-download o inililipat sa laptop ang mga larawang ipinadala sa akin sa pamamagitan ng e-mail ng Center for Media Freedom and Responsibility (CMFR) na nanguna sa pagsasagawa ng Jaime V Ongpin Journalism Semi. nar (JVOJS) sa AIM Conference Center sa Lungsod ng Makati na aking dinaluhan noong Huwebes, Hunyo 24. Nakita ni Bethany Eirene sa LCD screen ng laptop ko ang isang larawan kung saan kasama ako ng iba pang mga mamamahayag na nakahanay habang hawak ang katibayang ipinagkaloob sa amin ng CMFR bilang pagkilala sa amin na nagsiganap na panelist sa taunang JVOJS. Ang totoo, walo kaming mamamahayag na nasa larawan, na pagkatapos ng seminar ay binigyan ng pagkilala bilang kasapi ng unang grupo ng JVOJS Fellows. Kami ay pinili ng isang steering committee dahil daw sa aming natatanging kakayahan, intergridad, mataas na antas ng pamamahayag, at kredibilidad. Pagkatapos mapili, kami ay inimbita sa nasabing seminar na dinaluhan ng may 100 mag-aaral ng pamamahayag, upang ilahad ang aming pananaw sa naging papel ng mga mamamahayag sa nagdaang makasaysayang automated elections. Umikot ang isip ko ng marinig ang tanong ng aking anak. Hindi ko magawang ipagkibit-balikat ang kanyang katanungan dahil mababakas sa kanyang mga mata at tinig ang pag-uusisa at pagnanais na malaman ang kasaysayan sa likod ng larawang namasdan. Ang kanyang tanong ay may kaugnayan sa mga larawang ko na unang niyang nakita kung saan ay may hawak akong plake o tropeo. Kabilang dito ang larawan ko noong 2006 at 2009 na sa pagsisimula ng taong ito ay kanyang nakita sa aking photo album. Nang makita niya ang mga larawang iyon ay tinanong niya ako kung ano ang hawak ko. Una ang plake sa larawan noong 2006 at ikalawa ang tropeo ng Mabuhay noong 2009. Ikinuwento ko sa kanya na sa larawan noong 2006 ginawaran ako ng pagkilala ngUnicef-PPI hinggil sa pamamahayag sa bird flu. Yung larawan naman noong 2009 ay hinggil sa pagkapanalo ng Mabuhay sa taunang Civic Journalism Community Press Awards. Nag-aral ako sa Bulacan State University Graduate School, at patuloy na nagsaliksik at nagbasa. Lalo pang nadagdagan ang aking kakayahan nang ipasok ako ni Ka Peping Raymundo sa Mabuhay noong 2004. Ito ay dahil sa hinikayat at isinama ako ng aming patnugot na si Mr. Jose L. Pavia sa iba’t ibang pagsasanay na isinagawa ng Philippine Press Institute. Bukod dito, mahaba rin ang aming mga pag-uusap ni Mr. Pavia sa telepono kung saan ay binibigyan niya ako ng mga puntos, payo at puna sa aking panunulat. Minsan nga naisip ko, para akong nasa onthe-job-training sa Mabuhay. Lalo akong natuto sa paggabay ni Mr. Pavia; bukod doon ay may suweldo pa ako buwan-buwan. Isa sa mga bunga ng paggabay ni Mr. Pavia sa akin ay ang pagwawagi ko sa Biotechnology Reporting ng Philippine Science Journalists Association noong 2005. Siyempre, hindi ko rin maitatanggi ang walang patid na paghikayat sa akin ni Vicky Bartilet ng Department of Science and Technology (DOST) na pumasok sa larangan ng science journalism, na nagtulak din na pasukin ko ang business reporting sa pamamagitan ng Central Luzon Business Week. Kasunod nga nito ay ang pagwawagi ko ng pagkilala mula sa Unicef-PPI noong 2006, at bago matapos ang taong iyon napabilang din ako sa unang anim na mamamahayag na tinawag na PPI-The Coca-Cola Export Corporation Civic Journalism Fellow. Noong 2008, lumagda ako kasama si Jeeno Arellano ng Punla bilang Philippine Center for Investigative Journalism (PCIJ) Fellow, ngunit hindi natuloy ang aming proyekto ni Jeeno. Dahil dito, naging biruan namin na kami ay kapwa “PCIJ Pillow” lang. Sinasabi ng ilang kaibigan, katulad ng beteranong mamamahayag na si Ben Domingo ng Central Luzon State University, na malayo-layo na rin ang aking narating at patuloy ang pag-unlad sa larangang aking pinasok. Nakakataba ng puso ang pahayag na iyon. Ngunit para sa akin, anuman ang aking narating ay utang ko sa mga taong nakapaligid sa akin na patuloy na nagbibigay ng inspirasyon, at lalong higit sa Diyos na makapangyarihan sa lahat na patuloy sa paggabay, pagbibigay ng biyaya, pagmamahal at pag-ingat hindi lamang sa akin kundi maging sa mga taong nagging tulay niya para sa aking pananagumpay. Sa huli, hindi ko man nasagot ng tuwiran ang tanong na “Daddy, nanalo ba ikaw?”ng aming anak na si Bethany Eirene, naniniwala ako na ang patuloy na paghahangad sa isang mataas na antas at responsableng pamamahayag ay isang tagumpay ng pamayanang pinaglilingkuran ng mga pahayagang tumatangkilik sa aking panulat.

