PHILIPPINE NATIONAL POLICE DIVISION FUNCTIONS

PNP VISION

The men and women of the PNP are committed to the vision of a
professional, dynamic and highly motivated Philippine National Police (PNP)
working in partnership with a responsive community towards the attainment of a
safe place to live, invest and do business in.

PNP MISSION

To enforce the law, to prevent and control crimes, to maintain peace and
order and ensure public safety and internal security with the active support of the
community

PNP FUNCTIONS

1. Enforce all laws and ordinances relative to the protection of lives


and properties;

2. Maintain peace and order and take all necessary steps to


ensure public safety;

3. Investigate and prevent crimes, effect the arrest of criminal


offenders, bring offenders to justice and assist in their prosecution;

4. Exercise the general powers to make arrest, search and seizure in


accordance with the Constitution and pertinent laws;

5. Detain an arrested person for a period not beyond what is


prescribed by law, informing the person so detained of all his rights under the
Constitution;

6. Issue licenses for the possession of firearms and explosives in


accordance with law;

7. Supervise and control the training and operation of security


agencies and issue licenses to operate security agencies, and to security guards
and private detectives for the practice of their professions; and

8. Perform other duties and exercise all other functions as may be


provided by law.

OFFICE OF THE CHIEF, PNP

Powers and Functions

1. To direct and control tactical as well as strategic movements,


deployment, placement, utilization of the PNP or any of its units and personnel,
including its facilities and other resources.

2. To issue detailed implementing policies and instructions regarding


personnel funds, properties, records, correspondence and such other matters as
may be necessary to effectively carry out the functions, powers and duties of the
Philippine National Police.

OFFICE OF THE DEPUTY CHIEF PNP FOR ADMINISTRATION

Mission

Assist the Chief of the Philippine National Police in the exercise of


responsibilities relative to the PNP personnel, human resource (training) and
doctrine development, logistics, comptrollership, technical research and materiel
development activities.

Functions

To assist the Chief, PNP in the directing, controlling and supervising the
national administrative support units such as Logistics Support Service,
Computer Service, Finance Service, Health Service, Communications and
Electronic Service, Chaplain Service, Legal Service, Engineering Service and
Headquarters Support Service.

OFFICE OF THE DEPUTY CHIEF PNP FOR OPERATIONS

Mission

To assist the Chief of the Philippine National Police in the exercise of


responsibilities relative to PNP operations, intelligence, plans, police-community
relations and investigation activities.

Functions

Assist the Chief, PNP in directing, controlling and supervising the national
operational support units such as Crime Laboratory, Maritime Group, Aviation

Security Group, Special Action Force, Criminal Investigation and Detection
Group, Police Security and Protection Office, Intelligence Group, Traffic
Management Group, Civil Security Group and Police-Community Relations
Group.

OFFICE OF THE CHIEF OF THE DIRECTORIAL STAFF

Mission

To coordinate, supervise, direct and issue detailed implementing policies


and instructions regarding personnel, human resource (training) and doctrine
development, logistics, technical research and materiel development, funds,
operations, plans, intelligence, police-community relations, investigation and
other matters as may be necessary to effectively carry-out the powers,
responsibilities, functions and duties of the PNP.

Functions

1. Coordinates all staff activities except in those areas/matters


reserved by the Chief, PNP.

2. Formulates and disseminates staff operating policies/SOPs.

3. Directs cognizant staff to issue implementing orders as regards to


command decisions/policies.

4. Review staff actions to ensure accuracy and in consonance with


the Commands intentions/policies.

5. Direct concerned staff to establish the required liaison to other


government agencies.

DIRECTORATE FOR PERSONNEL AND RECORDS MANAGEMENT

MISSION :

To assist the CPNP in the exercise of the command pertaining to


management of PNP uniformed and non-uniformed personnel as individuals,
manpower procurement and control; personnel records and reports; discipline,
law and order; administration of prisoners of war; morale, personnel services and
personnel procedures; and the internal organization of the HQ and its
administrative functions; and the miscellaneous functions assigned by the CPNP,
Deputy Chiefs, or TCDS.

FUNCTIONS :

1. Study and serve information pertaining to the personnel activities of


the Command;
2. Furnish estimate, advice, and analysis to the CPNP on personnel
matters;
3. Prepare personnel plans and projections;
4. Translates decision into directive concerning personnel information
and movement or deployment of elements of the Command;
5. recommends changes in plans, policies, and orders to insure the
efficient procurement and employment of the human resources of
the PNP; and
6. Perform other duties as directed by higher authority.

Recruitment and Selection Division

1. To manage procurement/appointment of all appointment of


personnel and supervise attestation of all appointments of Police Commissioned
Officers (PCOs), Police Non-Commissioned Officers (PNCOs) and Non-
Uniformed Personnel (NUP).

2. To manage placement and related activities of personnel to


different PNP units.

3. To study the employment of human resources according to their


qualification to specific duties and assignment and compile all personnel
evaluation records.

4. To plan for transfer, assignment and adjustment of in-service


qualification.

5. To monitor and interpret personnel efficiency reports and determine


their potential an fitness to the position they hold or about to hold
and recommend personnel who need further training and personnel
development.

Personnel Transaction Division (PTD)

1. To maintain a record of all administrative and criminal case filed


against uniformed personnel from the investigation and resolution stages of the
case(s).

2. To process decisions, appeals and related matters pertaining to
dismissal, demotion, suspension, forfeiture of pay and/or petition for
reinstatement.

3. To provide a systematic distribution of incentives and awards to


deserving PNP personnel.

4. To assist/service PNP personnel on leaves, change of status,


reimbursement of hospitalization/health and official travel expenses and granting
of scholarship and financial assistance of deserving PNP personnel and their
dependents.

Personnel Plans and Policies Division (PPD)

1. To continuously study personnel management and development


system
2. To continuously assess effectiveness of personnel policies and
recommend changes and adoption of modern system.

3. To update personnel plans and policies relative to promotion,


demotion and reinstatement, reassignment, procurement, administration,
discipline and career management of PNP personnel.

4. To conduct research on personnel matters, inspection and


management/operation audit of PNP units in coordination with concerned units
and other government agencies.

Benefits and Pension Administration Division (BPAD)

1. To process claims for benefits of retiring and separated PNP


personnel;

2. To administer and manage the Pension Program for PNP


personnel and their dependents;

3. To maintain a list of retirable and inform the units/personnel


concerned of their retirement.

4. To process orders of all retirement and authority entitlement to


claims.

5. To administer the regulations related to death disability and


retirement benefits and pension.

6
6. To initiate proper ceremonies for retirees or bereaved families of a
dead personnel and related activities such as transportation, necrological
services, mass, vigil, internment and the like including procurement of wreaths
and writing/sending of condolence letters.

7. To attend to hospitalization activities of disabled personnel, assist


in their livelihood well being after hospitalization and comfort them in their old
age.

Records Center

1. To develop and maintain a Personnel Information System.

2. To prepare and authenticate correspondence and units as well as


those for use in other government agencies and the private sector.

3. To publish/distribute/disseminate:

a. Rules and regulations pertaining to PNP;


b. PNP routine orders, bulletins, circulars and all miscellaneous
publications; and
c. Special orders, general orders, letter orders and other
directives issued by the National Headquarters.

4. To prepare, administer and supervise the issuance of PNP


Identification cards and badges.

5. To administer, direct and supervise the operation of the Postal


System in the National Headquarters, PNP.

6. To maintain and preserved all official records of the PNP.

DIRECTORATE FOR INTELLIGENCE

MISSION :

To assist the C, PNP in attaining intelligence objectives through effective


management of all intelligence & counterintelligence activities of the PNP.

FUNCTIONS :

1. Prepare Intelligence plans, policies and programs of the PNP and


to coordinate, control, direct and supervise the implementation of
such plans, policies, and programs;

2. Evaluate and integrate all intelligence projects of the PNP;
3. Provide intelligence for use of C, PNP and disseminate same to all
PNP and offices;
4. Determine PNP foreign intelligence objectives and prepare and
implement plans for the attainment of such objectives;
5. Direct and control foreign intelligence assignment;
6. Serve as the initial point of contact all foreigners having official
dealings/transactions with the C, PNP;
7. Develop and maintain an integrated computerized intelligence
system in support of PNP intelligence information requirements
and to provide electronic data processing services for the PNP
intelligence community;
8. Represent the C, PNP as directed on intelligence matters with
government departments/agencies and with representatives of
foreign government agencies; and
9. Perform such other functions as the C, PNP may direct.

Intel Training Group (ITG)

1. Provide general and special training on police intelligence in


support of the requirements of the PNP & other government
agencies.

Intel Operations Division (IOD)

1. Assists the Dir for Intel in the effective management of all


operational & organizational activities of the PNP Intelligence

2. Provides evaluation of PNP Intel units/offices & assess the


employment & deployment of PNP units in coordination with other
directorial staffs.

3. Provides close supervision in the integration and coordination of


PNP Intel operations & support activities.

4. Conducts and prepares operations plans for PNP Intel Operations


and periodic assessments thereon

5. Prepares, determines and recommends the allocation of tasks to


PNP Intel agencies

6. Initiates staff studies on Intel matters to improve procedures on


operational management & training

7. Renew plans & policies for the guidance of PNP Intel agencies.

8. Assists the DI in the preparation of recommendations on planning
and policy matters under study/consideration by the Directorial
Staff.

9. Supervises the preparation of defense plans, fire plans & PNP


installations.

10. Represents the Director for Intel in Operations coordinating


agencies/bodies

Counterintelligence & Security Division (CSD)

1. Formulates counterintelligence and security policies & directives.

2. Prepares counterintelligence, plans, directives, and other security


of all PNP units.

