1. Introduction
This regional procedure shall be used within BP Norway a bridging document
between Logistics Vessel operations, GOMO and BP`s UK North Sea Marine
Operations Manual UK-PRO-5.6-1000.
The procedure is also available at

Purpose The purpose of UK North Sea Marine Operations Manual UK-PRO-5.6-1000 and
GOMO is to:
 Define Logistics Centre standards and expectations.
 Communicate the key issues that must be considered by personnel
involved in emergency response, management and control of marine
activities.
 To ensure and improve the safety and to provide guidance on
elimination or reducing hazards or risk of supply and rig move
operations.

GAP analysis in chapter 12 shall be used where it is referred to UK regulations


and where Norwegian regulations shall be followed. If any doubt, stop the job
and contact Marine Team Lead for consultations.
If any marine operation is not covered in this document or the referred Marine
Operations Manual or GOMO, please contact the Marine Team lead.

2. Health, Safety and Environment


Objective The Logistics Centre's main objective is to ensure that
 No accidents
 No harm to people
 No damage to environment

Before starting any operations for the Logistics Centre, all vessels are expected to
go through BP's Eight Golden Rules with all members of the crew and ensure that
these are complied with.
It isemphasized that the vessel Master is responsible for the safety of crew and
vessels in all circumstances.
We expect the Master and crew to say STOP if they are not happy with the
situation.
Vessels must make use of Risk Assessment and Safe Job Analysis (RA & SJA)
framework if there is no procedure for how to proceed with a task, incl. defined
safety measures and for tasks of which the vessel has no previous experience.
The objective is to achieve the lowest risk level possible and to prevent all types
of incidents and injuries.
"Nothing in these rules shall exonerate any vessel, or the owner, master or crew
thereof, from the consequences of any neglect to comply with these rules or of
the neglect of any precautions which may be required by the ordinary practice of
seamen, or by the special circumstances of the case".
The international regulations for preventing collisions at sea, 1972, part A,
rule 2.

3. Contact details

Calls between 22:00 - 08:00 should be kept to a minimum and be related to urgent operational matters

4. Planning and co-ordination of vessel operations


General The responsibility for planning and coordinating vessel operations lies with the
Vessel Coordinators. In practice, however, it is exercised by all involved. Some clear
ground rules apply:

4.1.1 Daily morning phone conference:


A conference call takes place every morning
 @09:30hrs for the southern fields, (dial +47 52 01 3000, ask for ext. 1811),
 @10:00hrs for the Skarv and Norne area/Sandnessjøen (dial +47 52 01 3000, ask for ext.
1812)
during which the day's operations and vessel scheduling are planned (together with supply base,
onshore and offshore coordinators).
This is a daily event which takes place 365 days a year.

4.1.2 Daily afternoon phone conference:


A conference call takes place every afternoon for all vessels in port to participate, on working days
only.
 @15:00hrs for the southern fields, (dial +47 52 01 30 00, ask for ext. 1811) .

4.2.1 Marine Operation Plan

4.2
A Marine Operation Plan is prepared on the basis of the morning conference. This will be distributed out
by the Vessel Coordinator after the morning conferences.
The plan provides all the necessary details for voyages from the base that day and the plans for the near
future. Deviations from the plan must be agreed with the Vessel Coordinator or Vessel duty.

4.3.1
4.3 Sailing order:

Before all departures from the base a sailing order shall be distributed. The vessel shall set best
economic speed in order to meet the relevant sailing order and route plan. Deviations to the plan shall be
agreed with the Vessel Coordinator.

4.3.2 Deviations from the vessel scheduling:


Deviations from the planned sailing must not take place without permission from Vessel Coordinators. If
major delays (>1hrs) to the vessel scheduling occur the vessel should inform Vessel Coordinator. In
cooperation with the installations, the Vessel Coordinator will consider which actions should be taken to
avoid undesirable delays and unacceptable costs.

5. Reporting
Emergency An Emergency flow chart shall be prepared prior to operations for the Logistics
Flow chart Centre. The Vessel Coordinator will make sure that this document is distributed to the
vessel, the vessel owner, ECR teams, the installations and any other internal
recipients.

Wels All vessels shall update voyage events continiusly through the vessel reporting
client in WELS. (www.wels.no)

This allow the vessels to report their activities to the Wels-system. This includes all
events on a voyage, daily fuel ROB figures, deck area map, bulk and deck cargo
actions and departure information. As this reporting is the basis for invoice approval
(from the ship owners) the Stand-by/Rescue vessels will have to end and start the
next voyage at 00:00hrs on the first date of each month.

The Vessel Coordinator is automatically updated on the vessel status when a report
is saved to web by the vessel. Updated deck area maps are also distributed to
involved parts when saved to the web.

