Best Regards,
Naushad,
Your proposal to use the sleeper foundations as-is, based on the additional (spare) test results and explanation
below is acceptable.
If theres any open NCR for this, please go ahead and close it with the this email as attachment.

Please be informed that, compressive strength test for the batch of concrete for DS-7 Sleeper Foundation had
been performed at site. And the 7 days results are within the required limit while 28 days test results are below
the required limit (the test results for 7 days and 28 days has been attached for your reference).
Now CPECC investigated and found that there may be various possible cause of this failure i.e., improper
compaction of concrete in the test cube, improper curing of the test cube, improper handling etc. However,
CPECC again completed the strength test of the left out test cube after 32 days and back calculated the strength
of 28 days and values are very near to the required 28 days strength( i.e., 35 MPa).
CPECC requests EMIL to accept the test results and allow to proceed for further construction based on the
following clarification:
1) In reference to clause 1.6.4.2.e of ACI 301( If a specimen in a test shows evidence of improper
sampling, molding, or testing, discard the specimen and consider the strength of the remaining cylinder
or cylinders to be the test result. If all specimens in a test show defects, discard the entire test) CPECC
requests to reject the initial 28 days test and accept the test results conducted on the balance test sample
i.e., test conducted on 32nd day.
2) The average of the 3 test results for 28 days (back calculated from 32 days result) is
33.25+34.79+32.9=33.65MPa<35MPa and the min. of the 3 test result is 32.9 >31.55(35MPa -
3.45MPa). As per clause 5.6.3.3 of ACI 318M (a) Every arithmetic average of any three consecutive
strength tests (see 5.6.2.4) equals or exceeds fc (b) No strength test falls below fc by more than 500
psi(3.45MPa) when fc is 35 MPa or less.CPECC request EMIL to accept the average strength of
33.65MPa as against 35MPa since the sleeper foundation has been designed for 30MPa(24MPa
cylindrical strength, calculation sheet is attached for reference.
3) Since the type V cement has been used and the outer surface of all the foundations are coated with
coal tar epoxy which provilj\clvlsdndes additional protection to concrete , CPECC request EMIL to
accept the average strength of 33.65MPa as against 35MPa which is required for the durability
consideration for the sulfate exposure.