asin ang kanilang isinabog sa papawirin ng Angat watershed. Ito ay bahagi ng 1,200 kabang asin na nakaimbak ngayon sa Plaridel Airport. Ayon sa BSWM, nakahanda silang magsagawa ng 70 oras na cloud seeding sa papawirin ng Angat watershed. Una rito, ipinayo ng technical working group ng National Water Resources Board (NWRB) na dapat gastusan ng Metropolitan Waterworks and Sewerage System (MWSS) ang cloud seeding sa Angat watershed dahil sa pagbulusok ng lebel ng tubig sa Angat Dam. Positibo naman ang naging tugon ng MWSS nang maglabas ito ng P3.2 milyon para sa nasabing operasyon. Layunin ng operasyon na madagdagan ang tubig sa Angat Dam kung saan nagsimula na rin umangat ang lebel ng tubig matapos itong bumulusok sa 157.54 metro noong Hulyo 14. Ito ang pinakamababang lebel ng tubig na naitala sa kasaysayan ng dam, ngunit umangat na rin sa 158.75 metro ang taas ng tubig sa dam noong Huwebes ng hapon, Hulyo 22. Hindi naman ganap na naniniwala sa cloud seeding si Inhiniyero German, ang general manager ng Angat River Hydro Electric Power Plant (ARHEPP) ng National Power Corporation (Napocor) na namamahala sa dam. Cloud seeding sa Angat watershed sinimulan na
PLARIDEL, Bulacan — Sa wakas nasimulan na ang pagsasagawa ng cloud seeding sa himpapawid ng 63,000-ektaryang Angat watershed noong Huwebes, Hulyo 22. Ayon kay Blessie Concepcion, isang kinatawan ng Bureau of Soils and Water Management (BSWM), nagsimula ang kanilang operasyon bandang ika-2:00 ng hapon nang may mamataang makapal na ulap sa Angat watershed ang kanilang mga spotter na nakatalaga doon. Umabot, aniya, sa 300 kilo ng seeding dahil ang mga ulap na sinasabuyan ng asin ay karaniwang tinatangay ng hangin at sa ibang lugar naghahatid ng ulan. Dahil sa pagbulusok ng lebel ng tubig sa dam, sinimulan na sa Kalakhang Maynila ang pagrarasyon ng tubig inumin kung saan ayon sa Maynilad Water Services umaabot sa 117 barangay ang apektado sa kanluran ng Kalakhang Maynila na sakop nila. ANG PAMILYA, BOW! — Kahit isang estudyante pa lamang sa kinder ay mausisa at matanong na si Bethany Eirene (gitna), ang supling nina Joyce at Dino Balabo. “Daddy, nanalo ba ikaw?” ang naitanong minsan ng bata sa kanyang ama. Ang pagmumuni-muning ito sa kanyang “paglalakbay sa pagpapakainam” sa pamamahayag ang naging tugon ni Daddy Dino.
Ang mga larawang ito ang kanyang batayan ng tanong sa akin kung ako ba ay nanalo, dahil una ko nang naikuwento sa kanya at nailathala ng Mabuhay ang mga artikulong may titulong “Anak, nanalo si Daddy” (noong 2006), at “Anak, nanalo uli ang Mabuhay” (noong 2009). Katulad ng una kong nabanggit, umikot ang isip ko sa katanungan ni Bethany Eirene noong Biyernes. Nag-apuhap ako ng kasagutan na akma sa kanyang edad na tatlo at kalahating taon, at kalagayan bilang isang matanong na magaaral sa kinder (nagsimula na kasi siyang mag-aral sa nitong ikalawang linggo ng Hunyo). Sa huli, sinabi ko na lang sa kanya, “Anak, hindi nanalo si Daddy. Nabigyan lang ng certificate of recognition.” Pagkatapos nito ay saka ko ipinaliwanag sa kanya na walang kumpetisyon o contest sa CMFR para sa JVOJS Fellow, kaya hindi ko masabing nanalo ako. Ngunit hindi sapat sa kanya ang paliwanag na iyon. Para sa kanya, ang katibayang hawak ko sa larawan ay simbulo ng tagumpay. Kaya naman patuloy niya akong inusisa kahit pautal-utal o kulang ang ilang kataga ang kanyang mga pangungusap. “(Ibig sabihin), (ma)galing ikaw?” ang usisa pa niya habang iniyayakap sa akin ang isang kamay. Nakatayo siya noon sa kaliwang bahagi ng tumba-tumba na kinauupuan ko. Natawa na lang ako dahil naisip ko na hindi ko kayang sagutin ang kanyang mga katanungan, samantalang bilang isang mamamahayag ay matanong din ako. Naisip ko tuloy, mukhang nagmana sa akin si Bethany Eirene. Inayunan ko na lang ang kanyang tanong. “Oo anak, magaling si Daddy,” sabay halik sa kanya. Ngunit pagkahalik ko ay medyo itinulak niya ako at parang nagmamalaking sinabi “(ma)galing din ako. Me star ako, four,” sabay pakita ng likod ng dalawang kamay niya na may tig-dalawang tatak na star dahil daw nakasagot siya sa klase nang araw na iyon. Tuwang-tuwa akong hinapit siya at niyakap at hinalikan sa pisngi sabay sabing, “Congratulations, anak, dami mong