1) To whom is this manual intended


This manual is intended for all those who use ComAp paralleling controllers and need to achieve the
compliance with the BDEW Richtlinien requirements. This means mainly for the gen-set system
designers, commissioning engineers and archive designers.

2) Aim of this document


Aim of this document is to provide the comprehensive information about ComAp paralleling controllers
specified in Section 3) and how these controllers shall be adjusted to be in conformance with the
BDEW Richtlinien requirements.

The document describes:


Controllers (hardware and firmware) which are in conformance to the BDEW
Richtlinien (Section 3)
the BDEW requirements (Section 4)
possible connection examples of the gen-set to the middle voltage network according
to the BDEW (Section 5))
BDEW related adjustment in the software (Section 6)
How the controller shall be adjusted to comply with the BDEW requirements
(Section 6)

4) BDEW Richtlinien requirements


In this section, there will be described the requirements of the BDEW Richtlinien, which concerns the
gen-set controller and the network protection relay. This chapter does neither handle all the BDEW
requirements nor quote them fully. For full wording please check the norm directly.

The BDEW Richtlinien requirements, which concern the gen-set controller and corresponding network
protection relay, are following:

a. Network support
The network support can be required both static one (during the normal network operations)
and dynamic one (during the voltage drops to avoid the unintentional disconnection from the
network).
In case of the dynamic network support, the gen-set must be able
Not to disconnect from the network in case of network fault
To support the network voltage during a network fault by feeding a reactive current
into the network
Not to extract from the medium-voltage network after fault clearance more inductive
reactive power than prior to the occurrence of the fault

The norm specifies 2 types of installations


Type-1 installations, which are those, where a synchronous generator is directly
connected to the network
Type-2 installations, which are all the rest

For Type-1 installation, the requirement is, that in the network voltage drop above the values
shown by the red border line on the below graph, the plant cannot disconnect from the
network.

In case the network voltage in any phase is below the border line, the plant can be
disconnected from the network.

For Type-2 installations the curve is different and can be found in the norm.

b. Active power output


The norm requires possibility to operate the generating plant at reduced power, and network
operator may require temporary limitation of the generator power in specific conditions.
The power reduction must be available in steps

All generating plants while in operation have to reduce their power at the network
frequency 50.20Hz with gradient of 40% of generators instantaneously available
capacity per Hz

The generated power can be only increase after the network frequency drops
to 50.05Hz or below to this.

c. Reactive power
It shall be possible to operate the plant in its any operating point with at least a
reactive power corresponding to a active factor at the network connection point of:
cos = 0.95underexcited up to 0.95overexcited

The setting value of the reactive power shall be adjustable remotely and the setting
value can be either
o Fixed active factor cos
o Active factor cos (P) the actual generating plant active power value drives
the actual required cos

Generating plant shall be included into the network operator remote control scheme. It
shall be possible to e.g. control of circuit breaker, limitation of active power production,
provide required information (values) to the operator

Protective disconnection devices are installed at the transfer point and / or at the generating unit.
The and / or is specified by the network operator.

The network operator may require different setting values for protection devices

The required protections and point where these shall be measured are shown in the Annex C of
the norm.

f. Short-circuit protection
Generating plant connected through a circuit breaker shall be equipped at least with over-current
time protection as short-circuit protection

g. Connection conditions and synchronization


In case of reconnection to the network after tripping of a protective disconnection device, the
increase in active power supplied to the network must not exceed a gradient of maximally 10% of
the agreed active connection power PAV per minute.

The BDEW Richtlinien document states in the Annex C the following examples of generating plant
(e.g. gen-set) to the middle voltage network.

The protections, marked with ** means, that these protections may be required upon request of the
network operator. Based on the fact, at which point this protection shall be measured, the respective
protection device shall be used:
At the point of transfer switch in such a case another protection relay shall be used, e.g.
ComAp InteliPro
At the point of the generating unit such a protection is part of the gen-set controller and is
independent on the gen-set controller control functions.

The Connection examples in the BDEW document do not mention a connection topology, in which
more gen-sets can be connected together and the plant itself can operate in the isolated mode from
the network. However we have not found such a possibility mentioned we believe this topology is
possible and could be required. In such a case:
use your standard genset firmware with MINT archive for each gen-set controller and
InteliMains (IM-NT-BB or IM-NTC-BB) unit with special firmware IM-NT-VDE 1.1 or higher for
control of the MCB

ComAp does not guarantee, that this option is actually allowed by the BDEW (as this option is not
mentioned in the BDEW document) and the generating plant designer shall check this with the
certification authority prior to using this option.