3. Coordinates counterintelligence operations & security activities of


all PNP units.

4. Provides planning and guidance for the collection and


dissemination of CI information.

5. Prepares and updates CI target lists for police & internal defense
operations of the PNP

6. Initiates studies on counterintelligence and security activities and


recommends measures to upgrade them.

7. Provides training guidance counterintelligence & security matters


for PNP personnel & units.

8. Directs & supervises the PNP security clearance system.

Intelligence Research Center (IRC)

1. Collates, evaluates, stores, interprets, retrieves, integrates and


analyze all available information of intelligence interests from both
overt & covert sources, especially those coming from PNP units.

2. Produces and disseminate accurate, reliable and timely intelligence


essential to the accomplishment of the PNP mission.

3. Prepares intelligence estimates & summaries, peace & order
assessments, intel briefings periodic reports and other intelligence
interest.

4. Conducts researches and prepare special studies, position papers


and other intelligence interest

5. Develops and implement intelligence-related information systems


(IS) as approved by the Director for Intelligence

6. Assists in the management of the RP component of the


ASEANAPOL database system.

Foreign Liaison Division (FLD)

1. Acts as the primary channel of communication and point of contact


with AFP Liaison Office, other government agencies, different
foreign embassies based in the Philippines and other foreign
governmental & NGOs

2. Coordinates closely with the Intelligence Operations &


Counterintelligence and Service of this Directorate & other
Directorate-Staffs/Units of the PNP on their respective foreign
requirements and other matters pertaining to their area of interests.

3. Plans, directs and supervises and control of PNP Police Attaches


details abroad in close coordination with the Counterintelligence &
Security Services of this Directorate.

4. Prepares plans, policies & directives in coordination with the


Counterintelligence and Security Services and other cognizant
offices on matters pertaining to foreigners.

5. Coordinates with other Services Divisions and offices/units on


matters pertaining to officials of foreign embassies, governments
and organizations, visitors and guests.

DIRECTORATE FOR OPERATIONS

MISSION :

To assist the CPNP in the exercise of the command, control, direction,
coordination, and supervision of all activities concerning operations, employment
and deployment of the PNP.

FUNCTIONS :

1. Plan, direct, control, coordinate and supervise PNP operations;


2. Integrate and coordinate support activities;
3. Assess, evaluate, and prepare immobilization, demobilization,
assignment and/or location, employment/deployment of units in
coordination with the D-Staff;
4. Prepare, coordinate, and issue operational plans, orders, and
directives in accordance with CPNP policies and guidelines;
5. Maintain an active liaisoning with other operating units of the
military and other law enforcement agencies;
6. Maintain close supervisory direction, control, and coordination of
operational activities of all operating units and regional offices of
the PNP;
7. Maintain the NALECC Secretariat;
8. Perform other duties as directed by higher authority.

Internal Security Operations Division

1. Take appropriate staff action on all matters pertaining to Internal


Security operations (Dissidents Terrorists (DTs), Muslim
Secessionist Groups (MSGs), Ultra Rightist Group (URG), Abu
Sayyaf and international terrorists;

2. Coordinate and monitor operations against DTs, MSGs and URG;

3. Formulate policies and directives on internal security and monitor


their implementation;

4. Prepare the Internal security operation portion of the Annual PNP


Operating Program and Budget Guidance and the Program Review
and Analysis; and

5. Prepare operational and tactical plans on internal security in


relation

Special Operations Division

1. Take appropriate staff action on all matters pertaining to security
operations, civil disturbance control, special events and other
related activities;

2. Coordinate and monitor operations and activities under its


responsibility;

3. Formulate policies and directives on these matters and monitor


their implementation;

4. Prepare operational and tactical plans on these matters in relation


to Five-Year Development Plan and other mid-range, long-range
and master plan; and

5. Prepare respective portion of the annual PNP Operating Program.

Law Enforcement Division

1. Take appropriate staff action on all matters pertaining to organized


crimes, non-organized crimes, special laws and inter-agency pillar;

2. Coordinate and monitor operations pertaining to law enforcement


and monitor their implementation;

3. Formulate policies and directives pertaining to law enforcement and


monitor their implementations;

4. Prepare the law enforcement portion of the annual PNP Operating


Programs and Budget Guidance and the Program Review and
Analysis; and

5. Prepare operational plans on anti-criminality operations to include


crime prevention and suppression, in relation to the PNP Five-year
Modernization Plan and other mid-range, long-range and master
plans

Statistics & Reporting Division

1. Gather, collate and store operations accomplishments of the


different PNP units/offices;

2. Collate all accomplishments PNP-wide and prepare quarterly,


semi-annual and annual PNP Accomplishment Reports;

3. Analyze and assess performance of PNP subordinate offices/units
based on results of operations;

4. Prepare periodic reports on PNP Operational and Training


accomplishments; and

5. Prepare ODO related briefings and special reports as necessary.

Operations Center

1. Assist the PNP Command Group and the Directorial Staff in


directing, controlling, coordinating, integrating and supervising PNP
operational and related activities within established policies and
command guidelines;

2. Coordinate and monitor all operational and related activities of the


Command;

3. Dispatched communications to and receive reports/communications


from subordinate units pertaining to operational and related
matters; and

4. Establish liaison with the Armed Forces of the Philippines (AFP)


through AFP Joint Operations Center in connection with the
requirements needed for the successful conduct of current for
contemplated PNP Operations.

DIRECTORATE FOR LOGISTICS

MISSION :

To assist the CPNP in the administration and management of logistics and


its functional areas in support for the successful accomplishment of the PNP
mission

FUNCTIONS :

1. Exercise supervision over the logistics related activities of the


Regional offices and separate units and control and supervision
over the PNP Logistics service staff;
2. Develop logistical concepts and doctrines to upgrade the PNP
logistics operation &system & prepares logistics plans, programs,
policies, procedures & guidelines relative thereof;

3. Provide guidelines for the direction & control of the functions of
supply, maintenance, facilities, & installation, transportation, &
logistics services in the PNP;
4. Undertake lateral & vertical coordination with other PNP
units/offices in relation to logistics operations, system &
organization and collates info relative thereto for reference;
5. Develop and coordinates education & training program on logistics;
6. Supervise the PNP logistics operation, system & organization;
7. Manage foreign procurement program of the PNP;
8. Evaluate/assess the performance of the PNP logistics organization
& takes remedial steps to improve/upgrade the PNP logistics
system; and
9. Perform other duties as directed by higher authority.

Logistical Plans and Programs Division

1. Recommends improvement in selected areas of the PNP logistics


system adapted to existing condition.

2. In coordination with the other Division Heads and the Budget


Officer ensures preparation of the annual preliminary & final plans
and programs. Program, Review and Analysis & other similar
updates/reports for the Directorate.

3. Ensures preparation of the logistics portion of the PNP 5 year


Development Plan and other strategic logistics plan.

4. Ensures that property cleared based on required supporting


documents.

5. Ensures formulation of logistics policies and procedures and their


transcript into logistics SOP Directives. Circular of Regulation

6. Monitors the PNP-Wide implementation of approved programs


including the allocation & distribution of all logistics requirements of
PNP units.

7. Responsible for the development planning including specifications


of the following:

a. Mobility
b. Firepower
c. Communication
d. Investigative
e. Troop & Organizational Support
f. Base Development & Facilities Maintenance

g. Medical and Dental Equipment

Supply Management Division

1. Prepares plans & programs for the procurement,


allocation/distribution of supplies, materiel and equipment to
include Petroleum, Oil and Lubricants (POL) to PNP units

2. Formulates policies and procedures relative to the procurement,


distribution & inventory of supplies and POL products.

3. Monitors/supervises the implementation & observance of PNP units


to approve logistical rules, regulations, policies & procedures in
coordination with the Real Property Management Division

4. Supervises material management of logistical resources,


warehousing activities, maintenance of inventories in stock & the
disposal of obsolete/unrepairable supplies.

5. Monitors the operational status of all equipment of the PNP &


maintains records of said equipment.

6. Coordinates and provides information/data which may be required


by other Divisions of the Directorate.

Real Property Management Division

1. Prepares plans and programs for construction and R & U projects,


public works activities and on base housing including plans of
acquiring real estate for the PNP stations, districts & etc.

2. Formulates policies & procedures & prepares rules and regulations


which are inherent or endemic to real property & facility
management.

3. Monitors, inspects & supervises projects implementation and


ensures completion of all projects.

4. Prepares & provides standard designs, plans & specification of


PNP buildings at all levels of Command.

5. Prepares plans & programs for the maintenance of equipment &


acquisition of engineering equipments.

6. Prepares plans & programs for the repair of vehicles.

7. Prepares plans & programs for the Fixed Expenditures


requirement.

8. Coordinates and provides information/data which may be required


by other divisions of the Directorate.

DIRECTORATE FOR PLANS

MISSION :

To assist and advise the CPNP in the areas of plans and programs that
are beyond the immediate operational and tactical range; organizational and
force development; and special studies, research and projects management
which includes inter-agency and international affairs, legislative and other
requirements that are needed for the effective and efficient administration and
operation of the PNP.