star, magaling ka kasi mana ka sa Daddy.” Nakangiti lang si Bethany Eirene sa akin, pero nasulyapan ko naman ang aking maybahay na si Joyce na nakangiti rin. Matagal na pala siyang nanonood sa aming mag-ama. Mababakas sa mukha ng aking maybahay ang kasiyahan, ngunit ang kanyang mga mata ay parang nagsasabing, “Binola mo naman ang anak mo sa pagsasabing nagmana sa iyo.” Lagi kasi naming kantiyawang mag-asawa na kapag kagalingan ng anak ay lagi kong inaangkin na sa akin namana. Nang makita ni Bethany Eirene ang kanyang ina ay mapagmamalaking tinawag ito at sinabing “Mommy, me picture si Daddy.” Ikinuwento ko sa aking maybahay ang mga pangyayari sa JVOJS, at katulad ng dati nagpasalamat siya sa biyaya ng Diyos sa akin at sa buong pamilya. Ako man ay lubos na nagpasalamat sa Diyos sa pagkakataon at biyayang ipinagkaloob sa akin sa mga nagdaang taon, dahil na rin sa hindi man lang sumagi sa isip ko na maaabot ko ang aking narating sa larangan ng pamamahayag. Sino nga ba ang makapagsasabi ng hinaharap ng isang tulad ko na nagsimula sa pamamahayag sa Bulacan noong 2000 sa pahayagang Malolos Times na nagbigay sa akin ng pagkakataon sa pamamagitan ng ni Ms. Toots Ople, ang bunsong anak ni dating Senador Blas F. Ople. Sa pagsisimula ko sa Malolos Times, isang mamamahayag sa Bulacan ang nagsabi sa akin, “Kindi ka magsu-survive sa Bulacan kung hindi ka manghihingi.” Ang tinutukoy niya ay ang panghihingi ng pera sa mga pulitiko, mga pulis at iba pang opisyal na kanilang nakapanayam. Natanim sa isip ko ang sinabing iyon, at ipinangako ko naman sa aking sarili na uunlad ako sa larangan ng pamamahayag sa Bulacan nang hindi umaasa sa ibibigay ng mga pulitiko at iba pang opisyal. Noon pa lamang 2000 ay nakita ko na ang kakulangan sa kakayahan ng isang mamamahayag ang isa sa mga dahilan kung bakit sila umaasa sa mga perang ibinbigay ng mga pulitiko sa opisyal. Naisip ko, kung patataasin ko ang antas ng aking kakayahan ay maraming pahayagan ang handang magbayad sa mga artikulong aking susulatin. Iyon nga ang ginawa ko.

Hamon ni Gob Willy: Wakasan natin ang hirap ng Bulakenyo

MALOLOS — Hinamon ni Gob. Wilhelmino “Willy” Sy Alvarado ang mga bumubuo sa Sangguniang Panglalawigan na bumalangkas at bumuo ng mga pamamaraan na magbibigay wakas sa pagdurusa ng mga Bulakenyo.
Inihayag ni Alvarado ang hamon na ito sa kanyang unang State of the Province Address (SOPA) kaugnay ng pasinayang pagpupulong ng Sangguniang Panglalawigan (SP) noong Hulyo 15. Ang SOPA ni Alvarado ay kanyang inihayag matapos ang unang dalawang linggo niya sa panunungkulan bilang ika-31 gobernador ng lalawigan. Inilahad ni Alvarado sa SOPA ang kanyang 10-point legislative agenda na tinugon naman ng pagsuporta ng mga bumubuo ng SP sa pangunguna ni Bise Gob. Daniel Fernando. Sa simula ng kanyang anim na pahinang SOPA, inilarawan ng gobernador na sa unang dalawang linggo niyang panunungkulan ay personal niyang nakita at nakaharap ang libong Bulakenyo. “Nakaharap ko ng personal ang mukha ng kahirapan, ng pagkabahala, ng kalungkutan, ng kasiphayuan at aking nakilala ang kakagyatan ng kanilang salaghating malaong kinimkim sa

Pagtalaga ng mga dating kawani ng Kapitolyo sa Malolos pinuna
MALOLOS — Pinabulaanan ng bagong alkalde ng lungsod na ito na isang “pagbabayad utang” ang kanyang pagtatalaga sa apat na dating kawani ng Kapitolyo bilang kawani ng pamahalaang panlungsod. Ito ay kaugnay ng maugong na usap-usapan sa Malolos, higit lalo ng mga kawani ng pamahalaang panglungsod, matapos magsimula sa panunungkulan bilang alkalde ng Malolos noong Hunyo 30 si Christian Natividad, na isang dating Bokal ng Unang Distrito ng Bulacan. “Wala akong utang; anong babayaran ko?” ani Natividad sa isang panayam sa programang Rommel Ramos Po na isinahimpapawid sa DWSS Radio noong Sabado ng umaga, Hulyo 17. Nilinaw din ni Natividad na ang mga dating kawani ng Kapitolyo na kanyang itinalaga sa city hall ng Malolos ay mga residente ng lungsod. Bukod dito, ipinaliwanag niya na hiniling niyang magtrabaho sa city hall ang mga ito dahil sa kanilang angking karanasan at kakayahan. “Kailangan ko ang kanilang kakayahan at karanasan sa pagsusulong ng programa ng Malolos,” ani Natividad na nagsilbing bokal ng Unang