6. Notification and reporting of Marine incident and HSE

Purpose The purpose of the flowchart below is to describe how the vessel shall inform
Logistics Centre and provide a guideline to the prevailing requirements for
notification and reporting of HSSE-related and Quality related incidents and
occurring on vessels operating for the Logistics Centre. The outlined routine is
to follow the flowchart below:

Note that incident title shall be in English, and as a minimum the report shall
have a summary in English.

6.1 Emergency reporting


Emergency This encompasses situations leading to the mobilization of the emergency
Situations organization either at the vessel, ship owner and/or Logistics Centre. The local
emergency plan details the relevant Defined Situation of Hazard subject to
notification (nor; "DFU - Definerte fare- og ulykkeshendelser"). Emergency situations
shall be communicated according to the vessels "Emergency Notification Flowchart /
Bridging Document" provided by the Vessel Coordinator.

Incident While operating under a contract, it is imperative that the vessel also inform
Situations Logistics Centre about incidents that are non-emergency situations. The list below
states incidents that are to be reported.
a) Medical Treatment Injury
b) First Aid Injury
c) Unintentional spill to the external environment
d) Breakdowns that affect the operational status of the vessel
e) Breach of the ISPS Code
f) Non-compliance to Logistics Centre`s and/or ship owner's procedures
g) Damage to property ( BP assets)

7. ASCO supply base info

Location Logistics Centre main offshore supply bases is located at Horvnes in Sandnessjøen
and Sola Havn in the south- eastern part of Risavika/Tananger. The base in Tananger
is located 16 km from Stavanger and 12 km from Forus.

7.1 ASCO supply base


Logistics Centre has subcontracted the operation of the offshore supply base to ASCO Norge AS. ASCO
that is responsible to Logistics Centre for the overall safety and operations on the quay, regardless of
which subcontractors ASCO uses. This means that the vessels will cooperate closely with ASCO and that
personnel will come aboard from time to time to discuss issues of common interest.
This is a daily event which takes place 365 days a year.

7.2 Before arrival in Port


In due time before arriving the supply base the vessel should call ASCO for berth allocation and berth
facilities (water hoses, linesmen, etc). The most important contact details are stated on page 10 and 11.

If a vessel is departing from installation after 22:00, ASCO should be notified the next day at 08:00. If
ETA is before 08:00 pleases notify before 22:00.

It is emphasized that no vessel shall commence mooring operations unless there is someone on the
jetty to take the mooring lines.

 The Gyda field (Repsol) is comprised of one integrated accommodation, drilling and production platform.

10.4 Skarv

 The Skarv field (BP) consists of the FPSO Skarv.
 Producing from 2nd half of 2012.
 Manning: Approx. 50 people.
 Opening hours: 07:00 - 19:00

10.5 Varg A
 Position Varg: 58º 04' 25"N 001º 54' 23"E
 The Varg field (Repsol) consists of the Varg A which is an unmanned wellhead platform. The field is not
linked to a pipe transport solution, and is currently not in operation.
 Opening hours: Varg A: unmanned and closed 24/7, Manned through shuttling from Sola occasionally.
Open 24 hours when drilling rig is present.

10.6 Yme
 Position Yme: 57º 48' 885"N 04º 32' 063"E
 The Yme field (Repsol) is developed with a unit placed on a storage tank on the seabed and caisong to
the surface. MOPUstor removed, caisong and legs visible above surface.
Additional information: guard vessel to be contacted on VHF. Jackup and MOPUstor removed.

11. General information

11.1 Pilot and customs clearance


The vessel should request the services of a pilot if the Vessel Master is not in possession of a Pilot Exemption
Certificate (this particularly applies to foreign vessels) or if the vessel need a pilot for other reasons. The request
for a pilot could be ordered directly via Millennium Shipping, 24/7 telephone +47 51 60 18 60. They also handle
the inwards/outwards clearance with the customs authorities for vessels arriving from a foreign port or that fly a
foreign flag.

11.2 Tank cleaning


The Vessel Coordinator is responsible for booking tank cleaning. Before a contractor can start any cleaning
operations on board a vessel, a toolbox meeting shall be held between the vessel master and the supervisor of
the cleaning operation. At the meeting a safe job analysis and risk assessment shall be conducted and a work
permit prepared. In this connection, GOMO guidelines "Checklist for Tank Cleaning" should be used in
accordance with the work permit.

