This handbook is a guide for everyone working in the


Intecsa/Dragados Gulf, POM Project.
Inline with our Health and Safety Management
system, our aim is for everyone to fly home safely,
back to their families, after the completion of this
project. In according with existing Saudi labour law
and Intecsa/Dragados IBN SINA requirements, every
one working in this project is required to follow and
observe the safety and regulations. It is our business
to build the plant incident and injury free.
Keep this handbook to discuss safety with your
friends and family. Together we can achieve an
incident free project.

Training information

Whenever a new employee


enters into the yard , and
before perform any job, you
are given a training host where
you are passed the rules of the
site and distributed this
manual. ,

There are other special activities that also require


specific safety training such as:

Each worker must have training specific safety by
your company and Dragados for the activities that
will be carried out in the project .

In the Bulletin Board and in other strategic


locations will be posted the schedules for future
training, bulletin HSE and other relevant
information in terms of Safety, Health and
Environment.

Access to people , vehicles and machinery is
subject to the grant of authorization by the
Intecsa/Dragados Gulf and IBN SINA.

Incidents and Accidents


It is mandatory to report all Incidents and
Environmental Accidents that occur in the work
area immediately and is according to the following

system, so that we can immediately begin
investigation of the incident/accident and take the
appropriate corrective measures .

A reporting of Incidents is extremely important


because it allows you to take appropriate actions to
prevent their future recurrence
and a possible accident.

Every worker who suffers an injury at work should
report at the clinic .

Actions to be taken in case of Emergency by all


personnel.

Raise the alarm.



Keep calm and stop
work.

Shutdown the
equipment.

Establish wind direction and proceed to the
neareset muster point.

Do not take personnel belongings.

Help visitors if possible wait for further
instructions.

If emergency team says Go to the ASSEMBLY

Re-enter work area when all clear alarm is
sounded or permission given by the

Fire

Must not block access to fire fighting equipment


;
It is PROHIBITTED to manipulate equipment with
out specific authorization;

For Hot Work in the project area, there must be
an assigned fire watch men.

Maintain good housekeeping, prevent
accumulation of trash.

Even if workers are not affected, fire


incidents are considered and should
be reported following the
communication system explained above.

Fire fighting equipments are


available in the site like
extinguishers and fire points in
the project are equipped with
necessary initial fire fighting equipments for
immediate use in case of fire.

Permit To Work (PTW)
A work permit is necessery to carry out any activity
inside the project.

PTW shall properly displayed in the work site.

PTW shall filled completely , specifies and describes


in detail about precautions , and measures to be
considered for the proper execution of the work
activities. ,

General safety rules


Access to work is only allowed workers
equipped with the required PPE.

It is forbidden to use mobile phones with
camera inside the project.

No use of drugs without doctors


recomentation or work under the infuance of

Photography is strictly prohibitted without

The order and cleanliness of the workplace is


essential to eliminate or decrease the number of
accidents ,

The following principles should be followed:

clean and tidy all times.

All work areas must be free of
obstacles,projections or spills or any unwanted
materials ,

All waste must be seggregated and stored in
designated areas/skip.

All work platform shall kept free of loose
materials
Cables and hoses shall kept in a way that will not
block access or as a tripping hazard

Do not allow waste to
accumulate;

All materials and
equipment must be
packed securely and
stored in appropriate containers;

Machines and tools should be cleaned at the end
of each workday.

Access and Egress

and protect against fall from height or at same
level, allowing the employee for a free movement
and rapid evacuation in case
of emergency.

Lifelines

Horizontal lifelines shall be designed, install as a

Scaffolding

applicable regulations and standards

Certified scaffold supervisor shall


inspect scaffolding after erection
and in case of any modification and
tagged.

Scaffolding tag shall affixed to each scaffold access.

All scaffolders shall attend internal qualification
program by Dragados prior to start of work in POM

Designs for scaffolding over a height of 12 meters


height shall be prepared and approved by qualified

Before erection/dismantling of
scaffold the area must be barricaded

Extra precautions shall be taken


against fall of objects during raising
and lowering process of scaffold materials

Scaffold compnents shall be inspected physically


before use. All damaged/worn-out/corroded
components shall be discarded and replaced.

A guardrail system consists of toprail, midrail and


toeboard shall be installed along all open sides and
ends of platform.

between the platform and upright not more than

Mechanical Elevated Work Platform


(MEWP)
Only autorized and trained

It is mandatory to use full body harness and


lanyards should attach to the proper anchorage
point on the basket by the personnel who use
ariel lift.

Tying to a adjuscent pole, structure, or equipment


while working from an ariel lift is prohibitted.

stand firmly on floor, and
shall not sit or climb out
while working.

operate and make sure that
the lift controls are working

using an areil lift on an inclined surface.

Articulating boom and extendable boom platforms


are primarily designed as personnel carriers, and
shall not be used for any other purposes.

Hot works
All personnel involved in hot work in Pom Project
must be qualified, and must attend specific training
by Intecsa/Dragados Gulf. Pom

In addition the following

Inspect all tools and


equipment prior to use.

Make sure that proper


work permit is available
for your work.

Area must be free of combustible materials.


Provide proper
containment of spark.

Fire watcher with fire


fighting equipment

Wear appropriate PPE while working.

Keep gas cylinders away from spark and splatter,


must be in vertical upright position (cart) and it
must be chained.

All compressed gas cylinders shall be clarly


marked stating its
content.