Distrito ng Bulacan mula 2007 hanggang 2010. Kabilang sa mga dating kawani ng Kapitolyo na ngayon ay nagsisipagtrabaho sa city hall ay sina Perlita Mendoza, dating Provincial Administrator, na ngayon ay nagsisilbi bilang hepe ng City Information Office (CIO) ng Malolos. Kasama ni Mendoza na lumipat sa city hall sina Mark Santos, Kim Quetua at isa pa na hindi pa natukoy ang pangalan. Hindi naman nakumbinsi ni Mayor Natividad ang mga residente ng Malolos lalo na ang mga kasapi ng iba’t ibang non-governmental organization (NGO). Isa sa kanilang binigyang pansin ay ang posisyon ni Mendoza na sinasabing taga-Bocaue, ngunit ayon kay Natividad ay nakatira na sa Malolos. “Wala na bang magaling na tao sa Malolos at tagaBocaue ang kinuha niyang CIO?” ang pula ng isang kasapi ng Rotary Club sa lunsod. Binigyan diin di niya at ng kanyang mga kasama na si Mendoza ay dating Provincial Administrator at hindi isang Information Officer. Una rito, nagpahayag ng pagkadismaya ang mga kawani ng city hall at mga kasapi ng NGO sa lungsod sa pagtatalaga diumano ni Mayor Natividad ng mga hindi taga-Malolos sa tungkulin. Binigyang diin nila na batay sa Charter ng Lungsod, dapat residente ng Malolos ang humawak ng matataas na posisyon sa pamahalaang panlungsod. Sa pagtatalaga ni Natividad ng mga bagong kawani, umugong ang usapan na “nagbabayad siya ng utang na loob” sa mga taong sumuporta sa kanya sa nagdaang halalan katulad ni dating Gob. Josie Dela Cruz. Matatandaan na si Natividad ay kumandidato at nagwaging bokal ng Unang Distrito ng Bulacan noong 2007 sa ilalim ng partidong Kabalikat ng Malayang Pilipino (Kampi) na noo’y pinangungunahan sa lalawigan ni dating Gob. Saan napunta ang P80-M pondo para sa mga ospital ng Bulacan?

Alvarado na kailangan nilang magdagdag ng mga nurse upang mapaliit ang malaking kakulangan sa pamantayang: isang nurse para sa bawat 20,000 mamamayan. Iginiit pa niya na magdadagdag din sila ng bilang ng mga duktor at mga laboratory technician sa mga pampublikong pagamutan sa lalawigan upang matugunan ang mga emergency case na isinusugod sa pagamutan lalo na kung gabi. — Dino

Aniya, “Hinahamon ko ang kagalang-galang na Sanggunian upang humabi at magbalangkas ng karagdagang mga pamamaraan upang magkasama-sama naming harapin, tugunan at wakasan ang pagdurusa ng taumbayan.” Kasunod nito inilatag niya ang kanyang 10-point legislative agenda na kinabibilangan ng mga programa para sa 1) edukasyon, 2) kalusugan, 3) kalikasan at kapaligiran, 4) kalinisan, 5) katahimikan at kaayusan, 6) pagpapaunlad sa pagsasaka, 7) pagbuo ng tanggapan para sa mga katutubong Dumagat, 8) pagpapaunlad sa kalakalan at pagkilala sa mga negosyanteng Muslim sa lalawigan, 9) pagpapaunlad sa programa para sa mga kabataan, at 10) pagbibigay ng pantay na pagkilala at pagtingin sa mga kababaihan. Namumukod tangi sa 10-point legislative agenda ni Alvarado ang hamon sa Sangguniang Panglalawigan na

bumuo at magpasa ng panlalawigang ordinansa para sa kalikasan at kapaligiran; para sa kalusugan at kalinisan; at para sa programa ng pagpapaunlad sa kakayahan ng mga kabataan. Bilang halimbawa sa pagtugon sa pangangailangan ng mga Bulakenyo, sinabi ni Alvarado na sa unang mga araw pa lamang niya bilang gobernador ay nagpalabas na siya ng executive order na nagpapatigil sa pagmimina at pagku-quarry sa iba’t ibang panig ng lalawigan. Bukod dito ay isa pang kautusan ang inilabas ni Alvarado para sa tamang pagsisinop ng basura at pagpapanatili ng kalinisan sa bawat bayan ng Bulacan. Nilinaw niya na ang dalawang nabanggit na executive order ay pansamantala lamang hanggat hindi pa nakakabuo ng kaugnay na ordinansa ang Sangguniang Panglalawigan. “Inaasahan ko na sa lalong madaling panahon ay makapagpasa ng isang masaklaw na environmental code ang ating Sanggunian na tutunghay din at magbibigay pansin sa lumalalang pagbabago ng kapaligiran dala ng pagpapalit ng klima, polusyon, at iba pang salot sa ating kapaligiran at kalikasan,” ani Alvarado. Nagpahayag naman ng suporta at pagkakaisa ang mga kasapi ng SP sa 10-point legislative agenda ni Alvarado. Isinatinig ito ni Bise Gob. Daniel Fernando matapos na isa-isang magpahayag ng pakikiisa ang mga kasapi ng Sangguniang Panglalawigan.

