Handling

1 Activating and testing Advanced Multilayer

Handling
The parameters AMH lower load threshold (ALT) and AMH upper load
threshold (AUT) can be defined both on BSC and BTS level. The BSC uses the BSC
radio network object parameters, unless it has been configured to use the BTS param-
eters instead. The default value of the BTS radio network object parameter is N (not
used). If the parameter has the value N, then the BSC radio network object parameters
are used in the BSC.
For a description of Advanced Multilayer Handling (AMH), see Advanced Multilayer
Handling.
For deactivation instructions, see Deactivating and testing Advanced Multilayer Han-
dling.

1.1 Activating Advanced Multilayer Handling

Steps

1 Activate Advanced Multilayer Handling (WOC).

ZWOC:10,53,FF;
The activation becomes effective during the next 16 minutes.

2 Set the BSC parameters.

You can use the default values.

g The Advanced Multilayer Handling (AMH) software products are not working yet at this
stage. Set the different AMH software products one by one by using the handover
parameters for AMH as described below.

3 Set the following handover parameters to state YES.

AMH TRHO pbgt margin (ATPM) (BSC-initiated TRHO)
AMH traffic control IUO (ATCI) (IUO load control)
AMH traffic control MCN (ATCM) (Multilayer load control)

1.2 Testing the activation of BSC-initiated TRHO

Before you start
Make sure that the following network elements and mobile stations are available:
1 BSC
2 BTSs
3 MSS
1 MSC

Activating and Testing BSS8123: Advanced Multilayer Activating and testing Advanced Multilayer Handling
Handling

Take into account the handover software products in use, as well as the handover,
power control, and other radio network parameters when testing BSC-initiated TRHO in
an existing live radio network environment.
The original parameter values should be restored after testing.

1.2.1 Creating settings for the test

Steps

1 Modify the signal quality threshold parameters (EHQ).

ZEHQ:BTS=<source_bts_id>:QDR=7,QDP=32,QDN=32,QUR=7,QUP=32,QUN=3
2;
ZEHQ:BTS=<target_bts_id>:QDR=7,QDP=32,QDN=32,QUR=7,QUP=32,QUN=3

2 Modify the signal strength threshold parameters (EHS).

ZEHS:BTS=<source_bts_id>:LDR=-110,LDP=32,LDN=32,LUR=-
110,LUP=32,LUN=32;
ZEHS:BTS=<target_bts_id>:LDR=-110,LDP=32,LDN=32,LUR=-
110,LUP=32,LUN=32;

3 Modify the signal interference threshold parameters (EHI).

ZEHI:BTS=<source_bts_id>:IDR=-47,IDP=32,IDN=32,IUR=-
47,IUP=32,IUN=32;
ZEHI:BTS=<target_bts_id>:IDR=-47,IDP=32,IDN=32,IUR=-
47,IUP=32,IUN=32;

1.2.2 Testing BSC-initiated TRHO

Steps

1 Create and modify the adjacent cell parameters (EAC).

Create adjacency between the source and target cells from both the source and
target side.
Set the BTS adjacent cell parameter TRHO to 109 dBm for source BTS.
Modify the power budget margin so that the source BTS adjacent cell parameter is
set to 63 dBm for the target BTS and the target BTS adjacent cell parameter is set
to 24 dBm for the source BTS.
ZEAC:BTS=<source_bts_id>::ABTS=<target_bts_id>::TRHO=-

(ERS).
ZERS:BTS=<target_bts_id>,TRX=<trx_id>:L;
ZERS:BTS=<source_bts_id>,TRX=<trx_id>:L;

3 Set the AMH upper load threshold and AMH max load of target cell

ZEEM:AUT=20;
ZEEM:AML=100;

g The values depend on the number of available TCHs and on the TCHs to be reserved.
The following values are for 3 TCHs on the target BTS and 7 TCHs on the source BTS
when the first call is made from a mobile phone to a phone in the fixed network and the
second call from a mobile phone to another mobile phone.

4 Set the margin of AMH Traffic Reason Handover Power Budget to 24 dBm
for the source BTS (EHG).
ZEHG:BTS=<source_bts_id>:ATPM=-24;

5 Enable PBGT for the target BTS (EHG).

ZEHG:BTS=<target_bts_id>:EPB=Y,HPP=6;

6 Set the TRHO Guard Time to 120 s (EEM).

ZEEM:TGT=120;

7 Modify BSC Level Clear Code (PM) Measurement (TPM).

ZTPM:MEASUR,CC_PM:<measurement day>,<measurement
interval>,<output interval>;

8 Start the measurement (TPS).

ZTPS:MEASUR,CC_PM;

9 Wait until the measurement is enabled.

10 Interrogate BSC Level Clear Code (PM) Measurement (TPI).

Expected outcome
The administrative state is UNLOCKED and the operational state is ENABLED.

12 Establish a second call in the source BTS.

The call makes a handover because the AMH upper load threshold (AUT) is
exceeded.

13 Wait at least 20 seconds so that the handover is triggered.

14 Check that the call is handed over to the target BTS (ERO).
ZERO:BTS=<target_bts_id>,TRX=<trx_id>;

15 Check that the call lasts at least 120 seconds before it makes a handover back to
the original cell.

16 Disconnect the calls.

17 Verify the success level of the BSC-initiated TRHO handovers by using BSC Level
Clear Code (PM) Measurement.
At the end of the measurement period, check the measurement data in Nokia NetAct or
in BSC using the MEFICO tool. The test case is successful if the counters 051140
INTER BSC TRHO and 051108 INTER PBGT HO are updated. Some other counters
are also incremented, but the above-mentioned counters certify BSC-initiated TRHO
sufficiently.
For more information, see:
Reporter and Performance Management Principles in NetAct documentation
Converting BSC Measurement and Observation Files with MEFICO

18 Stop BSC Level Clear Code (PM) Measurement (TPE).

ZTPE:MEASUR,CC_PM;

Expected outcome
The administrative state is now LOCKED and the operational state is DISABLED.

1.3 Testing IUO Load Control

In this test case the idea is that the AMH keeps the first two calls on the regular TRX.
The third call makes an Intelligent Underlay-Overlay handover because the AMH lower
load threshold (ALT) is exceeded. Starting from the third call, all the calls which
fulfill the IUO condition are handed over from the source BTS to super TRX of the target
BTS.

Before you start
