1. Introduction

1.1 Background
This specification has been significantly reduced in contents. The guidance elements are
superseded by the new Shell EP Guideline on Process Safeguarding. The scope of this
specification is therefore limited to the mandatory requirements, which are mostly defined
in external standards and Shell Design Engineering Practices (DEPs).

1.2 Purpose
The purpose of this specification is to ensure that the PDO Process Safeguarding Systems
are designed in a safe, cost effective and consistent manner.

1.3 Changes to the Specification


The designer of PDO facilities is responsible for complying with this specification. The user
shall obtain written approval from the CFDH Process Engineering for any deviation from
this specification.

1.4 Review & Improvement


This document is approved by the CFDH Process Engineering and endorsed by the
Functional Engineering and Operations Director (UEOD). It will be reviewed and
updated once every 3 years.

1.5 Scope
This specification gives the minimum requirements for the design of Process Safeguarding
Systems applicable to all new surface facilities in PDO.

This guideline is not applicable retrospectively, but may be used as a basis for reviewing the
integrity of existing facilities. The review of design integrity of existing facilities is
addressed in procedure PR-1232.

2. Process Safeguarding Specification

2.1 General
The design of Process Safeguarding systems shall comply with the mandatory requirements
defined in the related business control documents, listed in section 3 of this specification.

2.2 Overpressure protection


It is worth highlighting the overpressure protection criteria defined in API RP 521,
paragraph 2.2: The practices evaluated in this section should be used in conjunction with
sound engineering judgment and with full consideration of federal state and local rules
and regulations. In addition, some relieving scenarios require the installation of high-
integrity protective instrument systems to prevent overpressure and/or over-temperature. If
this approach is used, the protective instrument system shall be at least as reliable as a
pressure-relief device system, and shall be used only when the use of pressure relief devices
is impractical.