11.3 Bulk
Bulk is available at Quay 23 or 24 and Quay 5 in Tanangerand at Quay 1 and 2 atHorvnes in Sandnessjøen. ASCO
Supply base is responsible for booking a quay and coordinating with the bulk supplier through bulk orders
which is sent to the supplier and the vessel. According to GOMO guidelines a loading meeting must always be
held with supplier personnel before bulk is loaded/unloaded to ensure that the operations take place in an
entirely safe and controlled manner. It is important to take care of declarations and datasheets for all bulk loaded
on the vessels tanks. Depending on the type of cargo, Logistics Centre uses the companies Baker (mud
chemicals, return waste/return bulk and tank cleaning), Halliburton (mud chemicals and cement), MI Swaco (mud
chemicals) and Statoil Norge (fuel/MGO).
When operating from other supply bases vessels will get procedures from the Vessel Coordinator.

11.4 Loading meeting and loading plan


A loading meeting shall be conducted between the vessel, supply base and dockers before loading commence.
At the meeting the planned loading operation is reviewed, taking into account hazardous goods, position of
cargo, urgent lifts, communication, risk identification and other important matters. According to GOMO
guidelines the vessels shall prepare a deck area map. This map shall be submitted through the WELS client at
the earliest convenient time after loading. When the vessel saves the deck map to web (submitted), this image is
made available to all affected personnel both onshore and offshore through the WELS system.

11.5 Shipping manifest and hazardous goods


The vessels receive a shipping manifest from the ASCO supply base for all outgoing cargo. The vessels shall
receive a preliminary manifest or loading list before the installation starts backloading to the vessel. The final
manifest is received before the vessel leaves the field. The manifest shall state whether the cargo contains
hazardous goods. Documentation (HSE data sheet and IMDG transport documents) for hazardous goods shall be
forwarded to the vessel before such cargo is put down on the vessel, also in those cases where the vessel is
used for temporary storage or in-field-transfer.

We expect the captain to say NO to cargo with missing documentation, and to contact the Vessel Coordinator!

Reporting of hazardous goods to the Norwegian Coastal Administration (Kystverket) must take place in
accordance with the current regulations (1999-06-16 No 727: Forskrift om krav til melding og utfylling av
kontrolliste ved fartøyers transport av farlig eller forurensende last). In practice, this is reported by the vessel in
SafeSeaNet. See www.shiprep.no for more information.

11.6 Backload
The installations report their needs for backload the day before sailing. Pursuant to the GOMO guidelines, at
least 10% of the deck area should be reserved for backload. During ongoing loading operations for outbound
cargo, the vessels are responsible for notifying ASCO when the 10% limit is reached. This area may only be
reduced upon approval from the Vessel Coordinator after they have cleared the situation with the affected
installations on the sailing route.

11.7 Potable water bunkering


Bunkering of potable water primarily takes place at ASCO supply base (Quay 20-24 in Tananger and Quay 1-3 at
Horvnes) or other bases. Capacities for each quay are listed at page 10-11. To avoid late departures from the
quay, the vessels are requested to use two hoses if necessary.
The vessels shall transit with maximum 300m3 potwater available as a initiative to reduce draught.

Please note that the water hoses use Brass couplings and have to be treated with special care. Do NOT throw
them from cargo rail down to the jetty. For more information, see the paragraph Water Quality below.

In general, vessels are not allowed to deliver potwater to any installation without a written approval from the
Vessel Coordinator. Before any pot water delivery, the vessel pot water tanks must be tested and approved. See
also pot water guide Appendix C

11.8 Fuel bunkering


The vessels should make sure that the fuel supply is on board is maximum 300m3 before departure from the
base. Needs for re-fuelling should be communicated to the Vessel Coordinator. Daily ROB qty (m3) should be
reported in Wels @23:59hrs each day.

In general vessels are not allowed to deliver fuel to any installations without a written approval from the vessel
Coordinator. Before any fuel delivery to installations, the fuel tanks must be tested and approved. Spot vessels
are normally not use for bunker supply.

11.9 Water quality


Due to the risk of potable water contamination at our installations, Logistics Centre has strict water quality
requirements. No vessels on a short-term contract are allowed to supply potable water offshore before water
samples have been taken and the results show a satisfactory quality. Logistics Centre uses the company Intertek
West Lab for all water analysis.

For the vessels set up with water sample Pelicase delivered by Logistics, samples will be taken by vessel crew
and sent to:

The suitcase will immideately be returned to the vessel with new set of botles for next periodic sample. The
vessels shall implement a routine for monthly water sampling.

The vessel coordinator gives permission to supply potable water once the results have been confirmed to be
satisfactory. Potable water on board vessels coming from abroad shall never be supplied to Logistics Centres
installations. The tanks must be emptied, flushed and filled with fresh water from supply base and water

samples must be taken to make sure the quality is satisfactory.