6) BDEW requirements addressed in the controller


a. Network support
There is possibility to create user sensor curve in firmware. Curve creates border between values
(Mains Voltage drop level and duration of drop) which are acceptable generator will not be
disconnected from network and which are not acceptable and generator will be disconnected from the
network. Shape of curve can be created via setting of coordinates for definition points.

When creating user sensor curve, be aware that curve continues out of border you have set as highest
and lowest value on x (horizontal) axe keeping the same angle as in previous part. So if value on Y
(vertical) axe should be constant in area outside picture, always create at beginning and end of table
two points with the same value on Converted column.

And this setting will create curve as follows

Result is that if Mains Voltage drops to 30% of nominal for time shorter than 150ms, generator will not
disconnect. However, if Mains Voltage drops to 68% of nominal for time longer than 150ms, generator
will be disconnected from the network.

Keep in the mind, that HW configuration and name of curve has to be exact MVProtect and resolution
has to be 1. If not, user curve will not be used and setpoints Mains protect:
Mains<V MP and Mains<<V MP with delay Mains <V del and Mains <<V del will be used as limits for
disconnection from the network.

Testing of the function


To check the tripping times of the adjusted curve, use the xLBO: CB OFF coil or xCB UV coil. These
outputs are dedicated for fast decoupling of the generating set from the network. Depending on the
SPI or SPtM archive, the xCB represents either GCB or MCB breaker.

Testing can be an issue, especially in cases when the voltage cannot be changed. In such cases the
simulation on demo kits like Starter kit is very useful.

Be aware, that output xCB ON coil or xCB UV coil is the sum of all conditions Voltage and
frequency. So during Voltage test frequency has to be within frequency limits.

b. Active Power Output, Power limitation in steps


There are four LBI which can be used for reduction of Power. Reduction levels are written in user
sensor curve named PWRGENMNGM. Example of curve is as follows

Limit in Row No. 1 is in place when NO LBI is active, Limit in Row No. 2 is in place when LBI
LoadReduct 1 is active etc.

LBI LoadReduct 1 to 4 has to be linked to physical binary input where indication from network operator
is available.

If more LBI is active at one time, lower limit for Power is used. If the generator protection: Gener
protect: MinPowerPtm is configured, it has higher priority than Power Limitation from LBI Loadreduct.
This means, that in case the MinPowerPtm is set to 50% and one of the Load reduction inputs will ask
for reduction of the load to 20% (generally anything below 50%) the gen-set will be never loaded
below the 50% (generally will be never loaded below: Min power PtM) in network parallel operation.

Power limits are percentage of Nominal Power of generator.


Keep in the mind, that HW configuration and name of curve has to be exact PWRGENMNGM and
resolution has to be 1. Also all LBI: LoadReduct has to be configured. If not, this function will not work.

Test of this function is quite easy. After configuration activate one of LBI while generator is in paralel
and see Active Power reduction. Real Active Power will change according Load Ramp, immediate
reaction can be seen in value: Sync/Load ctrl: ActPwrReq.

c. Active Power Output, Power limitation based on Mains


frequency
There is a possibility to create user sensor curve in firmware. Then if Mains frequency cross 50.20Hz,
actual active Power is stored to value Pm, and requested active power is calculated from Pm and
actual mains frequency.

When frequency increases, Active power is decreased according curve, using Load ramp. When
frequency decreases, Power Limitation remains in place, so active power is not increased. This
limitation remains active until frequency reaches 50.05Hz or drops below this value.

When limitation is not active (f Mains<=50.05Hz), Active power can be increased over Pm value, but with
Slow Load Ramp rate of change only. Parameter: Sync/Load ctrl: Slow Load ramp has to be set to
600s to be compliant with norm.

Keep in the mind, that HW configuration and name of curve has to be exact PWROVRF and resolution
has to be 1. Otherwise this function will not work.

This function can be tested using voltage source with regulated frequency. Then generator has to be
in parallel and has to produce some active power. When frequency is changed value: Sync/Load Ctrl:
Pm and Sycn/Load Ctrl: ActPwrReq can be observed. Record of data using Winscope sw is highly
recommended.

d. Reactive Power Output, fixed active factor cos


This function is activated by setting setpoint: Process control: Pf Ctrl Ptm to BASEPF.
Then requested PF has to be set to setpoint Process control: Base PF.