Pangako ng SP: Nagkakaisa at masayang Sanggunian
MALOLOS — Inaasahang magiging masaya, nagkakaisa at handang magbigay suporta sa gobernador ang mga halal na opisyal ng Sanggunian Panglalawigan (SP) ng Bulacan. Ito ay matapos ang kanilang isa-isang pahayag kaugnay ng katatapos na pasinayang pulong ng Sangguniang Panglalawigan noong Hulyo 15, kung kailan naging bisita nila si Gob. Wilhelmino Alvarado. Ang pahayag ng pakikiisa ng mga kasapi ng SP sa pangunguna ni Bise Gob. Daniel Fernando ay makahulugan dahil sa tatlo lamang sa mga ito ang kapartido ni Gob. Alvarado, samantalang 11 ang kapartido ni dating Gob. Joselito Mendoza. Bukod kay Fernando ang iba pang kapartido ng gobernador sa SP mula sa Lakas-Kampi-CMD ay sina Bokal Cheryl Therese “Ayee” Ople sa Unang Distrito at si Bokal Romeo Allan Robes sa Ika-4 Distrito. Saan napunta ang P80-M pondo para sa mga ospital ng Bulacan?
MALOLOS — Nagturuan ang mga opisyal ng Bulacan hinggil sa diumano’y anomalya sa pondo ng mga panlalawigang pagamutan na umaabot sa P80 milyon. Ang kalagayang ito ay nagsimula nang magtanong tungkol dito si Gob. Wilhelmino Sy Alvarado noong Huwebes, Hulyo 15, sa kanyang State of the Province Address (SOPA): “Saan napunta ang pera at saan napunta ang biniling hospital equipments?” Ayon kay dating Provincial Administrator Perlita Mendoza, imposibleng mawala ang nasabing pera at mga kagamitan sa mga ospital sa Bulacan dahil iyon ay inispeksyon pa ng Commission on Audit (COA) at tinanggap ng mga hepe ng ospital. “Paano magiging missing e nainspect pa ’yon ng COA at in-accept ng chief of hospitals,” ani Mendoza na ngayon ay nagsisilbing hepe ng City Information Office (CIO) ng Malolos. Nilinaw din niya na mayroong memorandum receipt (MR) ang mga nasabing kagamitan sa tanggapan ng General Services Office (GSO) ng Kapitolyo. Sa panig naman ni Dr. Joy Gomez, ang provincial public health officer ng Bulacan, sinabi niya na ang maaaring magbigay linaw sa nasabing usapin ay ang mga hepe ng mga pampublikong ospital sa Bulacan. Sinabi ni Gomez na bilang opisyal ng panglalawigang tanggapan para sa kalusugan ang kanyang responsibilidad ay nakatukoy lamang sa programang pangkalusugan at hindi sa operasyon ng mga pagamutan. Karapat-dapat ba si Mikey Arroyo?
MARAMING mamamayan ang nagulat nang pahintulutan ng Commission on Elections si dating Pampanga Rep. Mikey Arroyo na siyang kumatawan sa party-list na Ang Galing Pinoy na kumakatawan naman sa mga guardiya at tricycle driver. Ang mga Commissioner ng Second Division na nagpatibay ay sina Commissioner Nicodemus Ferrer, Lucenillo Tagle, Armand Velasco, maliban kay Elias Yusoph. Ang iba pang commissioner na hindi pumabor kay Mikey Arroyo ay sina Commissioner Gregorio Larrrazabal at Rene Sarmiento ng First Division na nagsabing ang pagboto ng yes ay parang betrayal of the party-list law. Hindi bumoto si Chairman Jose Melo na nagsabing mapanganib para sa Comelec na mag-issue ng dalawang komplikadong desisyon. Ang isa pang party-list na kabaligtaran ang desisyon ay ang Kasangga. Batay naman sa pahayag ni Renato Reyes ng Bagong Alyansang Makabayan (Bayan) ang ruling ng Comelec ay “utterly depicable and truly destroys the essence of the party-list system.” Sinabi rin ni Reyes na ang pagdating ni Arroyo sa pagbubukas ng Kongreso sa Hulyo 26 ay pag-insulto sa buong mamamayang Pilipino. Bakit kaya iba ang desisyon sa Kasangga at iba sa Ang Galing Pinoy, samantalang pareho namang milyonaryo sina Arroyo at Teodorico Haresco ng Kasangga? Dapat parehong hindi puwedeng maging party-list representative. Tuloy ang Barangay Election ITINAKDA na ng Commission on Elections ang darating na Halalang Pambarangay sa Oktubre 25. Kasabay din ng nasabing halalan ang halalan ng mga kabataan. Sa sarili kong palagay ay maraming barangay captain ang malamang na mapalitan sa kanilang puwesto, kung matutuloy ang itinakdang halalan. Ang dahilan, may mga barangay captain na hindi kaalyado ng mga mayor sa mga bayan sa lalawigan ng Bulacan. Marami sa kasalukuyang barangay captain ay medyo umabuso sa kanilang mga tungkulin ayon sa ilang mamamayan na aming nakausap. Sana’y matuloy na ang nasabing halalan nang mapalitan na ang mga umaabuso sa kanilang tungkulin na mga barangay captain. Kinakapos ng tubig MARAMING mamamayan sa Kalakhang Maynila ang nagsisipagreklamo dahil sa mahigit nang isang linggo silang walang maigiban ng malinis na tubig na maiinom. Ang dahilan ng ahensiya na nagsusupply ng tubig ay dahil kapos ang supply nito mula sa Angat Dam sa Bulacan. Ayon sa Manila Waterworks and Sewerage System o MWSS ang kakapusan ng tubig ay dahil sa kakulangan ng supply ng tubig mula sa nasabing dam. Ang hirap kasi sa MWSS ay sila lamang ang nakikinabang sa likas na yaman na nagmumula sa lalawigan ng Bulacan. Sta. Banana!