Please note that due to the risk of contamination of the water tanks, Logistics Centre does not allow potable
water to be supplied as drill water offshore. Deviation from this only after approval from the Vessel Coordinator.
If no instruction are given from the vessel coordinators the master shal ensure the vessel have sufficent fuel
onboard according to sailingplan, and other circumstances.

11.10 Fuel quality


Due to the risk of fuel contamination at the installations, Logistics Centre has stringent fuel quality requirements.
No vessels on a short-term contract are allowed to supply fuel offshore before fuel samples have been taken and
the results show a satisfactory quality. Logistics Centre uses the company Intertek Westlab for sampling and
analysis.
For the vessels set up with fuel sample Pelicase delivered by Logistics, samples will be taken by vessel crew and

ASCO checks fuel quality on the quayside plant prior to fueling of the vessel. If the fuel is of satisfactory quality,
fuel is allowed transferred to the vessel tanks.
The vessels maintains monthly fuels samples issued to lab for analysis. Quick tests may be used for spot checks
or if suspecting low quality fuel.
Fuel older than a month, shall not be delivered to the installations or mixed with new fuel
Before offloading to an installation, the installation shall sample the fuel. If the fuel is of satisfactory quality, fuel
is allowed to be transferred to the installation.

11.11 Fuel efficiency


Vessel shall sail with economy speed. Economy speed is defined as 9 kts or 1 main generator enabled for transit.
The ETA on the siling order and rout plan will determine the speed to be used. Any deviations from this shall be
approved by the Vessel Coordinator.
The vessel should consider lower speeds where there is opportunity for it. Examples:
 If the vessel is sailing to a installation with opening hours from 07:00 - 19:00, and estimated arrival is
outside working hours. This shall be agreed with the Vessel Coordinator and affected installation.
 If the vessel is finished with last installation on a voyage, and ETA to base is at nighttime, speed should
be adjusted so the arrival to base is in opening hours.

11.12 Weather reports


Logistics Centre has access to weather services from MET (Meteorologisk institutt). Everyone can access spot
forecasts for Gyda/Ula area, Skarv, Valhall, Varg and Yme (and temporarily locations when a contracted drilling
rig is present) by logging on to:

11.13 Bulk Hose operations


Bulk hose operations on the vessels are to be planned and executed according to UK-PRO-5.6-100 UK North Sea
Marine Operations Manual. Bulk hose handling shall be executed according to the method described in UK-PRO-
5.6-1000 appendix 8 on the vessel cargo rail. Where this method can not be used due to vessel design or risk
assessment, alternative method described in GOMO Appendix 10 are to be utilized.

Bulk and lifting operations and equipment at the installation is described in NORSOK R-002 and NORSOK R-003.
The intentions and principles of the different governing documents above are to be closely monitored and met
during the full operation.

11.14 Oil Recovery


There is a requirement for Oil spill response vessel services in conjunction with offshore operations. Oil spill
response is divided between two levels: Field oil spill response and regional oil spill response (NOFO). See
www.nofo.no for more information.

11.14.1 Emergency Response plan Oil recovery “Beredskapsplan Oljevern)

Any vessel performing Oil Spill response services for Logistics Centre shall familiarize with "Beredskapsplan for
Oljevern".

11.14.2 Field oil spill response (First barrier)


The captain onboard the standby vessel takes action on the orders of OIM or a person authorized by the OIM in
case of oil spills into the sea. First barrier oil spill equipment is designed to be the initial response force, when
fighting acute oil spills. It is operated by the vessels own crew and consists of the vessels own equipment.
Vessel resource at the Ula and Valhall field is equipped in accordance to Nofo standard 2009 with OSD oil radar
and SECurus IR camera for detection and quantification of oil spills.
In addition, the Ula field vessel resource is also equipped with 400 m NO-1200 R lense and TransRec 150
oilrecovery and high viscosity skimmer.
The vessel's operating manual describes how to prepare for and conducts the operation. Drills should be
conducted annual, preferably in sheltered waters.

11.14.3 Regional oil spill response (NOFO) www.nofo.no


The following will apply to vessels dedicated to NOFO services:
The vessel must have the class notification "OIL REC" and be approved as a NOFO vessel by NOFO. In
accordance with NOFO 2005 or NOFO 2009 standard.
NOFO vessels will be exersised twice a year.

11.15 Reports
For vessels doing standby duties, oil response duties or oil radar duties, reports below must be sent to
vessel.reports@akerbp.com (and others as requested in appendix) on a weekly/monthly/ quarterly basis.
 Crew qualifications (after crewchange and other changes in the crew composition)
 Drill report for emergency response vessels (weekly)
 Conditions check of rescue equipment and certificates (quarterly)
 Oil radar report for emergency response vessels (monthly)
 Fuel calibration logg