Oxygen and
acetelyne cylinders
shall store seperate
(6 mtr). Anti-flash back arrestors and check valve

Compressed gas cylinders can be only hoisted in


engineered designed cages/cradils and shall not
to be hoisted with

tampered with. ,

Leaking or defective compress gas cylinders shall


not be used and should remove from the site.

The work areas where compressed gas cylinders


are being used shall be well ventilated.

Excavation

Appropriate work petmit shall be obtained prior to


start of the work.

Location of underground services

Excavation deeper than 1.2 meter


is considered as confined space.

protected by sloping, benching or shoring.

be prohibited for unauthorized persons.

Electrical Lock-out Tag-out system shall be used


when working on/or near electrical equipment.

Entry to High voltage rooms and substation are


restricted.

Always use appropriate ppe while working with

Lock-Out and Tag-Out (LOTO)

All live parts to which an employee may be exposed


shall be de-energized and locked and tagged out
before the employee work on/or near to them.

An approved copy of work permit (PTW) shall be


displayed at the work location .

Lock-out Tag-out is performed to prevent

unexpected start up or release of stored or residual
energy that can cause injury to worker or damage to

Only Autorized personnels are allowed to perform


lock-out and Tag-out.

Unauthorized removal of a lock or danger tag shall


be considered as a serious breach of HSE regulations
and the employee(s) or person(s) found to have
removed anothers lock and/or Tag shall be

Working in Confined Spaces


A confined space is any enclosure having a limited


opening for entry and exit, unfavorable natural
ventilation which could contain or produce
dangerous air contaminants, presents serious
hazards to occupants.

Confined spaces include, but not limited to, storage
tanks, process vessels, ventilation and exhaust
duct, manholes, Pits, sewerlines, trenches, tunnels,
excavation deeper than 1.2 meters in depth.

It is forbidden to enter in a confined space with
out valid work permit.

Work permit shall displayed at the entrance of the


confined space

Access to confined space without permission is


prohibitted. Those who attend specific training
from Dragados can only enter in to any confined
space in POM Project.
POM Dragados

Confined Spaces shall be identified and sign boards


shall be posted at all entry points of the confined
space,

It is mandatory to provide
sufficient illumination and
ventilation inside the
confined space.

Confined space entry attendent (stand by man)


shall be continuously present at the confined space
entry. He should have a communication equipment
to seek assistance incase help is needed .

Entry attendent shall maintain entry log.and all personnel
enter and exit from the space shall log in the log
book.

Gas testing shall be conducted to ensure that


environmental conditions and that employees will
not be exposed to harmful concentrations of toxic
substances or oxygen deficient atmospheres.

Use appropriate PPE while entering/working inside


the confined space.

All electrical equipment used inside the confined


spaces shall be properly insulated and grounded
with approved ground-fault circuit interrupters
(GFCI) for personnel protection.

Pressure testing (Hydrostatic/Pneumatic)

Work Permit shall obtain before conducting any


pressure testing in POM Project.

Prior to commencing testing operations, reponsible


persons shall inspect test heads to confirm that all

components are in good condition and meet with

only allowed in testing

Do not enter or otherwise be present at a pressure


testing event unless you are a part of the testing
team. ,

Warning signs such as DANGER-HIGH PRESSURE


TESTING IN PROGRESS shall posted at the work

Wear appropriate PPE for the task being


performed.
Inform all personnel of assignments,
responsibilities and test requirements.

Manual Handling
Use mechanical aid whenever possible to avoid
manual handling.
Employee selection in work assignments should be
matched to the job in terms of knowledge and
physical abilities.

Objects over 23 kilograms (50.7 pounds) should be


handled by two or more employees depending up
on the shape of the object. 23 (50.7 )

All containers should be examined for identification


and special handling precations.

Cranes shall be positioned in firm level surface with
fully extended outriggers with sand pads and steel
plates.

The lifting radius shall barricaded and signs posted
in such a manner as to prevent being struck or
crushed. ,

Loads lifted by crane shall always under the


direction and signals form a trained rigger.

Radio communication shall be established with


rigger and crane operator if visible contact is not
possible.

fully retracted and hook blocks must secured from
swinging while travel.

Radiography
All radiography work to be carried
out on the project shall be in
accordance with the Radiography
Permit.

Radiography permit with plot plan and radiogrphy
notification shall be submitted 12 hours prior to
work.

Barricades, signboards and lights shall installed at a


safe distance from the source according to the plot
plan (verify safe distance using survey monitor).

All unauthorized personnel shall be removed from


the radiography area prior to start the activity.

All phases of radiography both gamma and x-ray


shall be performed by autorized personnel only.

Ensure that all radiographic exposure devices,


storage containers,and radiation sources are kept
locked and physically secured when not in use.

Radiography should be take place during lunch


break or after normal working hours to eliminate
potential of accidental exposure.

Hazardous materials

type of chemicals/hazardous materials in the

chemical/Hazardous materials without relevent
material safety data sheet (MSDS)
containing identification of
material, composition, handling,
storageand disposal, PPE to be
used and emergency measures.

Storing of chemicals and hazardous materials


shall be in designated well ventilated areas with
proper signages in minimum quantity.

Personnel who all are dealing with hazardous

chemicals or hazardous materials, regardless of
the quantities, shall be properly identified and

Chemicals and hazardous materials shall be stored


in approved containers only.

WASTE
Follow the procedures and
standards in MSDS while
handling waste materials.

waste and hazards related.
Focus on reduce,reuse,recycle

Actions that can lead to fatality or any actions that can lead to a immenent
dangerous situation,the employee will be suspented for working in the