FUNCTIONS :

1. Formulate and supervise the execution and monitoring of plans and


programs that are beyond the immediate operational and tactical
range to include the PNP National Strategic Action Plan (NSAP),
Capability Development and Modernization Plan;
2. Review and update existing organizational structure and force
development plan;
3. Undertake special studies and research projects and conducts
monitoring of the implementation of special projects approved by
the Chief, PNP and higher authorities;
4. Coordinate with both houses of Congress and prepares position
papers on pertinent legislative proposals;
5. Coordinate with government and non-government agencies and
participate in joint planning activities;
6. Coordinate with foreign embassies and international body and
make staff action on foreign bilateral and multi-lateral matters and
international commitments;
7. Provide secretariat services to other bodies created to perform
functions under the areas of concern of the Directorate for Plans
notably Interpol National Bureau (NCB) Manila; and
8. Perform other duties as directed by higher authority

Plans and Programs Division

1. Formulates and supervises the execution of plans and programs


that are beyond the immediate operational and tactical range;

2. Prepares strategic plans and particularly the PNP Six-Year


Development Plan and PNP National Strategic Action Plan (NSAP);

3. Prepares a Ten-Year Modernization Plan;

4. Undertakes program development and evaluation;

5. Coordinates with NEDA and other government planning offices;

6. Synchronizes planning and budgeting systems; and

7. Conducts performance evaluation rating of PNP units.

Organizational Development Division

1. Formulates and review the Organization and Manning Charts of the


PNP

2. Formulates and review of the mission and function of PNP units;

3. Conducts studies on the organizational and force development of


the PNP units;

4. Conducts studies on the activation and deactivation of PNP units;

5. Develops and monitors the implementation of PNP organization


policies and regulations; and

6. Provides secretariat services to the PNP Organization Committee

Special Projects and Research Division

1. Undertakes special studies and research projects and attend to


special requirements;

2. Coordinates with other government and non-government agencies,


participate in joint planning and coordinative activities with them,
attend to their requests;

3. Participates in the conduct of audit, surveys and inspections of the
PNP offices and units;

4. Liaisons with both houses of Congress;

5. Service miscellaneous requirements of legislators related to the


PNP;

6. Assists the PNP, NAPOLCOM and DILG officials appearing in


Congress or before congressional bodies; and

7. Prepares PNP-related Bills and position papers on pertinent


legislative proposals.

Foreign Affairs Division

1. Maintains coordinative link with ASEANAPOL, INTERPOL and


RP-US Mutual Defense Board and other international agencies and
organizations;

2. Maintains the INTERPOL National Central Bureau (NCB)


Secretariat; and

3. Prepares Country Papers for ASEANAPOL and other international


police bodies.

DIRECTORATE FOR COMPTROLLERSHIP

MISSION :

Advise the C, PNP on budgeting, accounting, financial reporting, internal


auditing and management improvement of the PNP

FUNCTIONS :

1. Administration of financial resources of the agency;


2. Budget and financial management;
3. Accounting services;
4. Internal audit and control;
5. Management review, analysis & evaluation;
6. Performance evaluation and setting standards;
7. Conduct of pre-audit of vouchers/financial claims;
8. Conduct of inspection of deliveries; and
9. Perform other duties as directed by higher authority

Budget Division

1. Prepare & Formulates budget estimate within established priorities


of programs & overall policies & plans of the PNP

2. Implements budget directives exercise technical supervision over


the preparation of the budget estimates of the units within the PNP
assists the Comptroller in justifying these estimates of the units
within the PNP & assists the comptroller in justifying these
estimates before higher authorities, the Department of the Interior
& Local Government, Department of Budget & Management,
Senate & Congress

3. Initiates action to obtain fund releases in accordance with the finl


plans and/or unprogrammed requirements

4. Coordinate with other offices and agencies concerned in the


adjustment of plans & programs in line with the approved
appropriations

5. Advises the Comptroller on all matters pertaining to the PNP


Budget

6. Acts on referrals from other units pertaining to budget

7. Prepares special budget as required by & in accordance with


appropriate laws

Fiscal Division

1. Provides fiscal services to the PNP

2. Administers the pension, retirement & benefits funds

3. Administers fund releases to RECOMs, HPNP and Separate Units

4. Administers & manage the PNPTR Funds

5. Advises the Comptroller on all matters pertaining to PNP Budget


execution

6. Acts on referrals from other units pertaining to fiscal

1. Develops plans and policies to improve resource management of

4. Supervises field accounting offices

DIRECTORATE FOR POLICE COMMUNITY RELATIONS

MISSION :

Assists and advises the C, PNP in planning, directing, coordinating,


supervising and controlling the Police-Community Relations programs, projects,
and activities of the PNP

FUNCTIONS :

1. Exercise primary staff supervision in the planning, direction,


coordination, supervision, and monitoring of all activities pertaining
to police-community relations;
2. Formulate police-community relations plans, programs, and policies
geared towards enhancing community and citizens participation in
support of the operational plans of the PNP;
3. Develop plans and programs designed to generate positive public
perception towards the government in general and the PNP in
particular;
4. Assist other government agencies and NGO in the conduct of
activities contributory to the maintenance of peace and order;
5. Conduct studies and researches in assisting national policy makers
in developing plans, programs, and laws geared towards the
maintenance of peace and order and the enhancement of public
safety; and
6. Perform other duties as directed by higher authority.

PCR Plans and Programs Division

1. Develop Police Community Relations program concept, doctrine,


standards and systems.

2. Monitors and evaluates PCR accomplishments of units

3. Develops Police Community Relations data base

4. Conducts research/survey to enhance capability of Police


Community Relations to assess the impact of plans, programs and

DIRECTORATE FOR INVESTIGATION AND DETECTIVE MANAGEMENT

MISSION :

To assist and advise the C, PNP in the direction, control, coordination, and
supervision of the investigation activities of the PNP.

FUNCTIONS :

1. Direct & supervise the investigation of crimes and other offenses in


violation of Phil laws;
2. Supervise investigation & monitor complaints re police matters and
cases referred by other government and private agencies, orgs,
and/or individual persons;
3. Conduct studies, researches, and formulate plans and policies to
enhance PNP investigation capabilities to promote effectivity &
efficiency;
4. Maintain close supervisory direction of crime lab & other
investigative support units;
5. Develop & maintain a national crime info system in coordination
with PNP Computer Service & Intel Computer Center;
6. Maintain, collect, and process Crime Stats for reference;
7. Maintain active liaisoning with foreign counterparts in investigation
of international crimes;
8. Propose & support enactment of laws for successful investigation
and prosecution of crimes; and
9. Perform other duties as directed by higher authority.

INVESTIGATION DIVISION

1. To receive personal or written complaints of individual persons


and/or private/government agencies and refer the same to
concerned units/agencies in the government for proper action
and/or investigation.

2. To follow up the progress of investigation of all referred cases and


inform the complainant or concerned agency of the result of
investigation conducted.

3. To maintain records of all cases referred and furnish concerned


offices/agencies copies thereof when requested or directed.

CASE MONITORING DIVISION

1. Monitor and maintain a record of the progress of cases perpetrated


by Organize/Syndicated Crime Groups such as Bank/Payroll/
Armored Van Robbery Hold-up, Kidnapping, Illegal Recruitment
and other similar cases.

2. Monitor and maintain a record of all heinous crimes and provide


updates to C, PNP and other agencies concerned.

3. Monitor and maintain records of COMELEC GUNBAN Violations


and Election Related Incidents.

4. Monitor and maintain updated updates of Target Personalities of


Task Force Manhunt and concerned agencies related information
as requested.

5. Monitor and maintain records of PNP with cases and issue


appropriate clearances to PNP Personnel not involved in any crime
when required.

6. Perform such other functions as directed by Director.

RESEARCH AND EVALUATION DIVISION

1. To formulate plans and policies including proposals for the


enactment of laws in coordination with concerned divisions to cope
with the requirements needed for the successful investigation and
prosecution of crimes.

2. To formulate guidelines and policies for investigation procedures


and determine whether units involved are implementing them.

3. To plan and prepare program of activities of instructions re conduct


of investigation training in coordination with concerned staffs.

4. To evaluate the organization structure of investigation units and


make appropriate recommendations and/or commendations.

5. To evaluate the performance of all investigation units and make


appropriate recommendations and/or commendations.

6. To conduct a regular inspection of investigating units and evaluate
the effectiveness of HPNP policies and guidelines.

7. To maintain statistical data of all crimes and furnish concerned

DIRECTORATE FOR HUMAN RESOURCE AND DOCTRINE DEVELOPMENT

MISSION :

Assist the CPNP in the formulation of policy and in the planning, direction,
coordination, and supervision of all matters pertaining to human resource and
doctrine development

FUNCTIONS :

1. Advise the C,PNP on matters pertaining to human resource and


doctrine development like education and training of PNP uniformed
personnel & NUP and doctrines pertaining to the org, admin, and
operation of the PNP;
2. Formulate training program and directives required to attain
professionalism of PNP uniformed personnel and NUP and
operational readiness of PNP units;

3. Determine training requirements and allocate training spaces for
foreign and local service schools and in-civilian universities as
authorized under existing regulations;
4. Prepare, review, and evaluate the PNP scholarship program in
coordination with other D-Staff;
5. Formulate plans and policies on the acquisition and allocation of
training aids and facilities
6. Conduct research on the education and training requirements of
the PNP personnel and units, and assess jointly with PPSC the
training needs of the PNP personnel;
7. Formulate and evaluate PNP doctrines in coordination with other
D-Staff;
8. Formulate plans, policies, and directives for the conduct,
supervision, control, administration, and monitoring of police
training in public and private schools;
9. Prepare the budget for education, training and doctrine

Community Affairs Division

1. Formulates strategies, policies and plans geared towards


enhancing community affairs activities through Community
Assistance and Development (CAD) Community Interrelations (CI)
and Community Organization and Mobilization (COM)

2. Develops plans and programs that will enhance the citizen active
participation in the promotion of public safety, maintenance of
peace and order and crime prevention, detection and solution and
other police functions

3. Monitors and assesses the implementation of CAD, CI & COM


plans by PNP Recoms and Capable Units

4. Assists other government agencies and NGOs in the pursuit of


national economic growth and development

5. Performs other tasks and functions as DPCR may direct.

Individual Training Program Development Division

1. Prepare and Review the PNP Education and Training Program and
supervise its implementation

implementation of offices/units/individual concerned.