Testing of PF change can be observed while generator is in parallel operation with network and
produces reasonable active power. Because PF can be unstable and influenced by load, better way is
to observe value 13169 in WinScope sw. This is the request for reactive power Q which controls PF
regulator. Even we would like to control PF, this PF is actually controlled by amount of produced
reactive power Q. So observing value 13169 is not influenced by other conditions and just request can
be checked.

e. Reactive Power Output, Active factor cos (P)


There is a user sensor curve in firmware, named COSPHIP, this curve is used to create relation
between Active power and PF. Curve looks like on the following picture:

HW configuration and name of curve has to be exact COSPHIP and resolution has to be 0.01.
Setpoint PF ctrl PtM has to be set to PF(P) value. Otherwise this function will not work and BASEPF
value is used for PF control.

Note: PF is limited to be in the range 0.65L and 0.8C it means value 0.65 and 1.2 in the curve
setting.

First step of testing can be just observing value PF(P) Curve, where is just output from curve. It is
convenient to check that curve is formally correct and output is in expected value. Value PF(P) Curve
is alive when generator is in parallel to network only.
As next step of testing, active PF can be observed while generator is in parallel operation with network
and active power is changed. (changing parameter: Process control: BaseLoad for example).
Because PF can be unstable and influenced by load, better way is to observe value under
communication object number: 13169 using WinScope sw. This is the request for Q which controls PF
regulator. Even we would like to control PF, this PF is actually controlled by amount of produced
reactive power Q.. So observing value under c.o. number 13169 is not influenced by other conditions

f. Reactive power, fixed reactive power


Fixed level of reactive power can be reached by setting setpoint: Process control: PF ctrl PtM to
BASEQ.
Requested value has to be set in setpoint Process control: Base Q.
Note: PF is limited to be in the range 0.65L and 0.8C.

For testing, reactive power can be observed while generator is in parallel and parameter Base Q is
changed. Because reactive power can be unstable and influenced by load, better way is to observe
value 13169 in WinScope sw. This is the request for Q which controls PF regulator. So observing
value 13169 is not influenced by other conditions and just request can be checked.

g. Reactive power, Reactive power/voltage characteristic Q(U)


There is a user sensor curve in firmware COSPHIP, this curve is used to create relation between
Active power and PF. Curve looks like this

When creating user sensor curve, be aware that curve continues out of border you have set as highest
and lowest value on x (horizontal) axe keeping the same angle as in previous part. So if value on Y
(vertical) axe should be constant in area outside picture, always create at beginning and end of table
two points with the same value on Converted column.

Process control: PF ctrl Ptm setpoint has to be set to Q(U) option and Process control: Samax
setpoint has to be set ot Maximum Aparent power of generator.

Values between points are linearized, so whole curve is as follows

Otherwise this function will not work and Base Q value is used for Q control.

Mains Voltage to be used as value for x axe in the diagram is either voltage on terminals Mains
Voltage and nominal value is in this case Basic settings: MainsNomV parameter or could be voltage
on Logical Analog input MainsMidVolt. To that LAI real value from analogue input or from
communication has to be linked to activate this function. In this case nominal value is in setpoint
MainsNomMidV in Basic setting.
Typical usage is that voltage on Middle voltage site of installation is measured via InteliPro protection
unit and value is sent through CAN2 communication to the controller. (As SH I/O Analog output on
Intelipro) Inside a controller value from communication (in SHAIN) is linked to Logical Analog input
MainsMidVolt.

For testing purpose there is value Sync/Load ctrl: QUCurve in which output from curve is available. It
is convenient to check that curve is formally correct and output is in expected value. Value QUCurve is
alive when generator is in parallel to network only.

As next step of testing, Reactive Power Q can be observed while generator is in parallel and mains
voltage is changed. Because Q can be unstable and influenced by load, better way is to observe value
13169 in WinScope sw. This is the request for Q which controls voltage regulator. So observing value
13169 is not influenced by other conditions and just request can be checked. This request in value
13169 is limited to keep PF within limits 0.65L and 0.8C, so when value is not in accordance with
expectation, check those limits.

Logical Analog input MainsMidVolt can be used to simulate changes on mains voltage. For that
purpose create PLC sheet with PLC setpoint which can simulate mains value and connect it to LAI
MainsMidVolt. Example of PLC sheet is there.

Then by changing value in PLC Setpoint 1 and observing value QUCurve you can easily test this
function.

h. Remote control
The BDEW Richtlinien require, that the plant shall be remote controllable. This requirement can be
achieved by several techniques:

Remote control over availabe communication protocols