Cloud seeding sa Angat watershed sinimulan na
environmentalist sa Bulacan si Abogado Edwin Lacierda, ang tagapagsalita ng Malakanyang, hinggil sa pagkakamali nito sa pagbibigay ng pahayag hinggil sa kalagayan ng supply ng tubig sa Kalakhang Maynila. Na totoong siya nga ang babaeng nasa tape at pinatunayan ng “I’m sorry” na pag-aming inihayag mismo ni Aling Gloria sa telebisyon. Naging masidhi ang panawagan ng iba’t ibang sektor na bumaba na sa Malakanyang si GMA; ito’y sinundan ng malawakang protesta sa mga lansangan, nahusto ang sindak ni Aling Gloria at gusto nang magbitiw bilang Pangulo pero napagpayuhan siya nina dating Pangulong Fidel V Ramos at . Espiker Jose De Venecia, kapwa beterano ng rehimeng martial law ni Marcos. Sa legal na proseso o impeachment, inagapang suyuin, takutin, suhulan ni GMA ang matatakaw na buwayang tonggresista — upang ibasura agad ang impeachment complaint na isasampa laban sa kanya sa mababang kapulungan. Saka inilagay ni GMA sa hudikatura — Ombudsman, Sandiganbayan, Hukuman sa Paghahabol at Korte Suprema ang mga magagaling na abugadong marunong tumanaw ng utang na loob. Ito ang Demolition Team Gloria, na upang mapanatili sa poder si Pangulong Macapagal-Arroyo ay handang bumaluktot sa mga batas, sa nakatatag na mga patakaran at tradisyon, at magpalusot maging sa Konstitusyong pinanumpaan nilang ipagtatanggol. At upang manatili ang loyalty sa kanya ng bumubuo ng demolition team, hinayaan at kinunsinti ni Aling Gloria na mag-abuso ang mga ito, gumawa ng mga tiwali, makipag-kasundo sa maaanomalyang kontrato, mag-abuso — magpayaman sa masamang paraan at garapal na labagin ang mga batas at mga karapatang pantao. Ang resulta: laganap na kahirapan at kagutuman ng masa ng mamamayan, talamak na katiwalian sa lahat ng ahensiya ng gobyerno, pag-iral ng kultura ng pagsisinungaling, pandaraya, pag-iimbot at pagsasamantala. Dalawang kalamidad, likas at gawang-tao ang nagwasak sa slum area (Pilipinas). Pero higit sa mga bagyo, baha at pagguho ng lupa, ang pinsalang dulot ng Demolition Team Gloria ay pagkawasak sa kultura, tradisyon, nakatatag na paniwalang moral, at sa kaluluwa ng lahing Pilipino!

“WHERE are they?” That stark question, painted on top of the Redemptorist church’s bulletin board, jolted people as they filed in for Sunday mass. The wife and I studied the faded black-and-white photo of the smiling priest on a motorcycle on the church’s bulletin board. Newer photos, some in color, were of even more youthful faces. “They’re younger than our children,” she noted. The one day exhibit marked the 25th anniversary exhibit of Redemptorist Fr. Rudy Romano’s abduction in Cebu. Other “disappeared (desaparecidos)” were also remembered: activist Jonas Burgos, Benedictine deacon Carlos Tayag, U.P students Erlinda Cap. dapan and Concepcion Empeno, Levi Ybañez, among others. Under Marcos’ dictatorship, the Philippines “became a gulag of safe houses,” Amnesty International noted. “Members of the Armed Forces … were responsible for acts of unusual brutality.” Over 35,000 men and women were salvaged. “The evil that men do lives after them.” Years after the dictatorship collapsed, vulnerable mothers of the disappeared still scour morgues, hospitals, prisons looking for their children. Military camps stonewall with denials, despite the new writs of amparo and habeas data. As always, “the struggle of people against power is the struggle of memory against forgetting,” the Czech writer Milan Kundera wrote. Partly hidden from view by dirt, clay pots and ornamental plants, the marker in Cebu City reads: “Here marks the place where Fr. Rudy Romano, a Redemptorist father and human rights fighter, was abducted by armed men of the deposed Marcos regime on July 11, 1985.” “The day the marker was installed, 6,000 watched the reenactment of the priest’s abduction,” Lorenzo Ninal writes. “Occasionally, somebody stops by, says a short prayer and drives on. “But most of the time, the place is where jeepneys stop to pick up passengers.” Back in July 11, 1985, a white Ford Cortina, sporting a government license plate, blocked Fr. Romano. Armed men on two motorcycles, swerved in. They bundled the priest inside the car and sped away. There has been no trace of Fr. Romano since, like most of the “disappeared.” No one has been convicted. Filipino communists shrug aside pleas from relatives of victims in their pogroms. What does this all mean? “A nation in search of Father Rudy, is a nation in search of itself,” Mary Aileen Bacalso of the Asian Federation Against Disappearances wrote earlier. Over 1,716 similar cases, spanning five administrations … is a wounding reminder of our callousness. Yet, hope is resurging. At his first military command conference, President Benigno Aquino III, underscored respect for human rights. “With the new Aquino administration, there’s fresh hope that justice will be served and truth will finally come out,” Fr. Ricky Acero said. There had to be “closure” for the Redemptorist community to move on in their work among the poor.” Forgiveness, however, does not extinguish accountability. “Men

The more brains you use, the less material you need.” To which Susanna Centlivre adds: “Want is the mistress of invention.” Thorstein Veblen forwards: “Invention is the mother of necessity.” Unknowingly, Filipinos have made outstanding contribution in the field of science and technology. Alexander Graham Bell invented the mechanical telephone but it took a Filipino by the name of Camilo M. Tabalba to make the telephone electronic, leading to cheaper phones, lighter in weight, smaller, and adopted to a variety of needs. A pontoon bridge is a floating bridge used as early as 400 B.C. by Persian engineers to transport the invading armies of Xerxes across the rivers. However, it took a Filipino engineer — Alejandro Melchor — to critically analyze the different factors affecting a pontoon bridge and thus compute ahead of time the requirements for building a bridge. This knowledge was widely used during World War II military operations. Researchers cannot pin down the origin of yoyo and concluded that many people in many places probably independently invented it. The first picture evidence of a yoyo occurred on a Greek vase dated around 500 B.C. where a young Greek was depicted playing a yoyo. However, it was not until a Filipino — Pedro Flores — introduced to the world a different type of stringing the yoyo. Flores, who emigrated to the U.S. in 1920 — is credited with developing the spinning-type yoyo string allowing the yoyo to “sleep,” that is, rotate in place when the string has completely unrolled, before going back up. Post-disaster scenario