3. Oversee and monitor the conduct of training of PNP personnel both


local and foreign

4. Prepare and review the PNP foreign scholarship program to


include NEDA, Colombo plan and other unprogrammed courses in
coordination with cognizant staffs and supervise the implementation
of the same.

5. Prepare, review and evaluate the PNP foreign scholarship program


in coordination with other d-staffs.

6. Allocate training spaces in foreign and local service schools and in

1. Supervise and control PNP training activities in coordination with


the PNP staffs/units and other agencies concerned.

2. Supervise, monitor and issue directives/policies on the phy training


& sports development program of the uniformed and non-uniformed
personnel of the PNP

3. Prepare plans and formulate directives and guidelines for the


values formation education and reorientation of PNP personnel and
coordinate all efforts of various groups/organizations propagating
values formation within the PNP organization in support of the
national recovery program and monitor its implementation

uniformed and non-uniformed personnel

and other programs at all levels of command.

General Doctrine Development Division

1. Formulate doctrine pertaining to the organization, admin and


operation of the PNP in coordination with other directorial staffs.

DIRECTORATE FOR RESEARCH AND DEVELOPMENT

MISSION :

To assist the C, PNP in the areas of research and development, test, and
evaluation and in the administration of the Commands self-reliant development
projects (SRDP) which are of high value to peace and order & public safety.

FUNCTIONS :

1. Review and improve R&D and T&E procedures and capabilities


regarding WTC and Clothing and Criminalistic Equipment
requirements of the Command;
2. Develop PNP specification standards in accordance with domestic
and international standards;
3. Research and study the latest technology in scientific investigation
including relevant equipment and facilities;
4. Supervise and monitor the conduct of test and evaluation on items
procured and subject of procurement by the Command and on CE
items procured by the Command as to its need, feasibility, and
acceptability;
5. Supervise and monitor cognizant units in the preparation of test,
analysis, and evaluation of equipment reports; and
6. Perform other duties as directed by higher authority.

Weapons, Transportation and Communication Division

3. Supervise & monitor the conduct of test and evaluation on CE items


procured by the Command as to their feasibility & acceptability;

LOGISTICS SUPPORT SERVICE

MISSION:

To provide logistic support and services to all units of the PNP.

FUNCTIONS:

1. Undertake responsive and sound supply management such as


proper storage and effective distribution/issuance of stocks on hand
including conduct of inventory and limited test and evaluation, for
an effective resources management program;
2. Conduct procurement of supplies, materials and equipment
including firearms and ammunition for the PNP;

3. Undertake the depot level maintenance of vehicles, armaments
and ammunitions, communication and other equipment;
4. Conduct special/in-house logistics related courses for PNP
personnel.
5. Provide land transportation services in support to operational as
well as administrative activities of the PNP;
6. Provide explosives ordinance disposal services in support to
operational activities of the PNP; and
7. Perform other activities as higher headquarters may direct.

Operations Division

1. Formulate plans, programs and policies on current operations,


organization as well as intelligence/counterintelligence and security
requirements of the service.

2. Formulates logistics support operations objectives and


coordination/integration of efforts and supporting resources for
mission accomplishment in supply, maintenance and service.

3. Prepares and reviews contingency plans and the constitution,


organization, activation, development, dissolution and disbandment
of logistics units, plans & supervises the participation and conduct
of parades and ceremonies.

4. Coordinate preparation of troop ceiling and review of TOE/TDAs.

5. Supervises logistics operation in gathering information data needed


for current operations and decision making.

6. Coordinates preparation of annual PNPLSS, operating program.

7. Prepare implementing plans, programs and policies on PCR related


matters and the supervision of its implementation by concerned
offices/division of the service.

8. Advises, the Director on matters pertaining to the performance of


mission, the state of discipline, efficiency and economy in the
utilization of available resources.

9. Conducts inspections of units and offices within the service as


directed by the Director and recommends remedial action to correct
deficiencies noted.

10. Receives, investigate and submit report on allegations, complaints


and grievances of individuals, offices/units within the service and

recommends appropriate punishment/remedial action as evidence
warrants.

11. Conduct formal investigation based on complaints, grievances or


confidential/intelligence reports involving service personnel and
recommends administrative sanctions without prejudice to the filing
of appropriate criminal action if evidence warrants.

12. Perform such other function as may be directed.

Procurement Division

1. Determine modes of procurement, terms and condition of purchase.

2. Conduct pre-bid conference with members of the PNP bid,


negotiation and awards committee (PNP BNAC) and logistics
support service bids and awards committee (LSS BAC) to ascertain
the capabilities/limitations of the prospective proponents and
eventually the winning proponent.

3. Evaluate Bid proposals and recommend awards of contract in


coordination with PNP BNAC & LSS BAC.

4. Execute procurement thru following modes.

a. Public Bidding
b. Emergency Purchase
c. Direct negotiation

5. Maintain statistical data of prevailing prices of common items


needed by the PNP.

6. Formulate an effective procurement procedures

7. Continue the upgrading of the existing procurement system in


consonance with the guidelines issued by competent authorities.

Supply Accounting and Monitoring Division

1. Directly accountable to the government and


responsible/answerable to the Director, LSS for all government
property belonging to the PNP, Responsible for the proper
accomplishment of records of accounting.

2. Responsible for the documentation and recording of all transactions


involving supplies, materials and equipment belonging to the PNP

as regards their acquisition, storage, distribution/issuance and
other related supply activities.

3. Maintain an up-dated stock record card, equipment ledger cards


and an official registry book for daily transactions.

4. Coordinate with other supply activity units/sources pertaining to


acquisition, storage, transfer, issuance and disposal/liquidation of
supply and equipment.

5. Conduct periodic inspection/inventory and sometimes make a spot


audit on issuance made to subordinate units/commands/offices.

6. Scrutinize/review and sign all commercial voucher (disbursement


voucher) for payment.

7. Prepare and submit all the required logistical reports to higher


headquarters as a monthly, quarterly and annual basis.

8. Maintain lateral coordination with SAOs of all regions/units on


matters pertaining to its mission and functions.

Supply Storage and Distribution Division

1. Receive and store supplies and equipment procured by the


procurement division, logistics support service and other agencies,
and issue these items to the end-users based on the table of
distribution prescribed/approved by the higher headquarters.

2. Assist in the expeditious delivery of these supplies and equipment


to the PNP field units and offices.

3. Perform care and preventive measure for the maintenance of


supplies and equipment in storage.

4. Expedite and monitor flow of supplies and equipment while in


transit through commercial forwarders until these are received by
the using units.

5. Assist the different regional commands and field units regarding


schedules of log-runs and provide necessary assistance in the
handling, packing and loading of supplies and equipment.

6. Perform repair and rehabilitation of PNP basic weapons and


equipment out of those turned-in through controlled cannibalization
and conduct test to ensure their serviceability.

7. Assist the different regional commands and other field units in the
repair in place of essential PNP equipment.

8. Maintain and update records and documents of issuance to


different PNP field units and offices.

9. In-charge of the insurance and registration of newly acquired


vehicles prior its release to the concerned end-users as well as the
renewal of insurance and registration of those serviceable vehicles
issued to the different national support units within Camp Crame to
include those vehicles issue with DILG, NAPOLCOM, PPSC,
PNPA, PNP TRACOM and PNP SAF.

10. Implement the actual distribution of POL allocation by preparing


delivery advice to all PNP units throughout the archipelago in
coordination with Petrophil Corporation.

11. Distribute all the approved delivery advice to the end-users thru
liaison officers of different PNP Regional Commands.

12. Develop and maintain the LSS management information system on


logistic wide coverage.

13. Maintain proper accounting of records of property received from


turn-in excess and or absolute items for disposal.

14. Segregate properties according to their technical service and


arranged those by lot for public bidding.

15. To make available stocks at all times to costumer offices/units


within HPNP complex and regional offices/units.

Transportation and Maintenance Division

1. To provide depot level repair and maintenance services of all heavy


and light vehicles/equipment organic to PNP.

2. To provide on site repair and maintenance services thru contact


teams to heavy and light vehicles deployed to the different PNP
Regional Commands throughout the Philippines.

3. To support inland transportation requirements of the PNP unit in the


movement of supplies, equipment, materials, cargoes and etc.

4. To provide support and lift capabilities to those undergoing tactical,
police and anti-insurgency operations and mission related activities
of the PNP.

5. Perform other function as higher headquarters may direct.

Explosives Ordnance Division

1. Provide operational control, planning and administrative services


related to mission and operations of assigned disposal team within
the PNP.

2. Disposal of ammunitions rendered hazardous by damage of


deterioration and other unexploded ordnance items (UXOs).

3. Provide technical assistance, explosive ordnance disposal support


to the PNP and for presidential and VIP protection.

4. Conduct EOD and EOR training to members of PNP and for civil
defense, law enforcement agencies, and other public officials.

5. Respond to bomb threats and to detect, neutralize, recover and


dispose homemade/improvised explosive devices.

6. Provides advice when authorized EOD assistance to civil


authorities.

7. Examine, identify and report new and unusual explosive items for
technical intelligence purpose.

8. Research on explosive items for self reliance project.

9. Perform court duty as directed.

COMPUTER SERVICE

MISSION:

The PNPCS shall formulate and implement Information Technology


Policies, Plans and Programs and provide Information Technology Services
necessary in pursuit of the PNP Mission and Objectives

FUNCTIONS:

2. Development, implement and maintenance of application systems
and management of Databases;
3. Provision of data processing services;

Systems Management Division

1. Develops and implements the Resource Management Information


System and the Crime Information System of the PNP.

2. Develops, implements other information systems as may be


required by higher headquarters.

3. Coordinates all planning and control activities of the PNPCS.

Computer Operations Division

1. Manages the development, utilization and maintenance of the


PNPs IT hardware, software and data communication facilities.

2. Provides technical knowledge & skills support to the entire


information processing activities of the center.

Data Management Division

1. Manages the development, utilization and maintenance of the PNP


info systems data bases.

2. Provides data preparation services for manual data processing


such as coding, batching editing, proofreading and output
preparation.

3. Performs data conversion on key-to-tape or key-to-disk processing


systems, key-punching, key-verification and disk-to-tape.

Training & Research Division

1. Designs, develops and implements it-related and enhancement
courses for the PNP.

2. Implements and coordinates police education and value orientation


programs of the command.

3. Undertakes research pm computer-related activities (hardware &


software and other subjects as maybe directed.

4. Develops new/revised methods, procedures and standard to


complement new equipments or working environment.

FINANCE SERVICE

MISSION:

The PNP Finance Service is responsible for the disbursement of all funds
of the command, the accounting of the same, and such other fiscal duties as may
be required by law or as directed by the Chief, PNP

FUNCTIONS:

1. Recommend policies regarding procedure in the disbursement and


accounting of all PNP funds;
2. Implement plans, policies, rules and regulations governing
disbursements and collection of PNP funds;
3. Maintain and supervise the operation of the MDS accounts for
agencies in the PNP;
4. Draw CFCs/MDS checks for the C, PNP pursuant to sec 616,
RAC, chargeable against the PNP appropriations;
5. Approve vouchers for the C, PNP for payment of PNP obligations
pursuant to sec 616, RAC;
6. Coordinate with other staff offices/units concerning the preparation
and distribution of pay and allowances of uniformed and non-
uniformed personnel of the PNP;
7. Process and settle the pay and allowances/salaries/TEVs,
commutations of leaves/furlough of the personnel;
8. Maintain financial records of pay and allowances/salaries of
uniformed and non-uniformed personnel of the PNP;
9. Supervise and/or recommend the training assignments,
designations, transfer and relief of finance/disbursing, collecting
officers, agent officers/tellers and their immediate bonding;
10. Exercise administrative supervision and operational control over the
regional FSOs and other Finance Service offices of
attached/support units of the PNP;

11. Provide fiscal agency service for the procurement of foreign
currencies for PNP personnel detailed abroad; and
12. Perform other duties as directed by higher authority.

Revenue & Collection Division

1. Collect, remits and maintains records of authorized deductions of


PNP personnel as well as tax with-held and acts as custodian of
trust receipt collections.

Audit and Control Division

1. Conduct periodic management audit on the different FSOs to insure


proper handling and disposition of PNP funds and properties and
monitor extent of performance and accomplishment against targets
and goals and recommend measures to improve operation.

Electronic Data Processing Division

1. Plans, Develops and maintain programs to enhance the accuracy


and reliability of computerized data needed by PNPFS in its
operation.

Disbursement Division

1. Takes charge of the preparation, consolidation and verification of


reports in the pay and allowance and authorized deductions of PNP
personnel and processes other claims against authorized PNP
appropriations and perform other functions related or appurtence to
there

HEALTH SERVICE

MISSION:

To provide Medical and Dental Services to the PNP Personnel and their
direct dependents and authorized civilians.

FUNCTIONS:

1. Responsible for the overall supervision of all activities in the PNP


Medical and Dental Service;
2. Advises the Chief, PNP on matters pertaining to the health status of
PNP personnel;

3. Supervises and implements approved plans, policies and programs
formulated by higher Headquarters;
4. Recommends to the Chief, PNP thru channel the procurement,
training, assignment and promotion of the PNP MDS personnel as
well as activation, deactivation, reorganization and transfer of
medical and dental units.
5. Conduct periodic inspection of all PNP MDS units; and;
6 Perform other duties as directed by higher authority.

Medical Division

1. Responsible in the implementation and supervision of career


development and management program of Medical Officers.

2. Advises the Director, MDS on the prevention and control aspect of


diseases.

3. Responsible for the effective accounting and control of PNP


patients.

4. Conduct researches to improve the Medical supplies and


equipment and training of medical personnel to deliver high
standard of medical services.

5. Prepare and recommend plans and policies pertaining to Medical


Officers.

6. Performs other functions as the Director, MDS may direct.

Dental Division

1. Responsible in the implementation and supervision of career


development and management program of Dental Officers.

2. Conduct research and studies to improve the dental supplies and


equipment and training of Dental Officers to meet the highest
standard of dental service.

3. Prepare plans and policies on matters pertaining to dental service.

4. Performs other functions as the Director, MDS may direct.

Nursing Division

COMMUNICATION AND ELECTRONICS SERVICE

MISSION:

To provide Communications-Electronics service and support necessary for


the accomplishment of PNP tasks.

FUNCTIONS:

1. Install, operate and maintain communication system to support


PNP wide activities including control, communication security and
service support;

COMMUNITY MINISTRY DIVISION

1. To inculcate basic religious and moral values and awaken people to the
centrality of faith their lives.

belonging and harmonious living in the community.

LEGAL SERVICE

MISSION :

To serve as the legal arm of the PNP and in so doing, shall act as legal
counsel to the Chief, PNP and to each subordinate components in all civil,
criminal and administrative proceedings that arouse in connection with the
legitimate performance of police duties and shall render legal opinion on matters
which needs legal comprehension.

FUNCTIONS:

1. Serve as legal counsel of the PNP. And provide legal service to the
PNP in civil action proceedings before the civil court and in quasi-
judicial and administrative bodies where in the Command is
involved or has interest therein as party thereof;
2. Prosecute cases in the proper courts, as directed by proper
authority and evidence may warrant, in coordination with
government prosecutors and/or Department of Justice;
3. Draft or study contracts affecting the PNP and submit appropriate
recommendation pertaining thereto;
4. Render legal opinion arising from the administration and operation
of the PNP;
5. Provide legal assistance and advice to the PNP personnel; and
6. Perform other duties as directed by higher authority.

Legal Assistance Division

1. Supervise the administrative of justice, discipline and affairs within the


Command.

2. Prosecute cases in the proper courts in coordination with the government


prosecutors and/or the Department of Justice and conduct Summary Dismissal
Hearing (SDH), as directed and referred by proper authority and evidence may
warrant.

Legal Research and Evaluation Division

1. Formulate plans, policies, programs and guidelines to ensure the
successful accomplishment of the mission of the unit and the PNP as a whole.

2. Render legal opinion, comments and/or recommendations on legislative


proposals, policies and guidelines affecting the PNP.

HEADQUARTERS SUPPORT SERVICE

MISSION:

To provide general housekeeping and camp security services to the


National Headquarters of the Philippine National Police.

FUNCTIONS:

1. Provide perimeter guards and conduct patrols inside camp;


2. Direct and control flow of traffic;
3. Formulate and implement camp defense, fire and disaster control
plan;
4. Administer the PNP Jail and provide security escorts during court
trial;
5. Formulate and implement camp rules and regulations;
6. Provide personnel and logistical support to NHQ during command
activities;
7. Render honors to VIP/Dignitaries and deceased PNP personnel;
8. Maintain housing, sports and recreational facilities;
9. Control and supervise the operation of concessionaires;
10. Provide fire-fighting services;
11. Provide maintenance of building, equipment & road nets;
12. Provide garbage disposal and ground beautification services;
13. Supervise minor construction and repair projects; and
14. Perform other duties as directed by higher authority.

Camp Management and Services Group

1. Provides technical and housekeeping services to NHQ PNP to include


spiritual, nourishment of PNP personnel and their dependents;

2. Provides fire fighting services inside camp and immediate vicinity.

Camp Security and Escort Group

1. Maintains the security of Camp Crame provides appropriate ceremonial
honors and escort related activities;

2. Administers and supervises NHQ PNP CDM unit.

Special Service Group

1. Plans and implement sport and recreational programs/activities and


provides appropriate music for the PNP Parades, ceremonies, programs and
other social activities;

2. Accommodates remains of PNP, Retired PC personnel and their


Immediate Dependents for wake and final rites.

ENGINEERING SERVICE

MISSION:

To provide for the over-all planning, implementation, supervision and


evaluation of all PNP Engineering programs, land utilization and housing projects
and activities of the Command.

FUNCTIONS:

1. Formulate plans, policies and procedures in the management of


engineer resources, land utilization and on base and off-base
housing activities;
2. Plan, design, administer and supervise construction, ground
development of PNP building facilities and housing related
projects;
3. Supervise, monitor and evaluate all construction, and major
engineering maintenance and repairs of PNP Buildings and
structures and other related structures and facilities of the regional
commands and support units;
4. Prepare construction requirements for PNP on-base and off-base
housing projects;
5. Participate in the planning and execution of police operations
requiring engineering support;
6. Act as commodity manager for engineer supplies and equipment
and determines engineer requirements and standards for
personnel and equipment;
7. Coordinate with private developer through GSIS, PAG-IBIG, NHA
and other lending institutions to assist PNP personnel in acquiring
house and lots for off-base and on-base housing;

8. Coordinate with the DPRM and DHRDD for the Professional
Career Development of Engineering personnel through
appropriate career patterns and progressive schooling for local
and abroad and recommends allocations for engineering technical
courses;
9. Manage and direct the acquisition, disposition and utilization of
PNP real estate and other related real properties of the PNP
nationwide;
10. In coordination with the Directorate for Intelligence, collect,
compile and disseminate engineer intelligence; and participate in
the planning and implementation of physical security measures
and PNP camps and stations;
11. Plan and coordinate involvement of the PNP Engineering Units in
disaster control and relief operations and civil disturbance control;
and
12. Perform other duties as directed by higher authority.