THE Church is slowly emerging from the grave of the screamingly scandalous cases of clerical sexual abuse of minors that exploded practically all over the world these past years and even up to now. This seems to be the thesis of a recently published book, “Pope Benedict XVI and the Sexual Abuse Crisis: Working for Reform and Renewal” (Our Sunday Visitor, 2010). Authors Matthew Bunson and Gregory Erlandson claim that the crisis has led the Church to make institutional reforms and initiate the process of spiritual renewal for priests and everyone. As to the practical aspect of the problem, the authors said the crisis made the Church more knowledgeable about the illness of pedophilia. They said that the 10-year experience of the American Church in dealing with this problem can now serve as a good model for other dioceses to follow. This is the good part of any problem we encounter in life. No matter how destructive, if handled well, such problem can occasion tremendous benefits for everyone. We seem to need darkness to get to the light. We seem to need to be dirty to value the beauty of cleanliness. We cannot escape the ways of sinfulness, but the paths of redemption are neither lacking. St. Paul said it much better: “Where the offense has abounded, grace has abounded yet more.” (Rom 5,20) Still, we cannot belittle the damage caused by this predicament. The authors described the injury in this way: “The Church has suffered a grievous wound in this sexual abuse crisis. Not only is it a humiliation and a blow to its reputation, but it has had to recognize that those who bore the greatest responsibility for the souls of others—priests, deacons, bishops, Church employees— had failed terribly.” Aggravating the situation is when the enemies of the Church take advantage of this crisis to harm the Church further, or even to destroy it. Cases like this have also come in abundance. The Pope is now leading the way to confront this problem, admittedly a long and painful process. He has instituted reforms that will more effectively tackle these cases as they come. He acknowledges that the problems of the Church do not come so much from outside as from inside. Again, we are made to realize that we can be our own worst enemy. We don’t have to look outside of the Church to find her most insidious enemies. The ones inside are more than enough. It’s in our blindness, our tendency to fall into spiritual lukewarmness, into hypocrisy and other spiritual anomalies that can evolve slowly but surely if not detected and treated promptly. The situation is akin to anybody’s health problem especially when he approaches old age. In spite of one’s care for his health, problems just come. These are problems that now require some paradigm shift in one’s life, or a lifestyle change.

THE United National Integrated Development Alliance (UNIDA) has consolidated four statistical methods into one development framework, now to be known as the UNIDA framework. The most fundamental method among the four is the Minimum Basic Needs (MBN) approach. This statistical method measures access to basic human needs such as health, education, livelihood, food, water, clothing, shelter, public safety, recreation, transportation and the environment. The Human Development Index (HDI) of the United Nations is a statistical method used to rank the level of human development among its member nations. The HDI has three dimensions, namely 1) life expectancy as a measure of health and longevity, 2) adult literacy as a measure of knowledge and education, and 3) economic prosperity as a measure of the standard of living, as indicated by the gross domestic product per capita. Looking at it another way, the HDI is a composite measure of how much access the residents of a country actually have to three basic services, namely 1) health, 2) education and 3) livelihood. Also looking at it another way, the HDI recognizes the three most critical problems of developing countries, namely 1) the mortality rate, 2), the illiteracy rate and 3) the poverty rate. In the interest of national development, I am advocating the full adoption of the HDI as a popular method of measuring access to the three basic services not only in the national level, but also in the local level, meaning the Local Government Units (LGUs). So far, the HDI method has not been used to measure local development, and we could have a breakthrough if we will become the first country to do it. The Millennium Development Goals (MDGs), also of the United Nations is a program aimed to achieve eight specific development goals on or before 2015, namely 1) eradicate extreme poverty and hunger, 2) achieve universal primary education, 3) promote gender equality and empower women, 4) reduce child mortality, 5) improve maternal health, 6) combat HIV/ AIDS, malaria and other diseases, 7) ensure environmental sustainability and 8) develop a global partnership for development. The Non-Economic Measures (NEMs) approach quantifies the initiatives of national governments to improve the standard of living in their own jurisdictions. NEM includes initiatives in 1) social investment, 2) environment, 3) taxation and (4) quality of life. The social investment component of the NEM approach includes 1) infrastructure, 2) education, 3) health, 4) water and 5) shelter. The environment component includes 1) pollution, 2) waste, 3) nature and 4) land use. The taxation component includes 1) tax compliance and 2) incentives. The quality of life component includes 1) material wealth, 2) mental state, 3) stress and 4) crime. For planning purposes, I believe that the MBN approach should be the centerpiece statistical method, because it encompasses all of the human needs that are also covered by the HDI, the MDGs and the NEMs. To be more specific, the