Land Utilization Division

1. Manages and administers and negotiates the acquisition and proper


disposition of all real estate property of the PNP;

2. Compiles, maintains updates and safeguards records and documents of


PNP nationwide as permanent depository of real estate records;

3. Updates records of insurances of all buildings and facilities of the PNP;

4. Collects, evaluates and compiles real estate information and building


facilities data;

5. Coordinates with DL and DC for the insurance PNP Buildings and other
related facilities of the PNP nationwide;

6. Recommends courses of actions for the settlements of claims over


disputes and controversies arising from the utilization and occupancy of PNP real
estates;

7. Prepares titling/pertinent documents of all real estate that should be under


the administration and management of the PNP to include properties that are co-
located with the AFP properties;

8. Controls and maintains all classified files concerning PNP real estate
property;

9. Plans and facilitates surveys on all real estate property for acquisition of
PNP;

10. Performs such other functions as the Director, PNP Engineering Service
may direct.

Housing Division

1. Implements PNP family housing plans, programs categorized as follows:

a. On-base housing programs


b. Fund assisted housing program

2. Administer and oversees the administration of all PNP housing facilities.

3. Ensures the proper collection, accounting, disbursement and remittances


of rentals from PNP personnel occupying:

a. On-base housing projects


b. Fund assisted housing projects

4. Maintains active liaison with the NHA and other government/ private
agencies.

5. Prepares periodic reports on housing for the information of C, PNP to


include problems and recommendations related to its functions.

6. Prepares annual budget of the PNP housing board and submit same for
approval of Chairman, PNPHB/C, PNP.

7. Prepares PNPHB, PNPHB EXECOM minutes of conferences and its


enabling implementing Board Resolutions and distributes same to all concerned.

8. Prepares notice of meetings/ conferences of the PNPHB/PNPHB


EXECOM and agenda further advises all concerned at least four (4) in advance.

9. Prepares and expedites all commo, agreements (MOA), contracts,


invitation to prequalification and to bid and publication of same and other related
documents pertaining to PNPHB, PNPHB EXECOM and PNPES matters.

10. Accepts record and process PNP personnel application for occupancy on
on-base/off-base housing projects units and/or buyers for fund assisted projects
and submits recommendation to the PNPHB, further approval of the Chairman,
PNPHB/C, PNP.

11. Assists PNP personnel in securing the proper financial loans from
government/private financing institutions intended for housing projects.

12. Provides assistance to all awardees of PNP assisted housing projects in
the organization of their homeowners association and their livelihood projects.

13. Conduct research and statistics on all housing and other related on-
base/off-base infrastructure projects.

14. Conducts inventory/management survey/ocular site inspections on the


proposed/ on-going on-base/off-base housing projects, fund assisted and
billeting troops projects and determine its present status/conditions and submit
recommendation to PNPHB for further approval of the C, PNP/Chairman,
PNPHB.

15. Prepares and submit recurring and special financial statements and other
related accounting reports required by higher authorities.

16. Performs such other functions as the Chairman, PNPHB, PNPHB


EXECOM, Dir, ES may direct.

Construction and Repair Division

1. Prepares feasibility studies, architectural and engineering plans and


design program or works and other related building construction documents in
accordance with building standards and existing national building code.

2. Ensures the work is completed in accordance with plans and


specifications.

3. Supervises and inspects all construction projects.

4. Determine the period of contract and recommend time extension when


delays are due to on-site conditions.

5. Determines whether completion of the project under contract work is


satisfactory and acceptable.

6. Prepares cash flow schedule.

7. Maintains files on every projects to include architectural and engineering


working drawings and other related building construction documents for future
reference.

8. Prepares scope of works, specifications and bill of materials/cost


estimates on all construction and R & U projects.

9. Conducts ocular inspections/surveys on all proposals/on-going projects


undertaken by the service PNP wide.

11. Performs OICC functions.

12. Prepares Pert/CPM diagram, cash flow and the work scheduling for any

MARITIME GROUP

MISSION:

To perform all police functions over Philippine territorial waters and rivers,
along coastal areas to include ports and harbors and small islands in order to
maintain peace and order and public safety

FUNCTIONS:

1. Organize, train, equip maintain and operate units/forces and


groups, and personnel assigned for effective and efficient police
operations;
2. Prevent and suppress illegal entry, smuggling, customs frauds, and
violations of other ordinance and Special laws that may be
committed within the waters subject to the jurisdiction of the
Republic of the Philippines and along coastal areas to include ports
and harbors and small islands;
3. Conduct operations against all forms of illegal fishing especially
those that use dynamite/explosives toxic substances or other
methods that may be declared destructive by proper authorities;
4. Administer and enforce all laws and recommend the promulgation
of ordinance and regulations for the protection and promotion of
safety of life and property at sea;
5. Perform investigation and inspection for the effective prosecution of
criminal cases, particularly those which involve maritime laws; and
6. Perform other duties as directed by higher authority.

Maritime Seaborne Operations Group

Operations and suppress/prevent other terrorist act at sea, pier
areas, ports and harbors

insurgency, and special operation in Maritime and hostile areas

INTELLIGENCE GROUP

MISSION:

statutory functions in law enforcement and public safety.

1. Assist the Chief, PNP in the conduct of Intelligence and

3. Perform other duties as directed by higher authority.

Special Investigation Group

Undertakes special intelligence operations against CPP/NPA, NDF,


National Party Units and Organs, and selected groups, organization and
individuals considered inimical to the countrys society.

Counter-Intelligence Group

Responsible in the conduct of appropriate counterintelligence operations


and security services.

Technical Support Group

d. Provides technical intel support to both PNP IG and other PNP


Operating Units.

e. Provide highly technical intel training to member of PNP IG and


other PNP Operating Units.

CRIME LABORATORY

MISSION:

To provide scientific and technical investigative aide and support to the


PNP and other Investigative agencies. To provide crime laboratory examination,
evaluation and identification of physical evidence gathered at the crime scene
with primary emphasis on their medical, biological and physical nature. To

establish Regional and City Crime Laboratories as may be necessary in all
regions and cities of the country.

FUNCTIONS:

1. Provide scientific and technical investigative aid in crime detection;


2. Extend support not only to all PNP units and offices but also other
government offices and major installations/facilities of other
government investigative agencies; and
3. Perform other duties as directed by higher authority.

Medico Legal Division

1. Conduct autopsy to determine the cause, manner and time of death and
provide a factual and objective medico-legal report.

2. Performs histopath examinations of tissues taken from autopsies to


distinguish natural deaths.

3. Performs examination on victims physical injuries to determine the extent


of injuries.

4. Performs examination in victims of physical injuries to determine the


extent of injuries.

5. Performs physical examination and blood extraction on suspected drug


addicts and for blood alcohol determination.

6. Conducts exhumation to determine the cause, manner and time of death


recovering, identifying and preserving evidentiary material related to the death.

7. Conducts identification of skeletal remains as to age, height, sex and


probable cause of death.

8. Performs examination on stains to determine the presence of semen or


blood.

9. Performs serological examinations on bloodstains.

10. Performs pregnancy test and other pregnancy-related cases.

11. Gives medico-legal opinion on referred cases.

12. Attend court duties on cases examined.

1. Conducts qualitative and quantitative determinations of abused drugs as


well as volatile substances.

4. Conduct gunpowder examinations on clothing for possible gunshot range.

MISSION:

To provide security to the President of the Philippines and his family,


cabinet members, senators, congressman and other government officials ,
foreign dignitaries and private individuals authorized to be given security and
vital installations.

FUNCTION:

1. Administer supervision of security personnel assigned to foreign


dignitaries, government officials, senators, congressmen, cabinet
members and private individuals authorized to be given security
and vital installations;
2. Exercise supervision and control over all divisions and other units
under PSPO;
3. Undertake continuing studies and evolve plans on police security
matters;

4. Establish policies and standards for the operation of the PSPO
pursuant to the plans and programs of the PNP;

Diplomatic Protection Group

1. Provide necessary security to all diplomats while in the country.

2. Undertake necessary security measures to secure embassies/consulars

Balikbayan Tourist Protection Group

1. Provide necessary security to all visiting for foreign national, tourists while
in the country.

2. Undertake necessary security measures to all tourists spots and


frequented areas in the country and points of entry/departure of foreign national
and OCW.

3. Maintain peace and order in all tourist spots and frequented areas in the
country.

Presidential Protection Group

1. Provide security for the president and the first family.

2. Security of foreign heads of state and other guests of the president


security of the malacaang complex and its immediate environment.

3. Provide safe and secured land, air and naval transport for the president.

4. Provide fixed and mobile overt and covert security.

5. Enforce internal police rules and regulations within Malacaang complex


and other places where the subject stay.

NCR Protection Group

Administer/supervise security personnel assigned to government officials,


put individuals and government installations authorized to be given security in
Mindanao.

Headquarters Support Group

Provide operational support to all security operational and administrative


activities and other requirements in terms of mobile, motorcycles and commo,
EOD and other security and escort requirements of the command.

CRIMINAL INVESTIGATION AND DETECTIVE GROUP

MISSION:

1. To undertake the monitoring, investigation and prosecution of all


crimes involving economic sabotage and other crimes of such
magnitude and extent as to indicate their commissions by highly
placed or professional syndicates and organizations.
2. To investigate all major cases involving violations of the Revised
Penal Code and operate against crime groups, unless the

President assigns the case exclusively to the National Bureau of
Investigation.

FUNCTIONS:

1. Monitor, investigate and prosecute all crimes involving economic


sabotage like bank frauds, large scale smuggling, estafa dollar
salting hoarding profiteering and other crimes of such magnitude
and extend as to indicate their commission by highly placed or
professional syndicates and organizations;
2. Investigate on major cases involving violation of Revised Penal
Code;
3. Conduct operations against notorious wanted person and
organized crime groups particularly those engage in arm robbery,
kidnap- for-ransom, gun-for-hire and illegal position of trafficking of
firearms and explosives;
4. Provide direct support to the PNP field Units in the investigation
and solution of major crimes especially those requiring special
investigative techniques and intensive follow-up;
5. Investigate cases involving violations of special laws, which are
expressly, assigned to the Command such as anti-graft and corrupt
practices (TANOD BAYAN), illegal recruitment and illegal
trafficking/position of firearms and explosives;
6. Assist in the prosecution of cases investigated by the command
and in the crime prevention of effort of the PNP field units;
7. Identify document and investigate the atrocities committed by
CCP/NPA/NDF and file criminal cases with the civil courts and
Commission in Human Rights; and
8. Perform other duties as directed by higher authority.

AVIATION SECURITY GROUP

MISSION:

To conduct aviation security operations in support of the PNP


mission and in the pursuance of national objectives

FUNCTIONS:

1. Secure all the countrys airports against offensive terroristic acts


that threaten civil aviation;
2. Exercise operational control and supervision over all agencies
involved in airport security operations;
3. Enforce all laws and regulations relative to air travel protection and
safety;

protect and enhance civil aviation;

Aviation security operations, airport security, enforcement of laws and


regulations relative to air travel protection and safety, and conduct of anti-
hijacking and other anti-terroristic operations to protect and enhance civil aviation
within Luzon.

Visayas Aviation Security Group

Aviation security operations, airport security, enforcement of laws and


regulations relative to air travel protection and safety, and conduct of anti-
hijacking and other anti-terroristic operations to protect and enhance civil aviation
within Visayas.

Mindanao Aviation Security Group

Aviation security operations, airport security, enforcement of laws and


regulations relative to air travel protection and safety, and conduct of anti-
hijacking and other anti-terroristic operations to protect and enhance civil aviation
within Mindanao.

Aviation Counter-terrorism Group

Counter-action operations against hi-jacking and other terrorist acts that


threatens civil aviation.

Aviation Group

Perform administrative and tactical air operations, search and rescue


operations. Reconnaissance and disaster relief operations. Training and
development of pilots and crew.

TRAFFIC MANAGEMENT GROUP

MISSION:

To promote safety on the highways and conduct operation against
carnapping, hi-jacking and hold-up, assist in the prevention, investigation and
suppression of other crimes committed on the highways involving the use of
motor vehicles and assist other concerned agencies in the implementation of
special laws.

FUNCTIONS:

1. Enforce traffic rules and regulations (RA 4136) in the highways and
main thoroughfares and act as technical advisor in traffic
management in all other areas;
2. Conduct motorized patrol coverages to prevent traffic accidents and
crimes; enforce traffic land transportation laws, rules and
regulations and render assistance to motorist throughout the
country;
3. Act as technical supervisor on traffic management and anti-
carnapping operations of all PNP units nationwide;
4. Spearhead operations against carnapping and assist other units in
the prevention and investigation of other crimes committed with the
use of motor vehicles;
5. Issue motor vehicle clearances prior to their registration and
transport;
6. Implement pertinent provisions of PD 1612 otherwise known as
Anti-Fencing law of 1974;
7. Implement provisions of PD 96 regarding unlawful use or
attachment of sirens horns, whistles and similar gadgets that emit
exceptionally loud and startling sound, including dome lights and
other similar signal devices on motor vehicles;
8. Implement Metro Manila Authority (MMA) Ordinance NR 5 Series of
1991 re-Truck Bun;
9. Assist in the enforcement of pertinent provisions of custom laws
relative to the operation of motor vehicles; and
10. Perform other duties as directed by higher authority.

Motor Vehicle Clearance Division

1. To issue motor vehicle clearance prior to their registration with LTO


and prior to their transport to other provinces/places;

2. To process motor vehicle records, conduct actual examination of


motor vehicle prior to issuance of clearance;

3. To perform other function such as identification of motor vehicle


with tampered chassis and engine number; and

4. To provide verification check upon request of any entity/ies
regarding change of status of a motor vehicle and issue a receipt to that effect.

Special Operations Division

1. Conduct anti-carnapping operations against syndicated crime


groups especially those using motor vehicles;

2. Conduct investigation on owners/possessors of motor vehicles with


questionable papers and/or tampered chassis and motor number;

3. Provide and maintain records of stolen/recovered and/or released


motor vehicles;

4. Maintain regular coordinative efforts/activities with various


institution especially those involve in the processing and documentation of motor
vehicle ownerships.

Traffic Management Office Regional Field Offices

1. Perform the mission and functions of the Traffic Management


Offices in areas covered by Regional Offices; and

2. To support and act as adviser of the Regional Director on Traffic


Management and anti-carnapping functions of the PNP Regional Offices.

Traffic Management Office Provincial Teams

UPR in carrying out Plans of Action of the Command thru the Regional
Offices under the operational supervision and guidelines of the Regional
Directors within AOR.

POLICE COMMUNITY RELATION GROUP

MISSION:

To conduct community relations activities in support of the PNP security,


development and law and order operations that will promote community and
citizens participation in the maintenance of peace and order and public safety.

FUNCTIONS:

1. Conduct community relations program and civil assistance to
promote closer police-civilian relationships.
2. Conduct continuous information and education campaign among
members of the PNP on the observance of the customs, traditions
and practices of the police officers, as well as keeping them up
dated on the policies, rules and regulations prescribed by higher
authorities.
3. Coordinate and establish linkages with NGOs and jointly participate
in activities in the furtherance of the PNP goals and objectives.
4. Provide assistance in conducting relief and rehabilitation during
calamities and other disasters.
5. Conduct spiritual, moral, social and cultural development program
of activities among PNP personnel and civilian employees the
importance of values and people oriented services.
6. Attend to public complaints arising from perceived police abuses
and other grievances.
7. Conduct information and activities thru the various forms and media
to generate public support to the PNP in particular and the
government in general.
8. Collect, evaluate and disseminate information on prevailing
situation relative to PCRC Mission; and
9. Perform other duties as directed by higher authority.

Internal Management Division

1. In charge of law and order including morale and welfare and


enforcement of discipline over the actuation of personnel and institute corrective
actions on observed fractions of discipline at our level of authority and
established rules and regulations and keep personnel effectively working in the
Command;

2. Assist in the production and dissemination of the latest guidelines,


instructions, directives and other issuances from the higher headquarters needed
on the strengthening the Police Information and Education program;

3. To assist in the implementation of higher Headquarters directives of


Complan Pagbabago.

4. Assist the D, PCRG in the formulation of the policies and in the


planning, direction coordination and supervision for all matters pertaining to
human resources and doctrine development;

5. Acts as the office with primary responsibility on matters pertaining


to Police Information program PNP wide;

6. Conduct periodic research monitoring and evaluation of the effects
and responsiveness of the Police Information and Education Program;

7. Document and process information of person and events of


historical value in the various forms of media for the purpose of preserving same
for reference, information and appreciation of future generation;

8. To maintain and continuously enrich the PNP Museum by acquiring


and securing materials of historical value;

9. Establish and manage the Library of PNP documents and other


historical articles directly relating and affecting the PNP;

10. Provide historical materials to subordinates unit and conduct


historical activities as necessary as required; and

11. Introduce repair and renovation of the building facility and maintain
ground improvement.

Cultural Affairs Division

1. Receives and monitor incidents involving Muslim for Information of


Chief PNP and to recommend appropriate action to office concerned;

2. Continuously assess situation in areas having Muslim communities


in close coordination with appropriate military and civilian offices/agencies and
advises Chief, PNP on appropriate actions to be undertaken;

3. To maintain records of laws, PDs, LOIs and EOs and other


pertinent issuances to the Muslim;

4. To assist the Director, PCRG in implementing guidelines for cultural


benefits and privileges to minorities;

5. To extend all possible assistance to cultural minorities using


available resources of the Command.

6. To maintain close liaison and coordination with the Office of the


Muslim Affairs under the Office of the President and the ARMM on all matters
related to Muslim affairs; and

7. To conduct studies, researches and analysis of the economic,


social and political status of the cultural minorities and advise the C, PNP thru D,
PCRG on the program and special projects.

Community Relations Division

1. Conduct community relations activities to to promote the image of


the PNP;

2. Organize a communication auxiliary group under the umbrella of


Police Community Relations Command;

3. Conduct paramedic operations in support of basic PCRG mission;

4. Establish linkages/tie-up with LGUd, NGOs, GunClubs and other


Sports Association.

5. Provide direct support and assistance to PNP units nationwide in


the conduct of their special community relations activities;

6. Provide direction, control and supervision over


communication/radio clubs desiring to facilitate with the PCR Communication
Auxiliary Group;

7. Provide assistance on complaints who are victims of oppression


and other forms of injustice and refer them to concerned agency.

8. To provide assistance by delivering basic needs to the public on


disaster/calamity affected areas; and

9. To monitor/survey calamity/disaster affected areas and rcommend


to C, PNP program of action to be undertaken to ensure the safety/health and
assistance of the victim.