“AP-PLE…,” Jake was sweating profusely as he showed his Grade 1 pupils a reading exercise flash card. “Now, repeat after me…,” he patiently said. The children were quite restless in their rickety wooden benches. Jake could not help feel pity for them. “How could they even pay attention when four children were crammed into one seat? They were huddled together like a ball of sticky rice that had fallen to the ground and was smudged by grime all over.” “AP-PLE!” The kids repeated aloud together. Jake looked at his watch. He had been drilling them for nearly an hour. “What was all of this achieving?” He had volunteered for an activity called “Read to Lead” which sought to compensate in some way children’s reading skills. He was moved by the lamentable state of children’s reading skills. “One who didn’t know how to read, was like being born blind. One will not be able to see many of life’s beautiful realities and possibilities.” “BA-BY…,” he showed them another flash card. “BA-BY…,” the pupils repeated. Somewhere outside the school, someone started hitting a rusty water pipe hanging from an old Jackfruit tree. It bellowed a low clanging sound that signaled recess time and the end of the section’s reading class. As Jake left the room, he bumped into Mark who was going to also teach reading but in another section. “Hey, dude, how was the class?” Mark asked. “Pretty, slow, Mark,” Jake said in a dissatisfied tone. “And you?” “Guess, we’re in the same boat,” Mark shrugged his shoulders. “I mean, these kids are so deprived of good education. We’re trying to teach them to read because it will give them an edge and hopefully allow them to lead in the future.” “But without proper teaching means, without good teachers and not to mention how they’re exposed overtime to media and gadgets that deteriorate their reading and writing skills. They don’t even hear English since most shows are dubbed in the vernacular. MBN approach covers health, education and livelihood which are all within the scope of the HDI. Still in reference to the MBN approach, the following MDGs are health related: reduce child mortality, improve maternal health, and combat HIV/ AIDS, malaria and other diseases. The achievement of universal primary education is of course education related, and the eradication of extreme poverty and hunger is livelihood related. Ensuring environmental sustainability is of course environment related. The last MDG might appear to be unrelated to all the other basic need, but we could actually say that developing a global partnership for development could be the basis for the acquisition of more resources from international sources, in support of the MBN approach. MBNs such as food, water, clothing and the environment could be considered as basic services that are directly related to the health dimension, as defined in the HDI. MBNs such as shelter and transportation could be considered as basic services that are directly related to the livelihood dimension, also as defined in the HDI. In the past, many shelter development projects have failed because of the lack of access to transportation and livelihood. It is interesting to note that in the social investment component of the NEMs, shelter is described as an objective to provide affordable and accessible housing to meet the needs of those who are in search of homes and employment. A culture of impunity — where traitor, abductor or torturer goes free — does not emerge full-blown over night. That’s precisely the point of Let the Stones Cry Out. Published by the Protestant National Council of Churches here, this 83-page report documents 836 politically motivated killings since 2001. This refers to the verified petition of Melanie Salas Nacuspag for the correction of entry in her certificate of live birth as registered in the Local Civil Registrar of Bulacan, Bulacan. In her petition, petitioner alleged was born on October 18, 1981, at Bambang, Bulacan, Bulacan. Her mother is Josefina Garces Salas and her biological father is Benjamin Nacuspag. Petitioner was born out of wedlock and from the very start she has neither received any form of support nor parental from her deceased biological father and it was only her mother who provided for her needs. By some confusion, an erroneous entry was made on her certificate of live birth by stating that

a marriage was contracted by her mother and her biological father on December 19, 1975 but the truth and in fact no marriage took place between her mother and her biological father in her certificate of live birth, the surname of the biological father of the petitioner was used as her surname despite the fact that she was born out of wedlock and that being the case, petitioner is an illegitimate child and hence she must use her mother’s surname which is Salas. Moreover, petitioner alleged that she was neither acknowledged nor recognized as child by her biological father. Petitioner further alleged that the name of her mother was erroneously written in her certificate of live birth as Josephine Farces Salas when her true and correct name is Josephine Garces Salas when her true and correct name is Josefina Garces Salas. In order to avoid confusion and to put in proper order the certificate of live birth of the petitioner she is now seeking for the correction of her name from Melanie Garces Salas Nacuspag t MELANIE GARCES SALAS; to cancel the entry under Entry No. 24 in her certificate of live birth and to correct the name of her mother from Josephine Garces Salas to JOSEFINA GARCES SALAS. WHEREFORE, finding the petition suffering in from and substance the same is hereby set for hearing on August 31, 2010 at 8:30 a.m. and all persons interested are hereby directed to appear and show cause why said petition should not be granted. Let a copy of this Order be published once a week for three consecutive weeks in a newspaper of general circulation in Bulacan and at the expense of the petitioner. Likewise, let a copy of this Order be posted in conspicuous places at the Municipality Hall of Bulacan, Bulacan. Furnish copy of this Order the Office of the Solicitor General, National Statistics Office, Local Civil Registry Office of Bulacan, Bulacan, petitioner and counsel. SO ORDERED.