Production and Media Affairs Division

1. To gather information in relation to the planning, organization and


implementation of counter propaganda operation;

2. To conduct surveys of opinions and attitudes on the target


audience from urban areas up to the rural communities nationwide;

3. To conduct social investigation on target areas with specific target


audience to determine their sentiment/political/persuasion and records them for
future/ready reference;

4. To inform the public on the role, functions and responsibilities of the


PNP as a law enforcing agency by means of conducting a regular, weekly TV
program featuring the PNP as a friend and protector of the people and an
efficient professional law enforcer;

5. To counter the negative news reports against the PNP
organization;

6. To coordinate with print media, TV and radio on issues related to


the PNP;

7. To generate awareness on the activities being undertaken by the


PNP;

8. To portray and create a positive/wholesome atmosphere that


would be favorable for the PNP and establish good rapport with other
government agencies and NGOs for possible tie up of activities, sponsorship
and other developmental projects;

9. To provide photo coverage on significant occasion of the


Command as a factual source of information for the appreciation of the public;
and

10. To conduct preventive maintenance of all organic vehicles,


machines or equipments and safeguard the same against unreasonable wear
and tear.

CIVIL SECURITY GROUP

MISSION:

1. To provide administrative services and general supervision over the


organization, business operations and the activities of all organized private
detectives, watchmen, security guard agencies and company guard forces; and
2. To supervise the licensing and registration of firearms and
explosives;

FUNCTIONS:

1. Responsible for the planning, organizing, directing, coordinating


and controlling the issuances of permits and licenses on firearms,
ammunitions, explosives, firecrackers and pyrotechnic devices,
private security agencies, company guard forces and the private
security guards;
2. Exercise command and control of its subordinate divisions (FED &
SAGSD);
3. Act as technical staff of the Chief, PNP pertaining to the
enforcement of laws on firearms, ammunitions, explosives,

firecrackers and pyrotechnic devices, private security agencies and
company guard forces;
4. Responsible to Chief, PNP in the issuance of permits and licenses
of firearms, ammunitions, explosives, firecrackers/pyrotechnic
devices, private security agencies, company guard forces and the
practice to exercise profession of private security personnel; and
5. Perform other duties as directed by higher authority.

Firearms and Explosives Division

1. Process and recommend the issuances of licenses or permits


related on firearms, ammunitions and explosives, firecrackers and the like in
accordance with policies, guidelines, rules and regulations of the law;

2. Be the Technical adviser of the D, CSG on matters pertaining to the


management functions of firearms, explosives and firecrackers;

3. Be the centralized records custodian on all matters related to


firearms, explosives, firecrackers and pyrotechnics devices; and

4. Other functions as the D, CSG may direct

Security Agency and Guard Supervision Division

1. Process and recommends new licenses to operate business of


private security agencies and company guard forces in accordance with RA
6975;

2. Process and recommend new licenses to exercise private security


profession of the Private security personnel;

3. Be the central records custodian of all matters pertaining to


PSG/CGF and Private Security personnel; and

4. Other functions as the Director, CSG may direct.

Regional Field Units

1. Enforce and execute the mission and functions of CSG in the


Region;

2. Implement the policies, directives, rules and regulations, programs
and projects adopted by D, CSG in the region;

3. Process, recommend the approval and signature of the RD,


renewal of permits/licenses pertaining to firearms explosives, PSA/CGF and
private security personnel in the regional level;

4. Plan, organize, train and utilize the law enforcement service


students/graduates as future active police officers/policemen and or be in the
reserve pool of the PNP for emergencies; and

4. Other functions as the D, CSG may direct.

SPECIAL ACTION FORCE

MISSION:

To conduct special operations as a rapid deployment force in the country


specifically in the areas of counter-terrorism, hostage rescue and national civil
disturbance control in times of calamities, disasters and national emergencies.

FUNCTIONS:

1. Provide mobile strike force or reaction unit to augment regional,


provincial, city and municipal police forces especially for civil
disturbance management, hostage-taking rescue operation, anti-
hijacking, anti-terrorism, explosives and ordnance disposal, and
other special operations; and
2. Perform other duties as directed by higher authority.

DHRD Division

1. Study and serve info pertaining to the persons active of the office

2. Prepare personnel plans and projections

3. Supervise and monitor all sports development program/activities of


the office;

4. Furnish the Director with estimates, advises and analysis person to


person matters;

5. Formulate training program and directives that are required to


attain professionalism of PNP uniformed and Non-uniformed personnel;

coordination with the Director, staff and other concerned agencies;

7. Determine the training requirements and recommend personnel to


for training in foreign and local service school and civilian university as
authorized by NHQ.

management and education of PNP uniformed and non-uniformed personnel at
command level

POLICE REGIONAL OFFICES

REGIONAL PERSONNEL AND RECORDS MANAGEMENT DIVISION

1. Advise the Regional Director on matters pertaining to personnel


and records management;

2. Study and serve information pertaining to the personnel activities of


the Office;

3. Furnish the Regional Director with estimates, advises and analyse


on personnel matters;

5. Prepare personnel plans and projections;

5. Supervise and monitor all sports development programs/activities


of the Office;

6. Translate decisions into directives concerning personnel


information and movement or deployment of elements of the Office;

7. Recommend changes in plans, policies and orders to ensure the


efficient procurement and employment of the human resources of the Office;

8. Administer and manage pertinent records of Uniformed and non-


uniformed personnel and the records of the Office; and

9. Prepare the budget for personnel and records management and


acts as Program Director for the PNP funds thereof.

REGIONAL POLICE-COMMUNITY RELATIONS DIVISION

1. Assist the Regional Director in supervision the implementation of


the PCR plans and programs by subordinate units within area of responsibility;

2. Assist the Regional Director in budgeting and programming of


funds to support PCR activities of subordinate units;

3. Prepare implementing plans and programs on PCR-related matters;

4. Consolidate documentation and collection of historical facts, figures


and items from subordinate units for submission to higher headquarters; and

5. Prepare periodic and special reports regarding PCR for submission


to higher Headquarters.

REGIONAL COMPTROLLERSHIP AND FINANCE DIVISION

1. Settle and claims for and against obligation incurred by the


Command;

2. Advise for the allocation and issuance of funds; and

3. Supervise expenditures and ratify the Comptrollership requirement


of the Regional Command.

REGIONAL INVESTIGATION DIVISION

1. Upgrade the efficiency in the implementation of investigation


policies, guidelines and directives;

2. Monitor and ensure that the investigation of crimes and other


offenses terminates with the arrest and successful prosecution of the suspects;

3. Evaluate crime statistics to enhance successful investigation of


crime; and

4. Conduct studies, researches and formulate policies and plans to


enhance the investigative efficiency of the PNP.

REGIONAL HUMAN RESOURCE AND DOCTRINE DEVELOPMENT DIVISION

1. Advice the regional Director on matters pertaining to Human


Resource and Doctrine Development, e.g. education and training of PNP

uniformed and non-uniformed personnel and doctrines pertaining to the
organization, administration and operation of the Regional Office;

2. Formulate training programs and directives that are required to


attain professionalism of PNP uniformed and non-uniformed personnel at the
regional level;

3. Formulate policies on training directives of the regular personnel of


the Regional Office;

4. Supervise and coordinate Regional Command training activities in


coordination with the Regional Staff and other concerned agencies.

5. Determine training requirements at the regional level and


recommend personnel for training in foreign and local service schools and in
civilian universities as authorized by national Headquarters;

6. In coordination with concerned Directorial Staffs, review and


recommend deserving PNP dependents to the PNP Scholarship Program;

7. Implement the in-training and education programs of the Director


for Human Resource and Doctrine Development (DHRDD) and also supervises
its implementation at the regional level;

8. Implement the plans and policies from DHRDD in the allocation of


training aids and facilities at the regional level;

9. Act as Regional Program Director for training and education funds.

REGIONAL INTELLIGENCE DIVISION

1. Direct, control and supervise the production of intteligence, use of


intelligence information for operational planning and policies for the regional
Directorial Staff direction, and counter-intelligence operations;

2. Plan and supervise intelligence and counter-intelligence training in


the Regional Office; and

3. Provide the Regional Director with timely and accurate intelligence


information for his information and decision.

REGIONAL LOGISTICS DIVISION

1. Provide Staff advice to Regional Director, Staffs and Field Unit
Commanders on supply, maintenance, transportation, ordnance and
quartermaster;

2. Provide internal control in the proper handling, management and


procedures on supply transactions pertaining to acquisition, issuance and
disposal of supply and equipment to all field units;

3. Act as the Program Director for Logistics; and

4. Conduct research on the performance of clothing, weapons,


transportation, communication and investigation equipment acquired to include
those earmarked for acquisition by National Headquarters, PNP.

HEADQUARTERS SERVICE SUPPORT GROUP

The Headquarters Service Support Group is responsible for the following


tasks and duties:

1. Exercise operational control over headquarters support service not


assigned or attached to subordinate office;

2. Local security of the Headquarters;

3. Arrangement and movement of the Headquarters;

4. Supervision of training and moral activities of headquarters


personnel and casual;

5. Supervision of Headquarters mess and supply;

6. Messing and quartering of personnel of the Headquarters and


casual;

7. Reception and accommodation of visitors to the headquarters;

8. Provision of protection areas for casuals and personnel of the


headquarters;

9. Rendering Band Service during Hqs affairs, special occasion and


funeral services to the late members;

10. Maintenance of building and facilities of the Regional Headquarters;


and

11. Supervision of motor transportation organic to or allocated for use
by the Headquarters.

REGIONAL OPERATIONS AND PLANS DIVISION

1. Plan, coordinate and supervise operations and integrate and


coordinate support units activities;

2. Prepare and evaluate mobilization, assignment, employment and


deployment of units;

3. Prepare, coordinate and issue operational order and directives in


accordance with NHQ, PNP policies and guidance; and

4. Maintain coordinative liaisoning with support units, Armed Forces


Units and other law enforcement agencies.
